free covid-19 test in palo alto. hospitals are worried that they could run out of beds soon. abc7 news reporter amy hollyfield joining us live at the mitchell park library with more on this. >> this test site opens at 10:00 this morning and open to everyone. officials are worried about a new surge of covid cases coming after people have traveled during the holidays and the county is urging those people to get tested. they do want those people to wait and do that during the second half of their mandatory ten-day quarantine to account for the incubation period. but they do want others to get here and get tested so they can try and stop the spread of this virus. all of this as hospital beds are currently filling up in this county. >> if the number of people with covid-19 continues to rise, very soon all our hospitals will be out of beds and we will no

longer be able to support each other. >> santa clara county officials say you should get tested by your health care provider if that is possible before trying a county test site. but this site is here for those who need it. it is free. they think the results could come back within 72 hours, but they say labs are very busy right now, so that could vary. this site at the mitchell park library will be open from 10:00 to 4:00 today and also be here next tuesday. amy hollyfield, abc7 news. >> amy, thank you. dr. mark gahly is expected to give more details about california stay-at-home orders likely extend it for san joaquin in southern california. the decision is being made because of the icu capacity in both regions currently at 0%. abc7 news reporter dan ashley has more on what the governor has to say. >> we are doing everything to prepare our staffing and alternative care sites and

really be vigilant. >> state health officials say they are expecting a post-holiday case surge. >> the cases that we're seeing today, the impact that we anticipate coming from christmas, new year's would be even worse. >> reporter: dwugovernor newsom saying the stay-at-home order are set to be extended. the sacramento area could see restrictions ease friday and the bay area could exit the order on january 8th good icu capacity rebounds. newsom is also giving an update on covid-19 vaccinations in the state. >> 900,000 moderna doses by the end of the week arriving in the state of california. >> reporter: he says california will get a total of 1.8 million doses in december. short of the 2.1 million projected by the federal government. >> think it's an extraordinary success story and i just want to thank everybody associated with

doses to the united states. vice president elect kamala harris and hwill get covid-19 ve today. president-elect joe biden received his first dose of the vaccine last week. he said he wanted to receive the injection on live tv to encourage the public in their the speech coming a day after the house voted to increase those payments. here's abc news reporter avery harper. >> reporter: after unemployment benefits lapsed for millions of americans and just before the government could have shut down president trump did what lawmakers on both sides of the aisle had been begging him to do. sign the government spending bill which included $900 billion in covid relief. >> we're glad that the president finally signed the covid relief bill. >> reporter: putting many

americans who needed the money at ease. >> an incredible relief. it will mean that i will only be dipping into a little bit of my savings. i'll be able to pay most of my bills. i'm grateful for that. >> reporter: unclear when those eligible for the $600 payments will start seeing the checks because of president trump's delay in signing the bill but treasury secretary steve mnuchin suggests it may take only a week or so. the house passing a measure monday and attempt to meet the president's last-minute demand. on monday the house also voted overwhelmingly to override the president's veto of the defense authorization act. the senate expected to take up the issue this week. president trump rejected the bill over a section that protects social media companies from being liable for what is posted on their platforms. rename military bases after confederates which the president opposed. the president overnight tweeting his continued support for

increased stimulus payments saying that the people have, quote, suffered enough. sources tell abc news that senate majority leader mitch mcconnell will speak from the senate floor today and that's when we can expect to learn more on how republicans will handle the issue. kwanzaa celebrations continue in san francisco today. the village project in san francisco held a virtual performance last night. kwanzaa is a celebration that focuses on seven key principles. yesterday focused on collective work and responsibility. today it's cooperative economics. these events will be held nightly through friday. we've got some pretty good weather to be outside later today. maybe not necessarily this morning as we are up to 19 degrees cooler than we were this time yesterday. lack of clouds, lack of breezes and most of our neighborhoods and very dry air leading to temperatures in the mid 30s

throughout the trivalley and even some upper 30s around pleasant hill and walnut creek, concorde, lafayette and then mid 40s around pittsburg and also antioch. usually some of our warmer spots there as we're 45 in san francisco and 37 right now in mountain view and 40 in san jose and 40 in oakland and mid 30s in the north bay valleys. that's why we're going to have some frost to scrape this morning if you didn't cover your windshield and car is outside. jump ahead to the next storm. one on the storm impact scale and scattered showers and very light intensity and pretty much less than an a tenth of an inch for most of us. here we are at midnight and go into tomorrow morning and pretty much cloud cover and then sunshine during the day and then clouds increase during the afternoon hours by 8:00 we've got the rain into or the showers into the north bay and then you can see by about 5:00 wednesday morning, we're starting the commute, excuse me, thursday morning and we have leftover showers and little drizzle and by the afternoon hours we're

si sight that is. here's your day planner and cold this morning. 33 to 42 degrees. mid 50s right around 54 to 56 with a whole lot of sunshine and you'll need the sunglasses today. little bit warmer by 4:00. 54 to 57 and then drop back quickly into the 40s with increasing high clouds. we'll talk about those series of storms coming up and also take a look at when to expect that rain in just a few minutes. let's get back over to kumasi with the news. >> thank you, mike. a house bill that passed the house has passed a bill that would increase the amount of money that americans receive in a second round of stimulus payments to $2,000, however, the fate of the bill is still uncertain in the senate. jobina is at the live desk breaking all of this down for us. goodern moi morning, jobina. >> the senate is scheduled to meet today and unclear if they'll bring the bill to the floor for a vote. mitch mcconnell commended the president on sunday for finally signing the bill into law.

nancy pelosi is calling on the president to put more pressure on his party to back the payments. >> republicans have a choice. vote for this legislation or vote to deny the american people the bigger paychecks they need. to reject this would be in denial of the economic challenges that people are facing and it would deny them, again, the relief they need. >> sources tell abc news mcconnell will speak from the senate floor this afternoon. that's when we expect to hear more about how republicans will handle the issue. julian. >> thank you, jobina. santa clara county continues to lead the bay area with the most confirmed covid cases and the highest number of deaths. our focus on your health is part of the commitment to build a better bay area and today a new free pop-up covid-19 testing site is launching in palo alto. amy hollyfield live at the library where testing begins in

just a few hours. good morning, amy. >> demand for testing appears to be high. when you click on the link to make an appointment to come here today it says that all slots are full. but this is opening today at 10:00 and it is open to everyone. and it is free. and the patient administers the test on themself here at this site. so if you come here, you will swab the inside of your mouth. testing is considered a key component in controlling the spread of this virus, but officials are also asking people to stay home as much as they can. they are worried they will run out of hospital beds which are filling up in santa clara county at an alarming rate. >> this level of hospitalizations has never happened during my career. every day we see the seriousness of this disease. >> santa clara county is worried there will be a surge on top of a surge as people return home from their holiday in encourage

get tested to account for the incubation period. but the tests here at the mitchell park library is open today. it is said to be a 90% accurate test and it's going to be open today from 10:00 to 4:00 here at the mitchell library and also be here next tuesday and it is free. reporting live from palo alto, amy hollyfield, abc7 news. as we head into the final week of the year, we're keeping a close eye on how the state coronavirus numbers are trending. california reported more than 33,000 new cases yesterday. that is below the daily average for the past couple of weeks. good news there. hospitalizations due to covid-19 are nearing 20,000, though, with more than 4,200 of those in icu. both are single-day records. the latest on icu availability in california now. in the bay area, it's at 9.5%. a drop of nearly 2% from the previous day. the sacramento region also saw a

decline now at 16.6%. san joaquin valley and southern california are still at zero. it is a desperate situation in southern california. hospitals are running out of room for emergency patients. abc news reporter mona has themh latest. >> reporter: deploying medical troops to california's overburdened hospitals sky rocketing over covid cases. the epicenter taking new action requiring all travelers to quarantine for ten days as the region reports a 600% increase in deaths since november. >> on average ten people test becausative for covid-19 every minute. >> reporter: 90% of hospitals had no room for emergency patients over the weekend. some hospitals now putting patients in conference rooms and even gift shops because of the lack of space. >> it's challenging to know that

patients are coming into the hospital even sicker than they normally do because we frankly can't take them in all the hospitals that way. >> reporter: doctors growing more concerned just as a new possibly more contagious mutation of the virus is confirmed in north america. reaching canada and likely already here in the u.s. >> i'd be shocked if it weren't here already. >> reporter: but the world health organization saying so far, it's found no evidence that the new mutation has caused any significant increase in hospitalizations. in the meantime, another vaccine candidate is nearing the finish line. novavax announcing it is launching a phase three trial in the u.s. comes amid dwrgrowing questions pfizer's vaccine already under way. walgreens in kentucky gave priority after receiving more doses than it needed for nursing home workers. walgreens calling this, quote, an isolated situation. >> knowing a short shelf life of

only a few hours once they come out of the freezer, i can understand why they would want to use it. >> reporter: in new york, the governor now threatening criminal charges and $1 million in fines for vaccine fraud after a health care provider was accused of falsely obtaining the vaccine and letting people skip the line. mona kosar abdi, abc news, new york. hospital beds and resources have prompted some bay area health care systems to delay or cancel elective surgeries but not all hospitals are responding in the same way. john muir and sutter and kaiser making adjustments at this point. kaiser is delaying many surgeries because of the rise in covid cases. >> we're still doing surgeries with cancer and urgent procedures and we're doing emergent procedures that need to be done and things that can be delayed even for a week or two until we can get this surge under better control. >> hospitals tell abc7 news they're seeing a significant

impact from thanksgiving and are now preparing for the impact from christmas. new contact tracing information suggests that travel may pose a low risk of covid-19 transmission. data from the state of new york suggests that the rate of covid exposure is low. about 1% for activities like retail shopping, traveling and going to restaurants. however, it is extremely high for household and social gatherings at 74%. >> we've said all along that small gatherings are or household gatherings are a major driver and to the extent that people travel like from los angeles to up here that's going to amplify things. >> the latest numbers show that california has a second highest covid rate in the country behind tennessee. one bay area county is reporting some interesting trends when it comes to the latest covid surge.

in sonoma county, latinos currently account for 67% of covid cases and 24% of deaths. that's much different than the statewide numbers which have latinos accounting for nearly half of all virus-related deaths. sonoma county department of health says the essential workers many of whom are latino explain those numbers. >> since our workforce tends to be in that 18 to 49-year-old range, that's where we have seen the disproportion. younger individuals are less likely to have underlying conditions that could lead to complications from covid-19. >> california's vaccine prior y prioritization group is studying the data to make sure vaccine distribution is equitable over the next couple months. a confrontation over a cell phone. a white woman accusing a black teenager of stealing her. that teen describing what was going through his mind. once we were done getting

the faa is out with some new rules when it comes to governing delivery drones. drones must identify themselves through a new government tracking system. they must have lights for night operations and no exposed rotating parts. the faa is giving a grace period for companies to adjust to the new rules. they won't actually be enforced for another two years, though. well, don't be surprised if you see fully autonomous vehicles rolling down the street making deliveries next year. silicon valley based first to get state approval to launch commercial service and it is sure to change the workplace and the economy, which are both part of our efforts to build a better bay area. abc7 news reporter david louis shows us where and when this will operate.

>> there it is. >> nobody driving this car. >> reporter: a potential game changer as demand grows for home delivery during and after the pandemic. the green light from dmv gives mountain view's nero the ability to launch a fleet of autonomous vehicles to make commercial deliveries using public streets. it developed a prius along with the r2. >> zero occupant vehicle. no space for a human inside of it. smaller and narrower than a standard passenger vehicle, however, it is fully road legal and the vehicle has two compartments. >> reporter: the compartments can be customized to keep pizza hot or groceries cool. customers will be notified when a delivery is left so it can track arrival and be curbside to take delivery. nuro has been testing it for two years. the initial service area here will be portions of san mateo and in and around palo alto.
