across the bay area. meteorologist mike nicco is tracking when it will clear up. good morning. it's monday, december 28th. hope you had a nice weekend and a happy holiday. there's some rain out there, mike. >> there is. good morning to you. hi, everybody. thanks for joining us on this kind of moist monday. we're a 1 on the storm impact scale through the morning commute with showers are out there. scattered across the north bay. if we hit heavy showers, they would be further down to the south. how heavy can they be if they're giving us less than a tenth of an inch of rain. solano county, 680 wet right now. the carquinez bridge, if it's not wet it's about to get wet. 101 in the north bay wet also. so showers this morning as you can see on our exploratorium camera. increasing sunshine with mid to upper 50s this afternoon.

kumasi? >> thank you. actress lori loughlin is set to be released from a dublin prison today. she served nearly two months for her participation in the college cheating scandal. abc7 news reporter amy hollyfield has more. good morning. >> good morning. she's been in isolation here for about two weeks because of a covid outbreak here at the prison infecting about 180 prisoners. her team tells abc news that she is healthy and okay. actress lori loughlin is expected to be released today from this dublin prison sometime today after serves an almost two-month long term. she's been here since october 30th. she said she's deeply sorry for doing this. and that she made an awful decision. she an her husband paid $500,000 in bribes to get their daughters into college. other parents also served time for the same crime in a scheme that federal officials labeled varsity blues. even though this was a fall from grace for the "full house" star,

some think she will be able to redeem herself. >> there's a way forward where she can bank on the good graces for what she did before. an element of the public is eternally and always ready to forgive. >> loughlin's husband was given a stiffer sentence of five months in prison. he started serving that last month. they also face fines and community service. there is no sign of her yet this morning. the jail records here show she is still in custody. authorities have not said what time she will be released. amy hollyfield, abc7 news. >> thank you. inmates at san quentin state prison may soon be allowed to transfer to other prisons because of covid-19 concerns. the marin independent journal reports that a marin county judge may allow transfers because of san quentin's massive outbreak earlier this year. but san quentin managed to bring the number of cases down to just four at this point. other prisons in the state are reporting outbreaks of over 500

cases. san squinten priz prisoners filed a lawsuit earlier this year. starting today, cvs will administer covid vaccines to people at long-term care facilities. nearly 700,000 residents and staff at 15,000 facilities across the state are expected to be vaccinated. vaccinators will visit each location three times for boosters and check-ups within a 12-week period. after this phase, cvs will vaccinate the next tier, which includes essential workers, those 75 and up and those with chronic illnesses. help is on the way for millions of americans after an 11th-hour demand for bigger relief payments, president trump relented sunday night signing another round of badly needed financial aid. jobina has when you might see your relief checks. jobina? >> thank you. so one week ago the president called the stimulus bill a disgrace.

last night he backed down signing the $2.3 trillion coronavirus relief and government funding bill. president trump's signature came hours before the government was set to shut down. last week he said he wanted $2,000 financial relief checks for most americans, not the $600 payments negotiated in the bill. even fellow republicans grew frustrated. >> if you want to make a $2,000 check, negotiate that from the beginning. >> i understand he wants to be remembered for advocating for big checks, but he'll be remembered for chaos and misery and erratic behavior if he allows this to expire. >> so when should you expect to see stimulus payments arrive? direct deposits from the original c.a.r.e.s. act took about two weeks to get into bank accounts. it will take longer if you're waiting for a check in the mail. as for unemployment benefits that expired on saturday, americans lost about a week of $300 payments.

>> thank you. right now millions of people are returning home after the holidays. the tsa says they screened 1.2 million people just yesterday, the most since the pandemic began. bay area health officials are urging travelers to quarantine. >> san francisco and santa clara counties now require a ten-day quarantine upon arrival. other bay area counties have other restrictions. >> that recording plays every >> that recording plays every few minutes at sfo. tsa says millions of people have been passing through security checkpoints nationwide. most since the start of the pandemic. >> i am definitely quarantining. it's almost selfish to travel, but it's hard because, you know, family is sometimes all that we have. >> despite warnings from health officials, the tsa says millions of people have been passing through airport security checkpoints nationwide. california reported more than 50,000 new cases on sunday.

let's look at what's going on. i'm just updating the radar here. there you go. you can see that most of the activity continues to be very light. it's green and it continues to rotate across the north bay from east to west. while we're seeing drier air infiltrate other neighborhoods. there's still a possibility for the morning commute, as you can see from 7:00 on until 11:00, a stray shower is possible. from noon on the clouds will open and we'll get sunshine. more in the north bay and a little less to the south. overnight everybody clears out. that means it's going to be significantly cooler. in fact, frost is possible in the deepest valleys tonight. most of the rainfall across the north bay and less than a tenth of an inch, if you're lucky a

slowdowns to report. tracy, completely green. that's a rare site. i'll tend it back over to you guys. investigators are trying to figure out the motive behind a deadly bowling alley shooting that happened in rockford, illinois. police arrested and charged an army green beret, duke webb of florida. he shot six people, three of them died. in a statement, the army said webb was on leave when this happened. this morning investigators are looking behind the explosion that rocked downtown nashville on christmas morning. after the rv exploded outside of the at&t building, agents carried out bags of evidence from a home associated with warner. he may have been motivated by paranoia over 5g cell technology. six police officers are being

outbreak in wuhan. jobina has more on how that is not sitting well with advocates for press freedom. >> it really is not. the chinese government found the 37-year-old woman of picking quarrels and provoking trouble. those are commonly leveled against human rights activists and dissidents. she was hurried into court. she traveled 400 miles from shanghai to wuhan in february to document the situation there. she posted first-hand accounts on social media about the same time the chinese government began reigning in news agencies for their reporting of the early days of the outbreak. she reported for three months until she was arrested in mid-may. she was charged with disseminating fake information. she is the first known journalist to be jailed for her role in reporting about the pandemic.

the chinese government has implemented restrictions on what the country's news agencies can report when it comes to the origin of the virus. julian? >> thank you. this morning we're looking to why covid rates are so high despite our current stay-at-home order. health is a big focus for us on building a better bay area. j.r. stone spoke with one doctor who believe there's are two main reasons covid fatigue and private gatherings. >> we're very aware that there is pandemic fatigue, that people are tired and that i think the ability of people to shelter and their willingness is definitely not the same as it was in the spring. >> reporter: but the doctor of santa clara county says we need to be strong by not traveling and not gathering. his message comes at a time when california has the second highest covid-19 rates in the country. and while most we talk with say they are being safe -- >> as long as i'm wearing a mask, i feel pretty comfortable. >> it's just the five of us.

we're not getting together with any other family members. >> reporter: -- most also admitted to us that they have been traveling. >> i'm actually from los angeles. >> sacramento. >> reporter: and admitted that they've had gatherings but kept them small. >> we only gather like a group of like no more than ten people, 10, 12 people. all our family lives close by. >> if you cannot go outside, you have to go visit some people, at least something. >> reporter: dr. kamal says on any given day there are less than 30 icu beds available in all of santa clara county. he says even family gatherings are dangerous but believes that by staying home, we can reverse the high number of cases which would improve icu numbers, take the pressure off hospitals, and lead to reopenings. >> i've seen so many times when people get together, even with small groups, cousins, aunts, or grandparents, that spread does happen. so we really all need to hunker down and shelter. >> reporter: while california's covid rates are second highest

in the country, it is important to note that the covid death rates here in california are 30th. doctors have previously told us that those death rates often lag behind by a couple of weeks. j.r. stone, abc7 news. 2021 is just a few days away. and legendary rock band kiss wants to rock and roll all night by sending 2020 off with a huge new year's eve concert. it's called kiss 2020 good-bye. we all want to do that. the band is hoping to set a world record with $1 million of pyrotechnics. they're going to perform on a 250-foot stage with 50 cameras and 360 degree views. >> we thought here's an opportunity for us to have fun and try to break some guinness world records. there will be 3,000 people there who are safely distanced from us. we'll be playing all the songs everybody has known for the last, my gosh, it's almost 50

i'm like, what? so concert? >> you know my parents live in atlanta. they were saying the local news there said atlanta's heart field jackson international airport, the busiest ever, 75% capacity compared to last year. that means 25% of the people stayed home. it is so different outside of our bubble here. so different. all right. let's look at what's going on with the water vapor. you can see that area of low pressure spinning down to our south. just about to come ashore along the big sur coast. with that low and its counterclockwise flow it will hurl moisture up towards us. the north bay is getting the best. you can see that around monterey and part of that could possibly work its way a little bit further to the north and come up through the monterey bay and the santa cruz mountains, maybe even up 101 around gilroy and up towards san jose.

that's something to keep an eye on. here's a look at sfo and the wet tarmac there. as far as showers, they taper this morning.s will hope for su this afternoon. mostly clear, much colder the next two nights. watch out for frost and fog in our valleys, 2021 begins with unsettled weather. 56 to 58 is our spread today. look at this, from 30 in santa rosa to only 42 in san francisco. my accuweather 7-day forecast. dry and brighter after a cold start tomorrow morning. we'll try to hit 60 with that sunshine. now the clouds will dim us a bit wednesday. mid to upper 50s. a chance of showers new years morning by the time we ring in the new year, it will be dry. saturday and sunday are starting to trend a little bit wetter, especially sunday. i just put a 1 for that on our storm impact scale. a light storm. kumasi? >> thank you. let's turn to ginger zee.

let's see what's going on outside. you can see on live doppler 7, there we do have light rain. we'll get back to that. i want to show you the exploratorium, some drops on the camera at pier 15 looking back to the west and looking at the embarcadero center. i hope they keep that on through new year's day. activities, just being damp early is the only issue out there. if you want to take down the decorations this afternoon, it will be dry. if you want to do some exercising, it will be dry this afternoon. right now mainly across the north bay and we'll go back and say 680, 780, the carquinez bridge and the benicia are the wettest right now. a ban on flavored tobacco

set to begin on january 1st in california. that has been delayed. opponents led by tobacco companies say they got enough signatures to put the new law on a statewide vote. officials agreed to wait until at least 623,000 signatures can be verified. however, inyo county has reported a high level of signatures that don't match records. if there's not enough, the ban will begin when the secretary of state certifies that the signature drive fell short. well, here's the perfect blend of winter and creativity at christmastime. this is not a fire. this is a man in kentucky who decided that instead of using a shovel to clear the snow from his driveway he would just crack out the flame thrower. but then he took it to another level. he dressed up as cousin eddie from the holiday classic national lampoon's christmas vacation. so that explains why he's out here doing this in a hat and bathrobe. >> if i were one of the neighbors, come do my driveway next. >> no. no. go home. put on some clothes, then maybe come. >> there we go.

where deputies finally spotted him. he stopped underneath the 280 overpass. officers took that suspect into custody. one officer we're learning suffered minor injuries and is expected to be okay. now to that breaking news we told you about, actress lori loughlin is out of prison. she spent about two months there for her role in the college admissions scandal. amy hollyfield is live for us in dib lyn dublin. we just learned she was released moments ago. >> she was released within the last half hour. she's free after serving a nearly two-month long sentence in dublin. actress lori loughlin started serving her time here on october 30th. she is serving time for paying $500,000 to get her daughters into college. she's been in isolation for the past two weeks because of a covid outbreak at the prison infecting at least 180 inmates.

people with her team tell abc news that she is okay. loughlin said she is deeply sorry for what she did and she made an awful decision. her daughter also spoke out about the scandal. she did that on jada pinkett-smith's red table talk. >> i'm definitely ready to address some things. it's been hard. i think for anybody, no matter what the situation is, you don't want to see your parents go to prison. >> yeah. >> i think it's necessary for us to move on. >> right. >> move forward. >> loughlin has been in jail since october 30th. her husband was given a stiffer sentence of five months. he started serving his time on november 19th. they also face fines and community service. now that she's out she will be supervised for two years and can start her 100 hours of community service. live in dublin, amy hollyfield, abc7 news. >> thank you. here's a look at icu capacity this morning. the bay area saw a slight drop

from 11.3% to 11.1%. the sacramento region saw its capacity improve once again. now it's at 17.8%. southern california and the san joaquin valley are still at zero. the stay-at-home order for san joaquin valley is set to expire today. state officials say it's likely to be extended but they have not made announcements yet. a ucla professor says we need a better term than surge to describe the cases we're seeing. >> we were talking about surges, now i'm talking about a viral tsunami on our hands here in california and los angeles. i think the magnitude of the amount of disease that we're seeing really you need to have a better term, which i think tsunami is probably conjuring up in peoples minds. >> back in the bay area, the earliest that we could be out of our stay-at-home order is next friday, january 8th. a nurse who just ended her isolation after being diagnosed

with covid is heading back to work this week. this is a story that you will only see on abc7 news. she is a nurse at the hayward health care and wellness center. yesterday was the first time she saw her sons in three weeks. she thinks she contracted the virus at work. she had mild symptoms and doesn't fall into high-risk categories, but admits the positive test results still scared her. >> what was really hard about that was just to be isolated, knowing that was -- this might be my last few days, and i wouldn't get to see my family. >> she says the backlog in getting test results is likely contributing to the recent surge we've been seeing. she is urging lawmakers to make it easier to get tested in order to stop the spread. in the south bay, santa clara county health leaders are telling people not to go to the hospital emergency rooms for covid testing. they've seen a rise in people

showing up without symptoms solely to get tested. they're reminding people that the emergency rooms are for people with emergencies. instead they suggest you go to one of the multiple testing sites across the county. this was at the fairgrounds in san jose on saturday. and more free testing to tell you about happening in the south bay. the city of palo alto is opening up a pop-up sight. walk-in testing will be offer ford shire eoffered for the insured and uninsured. this morning we're learning more about what to expect in the coming months when it comes to the distribution of coronavirus vaccines. this as a record number of travels happened this holiday season. jobina fortson has more on what you need to know. good morning. >> good morning. thank you. so white house coronavirus task force member brett juwar says

the problem is mixing your bubble with another bubble once you get to your destination. >> travel increases risk. we have to be concerned about that. it's just vitally important that people follow all those rules, avoid indoor gatherings, wear a mask, wash your hands, particularly in airports. that's where your handrails touch places where other people touched those. >> he talked about vaccine distribution. the goal was to vaccinate 20 million americans by the end of the year. but right now only 2 million have received the shot. he says another 4.7 million doses will be distributed this week. >> so 20 million doses will be distributed to the states by the first week in january. probably another 30 million doses in january. another 50 million doses in february. that seems to be a very good estimate given what we know right now. >> he says the end of the pandemic is in sight but there's still a lot of work that needs to happen because lives depend on how well we follow health measures. >> thank you. the fda advisory committee

noted a particular group experiencing side effects of the moderna covid-19 vaccine. this is actually one of the most clicked on stories on abc7news.com right now. so several trial participants who received cosmetic facial fillers reported inflammation and swelling where the injections took place. a couple patients had cheek filler six months earlier and one had her lips filled two days after getting the vaccine. all of these cases of inflammation were resolved with steroids and antihistamines. in response to rising covid-19 cases, kaiser permanente has postponed elective and nonurgent surgeries at all of its northern california facilities. that includes the entire bay area. kaiser tells the "san francisco chronicle" that the delay will go to january 4th. urgent surgeries in cancer cases will go on as scheduled. coming up after the break, a

it a disgrace, president trump is backing down, agreeing late sunday to sign a $2.3 trillion coronavirus relief and government funding bill, averting a government shutdown just hours before tonight's deadline. in a statement, the president saying, quote, i am signing this bill to restore unemployment benefits, stop evictions, provide rental assistance, add money for the paycheck protection program, and much more. the president spending the weekend golfing in florida, had faced intense pressure to give in as unemployment benefits for 14 million americans expired. it took congress six months to negotiate the bipartisan relief bill. the president's own team, including treasury secretary steve mnuchin, helped negotiate it. but then the president last week demanding last-minute changes, tweeting, quote, i simply want to get our great people $2,000 rather than the measly $600 that is now in the bill. some republicans criticized him for not raising his objections earlier. >> if you want to make it $2,000 checks, negotiate that from the beginning. >> i understand he wants to be remembered for advocating for
