overnight averting a government shutdown. this after refusing to sign it for nearly a week. abc's rachel scott has the latest from washington for us. rachel, good morning. >> reporter: good morning. the whiplash kept americans on edge for days. after throwing relief for millions into jeopardy the president finally relenting and signing that coronavirus relief bill that he called a disgrace. overnight, president trump changing course again, finally signing the $2.3 trillion spending and stimulus relief bill with just 24 hours to go until a government shutdown. the president's reversal came after he held on to the bill for nearly a week letting unemployment benefits run dry for millions. while for days he blasted the the deal his own team helped negotiate. >> it really is a disgrace. >> reporter: but under pressure from lawmakers, he suddenly decided to move forward getting relief into the hands of americans like amanda drinnin. who lost her job of 16 years back in march. >> i worry and care about myself and my family. we need covid relief so bad.

>> reporter: the package includes $600 checks for americans who earn less than $75,000 a year. plus enhanced unemployment benefits and funding for small businesses and vaccine distribution. in a statement, the president still insisting he wants more money going to the american people in the form of $2,000 checks per adult. democrats in the house are expected to rally behind a measure today to boost those direct payments. >> the american people want $2,000. they need it, given the economic crisis. but that likely won't stand a chance for republicans in the senate. majority leader mitch mcconnell making no such commitment in his statement overnight saying only, the president's leadership has prevented a government shutdown at a time when our nation could not have afforded one. despite his demands, the president didn't get a single thing changed in that bill. democrats say, because of his decision to hold off, it will have consequences for millions of americans out of work, warning

there now will be a week's long delay before unemployment benefits are started back up. on top of that it's unclear how soon those stimulus checks will get to the american people. t.j.? >> all right, rachel, thank you so much. we want to turn now to the incredible scene in nashville, developments on the christmas day bombing there. investigators naming a suspect and confirming the man died in that blast. now the officers who rushed to the scene to save lives are speaking out, and emotionally speaking out as well. our marcus moore is there in nashville with the very latest. marcus, good morning to you. >> reporter: t.j., good morning. we are just outside the blast zone here in nashville. this is the closest we've been able to get all weekend. i want you to take a look at our second camera. you see that building in the distance there? there are apartments and businesses. the fire alarms are still going off. the windows have been blown out. look at all that debris on the ground.

overnight, federal agents naming a suspect in that investigation into the powerful explosion that rocked nashville early christmas morning. >> anthony warner is the man believed to be responsible for this horrible crime. >> reporter: surveillance cameras trained on the popular downtown area captured from multiple angles, this rv exploding. police releasing this video showing a vicious fire ball lighting up the sky hurling debris across several blocks. >> he was present when the bomb went off and then he perished in the bombing. >> reporter: investigators also looking into warner's psychiatric and medical history for clues and trying to determine whether the at&t building where the rv was parked was his intended target. multiple sources tell abc news investigators are exploring whether warner may have been motivated at least in part by a paranoia over 5g cell phone technology. this video exclusively obtained by abc news agents can be seen carrying out bags of evidence, and nearby, more officers in tactical gear.

abc news has learned flu court records, warner recently owned and lived at the home being searched and he transferred the deed to his house to a woman from california. what connection that might have to the explosion is under investigation. six nashville police officers hailed as heros, reliving the moment they rushed to help families before the blast. >> we spoke to a mom who said it was a female police officer came to them. do you remember that moment? >> we needed her to evacuate. she said, okay. let me get my kids. that put my heart up in my throat. >> reporter: the officers acting quickly as an eerie recording count down to detonation. >> i took a few steps. the music stopped. as i'm walking now, and i just see orange and i hear a loud boom. >> reporter: here's another look at one of the buildings that was damaged. people's homes and businesses left in ruins. this investigation isn't over. the fbi has control of the scene behind me as they search for

answers and clues. they still don't have a motive. they're asking the public for help. as this city tries to heal and that will clearly take some time. >> some time indeed. marcus, thank you so much. now to the latest in the coronavirus emergency. december is the worst month of the pandemic in the u.s. there are growing fears of a post-christmas and new year's surge. kaylee hartung joins us now from los angeles, one of the hardest hit spots in the country. kaylee, good morning. >> reporter: good morning, mary. let me put this month of december into perspective for you. this is how the numbers boil down. every minute 141 americans are testing positive for the virus. every hour 102 people in this country are dying from covid-19. this virus is at the most dangerous levels we have ever seen. this morning, the pandemic showing no signs of slowing down and growing fears it will get much worse. the u.s. reporting nearly 5.3

million cases this month as hospitals struggle to deal with the influx of patients. a third of hospitals reports 80% of icu beds filled. in california, more than 50,000 new infections reported over the holiday weekend. hospitals strained to the limit, postponing some surgeries and running low on basic supplies. >> at least a dozen hospitals have been requesting additional support for a mobile oxygen unit. >> reporter: this morning, l.a. county code enforcement now investigating upscale beverly hills restaurant la scala for allegedly planning a new year's eve dinner. in violation of covid safety protocols that limit indoor dining. health officials also fearing the spread of the uk virus variant, now identified in europe and canada, may already be in the u.s. >> if you're worried about a new potentially more contagious variant, it is that much more important that we follow the four ws. wear a mask, watch your

distance, wash your hands and wait on gatherings. >> reporter: there are some s n signs of hope. but we are way below the number of vaccinations america has planned. >> the idea we'll get to 20 million vaccinations, that's probably unrealistic at this point. >> reporter: in new york parcare community health posting images of moderna's vaccine in their freezers. they're accused of diverting doses of the vaccine to members of the public. parcare said it followed all new york department of health procedures and returned its vaccines pending the department's review. vaccinations are under way for frontline health care workers. more staff and residents at nursing homes across the country will be receiving their doses. the hope being that those vulnerable seniors who have been away from their loved ones for so long, they will soon be able to regularly and safely welcome their friends and family to

visit. t.j.? >> all right, kaylee, thank you so much. and on the heels of hearing now those disheartening december numbers of covid, we need to turn now to concerns over another possible surge in cases. with millions now heading home after traveling for christmas. gio benitez is in new york city for us. people were determined to travel over the holiday. >> reporter: they really were, t.j. when it comes to the pandemic we're seeing unprecedented numbers by air and road. let's start by air because in just about 11 days at u.s. airports we've seen 9 million people going through tsa checkpoints. air travel is still down dramatically when you compare it to last year, but these numbers are still surprising. with so many covid cases coast to coast. now this is expected to be a busy week on the road. aaa forecasting more than 80 million drivers for the holidays and there are some peak travel times to look for. in d.c., you'll see the most congestion today around 11:30

a.m. in l.a. tuesday, around 5:00 p.m. and in seattle, new york and chicago, wednesday between 4:00 and 5:00 p.m., and listen, it can be busy everywhere. january 3rd, that is when everybody goes home, and health officials are concerned that this could spark yet another surge because of the traveling. whit? >> we're talking more about that. gio, thank you. joining us is white house coronavirus task force member hhs secretary for health admiral brett giroir. admiral, good morning. thanks for being with us. i want to jump right to it. gio mentioned 9 million people traveled during the holiday season, the most since the pandemic began. dr. fauci warned and others of a christmas, new year's surge. what should we expect in the coming weeks? how bad could it get? >> well, thank you for having me on. how bad it will get really depends on what people do. after thanksgiving in the midwest, in the northern plains, we did not see a spike in cases

and, in fact, it continued to go down. so if people do follow rules, limit travel if you can. if you are sick, please don't travel. always wear a mask and watch your distance, and be careful. it's not really the travel, but it's mixing your bubble with a new bubble once you get there. so it's important to wear masks, physically distance. all the things we talk about, so it doesn't necessarily mean we're going to have another spike, but we're certainly at higher risk, and remember. if you can get tested before and after travel, please do that as well. >> you mentioned the midwest. but other areas like california are experiencing massive surges. we've seen surges after most of the holidays. do you think millions of people will follow all the rules and won't let their guards down when they get in the home with family and friends? >> we hope they do. we have a very big country, and what we're seeing is region specific. again, the midwest and the northern plains have had significant decreases in cases.

that's been balanced by the real tremendous surge in california, as well as along the borders. right before the holidays we saw a flattening of case numbers, which is a really good sign as well as a flattening of hospitalizations. but as you pointed out, travel increases risk. we have to be concerned about that. it's just vitally important that people follow all those rules, the four ws as the surgeon general said. avoid those indoor gatherings, wear a mask, watch your distance and wash your hands, particularly in busy airports. a lot of handrails and people have touched those. very good for hand hygiene. >> i want to ask you about the new coronavirus variant from the uk believed to be more contagious. so far officials haven't identified cases here in the u.s. a number of other countries now including canada have. do you suspect that it's already here? >> we don't have proof it's here, but we do suspect it's likely here given the global interconnectiveness. now let me make a couple of

comments about this. there is increasing evidence that it really is more transmissible, meaning it's more contagious, including new evidence yesterday that talks about the viral load in people who actually have the infection with the variant. we have no evidence that it's more serious, in other words, if you get it, it's not more serious or the likelihood of getting in the hospital or dying, and we still believe -- don't have absolute proof, but we have very good evidence and good belief that the vaccines will still be effective. that's kind of where we are. >> admiral, forgive me, why don't we know yet? why doesn't the u.s. do a better job of surveillance with the coronavirus? we have the most cases in the world and yet, we're far behind other countries in identifying and monitoring these mutations. >> well, we do do a lot of sequencing and the cdc does do that with many different partners. i spoke with dr. redfield and directors. they've certainly upped that, but remember, we have so many cases and we might only have a

handful of these variants in the country right now. there are some more sophisticated ways that you don't need to sequence because there are basic tests that give us a hint, and we're looking back at those. but right now, again, we have no evidence it's here. it's not widespread here. we need to look and make sure it's not here and remember all the things we talked about the mitigation will stop its spread. just like any other coronavirus. >> i want to turn to vaccine distribution. right now, the cdc is reporting just under 2 million doses administered, but nearly 10 million have been delivered and distributed. the original goal was to vaccinate 20 million americans by the end of the year. why are we off pace right now? >> so, the 2 million number is probably an underestimate. we've distributed to the states 10.8 million doses. that 2 million number is delayed three to seven days. so we certainly expect that to

be a multiple of two million. we're going to distribute another 4.7 million this week. by the end of this week in the hands of the states, over 15 million doses. we will have another allocation on tuesday. that's the rhythm. so 20 million doses will be distributed to the states by the first week in january. that's where we are. probably another 30 million doses in january, another 50 million doses in february. that seems to be a very good estimate given what we know. it's moving along. it's cranking. the end of the pandemic is in sight. but we have a lot of work to do. thousands of lives depend on how well we follow the simple public health measures. until the vaccine can be widely distributed. >> admiral giroir, we have to leave it there. thank you for your time. happy new year. >> same to you. all right, we are following a lot of other headlines this morning, including lori loughlin released today after nearly two months in prison. what we know about her time behind bars.

at target. good morning, i'm julian glover. starting today, cvs will administer covid-19 vaccines to people at long term care facilities. nearly 700,000 residents and staff at 15,000 facilities all across the state are expected to be vaccinated. vaccinators will visit each location at least three times for boosters and checkups within a 12 week period. after this faphase, they will me to the next tier which includes essential work he is, americans 75 and up and people with chronic illnesses. scloo inmates at san quentin may soon be allowed to transfer to other prisons because covid-19 concerns. marin county judge may allow transfers because of san quentin's massive outbreak earlier this year.

massive pandemic relief bill, averting a government shutdown after refusing to sign it for nearly a week. democrats slamming the president saying his delay will have consequences for millions. warning it could be weeks before those benefits get back up and running. also right now, new developments in the christmas day bombing in nashville. investigators naming a suspect overnight and confirming that the man died in the blast. the motive of the explosion still under investigation and unclear. and get ready for a covid baby boom. new york city expecting a bump in births right at the start of january. the state's biggest hospital network northwell health usually sees 30,000 births a year. now expecting 750 more in 2021. and with more women seeking fertility treatments, this may be the beginning. but we begin with that breaking news this morning. actress lori loughlin released from prison this morning after serving nearly two months behind bars.

eva pilgrim joins us with the latest. >> reporter: good morning, lori loughlin actually reported to prison early and as of today, her time is served. the actress is now expected to go home. this morning, lori loughlin is a free woman, the former "full house" star released from this northern california facility today, just in time for new year's. loughlin reported to prison in dublin, california, on october 30th. the facility is currently experiencing a covid outbreak affecting over 180 inmates and three staff members. but her team telling abc news lori is in isolation, so she is in no danger. the rules are that when you enter, you go into isolation for two weeks. and when you exit, you do the same. >> there's a way forward where she can bank on the good graces of what she did before. there's an element in the public that is eternally ready to forgive. >> anything to say, lori?

mary. >> eva, thank you. t.j. we want to turn now to the police shooting that killed andre hill. a hearing is set today to see if the officer will be fired. as hill's family now speaks out. stephanie ramos has the latest. stephanie, good morning. >> reporter: t.j., good morning. the day after the shooting of andre hill, the police union released a statement calling for due process and accountability. the hill family is demanding justice now. this morning, a family distraught over the killing of 47-year-old andre hill who was fatally shot by a columbus, ohio, police officer. today a hearing is set to determine whether the officer will be terminated. hill's sister still struggling with the loss. >> my brother was left on the ground, shot, with no type of medical assistance attempted in the full 13 minutes of the tape that we saw. >> reporter: the confrontation

happened just days before christmas. police body camera video shows hill approaching an officer who responded to a nonemergency call. here you can see him holding a cell phone in his left hand. his right hand was not visible. at this point officer adam coy, a 19-year veteran, raises his weapon and fires. instead of helping a wounded hill he shouts commands. >> put your [ bleep ] hands to the side. >> why didn't he treat him like a human being after he was shot, instead of treating him like a wild animal? >> reporter: the officer only turning on his body camera after the shooting. this video automatically capturing 60 seconds prior to that moment, but without audio. in a conversation with abc news hill's daughter echoed what many families in the same situation wonder. >> i feel like it's getting worse, ever since george floyd

it's just getting worse. >> reporter: columbus police chief tom quinlan calling for officer coy's termination. >> some may call this a rush to judgment, it's not. we have an officer who violated his oath to comply with the rules and policies of the columbus division of police. and the consequences of that violation are so great it requires immediate action. this violation cost an innocent man his life. >> say his name! >> andre hill. >> reporter: hill's family and community demanding justice and remembering the impact hill had on others. >> do your things y'all. have your fun. enjoy yourselves. life is grand. peace. >> his energy would change when you walked in the room. i'm going to miss talking to him and miss hearing him call me and just being there for me. >> reporter: abc news has reached out to officer coy for comment multiple times.

weight i had to lose. i couldn't even fathom trying to lose 200 pounds. i have just committed to tracking my food and changing my portions and little by little i kept changing habits. i swapped out food for healthier options and just focussed on losing five pounds at a time. i knew if i went into it trying to lose 200 pounds i would get overwhelmed and quit. i really focused five pounds at a time and repeat. >> it's amazing, just those small steps. one step after another, and, you know, so many people have really had a difficult time staying healthy during the pandemic for many reasons. time, money, safety, you know, how did you push yourself not to quit? what is your advice for so many others? >> yes. when we went on quarantine, i had a couple weeks of panic and i indulged and i realized i could use this quarantine time

you're going to go, whether it's heavy resistance or body weight, starting there will keep you balanced and keep yourself injury free. >> no matter how much you work out, you can't limit your goal to what you're going to do at a gym or work out. you need to change some of your eating habits after you just got that new air fryer that we just talked about. how do we need to be improving our nutrition? >> right, yeah, like you said we have to change more than just working out. making sure you're making the right nutritional choices is something everyone can do. very general starting point for calories is to figure out how many calories you need to reach your goal. if you take for instance your weight and multiply it by ten, so your weight in pounds, and multiply it by ten, and that will egigive you your resting metabolic rate. then you times that by an activity factor. we take my weight. i would do 140 pounds. multiply by 10. that's 1,400. that's my resting metabolic rate.

that's how many i burn in an average day, not moving. then if i pick an activity factor that says maybe i'm a little sedentary. 1,400 times 1.2 is what you want to go for. that gives me about 1,680 calories. if i want to maintain my weight, i would stay there. if i want to lose weight, i would take from that, eat less than that. if i want to add weight in addition to weight training, i would add calories. it's a very general equation. >> sydney, you kept it very simple for a lot of folks, and you got a lot of guys doing a lot of math in our studio right now. sydney will be on our instagram after the show with a quick work out. sydney, thank you so much. stay with us on "gma." billy porter up live next. rter up live next.

is look at what you have left over. it's about flavor, texture, how you can develop it. you're going to make it into something else. it's really important. obviously different textures of vegetables and everything. think about what you fancy and think what you want to do. that's the most important thing. >> let's talk about what we fancy today. forgive me. let's talk about what we're amping up today, left over christmas roasted chicken and vegetable side dishes. tell us about it. >> well, that's what we're doing today absolutely. left over chicken. i put chicken in here. when you actually do this, you can put the different flavors -- if you have vegetables, the most important thing is if it has a sauce on it, wash the sauce off. do that with cold water. what i'm doing is simple and very easy. i've got some squash,

pas pas pasta, zucchini. i put that in there. all i'm going to do is put this into my pan. now, this is how easy it is. now, the thing about this is if you want to flavor your pasta with other things, you can actually use things like -- you puree a vegetable. i love pureed asparagus. you can do it with that. work it out. i'm afraid i'm going to put in some mozzarella because that's my sauce, dare i say. not very good. you can melt that up quickly. you can use other cheese. you can put things like -- let me get this up high. you can put any sort of cheese, cheddar cheese even. this is the sauce that i'm

every year more and more consumers are returning gifts. the expectation is about two third of people will return something. last year the national retail federation estimated $319 billion worth of gifts went back. the good news, whit, a lot of retailers are making it easier than ever. walmart and target are allowing people to drop gifts at fedex and u.p.s. without having to go into the store. a couple retailers are letting you do it curb side. dick's, nordstrom and best buy will let you make returns curb side taking advantage of that order online, pick up curb side and you can drop it curb side. >> there's big box stores making things safe by extending their return window. tell us about that. >> reporter: i want to go through these extended return windows. it's important to know they're much longer.
