am i dead? no. >> at 6:00 a lot of faith and no fear of covid-19. a local megachurch opened its doors for a mask-less christmas eve service. this morning we are hearing from some church members. happening now. volunteers preparing to deliver christmas meals to thousands of seniors. how the pandemic is changing the organization's typically way of helping people in need. a live look outside this christmas morning. if you're dreaming of a rainy christmas, frances has the forecast for you. good morning, it's friday, december 25th.

if you celebrate christmas, merry christmas, everyone. >> merry it's starting out in the north bay where we are light showers. i want to show you the forecast animation. skip over that, actually. this storm impact is 1 out of 5 and starts today. the heaviest rain in the afternoon hitting the north bay harder than the rest of the bay area. and then the showers will continue into tomorrow morning and if you want a white christmas we have snow in the sierras so i'll tell but that as well. >> volunteers are getting ready to bring christmas joy to singers who can't leave home. they will be delivering thousands of meals for the

salvation army. julian glover is live how the annual tradition has changed christmas. good morning. >> reporter: merry christmas to you. for starters they will deliver 4800 meals to home meals seniors and underscoring the need during the covid-19 pandemic. meals are arriving right now. the folks at the salvation army had to modify their operation this year and instead of making the meals themselves with dozens of volunteers, they have had to pivot to keep everyone safe. they are using a catering company to prepare the meals. in about an hour 400 volunteers will show up to cover 170 different routes to get the meals to seniors in need. >> we saw people who normally are donors coming to us asking for help and they were in tiers just that we were able to provide them with the food they needed for a few weeks. as we know that this is continued to last and the need is getting larger. we are glad we are able to help

but we need the support to make it happen. >> for some recipient a volunteer is the only contact from the outside world they receive today on christmas. the need really does run both ways. the cost of delivering this annual service the meals to seniors in need has only gone up with the salvation army having to contract with a cater and their revenue have been down. the red kettle bells i've been told down 60% this year compared to last year so if you can donate, they are asking you to do so. >> thank you. if you want to make someone else's holiday special, you can give where you live. with the pandemic, many are in the need for the first time this year. go to abc news.com to take a look at the list of the vetted

sponsors. covid is down 9.2% according to the state numbers and that dropped more than 2% from wednesday. we will be under this tight restrictions we are seeing now until the number goes up to 15%. california is the first state to record 2 million confirmed coronavirus cases. the surge in los angeles is driving that. abc news is reporting on wednesday more than two americans tested positive for covid-19 every second. u.s. cases overall have seem to plateaued due to a drese in the midwest there are some concerns about a possible new spike with christmas travel and gatherings. starting on monday, all passengers flying from the uk to the u.s. have to provide proof they have tested negative for a coronavirus. the test has to be taken within 72 hours before departure. the order is in response to a new potentially more transmissible strain of the coronavirus. it's believed to have originated in the uk. this comes as the tsa reported

screening nearly 1.2 million travelers on wednesday. that is a record during the pandemic. this morning, the covid-19 relief bill has arrived in florida where president trump is spending christmas. we are waiting to see if the president will sign it or veto it. earlier this week he refused to sign it and demanded the stimulus checks be increased from $600 to $2,000. house speaker nancy pelosi is planning to have a standalone bill on monday to up the checks. some say $600 is not enough to get by. >> millions of americans have been waiting for someype of relief for a long, long time. so many people have lost their jobs. >> the president has put a spending bill on hold if he doesn't sign it, the government could shut down on tuesday. he also vetoed a defense policy bill but there was enough support in congress to override

that. a santa clara county church is racking up the fines. the megachurch in san jose defied health orders again with an indoor christmas eve service last night. matt boone spoke with church go onners who say they have no fear and faith in covid-19. >> reporter: this church welcomed parishioners as it has most months and one of the few places to worship inside in the bay area. >> the pastor is a shepherd. the shepherd is giving his life for a sheep. >> tim glass came from mantika. >> if you think this world is it, right? and you're gone and you're done after this, then everything about protecting this moment in this life it everything. >> reporter: rick and his son richard had similar thoughts. >> god knows when i'm going to die and i don't fear death. >> reporter: this is just one of the parking lots and overflow parking lot and it was full.

previously pastor said about 700 people come to each of their services inside. >> no matter how bad 2020 has been. >> reporter: the service was also streamed live on the church's youtube page. lead pastor mike mcclure has said he has no plans to close indoor service despite racking up $1 million in fines so far from santa clara county which threatened even more consequences. but a lawyer for the church told abc 7 they have a constitutional right to be there. it comes during a month in which santa clara county has seen 128 covid-19 related deaths and increasing transmission rates, not bound by church walls. >> i'm asthmatic. i'm always going to church. i'm always around everywhere. am i dead? no. >> reporter: in san jose, matt boone, abc 7 news. two local police departments giving back this christmas. >> we are probably about, i'd say, a quarter way there. been here about an hour.

good morning, everyone. we have light rain falling over parts of the north bay roit now. y right now. you can see it here in the light green returns. we will see a lot of the rain hit the north bay the morning hours and slide south through the afternoon. temperatures are mild in the 40s and even 50s.

30s are gone except for san ma'am ramon. it's much milder because of the cloud cover. this afternoon, temperatures will be warmer as well, in the low 60s for the most part. so we have a couple of systems to tell you about and i'll show you that in my next forecast. >> thank you, frances. in the east bay, santa helpers wore uniforms and badges. this is a look at oakland police handing out toys and food to more than a hundred families. officers identified the families in need during their regular tro patrols. they have organizing this giv give-away for past 30 years. two separate toy dries. the police department gave us this video in collaboration with walgreens. they bought more than 1900 toys in a drive funded largely by donations from officers and

inches per hour and on our storm impact see how we rank the storm 1 out of 5. it's a light storm. gusty sorm winutherly winds. winds will pick up this afternoon 20 to 30 miles per hour and the showers will linger and some of them spotty through tomorrow. at 8:00 this morning, most of the rain towards the north bay. even by lunch time, it starts to slide a little bit towards the southeast. that is where we will see in santa rosa and ukiah. afternoon and early evening hours it slides southeast and breaks up rather quickly so we will have spotty showers around the rest of the bay area and then that will continue to tomorrow morning. notice the white there in the sierra is the winter storm warning that takes effect today at 4:00 and continues to tomorrow afternoon, up to two feet of snow in the highest peak so travel will be difficult and

gusty driving across the peak there as well. highs today very mild. melanie in the low 60s and 50s in parts of the north bay and lows tonight will also be mild in the 40s and 50s. here is the seven-day forecast. it is an extra special christmas for this woman in des moines, iowa and just reunited with her cat who had been missing for five years almost. she got out of the house and karen didn't think her cat could survive outside being declawed. they were able to track the cat down and she were reunited for the holidays. warriors getting ready to go up against the milwaukee bucks this morning. the latest update on draymond green's foot injury.

rain moving to parts of the north bay. very light right now. we are barely getting trace amounts reported in a few places. you see the system is going to hit the north bay first and then slide through the rest of the bay area in the afternoon and evening hours. total rainfall amounts for the bay area will be generally less than a fourth of an inch or rather half of an inch or less. here is a look from the east bay hills. we look out toward san francisco. looking really pretty. wet and breezy especially this afternoon. the lingering showers will continue through tomorrow morning and then get ready for a colder storm which arrives sunday night and i'll show you forecast animations coming up as well. formerly conjoined were separated at uc davis hospital this week and are spending the holidays home. >> healthy. nice.

beautiful girls. two babies. it's very exciting. >> lily gave birth to abigail and michaela earlier this year. the twins were conjoined at the head. a teams of 30 doctors and nurses performed an operation in october to separate the twins and they have been carrying for the girls since. >> you got to be a part really of a miracle at uc davis. it was really -- i'm sorry. a once in a lifetime opportunity. >> all of the nurses, all of the staff are all so just google-eyed over having these two young girls here. >> the surgeons say the twins are healthy and their futures are bright. love to see that! san francisco's gay men chorus held their annual concert

thousands of meals. we are live. millions of americans waking up this christmas morning in financial limbo. i will have the latest on the covid relief package coming up. taking a live look outside. we are tracking wet weather this christmas and frances is here with the rainy forecast. good morning, everybody. it is friday, december 25th. merry christmas to everyone who is celebrating this morning and merry christmas to you, frances. >> merry christmas, everyone. this is a gift for all of us. we could use the rain. i'll show you with live we could use the rain because most areas are only 20% to 30% of normal for the season. the rain is starting to fall in parts of the north bay. this is very light rain at this point as it slides south and

east in the afternoon hours, and taper off to showers. so most areas around the bay will get less than half of an inch and some less than that like parts of the inland east bay areas will get maybe only a tenth of an inch. a live shot looking down toward san francisco. a gorgeous start to the day if you want to get outside. right now, would be a good time to do it. temperatures are mild in the 40s for the most part and some 50s. san francisco 49, san jose 47. half moon bay 50. i'll let you know when the rain is expected to arrive and how much you can expect for your neighborhood and how much more rain is coming this weekend. >> thank you, frances. many seniors won't be able to spend christmas with family because of the pandemic. so the salvation army is stepping in to help. volunteers will be delivering thousands of holiday meals and abc 7 news reporter julian glover is live in san francisco where things are moving out there already, right? >> reporter: they certainly are.

merry christmas to you. 4,800 meals will be delivered to seniors across san francisco and more than last year. the meals started showing up a short time ago and they are being delivered this year because the salvation army is working with a caterer to prepare the meals. we know that is because they wanted to try to keep everyone safe this year. they usually prepare the meals in their kitchen, shoulder-to-shoulder, but they didn't do that this year to keep everyone safe during the pandemic so the meals got here about 30 minutes ago. soon, the volunteers will be showing up, they will be covering 170 different routes to get those meals to seniors in need. >> to be honest, today, the smiles, even though it's behind a mask, the smiles they see today may be the only person that they see on christmas and we still want to keep that personal contact there in that capacity. we just try and let them know we

love them. >> reporter: the volunteers will begin checking in at about half an hour at 7:00 this morning from 8:00 until 9:30 when the volunteers will be out in their cars delivering meals to seniors in need. we do want to underscore the need runs both ways. the cost of delivering this service to getting those meals to seniors has gone up with the salvation army having to partner with the catering company. at the same time the money they normally collect through the iconic red kettles is down 60% compared to this time last year with fear of people donating so they are asking if you can help to do so. reporting live here in san francisco this morning, julian glover, abc 7 news. thank you. glito go boxes with ham, turkey, and all of the fixings will than served. the last 27 years the house of prime rib dinners have been

exploded and damaged several buildings. you can see black smoke there earlier this morning. right now, it looks like that investigation is still under way. thankfully, no injuries have been reported. developing news in the pandemic. 120,000 people are in the hospital with coronavirus this christmas. this is according to the covid tracking project. millions of americans are also waking up this morning i'm sure if they will be receiving much-needed federal benefits. president trump has yet to sign a new covid relief package. faith tells us it's not clear he will do that before the government shuts down on tuesday. >> reporter: this morning, the clock ticking towards a government shutdown. the next 24 hours, 14 million americans stand to lose their federal unemployment benefits. still, no indication on whether president trump will sign the rescue package heading to his desk. the bill being flown to florida where the president is spending christmas holiday. lawmakers urging president trump to sign it. >> no bipartisan politics.

put the people first. this bill is for the people. >> reporter: but the president insisting the $600 stimulus checks aren't enough. he says money should be allocated from other measures in the spending bill to give to struggling americans instead. house republicans blocking democrats effort yesterday to increase the amount of the stimulus checks. new coronavirus cases and hospitalizations shattering daily records. on wednesday, every 60 seconds, two americans losing their fight. the cdc warning more than 400,000 americans could die from the coronavirus by mid january. >> every day i see -- i look into the eyes of someone who is struggling to breathe, who is struggling to, you know, get well. >> reporter: the pain of the pandemic also being felt in pocketbooks. many waking up this christmas morning uncertain of what lies ahead. >> we are being pawned between, you know,

republican/democrat/the president. it's going to be too late. >> reporter: the president doesn't veto or sign that covid package it will conspire in less than two weeks meaning the new congress coming in in january would have to go back to the drawing board. there is a covid-19 outbreak at the federal women's prison in dublin. 180 inmates and three staff members have been infected. bay area activists warned officials at the low security facility of the danger of the covid-19 in prison. felicity huffman and lori love minute served time there. huffman has been released and lori loughlin is set to get out next week. state officials are urging the public not to gather for christmas and new year's. health officials and professionals fear if people do not bay the stay-at-home order, the current surgery will be getting worse.

there is concern it could overwhelm hospitals in the next two or three weeks. >> it's frustrating when you're in it for, say, your 12-hour day. then you see people out not adhering to some of the guidelines and that is really frustrating because every day i look into the eyes of someone who is struggling to get well. >> although travel is down by about 40% from a year ago, more than 1.2 million people traveled on wednesday. that is the highest one-day total since the start of the pandemic. we are hearing from an expert about why people are still gathering, despite urgent warnings from leaders and health professionals on the front lines. researchers at uc and harvard say that it has to do with deep-seeded rituals. as david louie explains, changing that behavior could be ve very difficult. >> reporter: by tradition it's a time to shop and go to church and some are ignoring to forego

these procedures to safety. leaders say it has to do with religious rituals. >> when people's rituals are gone, they judge it to be wrong and they have outrage and we find the moral outrage per assists even when you have a good job for altering the rituals. >> reporter: a studied believes the behavior has to do with deep-seeded values. gathering at thanksgiving is ann expression of gratitude. there was an outcry in 1939 when president franklin roosevelt moved thanksgiving up a week to create more time to shop for christmas. complaints arrived when daylight savings time were changed and people want to punish those who alter rituals. >> in one of our experiments, we found that people wanted the person alter the ritual to do activities like clean the floor or assigned them to scrub the

toilets. >> reporter: the researchers think public officials need to change their messaging to focus more on how distancing and staying at home for the holidays are in line with the value system many people embrace. >> christian value of being generous, kind, unselfish to others to rephrase social distancing as a way to celebrate that christian value to be generous and kind to others could be a way to get individuals to follow the regulations. >> reporter: on scale of 1 to 7, 7 the highest survey participants ranked to change their normal rituals at 5. taking the church service outside with masks and social distancing. after a tough year, parishioners talk about their wishes for the future. >> life is full of possibilities. >> yes! pixar's new movie is out on disney plus today. how this film is making history.

developing news out of southern california where firefighters are battling a

wildfire in camp pendleton. this fire forced 7,000 people to evacuate yesterday. the creek fire started on wednesday and it has grown to more than 4,200 acres p.m. at this point, it's 35% contained but firefighters are still worried that winds could fan these flames. camp pendleton is about 50 miles snor north of san diego. churches in the north bay are live streaming services and others are braving the elements to try to worship outdoors. cornell bernard caught up with sun family celebrating the season together. ♪ ♪ >> reporter: a christmas eve mass like no other. >> i want to hear all of the songs on christmas eve. ♪ >> reporter: after a year like no other, parishioners at our lady of lower rhett tow catholic

day. it's light right now. falling through the north bay down from ukiah down to santa rosa and some of this rain is not making it to the ground. here is a pretty view looking down towards san francisco. it looks gorgeous out there right now. if you want to get outside, the morning hours will be your best chance for it to be dry except for parts of the north bay where they are going to get hit first. san francisco is currently 49 as well as oakland. san jose 47. half moon bay already 52. very mild yesterday morning. just check out this pretty shot. i had to show you this because it looks stunning! sunrise at 7:23 this morning but you can see little bits of the dawn there behind the bay bridge and it's just looking like a pretty start. you wouldn't know the rain is coming yet. santa rosa 41. napa at 45 and low 40s right now through fairfield, concord, and livermore. from the east bay we look toward san francisco and the sparkling lights right now.
