shots. >> but there is some promise out there, some hope. these images of hope, this is out of the uk, now becoming the first nation to rollout a third vaccine this morning. our health and human services secretary alex azar is standing by with the latest on that, and the questions on the holdout. >> that is coming up this morning. we begin with that stunning audio recording of president trump pressuring georgia's top election official to find the votes to overturn joe biden's victory in the state. it's the latest in the series of trump's assaults on our democracy since his election loss. that georgia official secretary of state brad raffensperger is here live for an exclusive interview. but we do want to begin, george, with our senior white house correspondent cecilia vega with the latest. good morning, cecilia. >> reporter: t.j., good morning to you. stunning is right. this has been called a nixonian recording. here we are with little more than two weeks left in the trump presidency and he's now facing charges about whether this call could be illegal and might be impeachable. for much of the hour-long phone call, president trump is

rambling, incoherent and spreading a litany of conspiracy theories. but he maybes one thing clear -- he wants brad raffensperger to, quote, find enough votes to change the outcome in georgia, a race president-elect joe biden decisively won by 11,779 votes. >> all i want to do is this. i just want to find 11,780 votes, which is one more than we have because we won the state. >> reporter: the votes in georgia have already been counted three times, including an extensive recount by hand, but the president desperate and digging in, at times pleading. >> i only need 11,000 votes. fellas, i need 11,000 votes. give me a break. >> reporter: president trump says he wants it's recalculated, citing baseless claims claiming he actually won. the president even threatening raffensperger suggesting he could be criminally liable. >> you know what they did and you're not reporting it.

that's a criminal offense and, you know, you can't let that happen. that's a big risk to you and to ryan, your lawyer. that's a big risk. it's not fair to take it away from us like this and it's going to be very costly in many ways and i think you have to say that you're going to re-examine it. >> reporter: but brad raffensperger did not back down. >> well, mr. president, the challenge that you have is that the data you have is wrong. >> reporter: some legal experts say the president may have violated laws that provide election interference, but charges are unlikely. biden's team calling the recording irrefutable proof that the president is trying to overturn the election by pressuring and threatening an election official. >> it was a bald-faced abuse of power by the president of the united states. >> reporter: the president's lawyers and allies have lost more than 50 cases in court trying to prove voter fraud.

but that's not stopping 140 house republicans and at least a dozen republican senators from challenging the results when congress convenes on wednesday. they do not have the votes to overturn biden's victory. the move has many in the party outraged, including paul ryan who returned from retirement to release a scathing statement saying, it's difficult to conceive of a more anti-democratic and anti-conservative act than a federal intervention to overturn the results and disenfranchise millions of americans. now, here's the big picture. some republicans fear that the president's repeated false claims of widespread voter fraud could be backfiring and scaring off republican voters from actually voting in georgia's special election that takes place tomorrow. that race, of course, is going to determine which party controls the senate, not to mention how much joe biden can accomplish during his presidency, but even at risk of republicans losing the senate, george, does not seem to be bothering the president.

as he said, he plans to repeat those same false claims that you hard heard in that call. at a rally in georgia later tonight. >> let's bring in the georgia secretary of state brad raffensperger. secretary, thank you for joining us again this morning. if i hadn't heard that tape with my own ears, i couldn't believe that a president of the united states would be doing that to a top election official in your state. what were you thinking and feeling during that hour? >> george, for the last two months we've been fighting a rumor whac-a-mole. it was pretty obvious that we debunked every one of those theories out there, but that president trump continues to believe them. we debunked the one about state farm arena. we continue to debunk this. we believe that truth matters. we continue to fight to get our message out. it's fighting a rumor whack-a-mole daily.

>> did you feel the pressure when he said find the votes? >> no. we have to follow the process, follow the law. everything we've done for the last 12 months follows the constitution of the state of georgia, follows the united states constitution, follows state law. we had to adapt to a pandemic and that did pose challenges. one team in the democratic party jumped on the absentee ballot program. we didn't have to change any state laws for them to do that. but they just grasped onto it. the existing state law which is actually supported by our current state party chairman when he was a state senator. it's not something i supported, but it's absentee voter. we set up an online portal for photo i.d. for people to get their absentee ballots and a signature match. >> "the new york times" reports that there were 18 others calls since the election from the white house switchboard to your office. had you spoken to the president before yesterday? if not, what were those calls about? >> no. i never believed it was appropriate to speak to the president.

but he pushed -- pushed his staff and called. first of all, we're in a litigation mode with the president's team against the state of georgia. whenever you say anything, then you do have to have your adviser there, and their advisers there, the lawyers, and i just preferred not to talk to someone we were in litigation with, and let the lawyers handle it. we took the call and had a conversation. he did most of the talking. we did most of the listening. but i did want to make my points that the data he has is just plain wrong. he had hundreds and hundreds of people he said that were dead that voted. we found two. that's an example of just he has bad data. >> david worley, a democratic member of the state election board which you chair, asked you to open an investigation into the call. will you open that investigation? >> i believe that because i had a conversation with the president, also he had conversation with our chief investigator after we did the signature match audit of cobb

county last week, there may be a conflict of interest. i understand that the fulton county driktd attorney wants to look at it. >> you're an election official. did you consider it a lawful request when the president asked you to find the votes? >> i'm not a lawyer. all i know is that we're going to follow the law, follow the process. truth matters. we've been fighting these rumors the last two months. >> you've said you voted for the president and wanted him to win. knowing what you know now, would you vote for him again? >> i support republicans. always have. i probably always will. >> so you would vote for him again? >> well, president trump is not on the ballot in 2024. we'll just have to wait and see what would happen. >> secretary, thanks for your time this morning. robin? okay, george. now to the coronavirus emergency and fear that the recent holidays will fuel another is surge in cases. the vaccine rollout hitting some major snags. the cdc reporting 4.2 million vaccines administered so far as the u.s. surpasses 350,000

despite florida reporting its highest daily number of covid cases ever. in new york city, police busting this party with hundreds in attendance. this as the nation surpassed 350,000 deaths over the weekend and hospitals buckle. >> things are really bad. >> reporter: health care workers at cedars sinai in los angeles still reeling from the thanksgiving surge, now bracing for a second blow. >> we're overwhelmed. we're stretched so thin. >> it's like treading water from 100 feet below the surface. you're already drowning, but you just have to keep trying because that's all you can do. >> reporter: the vaccine providing a glimmer of hope. the cdc reporting more than 4 million people have been vaccinated, but that's far fewer than the goal of 20 million by the end of 2020 set by "operation warp speed." across the nation countless americans lining up for the first dose of the vaccine, but the demand and wait time making the process a challenge for some.

>> it's tremendously frustrating for the last four or five days. i have been trying to get a spot, and you can't get a spot. it should be working for more and more people and should have been a lot quicker. >> reporter: in houston 250,000 people called the health department, but only 750 appointments were available. the opportunity to get vaccinated bringing one resident to tears. >> i'm really sorry. i just want to get back to life. i just want to get back to normal. >> reporter: and as each state decides how to roll out the vaccine, there have been some issues. in west virginia, 44 people scheduled to receive the vaccine were mistakenly injected with an experimental antibody treatment. in michigan, a hospital system there received three times more of the vaccine than they expected. >> i think it's just trying to get a massive vaccine program started and getting off on the right foot. there have been a couple of glitches, that's understandable. you have to have a real interaction, a real partnership between the federal government and the states. that's what we're trying to do. >> reporter: unfortunately, for

these people that you're seeing right now, they're being turned away. here's how the process works. those already in line, they'll go through a quick screening, stick their arm outside the window and get a shot. 1,000 doses of the moderna vaccine will be administered today in florida. to residents 65 and older. for those turned away, they'll do the same thing tomorrow. robin? >> victor, we appreciate that. we're joined live by alex azar, he's the secretary of health and human services. secretary azar, always appreciate you taking time with us, especially on the heels of victor oquendo's report right there. according to the cdc, 13 million doses of the vaccine has been administered so far. that is as you know, less than the goal of 20 million. what are the reasons for the delay, sir? >> robin, thanks for having me. you know, as you know the fda approved these vaccines just in the days before christmas, and what we said our goal was, was actually to have 20 million

first doses available in the month of december. those are available, but there's a lag between doses being available, them being ordered by the providers and the states, shipping, and then eventual vaccination, especially when you have christmas and new year's in the middle. we have seen a very rapid uptick in the last 72 hours of reporting. 1.5 million additional administrations of the vaccine, and working with our states, i'm very hopeful that we're going to see a continued rapid uptick in that. as dr. fauci talked about, this is just -- it's normal. this is the largest vaccination campaign in the history of the united states. i'm actually surprised there haven't been more glitches than we've seen so far. our states are on it, working with our governors. we're providing them help. >> and it's promising what we've been seeing in recent days. i want to ask you about a couple strategies. one was floated by your chief science adviser. one was to give half doses of the moderna vaccines to some

recipients. there was another strategy to give everyone just one dose before being concerned about the second dose. what do you think of those ideas? >> so, as to the first idea regarding dose and dosing strategy, we go with the data and the science. so the clinical trials, which is the gold standard, had administration schedules and dosing requirements. that's what the data supports at the fda. if different data is generated supporting different dosing or dosing schedules and the fda approves it according to gold standard, then that's what we're going to do, but we're going to stick with the data that we've got. in terms of dosing, the first dose without a second dose available, that's just not on the label. that's not what the data supports to go out and vaccinate a lot of people with the first dose, knowing you won't have a second dose for them. the data just isn't there to support that, and we're not going to do that. we're holding in reserve that second dose because we believe we need to go according to what the fda said is the safe and effective way to use these vaccines. >> what about additional

vaccines being approved? we saw in the uk this morning they started to administer the oxford vaccines, that is in phase three of trials along with two others here in the u.s. when do you feel the additional vaccines will be available in the u.s.? >> well, we could see data from the johnson & johnson vaccine, which is a single-dose vaccine, as well astrazeneca oxford vaccine really any time now. unfortunately we have so many cases in the united states. we don't want that. that speeds the vaccine clinical trials. we could see data any time. when that comes out, it will go to the fda for review, and we initiated another, a fifth phase for novavax. we know of five vaccine candidates. >> at least five. secretary azar, thank you for your time. i know everyone is working around the clock. take care. well, coming up, we're following a lot of other headlines this morning including

starting the year back home with her daughters after being released from prison while her husband finishes out his sentence in the college admissions scandal. eva pilgrim joins us with more. good morning, eva. >> reporter: robin, lori loughlin rang in the new year back home with her daughters, and while we're told that she would like to leave this whole scandal behind her in 2020, it's not completely over yet. as you mentioned, her husband is still behind bars. former "full house" star lori loughlin a free woman, apparently looking forward to the future, walking out of this northern california prison just after christmas, reuniting with her daughters. >> it was cheerful. it was emotional. you know, i do think this is a family determined to do better. >> reporter: but while loughlin is now home, her husband, fashion designer mossimo giannulli, is still serving his sentence in federal prison. a source telling "people" magazine she's worried about him

i know that your book is getting a lot of attention. but more importantly, what impact do you think this is going to have, chrissy's announcement like this? >> hi. yeah, i think it's going to change women's drinking forever. for a while women have been waking up to the negative impact that alcohol has on them. this, though, is a bit of a tipping point. someone with that much influence celebrating her sobriety instead of shaming herself about her drinking is a big deal that will have a massive impact. >> that is the difference. she's celebrating, not condemning it. i want to get into that. there's a difference between alcoholism and sobriety. but first of all, in your book, you theorize that society -- society, our culture, pressures women to drink? what do you mean by that? >> i think modern women have to be everything to everyone. we're supposed to be mothers, partners. we're supposed to have careers, we're supposed to be successful,

but not too successful. we're supposed to look a certain way, and so we have this really impossible situation where we keep on collecting things that we're supposed to be and not supposed to be, and we're also sold alcohol as this way to make it all work. we're sold alcohol as a way to parent, to get through parenting, to get through home schooling. it's the way we connect. it's the way we're supposed to date, the way we're supposed to celebrate, the way we're supposed to relax. it's a neurotoxic carcinogenic addictive substance. so it's this really weird situation. we're sold a drug to make it work. we're made sick by it. absolutely sick by it. >> that gives us a different perspective, looking at it like that. you talk about this in your book, holly, the distinction between alcoholism and sobriety. you don't have to be considered an alcoholic to decide to give up drinking as chrissy has. >> yeah. i think the narrative has always

been -- and this is what kept me stuck for so long -- normal people can drink and there are alcoholics who can't drink. so we're really told you'll only quit drinking if you're drinking alcoholically. we wait and we ask ourselves the question, am i an alcoholic and if the answer is no, then we keep drinking. we're asking ourselves the wrong question. we're not asking ourselves is alcohol showing up in our life negatively. drinking is only drinking if we're severely addicted to it. >> it's dry january. a lot of people, a lot more now because of chrissy, are taking part. what's your number one suggestion to help people stay on track? >> this is just an experiment. we have to go into these things knowing it's an experiment. we drink because of perfectionism.

all my expenses are mixed up because of that. what's the best way for me to budget? >> that's a great question. what i would recommend doing is calculating your budget, taking 100% of your income and dividing it into three categories, your needs, your wants and your savings. needs can be something along the lines of student housing, wants could be along the lines of that -- sorry. that subscription, and then savings could be along the lines of maximizing your retirement account. overall it's important to do this so you can get your budget in line and take control of your personal finances. >> all right, taylor. now to atlanta. they want to know about investing. let's listen. >> what are some recommendations you have for young investors who want to grow wealth over time? >> i first started off with index funds. you can think of them like an easter basket full of stocks.
