this is abc 7 news. the clock is ticking fast for unemployment benefits that are about to expire. americans are waiting to see if president trump will sign the covid relief bill today. the bill took months to negotiate, but now the president is demanding more money be sent to millions of americans. good morning, everybody. it is saturday, december 26th, day after christmas if you all celebrated. i'm jobina fortson. first, we want to get to argen. >> good morning, everyone. as we look at live doppler 7 and we are looking at level one for the next few hours and maybe the

next six hours with scattered showers and slick roads, breezy at times. so as we go through the next couple of hours and a smattering of light showers, it's over with and upper elevation winds are a bit breezy out there. you could run into that. there's fog along the coast and 52 in san rafael and yes, with all that moisture and cloud cover anywhere from two to 11 degrees warmer this morning. so as we look outside here from our roof camera, cloudy skies and a chance of a shower early and a mostly cloudy afternoon with the sunset just a little bit later. chilly numbers return and we do have more rain to track for you for later tomorrow. that's all coming up in a few minutes. jobina. >> developing news about the stimulus bill. if the president does not approve the deal, federal unemployment benefits could expire toward. matt boone spoke to a bartender

who said the lapse in payments couldn't come at a worse time. >> as soon as it shut down i was out of a job. >> danny baker filed for unemployment benefits right after he lost his job in march. even with the monthly payments it's been tough. >> everything that i saved over my cushion, per se, it's gone. >> reporter: he's now worried that gridlock in washington could disrupt what little income he has. >> i don't even know what to expect because there's been so much political warfare battle, you know, within all this that i almost don't even expect it to even go through. >> congress did pass it is bill by a bipartisan majority next weekend and it would extend unemployment benefits through march including the $300 stipend. president trump says he won't sign it due to disagreement over the one-time stimulus check tweeting why would politicians not want to give people $2,000 rather than $600? it isn't their fault. it was china. give our people the money.

in a rare christmas eve session, republican lawmakers rejected that increase. baker says without being able to work he's had to make hard financial choices already like canceling his health insurance, a delay in unemployment benefits would add even more stress, he says. >> it's still a struggle to get payday in and day out just wondering how you're going to be able to pay that next bill. >> matt boone, abc 7 news. >> we're hoping for the best there. we're helping to build a better bay area on abc 7 with the focus on health. state officials say the stay at home order in effect will likely remain in place past the three-week duration. that minimum here in the bay area. state now reports more than 2,040,000 covid-19 cases, and that's an increase of 39,000 cases. globally, five cases of the new coronavirus variant in the uk are now reported in japan and one case in france.

in addition to doctors and nurses there is another group putting their lives on the line by helping covid-19 cases. ansar hassan gives us a new perspective on how it is affecting firefighters. >> reporter: before covid-19 patients are helped at the hospital, there is one group that helps them first. >> if someone calls for a covid emergency we'll be first ones there. >> reporter: there have been a lot of those calls in the bay area says the president of the oakland firefighters union. first responders are in direct contact with covid-positive patients. >> we end up having to go into a person's house, which is an inclosed space and having to carry people out physically. u unger says they'res forced to wear special gowns and coming into contact with other family members. those risks place a huge burden on their own families. >> and i bring this home to my

kids. what level of comfort do they have with us? it's really tough. sometimes your kids don't want to give you a hug when you get home from work. >> all of the firefighters were able to get vaccinated. in contra costa firefighters will begin to get vaccinated on monday. to be operational, we can't do that with covid-infected employees and so we're hoping that the vaccine will help us to reduce that risk substantially. >> despite the personal toll, unger says it's an honor to serve the community, but ends by saying they need the community's help. >> i feel like if we can all buckle down, stay home, wear your masks, we can get through this. >> in oakland, ansar hassan, 7 news. a new hotel opens for a long-term shelter for the homeless. it's been acquired by the county by project home key. a virtual opening ceremony will take place december 30th. earlier this month the county

opened the former hotel azura in santa rosa in supportive housing. between the two complexes they can house 100 people. county officials say it's important to keep and get these places up and running as quickly as possible given the increase of covid-19 cases in the north bay. a woman survived after her car went down a cliff at san francisco fort funston. the car crashed on to its roof after plunging 120 feet. the woman is in serious condition this morning. firefighters say she was thrown out of the car before it landed. it is still not clear what caused her car to go off the cliff. >> at least two families in the south bay are spending the holidays somewhere else after a pair of house fires. abc 7 news was in san jose where firefighters quickly put out the flames at a home on hyacinth lane yesterday morning. investigators say the residents reported the power went out and started smelling smoke. five people were displaced and

thankfully no one was hurt. a hazardous materials team from the santa clara fire department responded to a house fire in saratoga. they discovered broken glass and a broken gas line next to the home and turned it off. the fire forced four people to be displaced. no word yet on what caused the gas line to rupture. san francisco's lgbtq center is finding homeless youth across the city a home for the holidays. abc 7 news reporter stephanie sierra shares how the program works despite the challenges with covid-19. >> reporter: on this christmas day, san francisco residents adam and desima are opening their home as a way to give back. >> growing up as young adults we always knew we had that safe place to land if our adventures didn't work out. now looking back on it we didn't realize, like, what a gift that was. >> reporter: a gift the two are passing forward. they joined the national host homes program run by san

francisco's lgbtq center. the program aims to find volunteers to house homeless teens and young adults ages 18 to 24 for a period of three months to one year? ju just knowing that we have a space to help someone on that journey. >> that journey led them to jay young, one of three people in the program who have struggled to find a home. >> definitely with christmas i'm happy to have this place and such a family dynamic. >> according to the 2019 youth homeless encounter survey. 46% of youth experiencing homelessness in san francisco identify as lgbtq. >> when covid happened it lent itself to having a bigger conversation about wellness and we gave people best practices. >> no youth or host families affiliated with the host program have contracted covid-19. the san francisco lgbtq center have partnered and have

liability protections. stephanie sierra, abc 7 news. eating in san francisco's chinatown is a tradition for many, but as melanie woodrow reports, the pandemic has changed that this year. >> reporter: san francisco's once bustling chinatown is eerily quiet. >> it is a change to see chinatown to go from people everywhere to having no one anywhere. >> reporter: most shops and restaurants are closed. edwards, chairman of the chinatown merchants united association of san francisco. >> before and after the pandemic, the business in chinatown and restaurant is good business. they have a lot of restaurants that are opening on their holidays and a lot of visitors coming in. visitors like david lawler and his family. lawler passed away from covid-19 in november. >> we wanted to keep a tradition alive honoring her. >> it's okay and being here is

developing news on the christmas morning explosion in downtown nashville. forensic investigators are testing remains found at the scene to determine whether they are human. >> evacuate now. >> that ominous message played before a powerful blast that destroyed one building and damaged 41 others. locals, state and federal investigators call the explosion, a quote, intentional act. an rv believed to have been rigged with explosives is the focus of the investigation. the blast knocked out at&t lines for the nashville area and briefly caused a groundstop at the national airport. in the east bay, this is video of a porch pirate falling for a decoy package set up by a

fed up neighbor. dion lim has more on the video and talked to the man behind the stinky surprise. >> it was wonderful. that brought me the most christmas cheer i've had in weeks. >> this homeowner doesn't want his identity shown and asked we call him buddy. there's a reason why he's so excited about this package being removed from his mailbox. >> porch pirates and those people are taking packages and it's ridiculous. >> for three weeks he and his neighbors were targeted by package thieves and he had a devious plan and he had a package with the help of his 95-pound doberman named diesel. >> we came up with dog poop. >> every night for two weeks, buddy put the decoy in his mailbox complete with fake label and mailbox. >> you can see them opening up the bag and dumping it into their hand and kind of wondering why what they thought was in the bag didn't quite smell right.

>> the man appears to sniff his fingers and turns on the light to see what's inside eventually tossing the bag out the window. porch pirates aren't a new phenomenon. we've covered them across the area. ring came out with special mailboxes this holiday weekend to combat the problem. >> have you seen the guys since? >> no. i doubt i will. >> do you have words for other package thieves out there. bring it on. we've got many dogs. we've got a lot of poop. >> in alamo, dion lim, abc 7 news. >> okay. on to something nicer to get an east bay restaurant gave out hundreds of meals and gifts to those in needs. rebel kitchen and libations cooked 300 meals to hand out and they collected hundreds from kids a kids and adults from the community. they wanted to do his part to help. >> we know there's a tremendous

need and it's a cool feeling to watch the community come together and want to help each other out. with so many donations, it's been insane. >> the owners said they had to turn away volunteers because of the overwhelming outpour of support. love to hear that. >> it's a winter wonderland and where there is a winter storm warning, as well and just about every cal trans camera shows the interstate 80, that is, being completely covered in snow or just traffic down to a crawl or in some cases at a standstill. forecasts call for a foot and a half of snow or more in some locations and there are chain restrictions on 50 and 80 and lisa, usually how it goes you get the snow, we get the rain. >> that happened right on cue yesterday and we still have some leftover snow in the sierra nevada right up until 1:00 and there will be another system right on its heels tomorrow into monday. here's a live look at doppler 7

and as you go into the mountains, you will notice there is snow there and that will continue until 1:00, but out in the pacific, the next system getting ready to move on in here. this will be later on tomorrow and the bulk of this system is going to be pushing to the south of the bay area. this time the north bay gets lesser amounts and the bull's-eye here will be in the santa cruz mountains down through big sur, and unfortunately, we have to watch for the burn scar areas around the dole fire and the ccu fire where we could get pretty good rain rates. we still have windy conditions and the west slope of the sierra nevada and 4500 feet and above. two to five inches of snow is likely and up to eight inches possible with travel conditions pretty difficult there. so how do we do? some cities here stacking up in the past 24 hours and looking at pretty good amounts and only a

half inch in point raised and over a third in oakland. you get out towards a rinneda and down through redwood city and not quite a tenth of an inch of rain. so we'll be looking at more rainfall in those cities that got less. particularly around the peninsula in the south bay for the sunday, monday timeframe. right now it's 51 in castro valley with 56 in oakland and the mountain views in 51 and 52 in san jose. so it is certainly a warmer morning out there due to the cloud cover. scattered showers this morning ending cloudy and cool this afternoon, looking at that cooler storm system arriving later on tomorrow lingering into monday. so that's the system that we had yesterday. here's a look at 11:00 tomorrow night where it will be raining from the south bay and the santa cruz mountains and the darker green mere to the south of us and then just showers up to the

north, but a little pink there indicates the cold system bringing down some colder air and you can see more sierra snow there in the mountains. so in terms of our rainfall with this next system, 5:00 sunday into monday afternoon looking at about a quarter of an inch up in novato, and you will notice that a third of an inch to perhaps 0.4 in hayward so certainly picking up on the rain totals there and the east bay valley, maybe a quarter of an inch and hopefully every little bit helps and cloudy skies looking at 57 and 60 for you today over in oakland with the clouds and looking at numbers on the cool side as we continue into your sunday. so the accuweather seven-day forecast and the level one system diminishing today right through 11:00 and a few scattered showers left over and as we get into your sunday, the rain arrives at night and it continues into monday. tuesday is the 29th and 30th

'tis the season to make a return. after a holiday unlike any other, a reminder that not all return policies are created equal. a number of the biggest retailers including walmart, target, best buy and amazon extending return policies over the holidays, but make sure to look at those gift receipts and check them twice. some stores giving you just 15

days, others as many as 30, 45 and even 90 to make returns. be sure to check the retailer's website with an estimated $184 billion being spent online this holiday season, retailers are partnering to expand the amount of return drop-off locations. kohl's is now accepting amazon returns at their department stores and third-party platforms like happy returns and narvar are teaming up like gap and levi's to accept returns at various retailers including walgreen's, nordstrom and pop-up kiosks at the mall. if you don't want to leave the house and brave the post-holiday rush, have no fear, fedex, and usps offer new package pickups by scheduling online. don't forget, turn in unwanted gift cards like raise and carpool making it easy to exchange your gift cards online without having to leave your home and if someone shops shawl f small for you, but the gift

building a better bay area for a safe and secure future. this is abc 7 news. >> we are pawned between republican, democrat and the president, and it's -- it's going to be too late. >> unemployment benefits are set to expire today for millions of americans after president trump refused to sign the covid relief bill so many have already lost their jobs and are now worrying about losing those benefits and for some people, losing their homes. good morning, everyone. we are going to get to more on those benefits. it's just a tough situation this morning. so we're hoping for the best here, but we want to begin with meteorologist lisa argen. lisa, we all needed that rain and we finally got it. >> we did. it wasn't a whole lot, jobina. a lot of wind with it, but we'll

take what we can get and we do have another system on the way for the weekend. here is a live look at doppler 7 where we have embedded showers that will continue for the next six hours or so. slick roads out there and here's the way it will look throughout the morning hours. you can see the north bay some showers and scattered about abot through the city through 1:00. overall we'll get sunshine and upper elevation winds and we'll see a dryer, northwesterly wind and it's 54 in richmond right now and more 50s elsewhere around the bay. so with the cloud cover, 11 degrees warmer, san carlos, concord and by 9:00, we have 50s and cool air still pooled in the valley. scattered showers and 2:00 and we're partly cloudy, upper 50s to near 60 and we'll continue the dry theme through saturday night into your sunday and things change later on sunday

with another level one system on the way and we'll track that for you coming up. >> thank you, lisa. >> this morning the covid relief bill remains unsigned by president trump. that means millions of americans could lose unemployment benefits today. just about half an hour ago the president tweeted, quote, i simply want to get our great people $2,000 rather than $600. abc news reporter christine sloan has more. >> reporter: this morning the covid relief bill awaits president trump's signature at his mar-a-lago resort. that means 14 million americans could lose federal unemployment benefits which provided vital government assistance during the pandemic today. the $900 billion bill part of a larger $2.3 trillion spending bill took months to negotiate. it passed both houses of congress with overwhelming bipartisan support, but the president who is still fighting his election loss spent the holiday playing golf and

reiterating his opposition on social media saying americans should get more money than the $600 allocated. democrats called a special session christmas eve to increase those checks to two grand, but it was immediately rejected by house republicans. angela moore is one of the many unemployed americans struggling to get by. >> i just feel like we've been treated like a yo-yo. like we're being pawned between republicans, democrats and the president. >> reporter: without a signature not only do extended unemployment benefits end e vikevisions expire next week th federal government is in danger of shutting down on tuesday. christine sloan, abc news, new york. beyonce is stepping up in a major way during this pandemic. the superstar is donating half a million dollars to

are facing e vikvictions. they will receive $100,000 for rent and mortgage payments and round two opens in february. this is part of beyonce's be good foundation and these donating $10,000 to hundreds of small businesses. go, b. los angeles county is investigating the more contagious strain is spreading locally in southern california. infection rates have exploded since thanksgiving. the county is performing gene sequencing of samples collected from county residents. results should come back in about a week. local officials believe the more contagious ra contagious variant is responsible for the surge in cases. 140 l.a. county residents died from the virus on christmas eve. a daily high for the area. the long-awaited rollout of coronavirus vaccines has heightened anticipation of slowing the pandemic even as

immunizations have begun, more clinical trials will continue to bring vaccines to the market. abc 7's david louie gives us an inside look at the trials. >> headlands research was involved in the clinical trials for the pfizer and moderna vaccines, and it is far from over. >> we need three to four if not more of those succeed if we'll get across the global population. headlands is also working with johnson & johnson and with astrazeneca. both pharmaceutical companies have large-scale trials under way, possibly involving 30,000 people that will wrap up some time in january and early february. this map shows that most of the trial sites are in the south and that's important to researchers to have access to patients who come from diverse backgrounds. covid his disproportionately affected and claimed the lives of ethnic and minority groups. >> we had 90% latinx populations

across the trial in moderna and 80% and that's important for the trial that we get the diversitien volleyment. >> it could address concerns about vaccine safety or their efficacy. as the vaccinations get under way data will be collected for adverse reactions and which vaccine the patient received and when. each vaccine has a tracker. >> you can make sure who's gotten the vaccine and make sure they have a follow-up. a lot of this is done electronically and when you try to vaccinate 320 million people ideally across the united states you can't do it on a paper format. by the end of the trial it's estimated as many as 164,000 americans will have participated. david louie, abc 7 news. with the you in year right around the corner new state laws will go into effect. workplaces will be required to tell their employees and customers if they've been exposed to covid-19 within 24

okay. so christmas may be over, but you can still enjoy the treats, i plan to, at least and hopefully you can join us here. today is national candy cane day. candy canes have helped decorate christmas trees since 1882. originally they were made by hand and curved to represent the shepherd's crook, then a machine was invented in 1921 to make the sweet treats, the traditional flavor, of course, is peppermint, but as we all know you can find candy canes in a variety of flavors and colors all around the world.

san francisco residents got a sweet surprise on christmas, a monolith similar to the one seen across the world appeared at corona heights park yesterday morning, but instead of metal the mysterious object appeared to be made of gingerbread, icing and gum drops. today marks the first day of kwanzaa for african-american community and culture. they're taking their celebration online because of the pandemic which has pushed them to serve the community in new ways. the week-long event focuses on unity. there will be music, dance and spoken word performances. you can register on the village project's website. and we are going to check in with lisa here on the weather. what's going on, lisa? >> well, we are milder this morning, jobina, and we have a few scattered light showers. they're ending and we'll see a break today with some sunny skies throughout the afternoon, but it is going to be cool. we have our next system arriving

precipes. certainly a colder system. monday afternoon it's slow to pull out of the south bay and the mountains and so that will continue to bring up some of the higher totals to the south of us. as we look at about 0.2 for concord and a quarter of an inch for not of a on and san mateo, and that's a more respectable totals with the christmas system. today starting out with a few scattered showers and then those clouds beginning to pull apart a bit with partly cloudy conditions and the highs ranging from the cool mid-50s and half moon bay by about 60 in concord and half moon bay and the accuweather is the system through the next few hours and slick roadways and the rain arrives tomorrow late in the day and continues into monday level one system. we're dry tuesday and wednesday new year's eve could be a slight chance of a shower into new year's day. so this next system will help us out, but still, jobina, way, way beyond our deficit.
