building a better bay area for a safe and secure future, this is abc 7 news. the clock is ticking fast for unemployment benefits that are about to expire. americans are waiting to see if president trump will sign the covid relief bill today. the bill took months to negotiate, but now the president is demanding more money be sent to millions of americans. good morning. it's saturday, december 26th, i'm jobina fortson. we will have much more to get to on the covid relief bill, but first we'll start with weather and lisa argen tracking rain for us. >> reporter: hi, jobina. good morning to you. yes, we still have the level one system for the next few hours and as we look at live doppler 7 you can see the snow and the sierra nevada and some activity to the north of us, but to the bay area, maybe just a few

isolated, light sprifrpg else out there and we'll keep our level one system with us with the slick roads and some breezy winds and here's the way it's going to play out as we get through 7:00, 8:00, notice that not only do the clouds begin to diminish, we'll see increasing sunshine. upper level winds, they are breezy to gusty out there, and as we look at our temperatures, they are mild from the low to mid 50s on the east bay shoreline and 56 in novato and that is 10 to 12 degrees warmer from the east bay valleys and nine degrees warmer for portions of the east bay. the showers will be ending towards the later morning hours in the south bay and we'rity e the mid-50s to upper 60s and that all changes by sunday night. jobina? >> thank you, lisa. developing news here this morning about the stimulus bill. if the president doesn't approve the deal, federal unemployment

benefits could expire today. matt boon spoke to a bartender who said a lapse in payments couldn't come at a worst time. >> as soon as it shut down i was out of a job. >> danny baker says he filed for unemployment benefits right after he lost his job in march. even with the monthly payments, it's been tough. >> everything that i saved, my cushion, you know, per se, it's gone. >> he's now worried that gridlock in washington could disrupt what little income he has. >> i don't even know what to expect because there's been so much political warfare battle, you know, within all this that i almost don't even expect it to even go through. >> reporter: congress did pass the bill by a bipartisan majority last weekend. it would extend federal unemployment benefits through march including the $300 stipend, and president trump won't sign it over the one-month

stimulus check. tweeting why would politicians not want to give people $2,000 rather than 600? it wasn't their fault. it was china. give our people the money. republican lawmakers rejected that increase. baker says without being able to work he's had to make hard financial choices already like canceling his health insurance. a delay in unemployment benefits would add more stress, he says. >> it's still a struggle, to go day in and day out just wondering how you're going to be able to pay that next bill. >> matt boon, abc 7 news. we're helping to build a better bay area with the focus health. stay at home orders in effect in the bay area will likely remain in place past the minimum three-week duration. the state reports 2,040,000 covid cases, up 2% now independent that's an increase of 39,000 cases globally. five cases of the new

coronavirus variant in the uk are now reported in japan and one case in france. in addition to doctors and nurses, there's another group putting their lives on the line by helping covid-19 patients. abc 7 news reporter an sass harass give us a first-hand perspective on how the pandemic is affecting fire fighters? before covid-19 patients are treated at the hospital, there's one group that comes to help them first. >> if someone calls for a covid emergency, we're going to be the first ones there. there have been a lot of those calls especially since the recent surge in the bay area says joseph unger. these first responders are in direct contact with potential covid-19-positive patients. >> we're having to go into a person's house which is annen closed space and often have to carry people out physically. >> armed with ppe they're forced to wear more elaborate respirators or special gowns and there are other risks such as coming into contact with other family members. unger says those risks place a

huge burden on their own families. >> can i bring this home to my kids? what level of comfort for us, and sometimes your kids don't want to give you a hug when you get home from work. all of the firefighters were able to get vaccinated. firefighters will begin getting vaccinated on monday. >> to be operational, we can't do that with covid-infected employees and so we're hoping that the vaccine will help us to reduce that risk substantially. >> despite the personal toll, unger says it's an honor to serve the community and ends by saying they need the community's help. >> i feel if we can all buckle down, stay home. wear your masks, we can get through this. in oakland, ansar hassan, abc 7 news. >> a former 31-room hotel opens up as a shelter for the homeless. the inn has been acquired by the county by state funding by

project home key. a virtual ceremony will take place on december 30th. they opened the former hotel azura as supportive housing. they can house 100 people. county officials say it's important to get these places running up and running as quickly as possible given the increase in covid-19 cases in the north bay. a woman survived after her car went off a cliff at san francisco's fort funston. the car crashed on its roof after plunging 120 feet. the woman is in serious condition this morning. firefighters say she was thrown out of the car before it landed. it is still not clear exactly what caused her car to go off the cliff. two families in the south bay are spending holidays somewhere else after a pair of house fires. abc 7 sfauz was in sfauz was inn firefighters put out the flames yesterday morning. residents reported the power went out and started smelling smoke.

five people were displaced and thankfully no one was hurt. a hazardous materials team responded to a house fire in saratoga. they discovered a broken gas line next to the home and turned it off. the home on chartiers avenue forced four people to be displaced. no word yet on what caused the gas line to rupture. san francisco's lgbtq center is finding a home for the holidays. stephanie sierra shares how the program works despite challenges with covid-19. >> on this christmas day, san francisco residents, adam and desima is opening up their home as a way to give back. >> growing up as young adults we always knew we had a safe place to land. as we look back as an adult we didn't realize what a gift that was. >> reporter: a gift the two are passing forward.

they joined the national hosts program run by the lgbtq center. the program aims to find volunteers to house homeless teens and young adults age 18 to 24 for a period of three months to one year. >> just knowing that we have the space and being able to utilize it in a way that could help somebody on their journey. that journey led them to jay young, one of three people housed through the program who has struggled to find a home. >> definitely with christmas, i'm really happy to have this place and such a family dynamic. >> according to san francisco's youth home encounter survey. 46% of youth experiencing homelessness identify as lgbtq. >> when covid happened it lent itself to having a bigger conversation about wellness. >> no youth or host families affiliated with the host home program have contracted covid-19. the san francisco lgbtq center has partnered with the legal

center that they also have liability protections. stephanie sierra, abc 7 news. eating in san francisco's chinatown is a christmas tradition for many, but as abc 7 news reporter melanie woodrow explains the pandemic has changed that this year. san francisco's once bustling chinatown is eerily quiet. >> it's definitely a change to see chinatown go from people everywhere to just having no one here. >> reporter: while chinatown's markets remain open, most shops and restaurants are closed. edward suh is with the association with san francisco. >> the business at chinatown and the restaurant is really good business. a lot of restaurant is opening on their holidays especially holidays because a lot of visitors are coming in. >> reporter: visitors like david lawler and his family. lawler's wife passed away from covid-19 in november. >> we wanted to kind of keep our tradition alive honoring her. >> it's okay and being here is

welcome back here. developing news on the christmas morningec mroegz in downtown nashville. forensic investigators are testing remains found at the scene to see if they are human. >> evacuate now. >> that ominous message played before a powerful blast that destroyed one building and damaged 41 others. local, state and federal investigators called the explosion, a quote, intentional act. an rv believed to have been rigged with explosives is the focus of the investigation. the blast knocked out at&t lines for the national area and briefly caused a groundstop at the nashville airport.

in the east bay, this is video of a porch pirate falling for a decoy package set up by a fedup neighbor. abc 7 news reporter or anchor dion lim has more on the video and talked to the man behind the stinky surprise. >> it was wonderful. that probably brought me the most christmas cheer i've had in weeks. >> this alamo homeowner doesn't want his identity shown and calls himself buddy. >> porch pirates and those people are taking packages and it's just ridiculous. >> for three weeks he and his neighbors were targeted by package thiefs and he hatched a devious plan and made this decoy package with the help of his 95-pound doberman diesel. >> and i tried to think of the worst thing i could open up in a package and we came up with dog poop. >> every night for two weeks buddy put the decoy in his mailbox complete with fake label in the mail box. >> you can see them open the bag

and dumping it into their hand and wondering why what they thought was in the bag didn't quite smell right. >> the man even appears to sniff his fingers and turns on the light to see what's inside. eventually tossing the bag out the window. porch pirates certainly are not a new phenomenon. we cover ed them extensively. ring even came up with the holiday. >> have you seen the guys since? >> no. i doubt they. >> do you have a message? >> bring it on. we have a lot of dogs. we have a lot of poop. >> so much to say about that, but we'll just move on here. an east bay restaurant gave out hundreds of meals and gifts to those in need. rebel kitchen and libations cooked 300 meals. the owner says this has been a

challenging year and he wanted to do his part to help. >> obviously with covid and the difficulties people have been having, we know there's a tremendous need and it's a cool feeling to have the community come together and with so many donations, it's been insane. >> the owner says they had to turn away volunteers because of the overwhelming outpour of support and we love to hear that. it's a winter wonderland in the sierra and a winter storm warning and just about every cal trans camera showed interstate 80 covered in snow. forecasts call for a foot and a half of snow or more in some looks. there are chain restrictions on 50 and 80 and that means with the snow there, we have some rain over here and lisa has all of the details for us. >> jobina, we were talking about how it was rain, but it was wimpy in spots, but we did have some wind and some of the activity picked up for a couple of hours and overall and we will

add to that those totals that we get into your sunday evening into monday. here's a look at doppler seven where we have the snow and the lightning strikes and for the bay area, things are winding down and we'll be looking at our winter weather advisory and our winter storm warning, but this is the next system and the complex that will aim toward central california, the bull's-eye anyway, and as we look at the winter storm warning for the lake tahoe area and an additional three to eight about 7,000 feet and the winds have been a big factor and at the highest ridges and peaks they've been to 100 miles an hour. >> anywhere from two to five inches and certainly traveling difficult, but they're making snow and more snow will come to the next system and a third of an inch in san francisco and

some locations say oakland got a third. other looks say there was less than that and you can see lesser amounts from arinda through hayward and redwood city. so we will look for this next system to bring us maybe a quarter of an inch to a third of an inch in the cities that didn't pick up too much. here is some fog from half moon bay and 46 degrees and 49 in san mateo. the rest of you milder in the 50s and 54 in hayward and fremont and looking at the exploratorium camera where you can see the clouds out here and turning partly cloudy this afternoon and the colder storm arrives tomorrow night and last seen through monday. so here is a look at what you can expect for the rest of the day today. we're drying out throughout the afternoon. 2:00 in the morning, we're dry and as we get towards about 7:00 at night and some rain showers and the activity from late sunday into monday. you can see the darker shades here. the coastal hills are really going to get a boost here. we call that oragraphic lift and

even though north bay amounts won't be too intense here the hills toward the, and perhaps two inches and the colder system could spread even a sprinkle of snow around mount hamilton. from 7:00 to a quarter of an inch in santa rosa. you got over an inch to 0.4 in oakland and you'll see the amounts anywhere from about a third to a half inch or upwards of 0.6 as we get to the mountains. highs today with the skies becoming partly cloudy this afternoon and cool mid through upper 50s from half moon bay to san francisco and 57 in napa and the accuweather seven-day forecast and the impact scale and the level one system winding down this morning and then we'll see the level one system again tomorrow night lasting into monday, and looking at tuesday

unemployment. the president tweeted i simply want to get our great people $2,000 rather than the measly $600 that is now in the bill. christine sloan has more. >> reporter: this morning the covid relief bill awaits president trump's signature at his mar-a-lago resort. that means $14 million americans could lose federal unemployment benefits which provided vital government assistance during the pandemic today. the $900 billion bill part of a larger $2.3 trillion spending bill to fund the federal government took months to negotiate. it passed both houses of congress with overwhelming bipartisan support, but the president who is still fighting his election loss spent the holiday playing golf and reiterating his opposition on social media saying americans should get more money than the $600 allocated. democrats called a special session christmas eve to increase those checks to two grand, but it was immediately rejected by house republicans.

angela moore is one of the many unemployed americans struggling to get by. >> i just feel like we've been treated like a yo-yo. we're being pawned between, you know, republicans, democrats and the president. >> reporter: without a signature, not only do extended unemployment benefits end, eviction protections expire next week and since the bill is tied to a larger funding bill, the federal government is in danger of shutting down on tuesday. christine sloan, abc news new york. >> beyonce is stepping up in a major way during the pandemic and the superstar is donating half a million to families facing evictions and housing issues and the application online opens january 7th and 100 recipients will receive $500,000 for rent or mortgage payments and ound two of the process opens in february. this is part of beyonce's be good foundation. she's donating $10,000 to hundred of small businesses.

>> los angeles county is investigating whether that more contagious strain of the covid-19 of the united kingdom is exploding there. the county is performing gene sequences in some samples and collected from county residents. results should come back in about a week. some local officials believe the more contagious variant of the virus is responsible for the record surge in cases, 140 l.a. county residents died from the virus on christmas eve, a daily high. the long-awaited rollout of the coronavirus vaccines has heightened anticipation of slowing down the pandemic even as immunizations have begun, more clinical trials will bring vaccines to the market. a bay area company is behind that effort and david louie gives us an inside look at the trials. >> bay area-based headlands research was involved for the pfizer and moderna vshgss, but their work is far from over.

>> we need hopefully three to four of those, if not more to succeed if we'll get across the global population as fast as we can. ? headlands is working with johnson & johnson and astrazeneca. both companies have large-scale trials under way, possibly involving 30,000 people that will wrap up early february. most of the trial sites are in the south and that's important for researchers to have access to patients who come from diverse backgrounds. covid has disproportionately affected those with ethnic and racial minority groups. >> we had 90% latinx population across one of the trials of moderna and 40% of african-americans across the site and that's important to get diversity enrollment. >> it could address concerns about vaccine safety or efficacy. >> as the vaccinations get under way, which vaccine a patient

received and when. this will help with future vaccine development. it's made possible because each vaccine has a tracker. >> you can make sure who's gotten the vaccine. make sure they have a follow up. a lot of this is being done electronically and when you try to vaccinate 320 million people you can't do it on paper format. >> by the end of the trial, it's estimated 164,000 americans would have participated. david louie, abc 7 news. >> with the new year right around the corner new state laws will go into effect. workplaces will be required to tell their employees and customers if they've been exposed to covid-19 within 24 hours of learning of an incident. more workers will be eligible for family leave. companies with more than five employees must offer it. it used to be 50 or more. california law enforcement will be banned from wearing uniforms that include camouflage. lawmakers say it's to demilitarize police. still ahead on abc 7 mornings, we've been so focused on coronavirus this year.

welcome back, everybody. christmas may be over, but you can still enjoy plenty of the treats and today is national candy cane day. candy canes have helped decorate christmas trees since 1882. originally they were made by hand and curved to represent a shepherd's crook. then the machine was created in 1921 to make the sweet treats and the traditional flavor is peppermint and you can also get candy canes in a variety of flavors and colors around the world. san francisco residents got a sweet surprise, a monolith similar to the ones we've seen around the world appeared in a corona heights park, instead of metal, the mysterious object appears to be made of gingerbread and appears to have icing and gum drops. >> tonight starts the first day of kwanzaa african-american community and culture. in san francisco, the village project is taking their celebration online because of the pandemic which has pushed them to serve the community in new ways. the week-long event focuses on

san francisco? >> we have to lower capacity inside a house to make sure we have proper social distancing and what that's really meant is we've had to think about resources differently. enter bay area companies, veritas and apartment list which partner with rmhc to significantly increase capacity. >> about three months ago we donated ten furnished apartment homes to ronald mcdonald house for their use and for the use of families like this one who need a safe place to stay while their children are getting treatment. >> the donated apartments have worked so well for children's hospital families like the shaws. the hope is it's an arrangement that will live on long past the pandemic. for the shaws it's all about the here and now. >> thank you for helping me an apartment. i really like it.
