there in napa and santa rosa, also. this is going to drift south to southeast. so, it could move across the san pablo bay and get into the east bay shore as we head into the morning commute. but it definitely won't hang around nor be as widespread as it was yesterday morning. kuma kumasi. >> thank you, mike. a man charged in the kidnapping that happened more than three decades ago will be arraigned virtually today. michaela garecht was kidnapped and never has been found. a palm print recently led investigators to this man 59-year-old david misch who is already behind bars serving time for a prior murder conviction and awaiting trial for a separate double murder. the kidnapping happened just days before thanksgiving 3 2 years ago. michaela went into a hayward grocery store with a friend and when she came outside her scooter wasn't where she left it and saw a few yards away. when she did, a man grabbed her

and put her in his car and drove away. >> the crime not only shocked alameda county and the entire bay area and the nation. it was so brazen, so ruthless but clearly planned. >> investigators believe it was misch who left a partial palm print on michaela's scooter and now facing murder charges with two special servicecircumstance. he is set to be arraigned this morning. >> michaela's mother has been looking for her for 32 years. over the last year, she has accepted her daughter's death but for decades she never thought that the case would be solved. murch says she wants people to remember her daughter going forward. >> the last year i have come to a place of accepting that michaela was no longer alive. i ask that you please don't forget her now. she's no longer a case, but is what she always has been and that is a bright and shining light. >> murch says she would like misch to tell them where

3,600 patients hospitalized in intensive care units across california with more than 12% of people who have taken a covid test in california in the last two weeks testing positive for the virus. >> our projections don't show that any of the regions that could first exit the regional stay-at-home order will likely do that. >> sober, sober reminder of how deadly this disease is and how tragic the loss of every life is but particularly those lives that are lost during the holiday seasons. >> governor newsom himself now back and quarantined at home after a staffer he was in contact with last week tested positive for the virus. on the vaccination front, newsom says the state administered more than 70,000 doses of the pfizer vaccine last week and also mentioned monday more than 100,000 doses of the moderna vaccine arrived in california and are now awaiting distribution. reporting live this morning, julian glover, abc7 news.

>> julian, thank you. happening today, san francisco mayor london breed is going to update the city's response to covid-19 that will happen at noon. we're also going to hear from the director of public health dr. grant colfax as he addresses the crush of coronavirus cases. today the san francisco board of supervisors expected to talk about getting students back in class. the san francisco unified school district planned on reopening a few schools in january but now that is not happening. negotiations between district and the teacher's union broke down over working conditions. the board of supervisors is expected to consider a resolution today urging the school district to develop a comprehensive plan for the safe return to in-person learning. new at 6:00, hard-hit sonoma county says more covid-19 vaccine doses will arrive in the coming days. nearly 2,000 vaccines arrived and that was two-thirds of what the county was expecting but expecting 5,800 moderna doses to

arrive next week. sonoma plans to vaccinate up to 20,000 frontline medical workers this week. the ceo of the company that helped to develop pfizer's covid-19 vaccine says he is confident that the vaccine works against a new mutation of the coronavirus. but further studies are needed just to be sure. the new variant is believed to be more contagious and can lead to more severe illness. first discovered in the united kingdom. as of yesterday morning, the cdc is reporting more shots of the pfizer vaccine have been given out nationwide. moderna is also testing to see if its vaccines work against this new mutation. the european union recommends that member countries should discourage all nonessential travel to and from the uk until further notice because of the virus mutation. france's uk travel ban has left hundreds of truck drivers stuck this morning. jobina is at the live desk with how this could cause a food shortage for the country. jobina. >> yes, kumasi. this is a very tough situation.

so, france barred the entry of its trucks for 48 hours beginning on sunday night. so, right now, there are more than 1,500 trucks completely stuck. this comes at a time when the uk produces very little of its own food and mainly imports. the french ban does not prevent trucks from entering britain but it does prevent them from leaving. the empty trucks sitting in england may cause shortages on food but not everyone is trying to leave the uk. >> going to be on lockdown for longer than i expected. i am ready to spend it with my family since i'm alone here in paris. so, i'd rather be on lockdown there than alone here. >> over the weekend, british prime minister boris johnson imposed strict lockdown measures in london that caused thousands of people to panic and try to leave before the lockdown, kumasi. >> thank you, jobina. a $900 billion coronavirus relief package is now heading to

coverage we had yesterday. that means a little bit milder this afternoon. upper 50s to low 60s. kumasi. >> thank you, mike. new overnight, fire crews in san jose, they've put out a suspected gas fire at an office building. an engine returning from a call around 2:00 in the morning noticed some smoke and fire coming from the building off of forest avenue. officials say it was a gas-fed fire but not sure yet what caused it. the crews were able to get it together and contain it in 20 minutes. officials say moderate damage. today after more than 30 years, the man police say kidnapped and killed michaela garecht will appear in court virtually to formally face charges. the parents of the 9-year-old have wondered for decades who took their girl from a hayward parking lot. it appears they have that answer, but there is still so much that they don't know. abc7 news reporter amy hollyfield live in hayward as we're hearing from michaela's dad. amy. >> hi, reggie. detectives here in hayward say after 32 years it all came down

to a palm print. they found a palm print at the scene and they believe it matches 59-year-old david misch. he is already in prison. he is serving a sentence for another murder and he's waiting trial for the murder of two other people. now he is accused of killing 9-year-old michaela garecht. she was kidnapped in november 1988. for police and her parents, it has been 32 years of chasing and hearing about false leads. thousands of tips. sometimes dealing with false hope as they tried to find her kidnapper. >> all i know the palm print was on the scooter and over the years they've gone back and matter of fact, november of last year they just did an upgrade on my palm print for comparison and stuff like that. >> michaela was grabbed outside a hayward grocery store and thrown into a car. her kidnapper had moved her scooter. when she went to find it, she was snatched.

fremont police first tipped the hayward police department that they should look at misch as they were investigating him for a double murder. they have not found michaela's remains and they say misch declined to answer any questions. he is set to appear in court today. live in hayward, amy hollyfield, abc7 news. another victim's father who knows michaela's family is reacting to news of the murder charges. marc klaas' daughter, polly was kidnapped at the age of 12. he puts no trust in what this newly named suspect has to say. >> everything that guys like him say when they find themselves in these tight situations is going to be completely and totally self-serving. it will be virtually impossible to figure out what's true and what's not true. >> klaas says when polly went missing years ago he couldn't help but think of michaela. the coming years will be a tough time for michaela's family.

hospitals across the state with more than 3,600 patients now in california icu beds fighting the virus. the governor also addressing reports of a new covid strain out of the uk. >> i hope the federal government takes action in this space. they should. in the absence of that we'll be pursuing different strategies on testing and quarantine. >> the biggest concern being the strain out of the uk may be more contagious, easier to transmit from person to person. the governor mentioned there could be a mandatory quarantine period for people traveling here from britain. meanwhile, the governor himself is quarantining at home right now after coming in contact with a staff member of his who's tested positive for covid-19. for now, reporting live this morning, julian glover, abc7 news. >> thank you, julian. new at 6:00, a number of hospitals in los angeles county are drawing up emergency plans for rationing care. if they get overwhelmed by covid-19 patients doctors at

four hospitals in l.a. county are considering shifting care from trying to save every life to saving as many as possible. and that could mean that people who are less like rly to surviv may not get the same care as someone who has greater chances. this gut wrenching discussion illustrates how bad the surge is in southern california where the region has run out of available icu capacity. the long awaited roll out of coronavirus vaccines has heightened anticipation of slowing the pandemic and even as immunizations have started more clinical trials have started to bring more vaccines to market. a bay area company is behind that effort. abc7 news reporter david louis gives us a look inside these trials. >> reporter: headlands research was involved in the clinical trials for the pfizer and moderna vaccines but their work is far from over. >> we need hopefully three to four if not more of those to succeed if we're going to really try to get across the whole

global population as fast as we can. >> reporter: also working with johnson & johnson and astrazeneca. large-scale trials under way possibly involving 30,000 people that will wrap up some time in january and early february. this map shows that most of the trial sites are in the south and that's important to researchers to have access to patients who come from diverse backgrounds. covid has disproportionately infected and claimed the lives of groups. >> we had 90% population krooz one of the trials in moderna and in excess of 40% african-american and that's really important for the trials that we get that diversity enrollment. >> reporter: such enrollment in the capitol hilinical trials, d be collected to track granular details such as adverse reactions and which vaccine which patient received and when. this will help with f

basketball without the bubble. a new nba season begins today and we're hearing from commissioner adam silver on what the league has learned from watching other pro sports during the pandemic. first, though, we're checking in with jobina with a look at traffic. hey, jobina. >> hey, guys. good morning, everybody. so, we are going to start off with a live picture here bringing in the south beach camera and getting an overall view of the bay bridge. you can see it's pretty light there. i can tell you the toll plaza is very, very clear. no slow downs to report there. emeryville now seeing 80. here for reference the headlights are making their way towards the maze and eventually the toll plaza. we do have one crash that i want to get to on the map here. this is unconcorin concord. causing a bit of a slow down westbound 4 to state route 232. unfortunately injuries reported and they do not sound too major and then heading up here i want to point out the fog.

i know my friend meteorologist mike nicco is tracking that. mike, if i heard correctly you said it is heading southeast, the fog. >> right, yeah. yesterday it was moving kind of west, southwest and that's why it made it all the way over to san francisco and the peninsula. this time i think if it leaks out of the napa valley, it is going to leak down the east bay shoreline and it is going to have a hard time doing that because it's not nearly as thick. in fact, we've got a dry cold front coming through introducing drier air and that means the fog is going to go away much quicker today. let's head down to the south bay where the cold front is kicking up partly cloudy conditions and mid to low 40s and san jose itself with 49 degrees. let's take a look around at some other neighborhood and you can see that we have 40 in redwood city to 49 in alameda and san francisco 48 mid 40s in the east bay valley to 36 right now in napa. no freezing fog to worry about. as far as your commute, everything is pretty quiet other than the fog this morning. it is milder this morning with those 40s to near 50 degree
