by noontime with sunshine, we're in the 50s everywhere. by 4:00, a few high clouds. temperatures from the low 50s in our east bay valleys to the upper 50s. it is going to be another nice day for the time being. we'll talk about when the rain arrives in time for christmas. this morning there's uncertainty for millions of americans desperate for help amid this pandemic. president trump now says he will not sign the covid relief bill that congress passed on monday night. jobina is live at the live desk with more. >> good morning. president trump called the relief bill a disgrace. he's asking congress to more than double the payments to americans. the bipartisan deal includes $600 checks per person. democrats called for more money but republicans pushed back on the higher amount. >> $600 is a joke. >> i'm asking congress to amend this bill and increase the ridiculously low $600 to $2,000

week. the chinatown merchants association says city leaders needs to help these businesses with grants, loans or work to partner them with big companies. >> are we going to be like this typical suburbia with targets and big stores left? is that what we want? the fabric of our city is being torn apart right now. >> far east cafe is open for takeout until it closes for good on new year's eve. today the oakland city council will hear a report on spending cuts to close a $62 million short fall. the city is cutting $29 million in personnel, law enforcement and leadership. leadership staff will take ten unpaid days, deferring the upcoming 1% pay increase in january and annual salary increases. oakland is also cutting the police department budget by $15 million and its fire department

by $5 million. city officials hope relief funding from the federal government will further reduce the deficit. registered nurses will hold a virtual protest against ucsf after a staffing dispute. the nurses union claims ucsf applied for a state waiver to increase the work load of nurses. nurses say increasing the number of pains for each rn is unsafe and jeopardizes patients. we reached out to ucsf for a response. we'll bring it to you as soon as we get one. stanford health care says it is making good on a promise to get its front line workers the vaccinations they need. on friday a protest was staged claiming that hospital administrators were receiving the initial doses before the front line workers. yesterday stanford health care admitted it was a mistake and announced a man to get everyone vaccinated. >> we're ready to vaccinate all of our tier 1 highest risk individual individuals within the next week

or so. >> the remaining doctors, nurses and providers should get their shots by the end of january. pfizer and biontech have agreed to supply the u.s. more than 100 million more doses of covid-19 vaccine. that brings the total for americans to 200 million doses. the question now, who is going to get the vaccinations next? a state advisory committee will try to answer that during a public hearing today. vaccinations are under way for the 2.4 million californians in front line health care roles. they're in phase 1a. phase 1b could include teachers, firefighters, grocery store and restaurant employees along with other essential workers. a draft guideline found that nearly 12 million workers or two-thirds of the state work force are considered essential. your health and safety is the main focus for us at abc7 as we work to build a better bay area during the pandemic and it looks like many people are heeding warnings from health officials and staying home for the holiday season.

julian glover has the latest numbers from aaa. >> good morning. aaa predicting the majority of americans will heed warnings from health officials and stay home this season. they're forecasting 34 million americans will travel for this holiday. that still leaves about 84 million americans expected to travel this holiday week, between today and the 3rd of the new year. the majority of people, 96% of people will take road trips instead of cramming into airports. tsa cleared 950,000 passengers on monday. with fewer travelers, traffic volume and congestion during the holiday week is expected to be less than in years past. aaa predicts the busiest spot in the bay area will be northbound 101 at 5:00 p.m. this evening. santa clara county and san francisco still have the ten-day mandatory quarantine order in place to discourage holiday

california's secretary of state alex padilla will have a new role. he was picked to replace president-elect kamala harris. he will be the first latino california senator. abc7 news anchor dan ashley has his story. >> a lot of work to do. i'm ready. >> reporter: 47-year-old alex padilla began his political career as a member of the l.a. city council. he's the son of working class parents who immigrated from mexico. >> can you imagine what mom would be thinking now as i ask you if you want to be the next great senator of the state of california. >> i'm honored, man, i'm humbled, because of them. >> reporter: one of padilla's biggest pushes was defending votes rights and election

california's first black senator when she was sworn in and leaving the position behind meaning there are no black women serving in the senate. governor newsom nominated assemblywoman dr. shirley weber to take padilla's position. she will be the first black woman in california to become secretary of state. the retired africana studies professor served for 40 years at san diego university before becoming an assembly member in 2012. she's known for a focus on education and racial justice. air travel from britain to france has resumed after a two-day ban. but travel between the uk and most european countries is still not allowed. more than 40 nations worldwide issued the travel ban before christmas after a new variant of covid-19 began to spread in and around london. every person traveling has to take a covid test before boarding their plan. for uk residents stuck

from just outside of santa rosa. saturn and jupiter appeared closer to each other than they've been for centuries. the great conjunction is any time two celestial objects line up in the sky. it happens with these planets every 20 years, but the last time they were this close was the year 1623. >> so beautiful. >> i love looking at this. san jose's stayed football team could find itself in trouble for playing a bowl game in arizona. the team won the conference championship over the weekend in las vegas and came back to the bay area. santa clara county's health order requires the spartans to quarantine for ten days. now the team is planning go to the arizona bowl in tucson before that time is up. san jose's state head coach says many of the players have not seen their families since july. >> the biggest thing was having

the axe full gospel church is also providing free covid-19 testing to people in east oakland. for the next several months testing will happen on tuesdays and saturdays from 9:00 to 4:00. there is no testing this saturday because of the holiday. it doesn't matter if you have insurance and you do not need to register. as surging covid-19 cases fill up hospitals across the country there's mounting concern about the lack of nurses and medical staff. >> i'm seeing people die alone. >> california health care leaders released this video warning of the current surge. the increase in cases and dwindling icu capacity are causing a nationwide shortage of nurses, which is affecting hospitals throughout the state. >> our nurses are handling it. they're okay. but i don't know if they can handle it for the long-term. >> the traveling nurses who often fill in the gaps have been grabbed all over the country by

"san francisco chronicle's" phil matier says the governor made a sound decision. >> it was a smart choice for the governor because the latinos represent a fast growing voter bloc in california. they represent about 20% of the electorate. saying yes to them scores points as well for governor newsom. >> he said the governor went the traditional route. instead of a surprise pick he chose a long-time friend and ally. today is attorney general william barr's last day on the job. barr announced earlier this month he would be leaving his post. this week he broke ranks twice

with the president by saying no special council would be needed to investigate election fraud claims and joe biden's son's foreign business dealings. barr will be replaced by acting attorney general jeffrey rosen. president-elect joe biden will take over the potus twitter account the day he takes office. it will come with a twist. twitter says he will not inherit the potus accounts 33 million followers. that's a change from 2017 when president trump got control of the account. anyone following the handle will be given the option to follow the biden administration's new count. the biden team is pushing back against this decision saying they shouldn't have to start from zero. travel will be down this christmas, but millions are still hitting the road across the u.s. still ahead, a look at peak travel times in the bay area. and you are looking live right now at the big board at the new york stock exchange. up right now about 185 points. another update on how the markets are doing next.

that's down from 60,000 cases a week ago. the state is still setting records when it comes to hospitalizations. the number climbed close to 18,000 people, more than 3,700 of those people are in the icu. those are both single-day highs. let's look at the intensive care numbers. stayed wide it's below 2%. when you look at san joaquin valley and southern california, they're at zero percent. in the bay area there was a slight drop on monday to 13.5%. a vigil was held outside uber's headquarters in san francisco to remember uber drivers who died from covid-19. they parked along market street to draw attention to the deaths. a truck with an l.e.d. screen had the names of those who died from the virus. the group says it coincided with an international day of action to bring light to health and safety issues that app workers face.

your health and safety is a focus for us at abc7 as we work to building a better bay area. most people are heeding warnings from health officials and staying home over the holidays. abc7 news reporter julian glover is live with the details. >> the aaa prediction is 34 million fewer americans will travel this holiday period compared to this time last year. that leaves about 83 million americans who are expected to travel for the holiday. the majority of them, 96%, hitting the roads and not packing the airports. the tsa did clear 950,000 passengers on monday. the good news is with fewer travelers, traffic volume if you are hitting the roads are expected to be less than in years past. aaa predicts the busiest spot in the bay area will be northbound 101 at 5:00 p.m. this evening. keep that in mind if you will be hitting the roads in a matter of hours.

meanwhile, down in santa clara county and san francisco still have the ten-day mandatory quarantine order in place to discourage holiday travel. a bit of good news here, gas prices are down 50 cents compared to last year. but 34 million fewer americans will be traveling this holiday season hopefully to slow the spread of the coronavirus. reporting live this morning, julian glover, abc7 news. u.s. unemployment claims fell last week dropping slightly from a three-month high. last week's claims dropped to 803,000. economists told the "wall street journal" they expected that number to be at 888,000. the figure reflects new closures and restrictions that local governments are implementing to ease the surge of covid-19 cases. a live look now at the new york stock exchange as trading

gets under way. we're up about 155 points. one of the biggest bay area tech companies could have bought tesla. elon musk says he wanted to sell his company to apple three years ago during the darkest days of its model 3 rollout. he said tim cook refused to take the meeting. at the time musk says that tesla was worth about one-tenth of what it is now. musk's comments come amid reports that apple is working towards vehicle production in 2024. some people are worried that last-minute christmas gifts will not make it in time to arrive under the tree. what can you do to save your packages? one tip is go to the carrier's website and make sure you don't have signature required for deliveries. here's another tip -- >> if you are unsure whether your package will deliver on time you might need to be creative about how you deliver that gift. so you can wrap a smaller

criticism for hosting another large christmas gathering in southern california. about 100 people, few if any wearing masks showed up for a caroling event last night. this was outside of a mall in thousand oaks right next to a covid-19 testing site. this is at least the second caroling event hosted by the former "growing pains" actor turned evangelist. one of his earlier events was subject to criticism for contributing to the spread of coronavirus. tamales are a holiday tradition for many bay area families but this year it's going to change. sales are slumping with restaurants limited to takeout and delivery only. one shop in south san francisco tells abc7 news it would typically sell more than 5,000 tamales by this time of year. because of the pandemic the sales are down by 1,000. still for many making them is a labor of love. >> the family tradition, everybody has a story about how their mom, their dad, everybody would get together and make tamales before christmas.
