late today. here's what happens next. the first of 6 million doses slated to be shipped out sunday morning which means the new vaccine could be administered early next week. chief national affairs correspondent tom llamas starts us off. good morning, tom. george, good morning to you. this news on moderna can't come soon enough. health care workers in every corner of this country are dealing with a pandemic that is exploding like we've never seen before. a member on that fda panel describing the vote to authorize as an issue of risk versus reward. the panel essentially agreeing the risk is low and the reward is to save more and more american lives. this morning, the fda expected to grant moderna emergency use authorization, paving the way for the u.s. to have two vaccines available to the public. overnight an fda advisory panel voting overwhelmingly 20-0 in favor of recommending the moderna vaccine be authorized for use in americans 18 and older. studies show the moderna vaccine to be 94.1% effective in preventing symptomatic disease.

>> it looks like we have a favorable vote. >> reporter: "operation warp speed" says it's ready to ship 6 million doses throughout the u.s. by the end of next week. unlike pfizer's vaccine, moderna's doesn't require special freezers, making it easier to distribute to smaller and remote communities. like the pfizer vaccine, moderna says its volunteers experienced common side effects like temporary fever, headache and fatigue. and several states raising the red flag this week about reduced vaccine allocations. >> and they haven't given us any explanation why those numbers are smaller than they were before. >> reporter: governors from washington, illinois and florida saying they're now seeing a 30% to 40% drop-off from what they expected for next week. a change when states request the vaccine may have led to the confusion. "operation warp speed" saying their goal to distribute 20 million doses by year's end is still on track. the confusion over allocation coming as three shipments of the

precious pfizer vaccine had to be disposed of when sensors detected they were set too cold. one of the impacted sites, california's queen of the valley hospital forced to throw out 975 doses it received on wednesday. >> we're working with the fda now, cdc, fda and pfizer to determine if that anomaly is safe or not, but we were taking no chances. >> reporter: but in state after state, visible signs of excitement and relief as more frontline workers receive the first dose of that vital vaccine. >> i haven't seen my parents in a year. >> reporter: a finish line in sight in the race to vaccinate. >> this is hope. this is -- i get to hug my mom and my dad. so i'm happy. >> reporter: we love seeing those types of images. this morning we're learning congress and the supreme court along with executive branch agencies will be provided with a

specific number of covid-19 vaccine doses. the reason, the national security council says it's meeting long-standing requirements for continuity of government operations. michael? >> thank you, tom. once the vaccine is authorized, the next is the distribution that could be disrupted by forces outside of anyone's control as we saw with that powerful nor'easter. transportation correspondent gio benitez is live at the distribution center for moderna in olive branch, mississippi. good morning, gio. >> reporter: hey, michael, good morning. yeah, that distribution process will begin right here in the memphis area and it could start as early as this weekend. now we're talking about nearly 6 million doses of the moderna vaccine. the plan is to begin distributing the doses next week to the nation's frontline health care workers and nursing home residents. moderna has a slight shipping advantage here. that's because the fedex world hub is also in the memphis area. that is the largest cargo facility in north america and it's just about a half hour from

here. so the vaccine should be able to move very, very quickly. >> distribution of the pfizer vaccine hasn't been foolproof with that nor'easter causing some delays. >> reporter: yeah, in fact, you know that new jersey's governor phil murphy said that the storm did disrupt the distribution of vaccines but that hospitals will still get it just a little bit delayed. u.p.s. issued this service alert about shipments in general saying weather conditions around our regional hub in philadelphia, pennsylvania, caused a disruption to operations. as a result, some shipments may experience unavoidable delays. we know fedex also had some issues but we do not know how many doses of vaccine were affected, michael. >> as we said, outside of anyone's control, gio. thank you so much. cecelia? >> mike, thanks. we turn to washington now where mike pence will soon be vaccinated on live decision and mary bruce joins us with more. mary, public health officials are calling on president trump

to get the vaccine to instill public confidence but so far that doesn't seem to be happening. >> reporter: cecilia, it is notable and rather uncharacteristic that the vice president is going first here. the white house said president trump is open to being vaccinated but he wants frontline workers to go first here. part of this might be because the cdc said that anyone who had the specific treatment trump received when he had covid wait 90 days to be vaccinated. the white house has been sending mixed messages here. they've been hosting these packed holiday parties, many without masking as they're trying to shore up support for the vaccine. the vice president and his wife will be receiving this vaccine overnight on television. members of congress and the supreme court learned that they too will be vaccinated in the coming days to preserve the continuity of government. cecelia? >> and on that much needed covid relief on capitol hill the

deadline to reach a deal is today. where do things stand? >> reporter: they are closing in on a deal but so far aren't there yet. here's where things stand. the bill would provide $300 in weekly federal unemployment benefits and $600 direct payments to most americans. but this morning both sides are still haggling over the details including the amount of those direct payments. this morning, "the washington post" actually is reporting that the president wanted those checks to be far larger, but that's something republicans, trump's own party, has been opposed to. both sides are optimistic they are going to get this done but it does look likely they'll have to work through the weekend and because they are tieing this bill to government funding, it is also likely tonight we'll see a government shutdown. >> the vice president and second lady will receive the vaccine and we'll cover it as it happens. >> let's bring in the secretary of health and human services, secretary azar. secretary azar, thank you for

joining us this morning. we found out your wife has tested positive for covid. how is she doing? >> she's doing very well, thank you for asking and we're following all the cdc protocols and i talked directly to dr. redfield as well as the white house physicians. we're doing exactly what they say to do. she's doing quite well. thank you for asking. >> you've still tested negative? >> just minutes ago again. >> that is good news as well. let's talk about the vaccine distribution. right now you heard in the earlier pieces many governors complaining about their vaccine allotments being cut back over the next couple weeks. can you break through that logjam? is it going to get fixed? >> so there's nothing actually to fix. there was some misunderstanding from certain of our governors. we had put into the planning tool some base scenarios just so they could do some rough work on planning. the allocations are always what pfizer or moderna tells us is available and ready for

shipment. we've always said this week that they would have 2 million doses of pfizer available for next week for an allocation. we'll work to clear up any misunderstanding they've got, but it's really just a miscommunication between the governors and us. >> wasn't the initial allocation 2.9 million, not 2 million? >> no. we've been very clear. the allocation is what general perna puts into the tiberius system tuesday night. ever since monday when wide the number from advertise pfizer we said you'll get 2 million so that 2.9 number or any other number is not a basis for expectation for our governors. it's only what general perna does. when he snaps the line based on what pfizer tells us they've got vaccinated. >> will we see 50 million people vaccinated by the end of january? >> we will have 20 million doses available for vaccination during this month. and great news, george, just like last friday when i told you about pfizer, this morning i can

tell you and your viewers that the fda has communicated to moderna that we expect to grant their emergency use authorization. that could come as soon as today. so more good friday vaccine news. in fact, i think maybe we should set up a regular date for you and me to talk every friday morning. >> until we don't have to do it anymore. you're right about that. if that happens today, if the fda makes that approval today, will the shipments start on sunday and the administration next week? >> trucks will roll. planes will fly. >> we still have people reluctant to get the vaccine especially in the wake of even though these are isolated incident, even in the wake of these isolated incidents of allergic reaction. what's your main message on vaccine confidence? >> it's exceptionally safe and shockingly effective vaccine. the moderna vaccine as well as the pfizer vaccine and we're just going to keep trying to get the word out that all of us have complete confidence in the

independence and quality of the fda's review process. that's why you're seeing the vice president, the second lady, the surgeon general today getting vaccinated. we'll be pacing out leaders getting vaccinated over the coming weeks. i plan to get vaccinated next week as long as the white house physician says that it's appropriate to do so and do so on tv. we just want to make sure people know we have supreme confidence in the process and confidence in the safety and efficacy of the vaccine and we wouldn't ask to you to do something we wouldn't do. >> secretary azar, thanks for your time. we hope your wife continues to feel well. >> thank you, george. >> michael? >> thank you, george. now to major covid fears this morning with nearly 85 million americans expected to travel for christmas. new cases are skyrocketing in california right now with another day of more than 50,000 confirmed. kaylee hartung is at a hospital in los angeles with more this morning. good morning, kaylee. >> reporter: hey, good morning, michael.

with all those new cases, hospitals are overwhelmed. right now there are zero icu beds available in southern california. so this is what hospitals are doing, popping up tents like this trying to make more space as they prepare for what's expected to be an even more devastating holiday season. this morning with christmas just a week away, major fears over the impact of more holiday travel despite cdc guidance not to travel. 84 million americans are expected to travel over the next few weeks, including nearly 3 million by air. the white house task force warning of a surge upon a surge as thanksgiving-related cases collide with upcoming holiday travel. this as hot spots are already developing in new york and across the southeast. the cdc predicting more than 80,000 people could die in less than a month. the death toll reaching 391,000. in california, infections continue to skyrocket. more than 52,000 in one day. that's more new covid-19 cases than in the uk, france or india. >> we're in a very serious phase

of this pandemic. our hospitals are full. our emergency departments are full. our intensive care units are full. there's just a handful of beds available in any given hospital at any point in time and this is not a situation that anybody wants to be in. >> reporter: l.a. county, which dr. christine galley oversees, is seeing an average of two people dying of covid every hour. she warns hospitals are under siege. >> this represents immense heartbreak, immense suffering for everyone and it should be broadly felt because it is broadly experienced by so many people in this county and this nation. >> reporter: and with all that holiday travel, here at providence st. john's they are among the hospitals preparing for it to get worse. cecelia? >> just so hard to hear, okay, kaylee, thank you so much. we turn to the latest on what's being called a massive cyberattack on u.s. government computer networks. russian security forces now the prime suspects.

pierre thomas is in washington tracking the latest. and, pierre, you're learning these hackers got into a u.s. nuclear weapons agency network and may have been reading government emails for months? >> reporter: cecilia, good morning. that's right. add the energy department's agency, which oversees the nation's nuclear weapons stockpile, to the expanding list of federal agencies hit in this massive attack. officials confirm the breach but said so far they have no evidence that classified information was compromised. but sources are telling abc news that this breach went undetected for six months and that among the agencies targeted were commerce, treasury, state, homeland security and even nih. the russians are suspected of spying on the communications of top government officials. no one knows how deep the damage is and authorities are trying to determine if it allows the russians to actually control computer networks. it is being described as a campaign that poses grave risks to not only the federal government but to state, private

companies and the nation's infrastructure and it's ongoing. this morning one top ranking democrat in the senate calling it a virtual invasion. republican senator mitt romney saying it's stunning that the white house has not responded more aggressively. so far no comment from president trump. cecelia? >> yeah, alarming indeed. pierre, thank you so much. >> that is a concerning situation. let's switch gears now and have a little fun with the snowstorm in the northeast. take a look at the buffalo bills after their practice yesterday. dumped a whole lot of artillery and no surprise. they're in good cheer. 10-3 atop the nfc east and this was shot by the bills owner. looks like the guys made sure not to hit the boss. that's smart, michael. >> we used to do that. when you are winning, you're allowed to have fun. they're winning. have fun, buffalo bills. >> good for them. we're following a lot of other stories this morning. walgreens is starting to give the vaccine to nursing home residents live right here on

good morning. happening today, the santa clara public health department is going to hold another briefing with the latest on the coronavirus crisis in the county. santa clara has the highest number of covid-19 cases in the bay area. they are more than 52,000. yesterday, there were more than 1200 new confirmed cases with 99 hospitalzations. today's briefing happens at 10:00 this morning and you can get updates on our website, abc7news.com. california's next shipment of pfizer covid-19 vaccines will be smaller than expected. the state was expecting to get 393,000, but now it's only going to get 233,000. they say the federal government gave several states new estimated shipment amounts.

see resident rebecca meeker receive the vaccine right now. dr. ban, this is a big deal. the first time walgreens is administering the vaccine to a nursing home resident. why don't you walk us through what we're seeing. how long this will take and how many folks you expect to vaccinate? >> right, so this is a great moment. there's a deep sense of pride that all the people at walgreens feel. all this started back in january when the scientists were able to actually put together the vaccine and then over the course of the last several months they've been going through the phase 1, 2 and 3 trials. think of it like a relay race where we're passing the baton on and finally we have the baton and we have to get us across the finish line. we're in three states today, ohio, connecticut, florida. ten clinics but next week we'll be in 12 states and over 800 clinics. we're moving ramping up to 35,000 clinics across the entire country.

we're going to vaccinate more than 3 million people in these long-term care facilities. >> you're starting there at a nursing home. nursing homes, as we've been saying for so many months, so hard hit in the pandemic. nearly 40% of the nation's death toll is coming from facilities like a nursing home. so time is of the essence for you as far as nursing homes go. >> that's correct. and i thought the cdc did a great job in setting guidance around this. first of all, let's get the vaccine to the people who are at the front lines of this, the health care workers. that started this week and now you can see today we've started with the long-term care facilities and we're going to scale that out over the course of the next few months. this is called phase 1 and we're pointing towards phase 2, which we expect to happen as dr. fauci pointed out sometime in march. so that's when we will begin let's call it march, early april, the vaccination of the general public in phase 2. >> as you were talking, we're seeing yet another resident get

that vaccine at that care facility there in columbus, ohio. i want to talk about walgreens, national chains like yours will be playing a big role, major role, in the distribution across this country. you've likened what you're about to embark on as giving out the flu shot. you say you've already got the infrastructure in place. >> yeah, that's correct. you know, over the course of the last 15 year, we've been building out our vaccine program. over the course of the last five years we've conducted more than 150,000 flu clinics that are very similar to these covid clinics so we feel like we have the expertise. really the point now that we need to focus on is good education for people. people just want information. i've been tracking this since january, very encouraged by the early studies and now the phase 3 studies, but for a lot of people this is new. so i want to ease people's concern. i want to bring as much good information. all the touch points have been met here. the effectiveness is exceptionally good. more importantly, this is a safe

vaccine. >> this is a safe vaccine. how is this going to work just on a logistical perspective? people have to make an appointment to go in? they just show up? how does it work? >> right now we are focusing in on phase 1. so there is no list. you cannot make an appointment unless you fall into phase 1. when we get to phase 2, what we want to do is, again, lean into our platform, our technology so that people will make an appointment in advance. we can do that. you can call on the phone. you can go onto our app, it's called my walgreens, or go to our website. when it is time to do that, the cdc, walgreens and the state governments will make this clear. we want to make it as easy as possible for people to schedule that appointment in advance so that we can keep everyone safe. we're in the middle of a pandemic and don't want people all coming at once. >> dr. kevin ban, thank you so much. it is a great sight to see those vaccines being given this

morning. michael? we turn now to the new fallout from that frightening police raid at the wrong home in chicago. officers busting down the door of an innocent woman and this morning we're hearing from anjanette young about the incident. alex perez joins us with more from chicago. >> reporter: hey, good morning, michael. anjanette young says she knew immediately police had the wrong house, but no matter how many times she told them she says they simply did not believe you. we should warn you the video is difficult to watch. overnight the innocent woman seen in this disturbing police body cam video speaking out. >> they didn't kill me that night because god was covering me. >> you got the wrong house. i live alone. >> reporter: chicago social worker anjanette young was changing clothes after coming home from work when police barged in carrying out a warrant at her home. >> i ran into my living room tried to grab something to cover myself and before, you know, i

could do anything, the police were in. the room was dark. so i could just see lights and scopes on guns pointed at me. >> reporter: handcuffing her as she stood there naked, humiliated and terrified. >> tell me what's going on. >> i was scared into compliance like i did what they said to me. i was afraid if i did anything or made any moves they would shoot me. they had guns pointed at me. i feared for my life that night. >> reporter: the incident unfolding back in february of 2019 but the video just now surfacing. turns out police were working with an incorrect address. after about two minutes police covering young with a blanket. >> you have me in handcuffs. i'm naked. this is not right. >> reporter: the police support superintendent and chicago may

george? >> so maybe this will be a teaching moment for people. deb roberts, thanks very much. we move to a "gma" health alert. new warning from the fda about some popular weight loss and male enhancement products sold online. jen ashton joins us. the concern is some dangerous ingredients may not be on the label. >> yeah, and, george, first big picture view. it is an example that the fda continues to work on many other things as they evaluate data for these covid-19 vaccines. this is not the first time they've issued an alert on supplements but this time they looked at approximately 50 supplements in the weight loss/male enhancement category sold online. sites like amazon and ebay and tested those supplements and found a majority of them actually contain active ingredients that can have significant medical risks. they're putting out a warning to consumers they need to be aware of this. >> what kind of risks and side effects are we talking about? >> well, particularly in these two categories of supplements

we're talking about in many cases prescription pharmaceutical ingredients that can cause side effects. things like headache, blood pressure changes, visual changes and obviously if you're talking about things that affect those outcomes, there are also risks to cardiovascular health and, you know, we're talking about things that absolutely can be significant. so people absolutely should understand that when they see a supplement, particularly one that is sold and marketed online, these are not subjected to the same rigorous standards that a prescription pharmaceutical is by the fda and because something says natural does not always mean it's safe. >> so what are the rules for the road when you're looking at over-the-counter products like this? >> well, the first one is trust your gut and have a very strong degree of kind of caveat emptor, buyer beware. if something sounds too good to be true, in medicine and in science, a lot of times it is.

already own so the first is an actual food idea. maybe this year you're not cooking for a crowd so you could be a little more artsy and try out something we found on "the new york times" instagram feed. it's called a charcuterie wreath. any greens as the circle of the wreath on the plate. they use rosemary, you could they use rosemary, you could use arugula, anything and cut cheese or any other nibble finger food and triangles. wind up salami or prosciutto like pinecones. it's a cute idea and you could serve almost anything in a festive way. so there you go. >> all about presentation, right? now we move on to gift wrapping. and have you a creative idea for some bows. i like what i'm looking at right here. >> these are bows with a bonus. it's so fun. what you do is you take a bag of m&ms or skittles and grab a little piece of string and you

tighten it down the center and voila, it is a bow with a bonus, a present plus a present. >> i don't really need the present. i'm just going to take the bonus. i'll take those peanut m&ms. >> help yourself. >> this one can save money on festive cookie boxes that people tend to buy. >> correct. if you're gifting cookies, you can, of course, buy a cookie tin at the store or you can make something festive yourself. okay, we're going to go magic of television. i have a little saran wrap or tin foil dispenser box, but our elves in the prop department have transformed them in the studio. they are really pretty, right? you can put the cookies in there and it looks very festive. but, michael, my question, did they take that sharp edge off of your boxes? >> they did not. my elves did not do that.

and share with people. >> all right. should we get started? erin, you have apple filling. walk us through it. >> yes, i got my apple filling simmering already over here. it's got brown sugar, butter. a little lemon juice. i have a few more ingreenedents to add to it. i have granulated sugar and flour. i am stirring those together. the granules can break up the flour so it doesn't clump up. i will add salt and vanilla as pell. >> tell us about the topping. what goes into that? this is delicious. >> that is a streusal it absorbs some of the moisture from the filling. so it's delicious all the way around. when the filling is done it looks like this all nice and globed up. the streusal has brown sugar, a little salt and cinnamon and

favorite ingredient butter. we had that in there until it's all crumbled up and nice and streusally. >> i love this it's between a pancake and a pastrpastry, tell about it. >> for this one i look to use puff pastry, when you use puff pastry, you have to be careful, it likes to puff up. we want to make sure for a cookie we got it nice and flat. so what we will is dock it with our little fork here. so docking means poking holes in it. it allows steam to escape from the pastry so we can just actually press the fork into it a few times here and that's going to help it to stay a little flatter and be a little more cookie-like. >> you have done an amazing thing here. the pastry part is still flakey and crispy on the bottom. it's not soggy, given the weight of the topping. how did you manage that? >> absolutely.
