>> i'm dan ashley. just yesterday, we learned of a break in the case. 9-year-old michaela garrett was kidnapped outside a hayward grocery store in 1988. she had gone with a friend to buy some candy. the case went cold for decades until a partial palm print under went analysis and matched this man. 59-year-old david misch. other law enforcement agencies are revisiting their similar kidnapping cold cases that they've been working on for decades. melanie woodro has the community out reach and the reaction. >> reporter: news of david misch's arrest in connection with the 1988 kidnapping of michaela garrett is spreading through hayward and reviving memories from that time. >> even after decades, it felt like a relief. >> reporter: simone was 5 years old when garrett went missing. now she works at abc 7. >> i remember being scared and i

remember that fear rippling through all the people, all the kids in my school especially the girls. >> reporter: her parents recall her not allowed to play outside alone. >> everyone was walking kids to school and picking them up and we didn't leave them outside at all. >> reporter: they were relieved for some closure 32 years later. misch is in santa rita jail serving a prior murder conviction awaiting trial for a double murtd ev-murder committe. agencies including dublin police are revisiting the kidnapping cold cases. eileen was last seen walking home from school in dublin on january 30th, 1989. >> definitely piqued our interest and sparked us to look into this individual to see if there is any links in our case, as well. >> misheloff hasn't considered the possibility he could be responsible. >> most of the times it's not

the same person. >> reporter: every year the family walks eileen's path home from school in her honor, but this past april, his wife passed away. >> they can know i just can't do it this year. it's very difficult and about my wife, i don't know how i can do it. >> reporter: dublin police are holding out hope for the family that eileen will still come home if that's not the case, they want to provide answers and closure just as hayward p.d. did for garrett's family. melanie woodro, abc 7 news. >> this story has brought up a lot of memories and emotions. you can read up on the cases by going to our website abc7news.com. in the meantime, family and friends are spreadi s are pleade in the death of a boy. he was shot to death on the fourth of july. his family says he was watching fireworks with his sister at a birthday party and today his sister and friends led a caravan across the bay bridge to bring

attention to the unsolved murder and call for an end to gun violence. >> he was wrongfully murdered. we're just protesting for my brother, trying to spread awareness and trying to get justice for jace. >> billboards have been set up in san francisco in jace's honor. san francisco police believe that jace was not the target of this shooting. the department is offering a $100,000 reward in this case. our work to build a better bay area means taking care of our health and reducing the spread of coronavirus. california continues to set records for hospitalizations and icu patients. the number of hospitalized patients could practically fill the chase center in san francisco. the state is on the verge of topping 2 million cases total and we'll likely set that milestone by christmas. health experts are urging us all not to gather for the holiday. that could cause a spike in cases. abc 7 news reporter stephanie sierra is live with the message. >> mayor london breed made it

very clear today we're in the most dangerous period of this pandemic and while we've seen progress sheltering in place, we know the worst is still ahead of us. >> i don't even want to look someone in the eye and say to their mom or dad that their mom or dad died because we didn't have space in the hospital for them. >> mayor london breed has a request for us. >> as you make your choices this holiday, think about that. think about what you can do to get us through these next few weeks. >> there are more than 20,000 diagnose nod covid cases acrossn francisco. 173 people are currently hospitalized. sadly, so far, 176 people have died from the virus. and while the pfizer and moderna vaccines give us hope, dr. grant colfax explains cases are still skyrocketing. 275 new covid cases reported each day. the highest seen since the onset of the pandemic.

but it's not all bad news. there are signs of progress. >> the pace of increase is slowing down. >> before the shelter in place went into effect two weeks ago, covid cases were increasing 8% each day. today they're increasing 2% each day. >> our changes in behavior are starting to show an impact. >> to put it in perspective, we know the virus is spreading out of control when the reproductive rate or r number is above one. on december 5th, the reproductive rate was 1.45. on december 20th, the reproductive rate was 1.24. >> as a result of that change, projected peak median hospitalizations have decreased from 14 90 to >> the projected number of covid deaths went from 544 to 214. >> that is 330 people who are projected to die from covid-19 in san francisco that may not

die. >> now, after thanksgiving covid cases in san francisco increased by 50% and we heard from dr. colfax today given where we are now, we can't afford to see that happen again. stephanie sierra, abc 7 news. >> now, steph, i'm curious about elective surgeries. are any hospitals creating a backlog for those? >> the county is not aware of bay area hospitals cancelling elective surgeries due to the surge however dr. colfax said it won't take much to get to that point. >> all right. stephanie, thank you. president trump says he will not sign the coronavirus stimulus bill unless congress makes some changes particularly to the stimulus checks themselves. in a video statement, the president calls the bill a disgrace, his word and sites what he calls wasteful spending and not enough help for americans and small businesses. he wants lawmakers to increase

the payments significantly. >> i'm asking congress to amend this bill and increase the ridiculously low $600 to $2,000 or $4,000 for a couple. >> the president did not threaten to veto the legislation. he expected to sign it with the spending bill to keep the government open and running. never have we seen such a global effort to develop and deploy vaccines to stop the covid pandemic. as the immunization programs roll out, there will be a need for information where and when vaccines will be available locally for example. bay area technology has developed ways to help with that and to collect useful data to track the success of the vaccines. abc 7 news reporter david louie shows us what is being offered. >> reporter: there is a hunger for vaccine information. look at the spike on this graph that tracks google searches for the term covid vaccines. consumers want to know when and

politico reporter carla explains. >> this is a very big day for latinos in california but there are some broken hearts. there is no doubt about it. african american women know they helped elect joe biden and kamala harris saying this seat belongs to an african american woman. it's the only seat in the senate held by one. >> padilla's position as secretary of state will be filled by shirley weber making her california's first black secretary of state. san francisco chronicle insider and contributor phil matier is here with us. >> phil, was padilla the best choice for the job or did newsom maybe give into pressure he was getting from the interest groups? >> it's interesting, ama. when we use the word special interest groups in politics, it usually means somebody else's interest. your interest is good government. so there is no shortage of interest on this pick. there was a national push for an african american woman to be

picked, but not necessarily within the state. and there were candidates being considered but in the end, gavin made what was both a safe and a sound choice. alex padilla is an mit graduate, city counsel in los angeles, state senate, secretary of state and worked with dianne feinstein and has a track record, proven track record so he's safe on that and it was a smart choice for the governor because latinos represent the fast growing voter block in california. they represent 20% of the electret and saying yes to them scores points, as well for gavin newsom. >> phil, without kamala harris there are no black women in the u.s. senate. it is a surprising fact. what do you think it will take for the senate to look more like the population of america? >> well, winning more elections is the short answer but also, you know, the senate is always considered like the most exclusive political club out

there. it has 100 members. two from every state. that's it. and, you know, one of the things is you're in there, you're in there for life. possibly if you had term limits, two or three six-year terms and get new blood in there, that would increase diversity. another thing would be is it fair to have two from every state? should rhode island have the same number of senators as california? we have so many more people here and so much more diversity. if we have more senate seats, we'd have a better shot of it looking more like the united states. >> the theory from the founders, each state is represented fairly in the senate but more representatives in the house to balance that question. >> exactly. it goes back and forth like that. it will be a question going forward, as well. senates are basically close to lifetime appointments because once you're in in a state like california, it takes a lot of money and effort to get you out. >> you know, it does take an awful lot of money and your

interesting idea about term limits has come up many times before because it's almost impossible to defeat an incumbent in the u.s. senate so there is almost no chance of new blood. >> alex padilla has run for secretary of state. he has a statewide fundraising network and the democratic party behind him. he probably won't face a challenge in the primary. when he comes up for election in two years, he will be able to mobilize that and california is a big state as we said. it cost 20 to $25 million to probably run a successful campaign here. if you're a republican opponent, you're going to say the republican party says two seats, two senates from every state whether rhode island or montana or california, if you're a sitting senator in california, that costs too much money to take them out, let's go to montana and rhode island and play there. it can wind up being a lifetime appointment and lifetime of

reelection. >> phil, governor newsom may may he may pay a price for it on the heels of the french laundry business that got him in a bit of trouble. do you think he'll pay for this? >> he's going to pay for it. no politics, everybody is your friend until you make a decision and then you're guaranteed to upset people but you'll make friends along the way. there are other latinos that wanted that seat. that will be a push there. he's going to be up for reelection in a couple years, as well. he'll be running with pa dell la a -- padilla. he decided to do something very traditional in american politics. pick the group that's coming up and also, someone who has been with you and padilla has been his loan friee lone friend and he's doing the old political

the pandemic is partly responsible for putting the country on track for the deadliest year on record. it will see more than 3.2 million deaths 400,000 more than last year. california has the most covid-19 cases in the country and is on track to hit the 2 million mark by christmas day. the virus is now continents, yes, it's reached antarcti antarctica. president elect joe biden is unit hi hinting he could take action on air travel to slow the spread of the virus. >> one of the things i'm waiting to get a response from my covid team is whether or not we should require testing before they get on an aircraft to fly home number one, and number two, when they get home should they quarantine. that's my instinct but i'm waiting to hear from my experts

right now. >> in the meantime, dr. debra birx the coordinator of the white house response to the coronavirus announced her retirement. she says she will help the biden team as needed. as we told you, there is a new variant of the coronavirus spreading in england that has researchers on both sides of the atlantic keeping a really close eye on its behavior and possible effect, dan, if any on future vaccine rollouts. >> that's right. there is some concern about this. kristen sze has details. >> reporter: concern over a new fast spreading variant of the coronavirus in england has leading manufacturers moderna and pfizer working to ensure their vaccines will still be effective. while early evidence suggestions the strain might be as much as 70% more transmissible, experts respoke with he we spoke with are optimistic about the rollout. >> the vaccines are remarkable. the magnitude of immune response is much better than the standard

flu vaccine. >> reporter: stanford expert dr. kathryn blish says covid mutations are part of the normal viral pattern. >> should we keep our eye on it? absolutely. this is not surprising in any way. viruses mutate. this is what they do. it's part of their natural evolution. >> reporter: health experts in the u.k. say there is no evidence yet the strain has any selective advantage over vaccines, which are only now being put into circulation. ucsf researchers nevin was part of an international team able to photograph and analyze the virus this year discovering whisky is spikes it uses. he says at this point, any concerns about a mutation's ability to affect vaccines would probably be focussed on the future. >> one needs to keep in mind there is a large amount of antibodies when you initially get the vaccine and looks like the mutations have no effect. when antibodies decrease, the fear is those mutations then would result in more susceptible

on the antibodies are lower. >> reporter: some experts believe future vaccines might have to be tweaked in the way flu vaccines are if the virus develops a successful mutation, a process that might be quicker and less expensive for companies like moderna and pfizer that uses messenger rna. moderna is testing against the strain in the next few weeks but says it expects its vaccine to be effective. in san francisco, kristen sze, abc 7 news. >> now, so far, the u.k. variant has not been spotted here in the united states but health officials do say that with the small percentage of blood samples being sequenced for research, it possible it could be in the country undetected. coronavirus has changed so much of our daily lives and christmas tamales are a staple in many bay area homes but this year businesses say sales are down as gatherings are cancelled because of coronavirus. abc 7 news reporter luz pena
