the clock is ticking fast for unemployment benefits that are about to expire. americans are waiting to see if president trump will sign the covid relief bill today. the bill took months to negotiate but now the president is demanding more money be sent to millions of americans. good morning, it's saturday, december 26th. i'm jobina fortson. we'll have much more to get to on that relief bill in a moment but first we're going to begin with weather and meteorologist lisa argen who is tracking some rain. >> good morning to you. we may have driven through a few rain drops this morning but as we look at live doppler 7, there is scattered cloud cover and we're clearing out.

numbers are in the 50s for the most part. a roof camera, the winds sich arou switch around to a drier component today. that's pretty mild for novato, 54. 51 in napa. for the next several hours, we are looking at maybe a shower here or there but otherwise the clouds will decrease. the sunshine is with us and we'll call it partly cloudy throughout the afternoon. mid-50s to upper 50s today. we've got a dry rest of the day, a dry evening. sunday starting out dry. we'll see the clouds increase and the rain arrives towards the evening hours. it's a level one system. we'll track it for you and it looks like it's going to last through your monday. developing news this morning about the stimulus bill. if the president doesn't approve the deal federal unemployment benefits could expire today. matt boone spoke to a bartender who says a lapse in payments couldn't come at a worse time. >> as soon as it shut down, i

was out of a job. >> reporter: san francisco bartender danny baker says he filed for unemployment benefits right after he lost his job isnin march. even with the monthly payments, it's been tough. >> everything that i saved over -- you know, my cushion, per se, it's gone. >> reporter: he's now worried that gridlock in washington could disrupt what little income he has. >> i don't even know what to expect because there's been so much political warfare battle, you know, within all this that i almost don't even expect it to even go through. >> reporter: congress did pass the bill by a bipartisan majority last weekend. it would extend federal unemployment benefits through march, including the additional. but president trump says he won't sign it due to a disagreement over the one-time stimulus check. tweeting why would politicians not want to give people $2,000 rather than $600? it wasn't their fault, it was china. give our people the money.

republican lawmakers rejected that increase. baker says without being able to work, he's had to make hard financial choices already, like cancelling his health insurance. a delay in unemployment benefits would add even more stress, he says. >> it's still a struggle. it's a pain going day in and day out just wondering how you're going to be able to pay that next bill. >> reporter: matt boone, abc 7 news. we're helping build a better bay area with a focus now on health. state officials say the state-at-home orders in effect likely will remain in place past the minimum three-week duration. the state now reports more than 2,040,000 covid-19 cases, up 2%. that's an increase of more than 39,000 cases. globally five cases of the new coronavirus variant in the uk are now reported in japan and one case in france. in addition to doctors and nurses, there's another group putting their lives on the line by helping covid-19 patients.

abc 7 news reporter unser h is giving us a look at how it is affecting firefighters. >> reporter: before most covid-19 patients are treated at the hospital, there's one group that helps them first. >> if somebody calls for a covid emergency, we're the first ones there. >> reporter: there's been a lot of those calls especially since the recent surge here in the bay area. he's president of the oakland firefighters union. once on scene these first responds are in direct contact with potential covid-19 positive patients. >> we end up having to go into a person's house, which is an enclosed space. often having to carry people out physically. >> reporter: armed with ppe, they're sometimes forced to wear more elaborate respirators or special gowns. there are other risks such as coming into contact with other family members. he said those risks place a huge burden on their own families. >> can i bring this home to my kids. what level of comfort do they have with us. sometimes your kids don't want to give you a hug when you get home from work.

>> reporter: all of oakland's firefighters were able to get vaccinated in the first tier vaccination. in contra costa county, firefighters will begin getting vaccinated on monday. >> to be operational, we can't do that with covid-infected employees. and so we're hoping that the vaccine is going to help us to reduce that risk substantially. >> reporter: despite the personal toll, unger says it's an honor to serve the community but ends by saying they need the community's help. >> i feel like if we can all buckle down, stay home, wear your mask, we can get through this. a former 31-room motel will open next week as a new long-term shelter for the homeless. it has been acquired through the county by state funding. a virtually home ceremony will take place on the 30th. earlier they opened one as supportive housing.

between the two complexes, they can house 100 people. county officials say it's important to get these places up and running as quickly as possible given the big increase in covid-19 cases in the north bay. a woman survived after her car went off a cliff at san francisco's ft. funston. the car crashed onto its roof on the beach below after plunging 120 feet. the woman is in serious condition this morning. firefighters say she was thrown out of the car before it landed. it is still not clear what caused her car to go off the road. at least two families in the south bay are spending the holiday somewhere else after a pair of house fires. abc 7 news was in the south bay where firefighters quickly put out flames at a home on hyacinth lane. residents reported the power went out and then started smelling smoke. five people were displaced. no one was hurt. a hazardous materials team from the santa clara county fire department responded to a house fire in saratoga.

they discovered a broken gas line next to the home and turned it off. the fire on chartiers avenue forced four people to be displaced. no word on what caused the gas line to return. san francisco's lgbtq center is finding homeless youth across the city a home for the holidays. stephanie sierra shares how the program works despite challenges with covid. >> reporter: on this christmas day, san francisco residents adam and desima are opening up their home as a way to give back. >> growing up as young adults, we always knew that we had that safe place to land if, you know, our adventures didn't work out. now as an adult looking back at it we didn't realize what a gift that was. >> reporter: a gift the two are passing forward. they joined the national host homes program run by san francisco's lgbtq center. the program aims to find volunteers to house homeless teens and young adults for a

period of three months to one year. >> just knowing that we have the space and being able to utilize it in the way that could help somebody on their journey. >> reporter: that journey led them to jay young, one of three people housed through the program who has struggled to find a home. >> definitely with christmas i'm really happy to just have this place and such a family dynamic. >> reporter: according to san francisco's 2019 youth homeless count and survey, 46% of youth experiencing homelessness in san francisco identify as lgbtq. >> when covid happened, it lent itself to having a bigger conversation with wellness, and we gave people best practices. >> reporter: no youth or host families affiliated with the host home program have contracted covid-19. the san francisco lgbtq center has partnered with legal firms to ensure hosts who volunteer to help also have liability protections. stephanie sierra, abc 7 news. eating in san francisco's chinatown is a christmas tradition for many people, but as melanie woodrow explains, the pandemic has changed that this

year. >> reporter: san francisco's once bustling chinatown is eerily quiet. >> it's definitely a change to see from chinatown go from people everywhere to just having no one here. >> reporter: while chinatown's markets remain open, most shops and restaurants are closed. edward su is chairman of the chinatown merchants united association of san francisco. >> before the pandemic, the places in chinatown, the restaurant is really good business. they have a lot of restaurant open on the holidays, especially holidays because of a lot of visitors coming in. >> reporter: visitors like david lawler and his family. lawler's wife passed away from covid-19 in november. >> we wanted to kind of keep a tradition alive honoring her. >> it's okay. and being here is getting it out. >> reporter: for those restaurants still open like this one, su says there are other challenges. >> only two person can work. usually they have more than ten peoples work. >> reporter: a totally different

taking a live look from our golden gate bridge camera. really beautiful out right now but we do have some rain coming and lisa will tell us about that later in the show. developing news here on the christmas morning explosion in downtown nashville. forensic investigators are testing remains found at the scene to determine whether they are human. >> if you can hear this message, evacuate now. >> that ominous message played before a powerful blast that destroyed one building and damaged 41 others. local, state and federal investigators call the explosion a, quote, intentional act. an rv believed to have been rigged with explosives is the focus of the investigation. the blast knocked out at&t lines for the national area and briefly caused a ground stop at the national airport. in the east bay, this is video of a porch pirate falling for a decoy package. dion lim has more on the video and talked to the man behind the

very stinky surprise. >> it was wonderful. that probably brought me the most christmas cheer i'd had in weeks. >> reporter: this alamo homeowner doesn't want his identity shown and has asked we call him buddy. there's a reason he's so excited about this package being removed from his mailbox. >> porch pirates are taking pamgs. it's just ridiculous. >> reporter: for three weeks he and his neighbors were targeted by package thieves so he hatched a dooeevious plan and made this decoy package. >> i tried to think of the worst thing i could open up in a package and we came up with dog poop. >> reporter: every night for two weeks buddy put the decoy in his mailbox and one week before christmas day. >> you can see them opening up the bag and dumping it into their hand and wondering why what they thought was in the bag didn't quite smell right. >> reporter: the man even appears to sniff his fingers and

turns on the light to see what's inside. eventually tossing it out the window. porch pirates aren't a new phenomenon. some manufacturers like ring came out with special mailbox cameras this season. buddy's method seems to be effective. >> have you seen the guys since? >> no. i doubt i will. >> do you have some words for other package thieves out there? >> bring it on. we've got many dogs. we've got a lot of poop. >> reporter: in alamo, dion lim, abc 7 news. well, an east bay restaurant gave out hundreds of meals and gifts to those in need. rebel kitchens and libations collected hundreds of gifts for kids and adults for the community. the owner says this has been a very challenging year and he wanted to do his part to help. >> obviously with covid and all the difficulties people have been having, we know there's a tremendous need. it's a cool feeling to see the community come together and want to help each other out.

so many donations, it's been insane. >> reporter: the owner had to turn away volunteers because of the overwhelming outpour of support. well, it's a winter wonderland in the sierra this morning where there's a winter storm warning. this is new video of interstate 80. you can see there it is just covered with snow. just about every camera shows interstate 80 covered. forecasts call for about a foot and a half of snow or more in some locations and there are chain restrictions on 50 and 80. lisa, it is looking good, but that car is moving kind of fast. >> yeah, it is looking a lot better than it has been. but, you know, conditions getting there not so great. we still have our winter weather advisory, which has been turned into a winter storm warning for the west slopes of the sierra nevada. that's still in effect until 1:00 in the afternoon. so we have gusty winds and that snow continues. a couple of inches more expected in the tahoe basin. here's our water vapor imagery.

this is a lot of cloud cover offshore and our next system will be arriving by about 4:00 this time -- i should say tomorrow. as we look at lake tahoe, there's been snow still in the sierra from southlake to truckee and another few hours of that. here's a look at that winter storm warning for the tahoe basin here. 3 to 8 inches and that's about the additional accumulation that you had this morning. this is about to expire. but for the west slopes until about 1:00, and you still have the very gusty winds here that make the conditions pretty difficult if you're thinking of going up there. but we do get a break throughout the rest of the day today locally and into the bulk of your sunday. so a live look outside where we have a lot of sun here in the south bay. 53 in san francisco. it is 55 in oakland with 49 in mountain view, 51 in san jose and mid-40s half moon bay. our roof camera, you can see a little haze here and conditions will brighten up throughout most of the bay area today, but a mix

of clouds and sun out there for your saturday. 48 santa rosa, 54 novato, 50 by the delta as well as livermore. you're definitely noticing the warmer start today due to all that cloud cover. the exploratorium camera partly cloudy this morning, rain at night tomorrow and possible showers for new year's eve. that looks like a weak system. here's the way it looks the next few hours. maybe an isolated shower. otherwise through 2:00 we're decreasing the cloud cover. picking this up for your sunday where we start out dry, stopping it at 2:30, some increasing clouds. then by about sunset we've got rain from the peninsula down through davenport, the santa cruz mountains and it will continue through the overnight hours. you can see here 8:30 tomorrow night the focus is south of the north bay with pretty good downpours and we are looking at problems perhaps down around the burn scar area of the dolan fire, the czu complex and scattered showers taking us through your monday.

rainfall amounts a little bit better than our last system, anywhere from about 0.4. but the north bay got more from the system on christmas, not so much for this sunday-monday system. half moon bay we got that lift right here along the higher elevations, the coastal hills, ben loma should do pretty good but just maybe a quarter of an inch with that rain shadow effect for the south bay. looking at about 60 today, in concord in the upper 50s. filtered sun from time to time, a cool afternoon. the rain ending for now and looking at the accuweather forecast, the rain coming back into play tomorrow afternoon. it takes us into your monday and then we're dry tuesday and wednesday. as we get into new year's eve, new year's day, another system wants to clip the bay area and so far just looking at a chance of showers. so we're well behind, but we certainly appreciated the rain. yesterday i did see some kids out earlier on their bikes and

"manari." critics are calling for the rules for best picture category to be changed. abc news reporter eva pilgrim takes us on a closer look. >> what a beautiful family. >> reporter: this morning the golden globes under fire. many upset that the film manari, the story of a korean family struggling to build a better life for themselves is under consideration in the best foreign film category instead of best picture. >> there's been a lot of backlash about this. daniel day kim, lulu wang are saying that this isn't exactly fair since it is an american film written by an american and stars americans. it's not a foreign language picture. >> reporter: while the golden globes eligibility states for any film to be placed in the foreign film category requires at least 50% nonenglish dialogue, many are saying this film could not be more american.

a claim an actor tweeted it is a beautiful story of an immigrant family trying to build a life from the ground up. what could be more american than that? >> i think what you're largely seeing is frustration. i think a lot of mainstream filmmakers are really rebelling against the idea of what's appealing and commercial. a lot of people are noticing a disparity between how we sort of qualify what makes an american film. >> reporter: this isn't the first time the hollywood foreign press association has been under fire for these types of rules. >> isn't it wrong to lie? >> reporter: many upset after last year when "farewell" was nominated in the foreign language film category. the director, lulu wang, tweeting it's a story about an immigrant family in america pursuing the american dream. we really need to change these antiquated rules that characterizes american as only english-speaking. eva pilgrim, abc news, new york.

it may not be as simple as you think. recycling after opening your christmas gifts. the american forest and paper association is reminding families to be careful of what you throw away. the organization advises against what it calls wish cycling. that's when you put something in the recycling bin and hope someone else figures out what to do with it. ribbons and bows may be considered nonrecyclables here and some holiday cards may also fall under that category if they have glitter, plastic or metallic, which honestly is a whole lot of them. san francisco residents got a sweet surprise. a monolith and at corona heights park yesterday morning but instead of metal, it appears to be made of gingerbread and even has icing and some gumdrops there. cute. still to come here on abc 7 mornings, coronavirus vaccinations are under way, but clinical trials will continue for two years. what more researchers are hoping to learn. plus beyonce is stepping up

we're being pawned between, you know, republican, democrat and the president. and it's going to be too late. >> unemployment benefits are set to expire today for millions of americans after president trump refused to sign the covid relief bill. so many have already lost their jobs and are now worrying about losing authorize benefits. and for some people even their home. good morning, everyone. i'm jobina fortson. we will get to that story in just a moment but we are going to start with meteorologist lisa argen with a look at our forecast and the rain that's ahead. >> good morning. we had a little bit yesterday for christmas and this morning looking outside your window, you're probably seeing your

sunshine. from the exploratorium camera it looks pretty nice. it's cool but not as cool as it could be. low 50s for you in san francisco, 51 san jose, 55 in oakland. there's the shark tank. it's cleared out pretty nicely in the south bay. 50 in livermore, 54 in novato, so we are certainly milder this morning, anywhere from about 2 to 9 degrees milder. here's the plan for the rest of the morning. not to rule out totally seeing any showers. you could see an isolated one here or there but right through the afternoon we increase our temperatures. upper 50s to near 60. we're dry throughout the rest of your saturday, saturday night and sunday we'll see the clouds increase. rain will late until later on in the day. we'll track it for you, tell you how much and take a look at the holiday for next weekend coming up. >> thank you, lisa. so will he or won't he?

the nation's covid-19 stimulus we leaf bill hangs in the balance. president trump is still refusing to sign the bill. earlier this morning the president tweeted, quote, i simply want to get our great people $2,000 rather than the measly $600 that is now in the bill. here's rachel scott with the benefits millions of americans will lose today. >> reporter: this morning as covid relief hangs in the balance, millions of americans out of work will lose their unemployment benefits today. president trump spending the christmas holiday on the golf course, as seen in this photo on cnn. trump taking to twitter saying he had many calls and meetings demanding congress increase the amount of the stimulus checks from $600 to $2,000, writing "give our people the money." but this is a bill his own team helped negotiate. here is his secretary of treasury days ago promising those stimulus checks will go out next week.

>> people are going to see this money the beginning of next week. >> reporter: leaders from both parties are asking the president to sign the bill. >> i beg the president to know how many people in this country are scared. >> i hope the president looks at this again and reaches that conclusion that the best thing told is to sign the bill. >> reporter: unemployment benefits expire today. if the president continues to hold off, the government shuts down monday. the federal moratorium on evictions will end in less than a week. >> and we are facing the very real possibility of tens of millions of people losing their homes this winter during the height of covid-19. and the consequences of that will be catastrophic for children and families, for communities and for our country's ability to contain the pandemic. >> reporter: stormy cobb is a mother of three. she lost her job during the pandemic and was evicted just one week before christmas. she waited more than six months for congress to act.

now she says she's running out of options. >> it's been a lot of tears and we've just been in a continual struggle and hoping for another stimulus check. it feels like you failed as a mom when you have three children who depend on you. >> reporter: so many like stormy cobb are waiting for that relief. democrats tried to pass a measure that would increase the amount of those stimulus checks to $2,000, but republicans objected so now the bill is in the president's hands. he could sign it and give relief to the american people or he could veto it. that would force lawmakers back to washington to try to override the president. if he does nothing and just hangs on to the bill for the next several days, it will expire and it will be up to the next congress to try to do this all over again and get relief to the american people. rachel scott, abc news, washington. beyonce is stepping up to help in a major way during the pandemic. the superstar is donating half a million dollars to families who are facing evictions and housing issues. the online application opens on

january 7th. 100 recipients will receive $5,000 grants for rent or mortgage payments. then round two opens in february. this is part of beyonce's be good foundation. she is also donating $10,000 to hundreds of small businesses. los angeles county is investigating whether that more contagious strain of covid-19 from the united kingdom is spreading there locally. infection rates have exploded since thanksgiving. the county is performing gene sequencing of some samples collected from county residents. results should come back in about a week. some local officials believe the more contagious variant of the virus is responsible for the record surge in cases. 140 l.a. county residents died from the virus on christmas eve, a daily high. the long-awaited rollout of coronavirus vaccines has heightened anticipation of slowing down the pandemic. even as immunizations have begun, more clinical trials will

continue to bring more vaccines to the market. a bay area company is behind that effort. abc 7 news reporter david louie gives us an inside look at the trials. >> reporter: bay area bay's headlands research was involved in the clinical trials for the pfizer and moderna vaccines, but their work is far from over. >> we need hopefully three to four if not more of those to succeed if we're going to really try to get across the whole global population as fast as we can. >> reporter: headlands is also working with johnson & johnson and astrazeneca. both pharmaceutical companies have large scale trials under way, possibly involving 30,000 people that will wrap up in january and early february. this map shows most of the trial sites are in the south and that's important to researchers to have access to patients who come from diverse backgrounds. covid has disproportionately infected and claimed the lives of people of ethnic and racial minority groups. >> in texas and louisiana we had 90% latinx population across one of the trials in moderna and 40%

african-american in our atlanta site. that's really important for the trials that we get that diversity enrollment. >> reporter: such enrollment could address concerns about the vaccine safety or efficacy. as vaccinations get under way, data will be collected to track adverse reactions and which vaccine a patient received and when. this will help with future vaccine development. it's made possible because each vaccine has a tracker. >> you can make sure who's gotten the vaccine, make sure they have a follow-up. a lot of this is done electronically. when you're trying to vaccinate 320 million people ideally across the united states, you can't really do it on a paper format. >> reporter: by the end of the trials, it's estimated as many as 164 million americans will have participated. david louie, abc 7 news. with the new year right around the corner, some new laws will go into effect. work places will have to tell their employees and customers within 24 hours of learning of a

francisco south so rain amounts will be picking up in portions where you didn't see that much yesterday for christmas. here's a look at lake tahoe where there are a few scattered light snow flurries and the advisories continue. a couple of inches left and above 1,000 feet it's very, very windy so traveling certainly not advised. the west slope has the winter storm warning through 1:00. still looking at about maybe 2 to 5 inches of snow in the next couple of hours. emeryville, partly cloudy skies right now with low to mid-50s from san francisco, mountain view and looking at oakland, 48 and morgan hill and half moon bay and the golden gate bridge, a mix of clouds and sun. the pavement pretty dry there with 48 santa rosa. you had a shower last hour. 53 in oakland. so they're not totally out of here, but you may see a few light sprinkles. overall the trend is for a drying trend and partly cloudy skies. 51 in concord.

this is the view from san jose where you still have some clouds out there, but partly sunny conditions as well. so with a mixture of clouds and sun today, it's a cool afternoon. the rain arrives tomorrow night just around sunset for parts of the south bay, the santa cruz mountains, and then it looks like woee could see some shower in new year's. you see the cloud coverage decreasing throughout the day but overall we're looking at tomorrow's system that will bring more rain. by the afternoon we still have some sun out there and you can see how it is coming in just parallel to the central coast so we'll see rain begin in the santa cruz mountains where the rainfall will be from the coastal hills of the north way all the way down to ben early thank you early morning with our level 1 system will be

tomorrow night into monday allowing for rainfall totals to be from a quarter of an inch from novato, napa, perhaps concord, less than a half inch in oakland. but as you see the hills here picking up more as well as the santa cruz mountains. hopefully the mountain view reading of a third of an inch will verify, but we're looking at temperatures today on the cool side. the partly cloudy conditions, upper 50s in fremont as well as palo alto. richmond 58 and 60 today in san jose and morgan hill. so the accuweather seven-day forecast, we've got partly cloudy conditions throughout the day, maybe an isolated sprinkle here or there in the next few hours. otherwise we're dry. the drying trend continues into your sunday. our level 1 system comes back tomorrow night into your monday with the scattered showers ending late in the day on monday. tuesday and wednesday featuring the dry conditions and it looks like by new year's eve into new year's day we could see just a slight chance of a shower. this system doesn't look too big

groups and the money all depose to nonprofits in windsor. people come out and individually decorate these trees. >> we have about 55 classrooms who have decorated trees. we have about 30 families who come out, multi generational and decorate one tree. >> my christmas tree is not a christmas tree. mine is a menorah. so we have 205 christmas trees and one menorah. >> this event means a great deal to windsor and there was no way even with covid that we couldn't at least put something on. >> it gives everyone a reach to get together and really be happy because i feel like there's not a lot of that in the world right now. so coming out and getting to see the christmas trees and seeing everything in the community means a lot. >> it's just really a big celebration. >> schultz is from sonoma county and we wanted the trees to be small and special and not big fancy, elaborate things. we wanted them to be real country down home, decorated by your average people. so that's what charlie is all

about. trees full of love. >> unfortunately, the lights were stored at a facility that got burned down during the wall bridge fire and we thought we weren't going to have any of these beautiful lights behind us. within a few days we were able to raise all the money to replace them. we're talking about thousands and thousands of dollars. the windsor community coming together to make sure christmas was as bright as can be. >> people really want traditions to continue and we worked really hard to figure out how to pull this off and stay safe at a time. >> it's unbelievable how people read every sign and see who it's decorated by and who it's sponsored by. >> the most meaningful part of this is the joy it brings to the residents, to the families, to the kids of windsor. this has been such a challenging year for everybody, and to be able to bring joy and light and happiness in a safe way to our residents is so great. so this will we a long time in the future that i look forward to this really being the heart of the holiday season. >> i can't imagine it ever
