positive covid-19 cases. 2400 of them were in the past month. the counties website currently list their icu capacity at 0%. the owner of the restaurant spoke to abc7 in may when they defied the indoor dining ban back then. he did not want to do an interview for this story but gave a statement reading in part, bottom line, the closure of on premises dining is you will called for. unjust and will bankrupt an industry that's nedlessly taken an unprecedented hit. hit. hit.. fume bistro will remain open for on premises and california has started 2021 off by setting more coronavirus records. the state reported 585 deaths, by far the most in a single day,

since the pandemic started. the previous high was 432 and that was set on wednesday. the number of people hospitalized did drop by a hundred. this is the first time in more than three weeks the state hasn't set a daily record in that category. but the number of people in the icu is up to more than 4,500. that is a new record. and take a look at regional icu capacity statewide. the bay area dropped to 6.3%, a record low since tracking started. and happening today, the memorial service for louisiana's u.s. congressman electric luke letlow who died this week after being hospitalized with covid-19. his service is in his hometown of monroe. news of his death tuesday was just days before he was supposed to be sworn in as louisiana's newest member of the u.s. house. he had no underlying health conditions. now, the u.s.'s top 20 million confirmed cases since the start of the pandemic. almost a quarter of the world's

total. now 4 cases of the covid-19 strain have been identified in california all of them in san diego. christine sloane has more on the virus and the critical hospital shortages. >> reporter: despite health warnings against holiday travel and family gatherings, the u.s. is entering 2021 with peak covid numbers. worries over a deadly surge and a new variant of the virus believed to be highly contagious. florida becoming the third state to identify the uk variant in a man in his 20s with no history of travel. california now has four confirmed cases of the variant. none of the men infected there have had any known contact with each other. the crisis growing more dire, more than 10,000 lives lost to covid-19 in just the last three days. in california, los angeles seeing four times as many cases in december than in november. healthcare workers push to the brink. >> we're stretched to thin. it is pretty unimaginable.

this morning, operation warpd is hitting serious snags. the covid-19 vaccine roll out falling far short of what was promised. abc7 news reporter with that and new harsh criticism from a member of the president's own party. >> the roll out under fire. less than three million people rolled up sleeves for the long awaited shots. far short of the goal for 2020. >> we need the federal government to lay out models showing states how they can get this number of people actually vaccinated. >> reporter: mitt romney blasting the plan as incomprehensible and inexcusable. >> we sat back and assumed somehow creating the vaccine was all we had to do.

and that was simply inadequate. >> reporter: the delay in vaccinations taking its toll. in florida long lines like these, a stark reality. as some seniors waited in line for hours. while in hard-hit southern california, some healthcare workers are opting out. in one county estimated 50% of frontline workers are refusing to take the vaccine. >> there are people who are hesitant to get the vaccine. but we're confident through education and as more people get the vaccine, that more people will start to feel comfortable and hopefully also take the vaccine. >> reporter: and in georgia, vaccination plans expanding a as some doses sit on ice. >> vaccine available and literally sitting in freezers. that is unacceptable. we have lives to save. >> reporter: the doctor in michigan is making sure no dose goes to waste. driving almost three hours to an remote part of the state to get the shots into arms. >> what i saw was really just

hope. >> reporter: in wisconsin, outrage after police say a pharmacist deliberately sabotaged hundreds of doses. those spoiled shots going into the arms of more than 50 people. federal and local authorities have not formally charged the man, and his motive remains unclear. >> what if they get the virus? it is horrible that somebody would do that on purpose. deliberately do it. >> reporter: ellen lopez, abc news atlanta. this morning officials warning of a new round of scams with a new round of stimulus checks going out. the better business bureau says scammers are claiming you need to provide personal information to receive the money. sending texts and e-mails and making robo calls. you should not reply to any messages. there is no processing fees involved with the stimulus payments so beware if anyone is asking to you pay. and several knew laws addressing policing and criminal justice reform now in effect

rhett rest of the day couple hundredths. .05 in santa rosa. and 0.02 in hayward. as we look at our next system. a level 2. rain and heavy down pours with a quick frontal passage early monday morning. later monday morning the front and things dry out behind hit. as the quick mover. we get a break on tuesday. picking this up on wednesday, our next system during the day. kind of lasts all throughout the day. there is our break on thursday later on and as we look into later on thursday and friday, our third system all bringing mountain snow as well. so that is some good news and as we look at the totals for the entire week, this first system, i should say, the second one as we get into monday nights, upwards over app inch and then we're going to add on wednesday, thursday, friday. hopefully this verifies and we see over 2 inches in some spots.

new this morning for the very first time the usda is out with new dietary recommendations for infants and toddlers. the guidelines include providing infants with supplemental vitamin d starting soon after birth because breast milk often doesn't have enough. zinc and iron are also encouraged. it is also suggested to introduce peanuts, eggs and dairy early on to reduce the risk of developing food allergies. infants

the vast majority is poised to be the year we each get the covid vaccine but for women who are pregnant or breastfeeding, there is a question whether they should take it. the medical community says it is safe. >> reporter: allison flower a frontline healthcare worker in oakland and mom. >> she was born in february and we're still nursing her. >> reporter: like so many new moms she has questions about the covid-19 vaccine. >> i think that all of us just want to do what is best for our children. >> reporter: part of bay area breastfeeding support. meyer says many women in the group have expressed concerns since pregnant and breast-feeding women were not included in the vaccine trials. >> the topic of, is this safe? do i have to wean? has come up quite a bit. >> reporter: dr. stephanie gah is assistant professor of

internal medicine at ucsf and studying impact of covid-19 on pregnant women. >> scientifically there is probably very very low risk of anything bad happening during the pregnancy with the vaccine. but we don't have any direct proof yet because it hawesn't been studied unfortunately. >> reporter: still the current medical consensus is that the vaccine is safe. for one the vaccine does not contain any live virus which is something pregnant women are often advised to avoid. and also a matter of assessing the risk versus the potential benefits. >> and the potential benefits are great. >> reporter: both are advising their patients take the vaccine. >> somehow, like pregnant people become these like unicorns that can't have healthcare. i don't think that's helpful. >> reporter: but until there is more data it is still an unknown. dr. gah says ultimately it is up to each individual woman along with her doctor to make the
