for covid tests in los angeles. it comes as vaccinations fall far short of expectations and now the fda is speaking out against some ideas aimed at speeding up the process. this morning, u.s. health officials out with a new warning shooting down suggestions from some top health experts looking to speed up vaccine distribution by cutting doses in half or even delaying the second shot. in a new statement the fda warns changing the approved dosing schedule is premature and not rooted solidly in the available evidence adding it could undermine the efforts. >> dosing a first dose without a second dose available, that's just not in the label. >> reporter: it comes with states saying only 30% of the vaccines distributed so far have been administered. >> it's so frustrating. so frustrating. >> reporter: in florida, seniors camped out overnight hoping to get their shot, but thousands were turned away. the governor now demanding hospitals speed things up. >> hospitals that do not do a good job of getting the vaccine

out will have their allocations transferred to hospitals that are doing a good job. >> reporter: in new york the governor is threatening hospitals with a $100,000 fine. >> if you don't use the allocation by the end of this week, you can be fined, and you won't receive further allocations. >> reporter: the state now confirming its first case of that more contagious covid variant. a man with no travel history testing positive. at least three others in contact with him now waiting for their test results. that uk variant has spread to at least four states making the race to vaccinate all the more urgent, and doctors say another variant from south africa could be even more contagious. scientists are closely monitoring these mutations to make sure the current vaccines still work against them. >> the general suspicion is that these current variants are still likely susceptible to vaccines, however, we don't know that yet. >> reporter: the uk mutation now forcing britain to impose a new national lockdown. >> it's clear that we need to do

more together to bring this new variant under control. >> reporter: the number of people in the hospital there is now 40% higher than what the uk saw at the height of the crisis last spring, which left 35,000 people dead. >> the weeks ahead will be the hardest yet. >> reporter: back in the u.s. more than 128,000 people are in the hospital with covid, ers are overrun with this post-christmas surge still looming. >> is this in every -- i mean the beds in the corner. >> way beyond full, yeah, we're running probably 300% of our normal capacity. >> 300%. >> reporter: the situation in los angeles county so dire ambulance crews are now being advised to cut back on oxygen use and not take patients to the hospital if they have little chance of survival. >> it's nonstop and it has been for the last few weeks and, you know, we're all hands on deck. >> reporter: the flow of critical patients nonstop. this emergency hitting mid-interview. >> is the person okay?

>> i don't know, no, i mean stabilized, i would say. >> back to the vaccine troubles. in san francisco officials warn if they can't give out the shots faster, the vaccines may expire before leaving the warehouse. now to the high stakes election in georgia that will determine which party controls the u.s. senate. voters will decide two races after more than half a billion dollars spent on tv ads but at his georgia rally last night president trump focused instead on the presidential election and how he can overturn the results. abc's elizabeth schulze joins us live from atlanta with the latest. good morning, elizabeth. >> reporter: hey, good morning, mona. president trump made a final push for the republicans here in georgia last night hoping to boost turnout while falsely claiming that he won november's election. overnight president trump in georgia stepping up his attacks on the republicans who run the state. >> i'm going to be campaigning against your governor and your crazy secretary of state. that i can tell you. >> reporter: trump also making false claims about the

presidential election appearing to focus on vice president mike pence and the role pence will play as senate president when congress certifies the election results tomorrow. >> and i hope mike pence comes through for us. i have to tell you. i hope that our great vice president, our great vice president comes through for us. he's a great guy. of course, if he doesn't come through, i won't like him quite as much. >> reporter: meanwhile, polls show senate races in georgia today neck and neck and democrats must win both to take control of the senate. >> the power, the power is literally in your hands unlike any time in my career, one state. >> reporter: it comes amid growing fallout from the president's bombshell phone call with georgia's secretary of state. >> so what are we going to do here, folks? i only need 11,000 votes. fellas, i need 11,000 votes. give me a break. >> reporter: the president is

heard pressuring brad raffensperger to overturn joe biden's victory in georgia launching into conspiracy theories about the election. >> you know what they did and you're not reporting it, that's the -- you know, that's a criminal offense. >> it's whac-a-mole again. it's groundhog day again. >> reporter: an election official in georgia refuted trump's claims point by point. >> i'm going to do it again. i'm going to go through all this anti-disinformation monday. there is no shredding of ballots going on. that's not real. no one is changing parts or pieces out of dominion voting machines. that's not a real -- i don't even know what that means. it's not a real thing. >> reporter: raffensperger says he did not know the call with the president was being recorded. he declined to say whether he knew it would be leaked to the media. >> you say, okay, let's go ahead and release the audio of the phone call? >> the information is out there and it is what it is. >> that's not an answer to my question. are you going to answer my question? were you aware of the decision and were you in favor of the decision to release the phone call, sir? >> i think that we had to

respond to the president's twitter, and we responded with the facts that were in the call. >> reporter: the big issue today, will the president's false claims about election fraud suppress turnout among republicans in today's races? >> it doesn't help him. i can't think of a single scenario where that phone call for 62 plus minutes made any sort of difference in getting david perdue and kelly loeffler re-elected. >> reporter: others are sticking by the president and his allies. >> most americans know what's really going on here with raffensperger and the rest and brian kemp. they're all culpable. they're all complicit in the biggest fraud in american history. >> reporter: now, both senate races here are so close we're not expecting any winners to be announced tonight. mona. >> elizabeth, thank you. overseas iran has stepped up its uranium enrichment to 20% escalating tensions with the u.s., the highest level of enrichment since the 2015 nuclear deal which president trump withdrew from. iran is now closer to reaching

the capacity for a nuclear weapon. the iranians also seized a south korean ship near the strait of hormuz and in another provocative move tehran is scheduled to hold drone exercises in the persian gulf. wisconsin's governor has mobilized 500 national guard troops ahead of a decision in in the kenosha police shooting of jacob blake. the troops will help respond to any protests once a decision is announced which is expected soon. blake was shot seven times in the back by an officer who was responding to a domestic incident last august. blake was left paralyzed from the waist down. his family held a vigil last night. his father wants the officer charged with attempted murder. now for a look at your tuesday weather. we begin with the dangerous snow conditions in the cascade mountains of washington state with more than four feet of snow in some areas in recent days, the snowpack is 115% of the normal. the threat of avalanches is high and landslides are possible at lower elevations. and checking today's high

back now with a search for survivors finally resuming after this devastating landslide in norway last week. seven people were killed. three are missing. a hillside collapsed sweeping away homes leaving some hanging from a cliff.

hundreds of people were evacuated. crews are hoping survivors found air pockets in the debris. back in this country a dramatic rescue on a ski slope. it was in upstate new york. a skier fell from a chair lift and was dangling by her jacket. here's abc's megan tevrizian. >> reporter: this morning, new images of a harrowing rescue on top of this ski slope. cell phone video showing a woman somehow falling off a chair lift and dangling 20 feet in the air. >> oh, my god. >> we were going to get back in line when we heard somebody shouting that there was somebody hanging from the lift. we look up, and we see somebody just dangling there. >> worst nightmare. >> reporter: noah wilson saw the tense moments unfold at bristol mountain near rochester, new york. the woman hanging for a minute and a half before the ski patrol rolled up on their snowmobiles. >> i've never seen anything like that before. i was nervous for the person. i thought maybe their life might be in danger there. people were shouting for them to take their skis off but they seemed unable to do that. >> reporter: staff members

deploying a tarp beneath her to catch her while she hung on to her jacket, which was attached to the lift. >> a lot of people were nervous that maybe she was choking there or maybe she was more injured than she was, but she was able to get herself free from the coat and fall to safety. >> oh. whoo! at that point everybody was clapping and cheering for her, so it was a good moment. >> reporter: the woman seemingly uninjured was able to walk off the slope. it's unclear how the woman fell in the first place. bristol mountain says it's investigating. alex, mona. >> megan, thank you. a mystery in the sky over hawaii. witnesses describe a glowing blue object as a ufo bigger than a telephone poll. it sailed across the sky for several miles before crashing into the ocean. another smaller object was also reported. the faa says there were no missing planes in the area. some people online said it looked like an l.e.d. kite but we may never know. >> we may never know. coming up, the billionaire businessman who's apparently

it was reported after a fall in her home. her partner thought she had died. concerns are growing over the whereabouts of a chinese businessman, jack ma's china's highest profile businessman worth $50 billion but he hasn't been seen in public since october when he gave a speech criticizing the chinese government and launched an investigation into his e-commerce company alibaba. it's believed ma may have been told to lay low because of the scrutiny. turning back to the coronavirus and growing concerns about a new mutation from the uk spreading in the u.s. british officials have announced a nationwide lockdown just days after changing their vaccine plans. earlier i spoke with dr. imran ali about whether similar measures are needed here. there are new reports that the trump administration is in talks with moderna to give people only half the recommended dose in order to expedite the process but the fda issued a new statement last night advising against those suggestions. what are your thoughts? >> well, aim glad the fda fda fa

came out on this, mona, because we don't have the data to back any evidence that have half of the dose will be effective, and if we have partial immunity or we don't really have the full dose that we know works, we risk the vaccine not being effective at all, and we are back at square one. >> dr. ali, new york's governor is threatening to fine hospitals who move too slow in vaccinating people. do you think that would be effective? >> not really, mona, because i think right now we have 50 million doses distributed. only 4.5 million as of yesterday morning were actually given to patients. with this kind of vaccine, the mrna vaccine, you have to dilute it, you have to thaw it. you need staff who are trained and health departments are understaffed and underfunded, so we actually need help, and i think just, you know, criticizing departments are not going to help. we need to get funding and we need to get staffing. >> the new variant of the virus is now in new york and at least three other states. we've heard this variant is more contagious yet not more deadly, however, we saw the uk issue a

full lockdown due to the variant. was this an overblown response, or should similar measures be taken here? >> the reason they're so strict, hospitals can be overwhelmed because the contagiousness of this variant can really overwhelm hospitals, and when you just have more people infected, there's a higher percentage of those who may need icu level of care. it's just statistics. >> and lastly, dr. ali, what don't we know yet about this variant? >> we really don't know aside from the spike protein mutation of what other effects it has on the body, whether it's just a respiratory system or has other effects on other organs. we're still really, really in the preliminary stages. >> our thanks to dr. ali. the coronavirus is forcing march madness into a bubble. the entire men's division 1 tournament will be played in indianapolis or the surrounding areas. six venues will host the gaming including the final four in early april.
