building a better bay area for a safe and secure future. this is "abc 7 mornings." a new variant of the coronavirus is spreading across the globe. health experts say it could already be in the bay area without us even knowing. this comes as california continues to set records in hospitalizations and confirmed cases. good morning, it's sunday, december 27. i'm jobina fortson. we'll have more on the new strain and what experts are saying about all of it. first we'll check on the weather with meteorologist lisa argen, hi, lisa. >> hey, jobina. we're starting out with plenty of cloud cover. that has kept us milder out there. live doppler 7 shows you as we widen the view, a good deal of cloud cover storm system offshore. the brunt of it will be in

southern california and central california. you can see the layering of clouds there with 47 downtown, 46 in san jose. oakland checking in at 50. exploratorium camera with numbers to the low 40s for you in livermore and napa. we're bringing in our storm impact scale. it's a level 1 tonight, bringing in scattered showers first along the central coast, then into the south bay. winds will be breezy at times. for the rest of the day today, we've got clouds, by 1:00 we'll see a few breaks. we're still dry, but by 9:00 we could be seeing some showers. i'll show you where and how much to expect as we head into the last week of the year, jobina. >> thank you, lisa. public health researchers are keeping a close eye on a coronavirus variant that's been spreading quickly throughout the uk. starting tomorrow the cdc is requiring a negative covid testing from travelers from the uk. the cdc also says this variant has been not been detected in

the u.s., though they admit it's possible it's already here. abc 7 news reporter matt boon has more. >> i would be shocked if it's not here, it's been around for a while. >> reporter: this doctor from ucsf says the restrictions on travelers from the uk are smart but likely too late. he says it's still not scientifically known if the strain is more contagious but statistical data implies it might be. >> it could potentially have negative consequences, it's going to grow like wildfire. >> reporter: in southern california, the current epicenter of this crisis, that may already be the case. the l.a. county health department is awaiting results of genomic testing to determine if the variant contributed to our december surge. >> it wouldn't be surprising if that new strain that was identified in the uk is identified here in los angeles. >> reporter: san francisco's public health department tells abc 7 they have not yet detected

any cases of the new variant but dr. hong says the u.s. has not been testing for it much. >> we just don't do a lot of specific variant testing as a routine in the u.s., mainly because we have so many numbers. it's not something we've traditionally done. >> reporter: the good news, the variant does not appear to be any more deadly nor does it seem to be resistant to the two vaccines on the market. >> it takes actually years for some viruses like covid to mutate appreciably so the vaccine wouldn't work. >> reporter: public health officials in l.a. say it could take about a week before they have their results. matt boon, abc 7 news. developing news, it's weight and worry this morning.morning.. the president says he's holding out for more funding. the $2.3 trillion spending package includes funding for the federal government. if not approved, a shutdown

would happen tuesday morning. 14 million americans lost their federal employmeunemployment co yesterday when earlier aid expired. the aid includes funding for the paycheck protection program. abc 7 news reporter anser hassan has more. >> i've been part of the community for 27 years and i want to continue the tradition. >> reporter: the next six months will determine whether that tradition continues, says the owner of this burrito restaurant in walnut creek. no dining in due to the pandemic means a drop in sales. and at the same time, the cost of supplies are up. and he still has to pay rent and salaries. at least for the employees he has left. he got $25,000 from the first government stimulus package. but he says that money is gone.

and despite the promise of a vaccine returning things to normal, he says the second ppp loan is even more crucial than the first. >> it's wintertime, one. and then two, we're going into the new year, not knowing what's going to happen. >> reporter: he knows that other restaurants have closed just blocks away from his. and he knows the loyal customer base isn't enough to keep the doors open. >> i don't want thi to close because they didn't get the help they need from the government. >> reporter: he has a six-month plan in place. but that plan is built on a second round of stimulus money which means he has a lot to consider starting this week. >> if things don't turn around, and no help comes in, things will get really tough for us. at that time we would have to make a decision. >> reporter: in walnut creek, anser hassan, abc 7 news. a beverly hills restaurant is coming under fire for its plans to hold a so-called discreet new year's eve dinner that would have violated health orders. la scala is a high end

institution in the city known for celebrity clientele. customers were surprised to see invitations in their take-out bags recently, promoting a 1920s prohibition-era speak easy style dinner. dine-in dining is not allowed in southern california. hospital icu capacity has maxed out over the last week. >> i'm surprised a restaurant would attempt to do this, seeing as how we have the stay-at-home order right now. i personally don't think it's a good idea. >> beverly hills police say they aware of the issue and said code enforcement officers were addressing the planned dinner. california is still setting coronavirus records this holiday weekend. the state saw its hospitalizations go up, edging closer to 19,000. there's been a new daily record every day since december 9 and every day since december 3, the

number of people in the icu has set a new high. yesterday it topped 4,000. the total number of new cases is just over 30,000. that is well below the daily average for the past week. the bay area saw its icu capacity rise a little bit from friday. it was 9.8%. the southern california and san joaquin valley regions are still at zero. that doesn't mean people will be turned away when they go to the hospital. the northern california region remains above 15%. that threshold there is the only one without a stay-at-home order. in the south bay, covid-19 testing continues today in santa clara county. abc 7 news was at the fairgrounds in san jose. hundreds of cars lined up for drive-through testing. 2,200 new cases have been reported from friday to saturday. health officials fear cases will jump as the holidays wrap up and more people get tested. our ongoing commitment to help build a better bay area includes the latest race to

vaccinate. nearly 2 million people in the u.s. have received a covid-19 vaccine. that's according to the cdc's covid data tracker. more than 9.5 million vaccine doses have been distributed in our country, that includes both the pfizer and moderna vaccines. trucks delivered the first shipments of pfizer covid-19 vaccines to countries across europe for a coordinated eu rollout. several eu countries including france, spain, germany, hungary, and slovakia began distributing the vaccine yesterday. shipments arrived in all 27 countries that make up the european union. do you have questions or concerns about the vaccine? we have a page dedicated to information about it. and you can find those answers on abc7news.com/vaccine. rain and cooler temperatures have finally brought an end to fire season in the north bay. i know so many people are happy about this. this year was the most destructive in california history.

cal fire says peak fire season is over in six north bay counties including napa, solano, and sonoma. the period lasted a month longer than the previous two fire seasons. the state will continue to staff fire resources just in case of another disaster. more than 400,000 acres burned in the north bay this year alone, with hundreds of homes and businesses lost. now we'll check in with lisa because we have rain on the way. i know people are happy about that. >> not so happy about the totals. i've heard it from some people saying, that's it? yeah, this has been a system that has trended downward in terms of rainfall. right here, the shark tank, you'll see more than most of us. i'll detail that forecast coming up next. >> thank you, lisa. also ahead, despite the health warning, we're seeing a post-christmas shopping rush in the bay area. find out what's motivating people. and you may be ready to take down your christmas tree already. what you n

back here in the bay area despite our stay-at-home order, shoppers were out this weekend after christmas. abc 7 news reporter cornell barnard found out what motivated people to get out there and still shop. >> i'm very surprised there's a line today, yeah. >> reporter: julie flores from alameda waited patient in the line outside the louis vuitton line, stretched around the building. she's making a post-christmas return. >> it's a really nice bag but it's a little too big, i'm looking for something smaller. >> reporter: gucci had temperature checks required at the door. >> i have to do some returns, i didn't do a good job at picking my girl's gift, i guess she didn't like it. >> reporter: most stores are following guidelines, limiting number of customers inside. not your typical christmas crowds on union square. fewer shoppers. some folks showed up because

it's tradition. >> i've shopped the day after christmas for the last 40 years, and i'm just really sad that the stories are empty and i'm worried about the people that work there, they might be getting laid off. >> reporter: westfield shopping center was definitely busier with folks making returns and of course looking for sales. crowds of shoppers at local malls are not what health officials want to see. >> my concern, if people gather together and shop especially indoors, we'll see more transmission, it could explode from there. >> reporter: with no covid cases spiking and icu beds running low, dr. willis fears another surge on top of a post-thanksgiving surge. >> it may be too late to do something about this now. we hope everyone will take every precaution right now. the last thing we need is another surge on top of that surge we experienced after thinking. >> reporter: dr. willis says that post-holiday surge can be avoided if we limit our exposure in public at stores, shop online if you can, and avoid large

gatherings and keep wearing those masks. these days it's all about staying safe and staying healthy. in the newsroom, cornell barnard, abc 7 news. today is the second day of kwanzaa. vice president elect kamala harris shared a message of celebration on social media. she said her favorite of the seven principles of kwanzaa is self-determination. >> it's about not anyone write our future for us, instead going out and writing it for ourselves. >> harris went on to wish everyone a happy kwanzaa. she said she will be celebrating the holiday over zoom with our family. the seven-night holiday honors african-american and pan-african culture and traditions. hundreds of tons of christmas trees will be collected from residents' households. the scheduled collection days are january 4 through 15.

they will come by and haul them off to the chipper as a service to san francisco customers. you need to remove all the decorations, everybody, the tensite tinsel, don't forecast about it. they turned the trees into mulch last year and other ecofriendly ways to get rid of them. for tips on how 20 recycle christmas trees in your neighborhood, head to abc7news.com. the bay area discovery museum gives children a place to play during the pandemic. they just reopened their outdoor play area, 2.5 acres of outdoor play space with a gravel pit and mud kitchen. social distancing and masks are required and staff regularly cleans surfaces. >> children are spending a lot of time indoors and in front of screens. and we know for their emotional wellbeing and their physical wellbeing, they need to be outdoors. they have a safe space for parents and children to be able to play together safely. >> the museum is open during the

holidays but families miscellaneomust reserve a time slot in advance. parts of tahoe are expecting a foot and a half of know this weekend. reporter heather janssen tells us snow was tricky in the area. >> reporter: she's traveling from reno to the bay, happy to be off the highway and headed home for the night. >> it's snow plus rain, it was the combination. >> reporter: the winter weather posing problems on highway i-80. cars pulled off to the side and traffic backed up for miles with low visibility and slow-moving cars. some drivers wondering when the end was in sight. >> we've been driving for like three hours. but we're safe, and so, you know, the skiing was fun, it was worth it. >> reporter: it wasn't just hard to see on i-80. it was on the slopes too. >> the visibility was a little bit low. that kind of added to the experience because it made it a

little more challenging. >> reporter: this family was skiing and snowboarding to celebrate their white christmas, looking for a sense of normalcy, enjoying the outdoors. >> it was a great activity to spend with the family. >> reporter: this could be a new family tradition, ending the night on a sweet note. >> we'll go home, hot chocolate, maybe. >> that sounds good. lisa, i know people see that snow and they're wondering, okay, are we going to get some more rain if they're getting that up there? >> you know what, unfortunately, jobina, the impact from this system will be further south. yes, we'll get rain but not as much as we had hoped. and the snow will be in yosemite down to southern california. we're talking six to ten inches of snow for the central and southern sierra. while the northern sierra, no, not going to get anything. maybe an inch around lake tahoe. in terms of our rainfall, we've got that plotted out for you in just a moment.

here is live doppler 7. it shows a lot of cloud cover. we have sunny conditions around the bay area. you can see offshore here, an area of low pressure is going to push this system onshore along the central coast. for the time being we were worried about the czu complex burn scar. but now it looks like this is going to be a fast-mover. we'll still get more rain there but it shouldn't cause any problems. it's 48 degrees downtown, looking at 50 in oakland, also 48 for you in mountain view. 46, san jose. mid-40s in morgan hill. 48, half moon bay. the cloud cover in san francisco, looking at partly sunny skies today. we'll get into a little bit of sun before we see that cold front move onshore. 38 santa rosa, low 40s in novato, mid-40s in concord. good morning, livermore, 43 degrees as you start your day.

this level 1 system coming in tonight will allow for scattered showers through the overnight hours, beginning on the central coast, pushing up through the south bay. very little anticipated in the north bay. and the winds will be breezy, and we'll see along the coast that enhanced rainfall. here is a look at san jose, a little hazy here with the clouds. looking at the rain arriving later. and then our next weather maker will be some rain as we get into new year's eve, beginning in the daytime. the next few hours, as we get towards 3:00, you've got some sun out there. the rain is still offshore. let's take you through 7:00, 8:00. the rain is moving into the south bay. as it comes up from the south and west, it's going to get wrung out, that precip, along the higher elevations. elsewhere, to the east bay, not very much at all for our friends in dublin and pleasanton. same deal up in sonoma and napa, even marin, not expecting too much. peninsula, a tenth or two tenths. this is monday morning. taking out that level 1 for your

monday, most of the rain will be over by the time we get to that commute monday. through 11:00 on monday, looking at very scant amounts here with 2/10 thchlths in san an an an thursday looks dry, it will pick up on wednesday as well with increasing clouds. new year's each, early overnight hours from wednesday into thursday, maybe a burst of shower activity. and then for the evening hours, it's dry into new year's day. and then after that, next weekend looks like we could see some rain. it's pretty far out to talk amounts, but overall we're looking at small amounts that of course will help out. but not enough to do anything for our extreme deficit. 59 today. we're going to get some sun in oakland. 60 in fremont. 57 in san rafael. 59 in morgan hill. the accuweather seven-day forecast, we'll see the rain tonight. our level 1 system will taper

good morning, everyone, i'm jobina fortson. we're starting this half hour with a look at the weather. here is meteorologist lisa argen, good morning, lisa. >> good morning, jobina. and down at the beach in santa cruz it's pretty nice with 48 degrees. low to mid-50s today. look at the sun there. the skies will cloud up towards about noontime, and maybe a quarter inch of rain is on the way tonight. 48 in san francisco. 50 in mountain view. it is in the mid-40s down in morgan hill and closer to home, our east bay hills camera with mostly cloudy skies. upper 30s santa rosa to mid-40s by the delta and 46 in concord. we're bringing in our storm impact scale tonight. we're expecting scattered showers. the highest totals will be in the south bay. the winds will be breezy, out of the south. we've got a dry day today, 9:00, still in the 40s.

by 2:00 we've got some sun. upper 50s to near 60. then the clouds take over later on tonight. we're dry at 6:00. but look what happens as we get closer to 7:00, 8:00. the rain is along the coastal hills. the santa cruz mountains. we'll talk amounts and a little more rain headed our way for new year's eve, all in just a few minutes, jobina. >> thank you, lisa. developing news on the investigation into the christmas morning explosion in downtown nashville. federal authorities are asking police nationwide to increase security around at&t facilities in local communities. it's unclear whether at&t was the intended target of a bomb planted inside an rv. abc news reporter marcus moore with what investigators are honing in on. >> reporter: this morning federal agents are trying to put together more pieces what have they describe as a giant jigsaw puzzle, 48 hours after an rv like i said with explosive left downtown nashville in ruins, police have been tracking the

movements of the rv, seen hours before the blast. >> it's like a war zone. >> reporter: the focal point of the investigation drew amendmenagents to two different locations in suburban nashville. we were there when officers in tactical gear surrounded a home associated with 63-year-old anthony quinn warner. authorities are working to determine if he was blown up in the explosion. a google maps image of the home from may 2019 shows what appears to be a similar rv used in the explosion parked right outside. this neighbor says she knew it well. >> the rv has been there for a while, it doesn't really move, just stays there. this was something that just looked suspicious, then it was there anymore. >> reporter: abc news has learned that anth thothony quin warner recently transferred the deed to his home to a woman in california. what connection that may have to the explosion is under investigation. >> it will take us some time.

this team behind me, our folks in the field, we're very good at what we do. >> there will be a wealth of investigative leads, between the camera, what they collect at the bombing site, what witnesses heard, et cetera. all of those things will go together to lead them to a suspect, if in fact it hasn't already. >> reporter: several blocks of nashville's named downtown remain closed as investigators work to positively human remains found at the scene. the rv was broadcasting an announcement warning of imminent explosion. police are still reviewing this surveillance video. six heroic police officers rushed to evacuate the area before the rv blew up. the rasmussen family making it out of their home just in time. >> when i said we had kids, the

officer, her eyes said, please get your kids, get your kids right now and get out. >> as we're driving away, this massive explosion, this huge -- i was looking forward driving, and i hear the sound, and the whole car shifts. >> seeing your house explode is scary but i'm looking back at my two sweet kids in their pajamas, in their matching pajamas, i was like, yeah, we have everything we need. >> reporter: marcus moore, abc news. >> a chilling situation there. developing news now, a 37-year-old florida man has been charged in an illinois bowling alley shooting that left three people dead and three others injured. police say the suspect, duke webb, opened fire saturday night in a random attack. he is believed to be the only suspect. the three who died were all men in their 60s and 70s. teenagers were among those

wounded. investigators say webb was arrested shortly after the shooting. he faces three counts of murder and three counts of attempted murder. rockford is 90 miles northwest of chicago. today is the final day of actress lori loughlin's prisonsn sentence stemming from the college cheating scandal. she's set to be released tomorrow. she's been in isolation in the facility for two weeks. a covid-19 outbreak there has so far sickened 180 inmates. her team tells abc news she's healthy and in no danger. she and her husband pleaded guilty earlier this year to paying a half million dollars to get their daughter into the university of southern california. emergency unemployment benefits have now expired for millions of americans and still there's no new coronavirus relief package. president trump is demanding higher payments to americans in

need and refusing so far to sign the $900 billion package congress approved. abc news reporter rachel scott has the latest from washington. >> reporter: this morning, the nation on the verge of a government shutdown. funding runs out at midnight tomorrow. for millions of americans, unemployment benefits have now expired. and in just a few days, the federal moratorium on evictions will too. in iowa, amanda drennan lost her job of 16 years in march. >> i don't know what is ahead for me and my family. >> reporter: now she is struggling to put food on the table for her two children. >> i have not been sleeping well the last few nights. like, i could do this to make money, i could consign some clothes, i could donate plasma. >> reporter: after six months, congress finally passed the bipartisan stimulus package to get relief to the american people. the president's own team helped negotiate the bill and even signaled he would seen it. but now the president is

demanding last-minute changes, tweeting, "i simply want to get our great people $2,000, rather than the measly $600 that is now in the bill." some americans agree $600 just isn't enough. >> $600 is very insignificant for the individuals trying to feed their families. >> reporter: lawmakers on both sides have said the bill is imperfect but they say it is absolutely critical to get immediate aid to americans like lee do yugherty of texas. and in california, daniel maris has been using his personal money to keep his nightclub open. >> ten months of zero zero dollars coming in. there's nowhere to turn, nowhere to ask for help. >> reporter: so many americans like daniel feel like they're going off a cliff. so the president has a few options. he could sign this bill, get relief to the american people,

or he could veto it. if he waits several days, the bill will expire. president-elect joe biden is hoping it does not get to that point, he is urging the president to sign the bill to get immediate relief to the american people. but this deal in congress took six months to make and it's unclear how soon a next round of relief would come. rachel scott, abc news, washington. this morning crews are at work getting ready for the new year's eve celebration in times square. they started to set up stages for live performances during this year's ball drop. the live event is closed to the public and this year marks the 49th anniversary of dick clark's new year's rockin' eve. ryan seacrest and billy porter hosts from new york. j-lo will headline, performing in times square before the ball drops. nelly, makiegan thee stallion a others are also set to perform.

take a look at this, these videos were taken one day apart. after stunning many visitors, the mysterious gingerbread monolith at corona's hyde park has crumbled. yes, i'll say it, the cookie has crumb crumbled. here what's left of the structure, pieces of cookie on a metal frame. city employees taped off the remnants. it's not clear what caused it to break apart but the rain and wind may have played a factor,

playoffs. miami stays alive at 10-5. that's your look at sports. >> all right, lisa, we need better news than that for the forecast. you know what, if you're headed down to the central coast or southern california, you might want to wait a day or two because they are getting their first significant storm of the season from san luis obispo, points south, even monterey. for us locally, we're on the tail end of it, especially on the north bay. you could see perhaps nothing at all. live doppler 7 with the cloud cover and the storm system offshore. there's the area of low pressure. and it's going to push that moisture into southern california, bringing some snow, as much as ten inches for the central sierra, around yosemite. looking at winter weather advisories. it's 48 in san francisco, 50 in

oakland, mountain view, and half moon bay. 46 in san jose. you'll see the most, but that's not saying much. and morgan hill, numbers in the mid-40s. as we look at the golden gate bridge, the high clouds here, and the dry pavement, temperatures are in the upper 30s. santa rosa had a little fog, cold in the north bay. 45 novato, low to mid-40s concord and livermore and maybe a tenth of an inch over into our east bay valleys. so very little rain expected. and unfortunately, yeah, a lot of you are disappointed, i know. we had this from tonight through tomorrow. but i think the system will really be out of here by tomorrow morning. so it's a level 1 system coming in tonight. first along the central coast, spreading showers up into the south bay. that's where you'll see highest totals, breezy southerly winds. santa cruz mountains, coastal hills could get a boost in their rainfall where is parts of the north bay, even san francisco are not looking at much at all.

just over a quarter inch for christmas day, a little less than that expected for this next system. we've got partly sunny skies this morning. that will take us through the early to mid-afternoon. the clouds thicken. the rain arrives tonight, starting in the south bay and looking at possible shower chances. another just clipping of a system to the north. for early on new year's eve day. as we get into the year end afternoon, we've got some sun. the cloud cover finally increases. and here comes the rain, 9:00. you can see a narrow band of some pretty moderate to heavy rain that's going to swing on through the south bay. and the peninsula. and then as it continues its track southward, it takes the rain with it. so as a result, not too much happening in the north bay or the east bay. this is your monday afternoon, still some clouds around. we'll get into more sunshine and totals with this system starting out later on tonight, adding up into your early monday, bringing

a couple of hundredths in santa rosa, less than a tenth in the north bay. notice over into the east bay, very little amounts. and in fact just a little bit more, from a quarter inch perhaps in half moon bay, redwood city 2/10ths, ben lomond maybe a third of an inch. we're dry on tuesday, dry on wednesday. as we get into new year's eve, we've looking at that system, not impressive either. by new year's day, we're dry. into next weekend, you can see some rain. looks like it's a little more heavy into the north bay. a long ways away, though, 60 in san jose, 59 in oakland. tonight, here comes the shower activity with mid-30s in the north bay. we're not going to see much rain. the accuweather seven-day forecast, a level 1 system tonight ends tomorrow morning with a scattered light shower. tuesday and wednesday will offer cold mornings. jobina, with that system we could see a dusting of snow around mt. hamilton as it heads
