who isn't armed they must investigate. police are no longer able to use carotid restraints or choke holds. they have more oversight of county sheriffs. california has a task force on slavery reparations and that's another law that came about during the country's reckoning with race and social justice. this is the first law of its kind in the nation and the task force will make recommendations and there are changes coming to the real estate market because of the passage of proposition 19. >> the first is in february. those who inherit a home must use it as a primary residence or else the tax value gets reassessed and homeowners 55 or older or those who have lost their home in a disaster will be able to transfer the tax assessment to another home even if it's more expensive. >> you can find the full list of new laws by going to our website, abc 7 news.com. now to the coronavirus and as much as we'd like to think 2021 will be different from 2020, not

much has changed, the u.s. has hit 20 million cases, and california has reported a record of 585 deathsic braing a high of 432 which was set on wednesday. three new cases of the coronavirus variant which brings california's total to four. the viriant first showed up in the uk. this is the regional icu availability map for california. it dropped to 6.3% and that's a record low since regional tracking started. in terms of coronavirus relief, $285 billion will be available to small businesses in the next extension of the paycheck protection program. there are stricter rules this time to make sure actual small businesses get the money, but will it happen? here's stephanie sierra. >> ringing in the new year at the buena vista would have brought plenty of smiling faces and celebratory irish coffees. instead, san francisco's century-old cafe is in a world

failed to get the chamber to vote on stimulus checks from $600 to $1,000 and it was approved by the house on monday. mitch mcconnell has blocked the proposal calling it socialism for rich people. a declaration rejected by vermont general bernie sanders. it was your concern about socialism for the rich when amazon owned by the richest guy in the world got $129 million tax rebate. >> john thune called the proposal a shotgun approach. the senate did vote overwhelmingly today to override president trump's veto of the national defense authorization act. senators delivered president trump the first veto of his presidency by an 81-13 vote far above the two-thirds needed. the house took similar action. the president vetoed the measure last week because it didn't include his request to repeal an internet liability law known as

a cupertino boy is helping lonely seniors ring in the year in a positive way. leon vet made 350 holiday cars for seniors in retirement communities and the senior saved up money to buy cards and gifts. he got the idea during the pandemic. since he couldn't see his friends he could only imagine how lonely isolated seniors felt. >> this christmas i got the best present of all. the joy of giving happiness. >> when i saw the photos of this senior people who got my cards, i felt so happy. >> my goodness. isn't that just sweet? so far, yvonne has distributed 300 of those cards and they know they are appreciated.

is the only way to begin a new year. we ventured out to ocean beach in san francisco and watched a handful of people take the plunge into the chilly 53-degree water. >> i felt really good. i was really thinking it was going to be cold and horrible, but as soon as we got in i felt really invigorated. a great way to start the year. >> maybe it was just the adrenaline. >> a group called the world naked bike ride promoted the event on social media and they looked like they had clothes on. some of those who participated took the opportunity to enjoy the moment with some champagne. >> 53 degrees, spencer. it's so invigorating. >> for them, maybe. >> they run a 53-degree air. >> not the water. >> here's a look at what's going on on this new year's day and you can see -- mainly clear, we have partly clear skies with the clouds beginning to show up and

that's an accurate description of the winter. and over the city scape and you can see the clouds, some of them are dark right now and it is 54 degrees in san francisco and mountain view and san jose, morgan hill and 50 degrees in half moon bay and here's the deal looking northward to the golden gate and although that's the area from which our next storm is coming. the current temperature reading is to the north and to the east in santa rosa and napa, 52, and novato, 54. concord, 53 at livermore and a rooftop camera looking across the embarcadero and looking in this direction and this is the forecast features and light rain and showers will arrive tonight and we'll have a brief, quiet period until midday through the afternoon into late sunday, but then sunday night, rain will start to develop and that will be part of a rain that will continue well into next week. in fact, perhaps all of the way

through next week and another look at this high surf advisory which is in effect and will be in effect from 7:00 tomorrow night and wave heights are growing and there could be large breakers up to 25 feet in height and there's also the possibility of dangerous sneaker waves and strong rip currents. if you don't need to be down along the coastline, stay away from it or don't turn your back on it. >> now we'll talk about the storm and the approaching storm for tonight, early tomorrow morning and right on the abc storm impact and a storm of light intensity and we expect rainfall totals to be a tenth of an inch and the roadways will be wet and slippery. here is the forecast animation late tonight and we'll see scattered showers and occasionally a couple of steady showers through and into the early morning hours we'll see the season weakening and it will leave us with mainly cloudy skies through the remainder of the day tomorrow and again, rainfall totals under a tenth of an inch and generally in the

coming up on abc 7 news at 6:00, the safety of a covid-19 vaccine for women who are pregnant or those who are breast-feeding, it's a serious question since they were not included in the trials that were done. local experts address the risks versus the potential benefit of giving them the covid-19 vaccine. that's coming up tonight at 6:00. i know a lot of people were happy to see the end of 2020 last night. such a relief. it was a tough year, but it was a memorable one, and we asked our abc 7 staff to share some of those moments. ♪ ♪ >> the moment of 2020 that i will never forget happened at the end of march. i was trying to find baby wipes for my 4-month-old. this was around the time when toilet paper couldn't be found in any store and i think a lot of people were buying baby wipes as toilet paper. i went to three different

counties and countless stores and put it on social media saying i needed help and people from across the country offered to help including several people at kgo. i finally found some in emoriville and i was, like, yes, victory. i almost broke down and it was such an important thing for a babe toe have and we were really worried and it's something i will never forget about this year. >> one of the most memorable moments for me was seeing my little niece in a mask for the first time, it was then that the pandemic really hit home for me, and it was like a stone-cold reality. >> the moment of 2020 was getting married in a parking lot while wearing a mask. we were allowed one witness, and the clerk was inside of a ticket booth. >> one of the moments that stands out to me was in the last friday afternoon in may watching

sky 7 the highway being shut down by protesters. >> when dr. sarah cody emotionally announced one of the shelter in place orders from santa clara county. we knew the pandemic had come to our area and it was a somber and sobering moment at that press conference. >> my moment of 2020 had to be the explosion of orange that we saw across the sky that morning in august. it was ominous. it was apocalyptic and it was like we woke up and we were on mars. >> one of the most memorable moments for me was my brother's wedding. like so many couples this year, they canceled their event and just had immediate family and while it wasn't what they initially hoped for, it was the most beautiful ceremony and really taught us there are some bright moments you can share during such a dark year. >> so for me, the moment 2020 really sort of hit home was at passover. my family usually does a big get together with the aunts, uncles

and cousins and this year due to the stay at home order we had to do zoom and that hit home for me because that was the first time i felt so far away from those closest to me. >> my most memorable day from 2020 was when i came back to work here at abc 7. i, like many other people in the pandemic, had been laid off from another job and was fortunate enough as an abc 7 alum that they hired me back and gave me this wonderful opportunity to put tv on the air and serve you in the bay area. so thank you and happy new year. doesn't that just move you? gosh, hearing from all those colleagues. well, hopefully we can have a better 2021. happy new year to everyone at home. we do wish you all the best for the new year. that is going to do it for us for now and world news tonight with david muir will be up next. thank you all of us, thank you so much for watching and for always being with us.
