across the north bay later on this morning into the afternoon hours. it will be well after the morning commute is over. we have a bit of fog out there in the central valley and mainly up in the north bay where it normally is this time of year. we'll keep an eye on the east bay as the winds are drawing a bit east to west. some of that could move in to the eastern and northern parts of contra costa county. de definitely not as widespread as yesterday. moderate and light showers and the storm will be weakening as it moving north to south across our neighborhoods. there's little to no rain across the south bay. sutro tower is clear, 46 degrees. we'll see increasing clouds through the morning. best chance of showers up through noon, mainly in the north bay and then for the rest of us 4:00, that's it. it's almost over by 4:00. by 7:00, it's a distant memory. we'll start talking about tomorrow's rain. we'll do that when we come back in a few minutes with the accuweather 7-day forecast. >> all right. thank you. we have developing news to share with you in georgia where

history is being made this morning. voters in that state elected their first black senator. abc news is projecting reverend raphael warnock is the winner over incumbent kelly loeffler. the other senate race at this point is still too close. democrat jon ossoff hosts a slim lead over the current republican senator, david perdue. 98% of precincts are reporting at this point. this morning elizabeth schulze is live in atlanta with the state of these races. good morning. >> good morning. so this comes down to now one seat for the democrats left to flip to take control of the senate. that race between jon ossoff and david perdue, currently jon ossoff is leading by 16,000 votes, it's very tight. this comes on the heels of a historic victory for democrats here with reverend raphael warnock set to become the state's first black senator. this morning democrats one step closer to taking control of the

u.s. senate. abc news now projects democratic challenger reverend raphael warnock will defeat republican incumbent senator kelly loeffler in one of georgia's runoff races. >> every day i'm in the united states senate i will fight for you. >> reporter: warnock is a prominent black preacher at ebenezer baptist church in atlanta. a pulpit that once belonged to dr. martin luther king junior. warnock acknowledged his historic role as georgia's first elected black senator. >> i come before you tonight as a man who knows the improbable journey that led me to this place in this historic moment in america could only happen here. >> reporter: it's a opponent a staunch ally of president trump not giving in. >> we have a path to victory, we're staying on it. that's right. >> reporter: the other race between jon ossoff and republican david perdue remains too close to call. separated by just a couple

thousand votes. democrats need to win both seats to flip the senate. >> this was a political earthquake in georgia. it leaves democrats with the very real possibility of taking control of the senate for the first two years of joe biden's term and punctures the myth of infallibility, of unbeatibility that president trump has created inside the republican party. >> reporter: president trump has been a constant presence in the election here. chastising the state's election officials and claiming without evidence that the november votes were rigged. some republicans fear the president's claims may have suppressed turnout. >> after the election for president it was like, wow, did our vote count? >> reporter: so what happens next in georgia? election officials say we could get the final results this afternoon but remember here in the state a candidate can request a recount of the votes if it's within a 0.5% margin. currently that race between jon ossoff and david perdue is at 0.4%. so we could be headed for

another recount here in georgia if that's the case. we've already had a bunch of recounts after the presidential election. reporting live in atlanta, elizabeth schulze, abc7 news. reggie? >> thank you. this morning law enforcement in washington, d.c. bracing for protests as congress meets to certify the election results. tensions are running high. 30,000 supporters of president trump are gathering, dozens of republicans are promising to challenge the results. jobina is tracking this from the live desk. >> so what ever happens today, the results remain the same. joe biden will be the next president of the united states. but of course that is not stopping supporters of the president including these people who flew from sfo to d.c. yesterday. overnight police in d.c. clashed with members of the far right proud boys group prompting officers to use pepper spray to break up the crowd. u.s. park police arrested a man for allegedly carrying a

concealed fire arm during a protrump rally. the national guard is deployed to provide traffic control in the city. the president is still falsely claiming the results of the election rest in the hands of vice president mike pence who will preside over the joint session of congress this morning, even releasing a statement claiming both agree that pence has the power to act. >> i hope that our great vice president -- our great vice president comes through for us. >> pence does not have that power. he can only count the votes sent by states. we'll take a live look at washington, d.c. right now. authorities anticipate protesters gathering at the capitol. you can see people walking in that direction there right now. this is obviously a symbolic location around the city. we'll be watching this throughout the day. president trump is expected to speak at one event on the ellipse near the white house.

happening today, governor newsom is set to give us an update on the state's response to covid-19. but first this morning the governor will be hosting a virtual conversation with families experiencing financial hardship because of the pandemic. on monday newsom said we're seeing a temporary lull in the pandemic but warned holiday gatherings would fuel a surge of new cases. this friday we'll learn if thes lockdown will be extended for the bay area. happening today, california health and human services secretary dr. mark golley will release a master plan on covid-19 and aging. he will be joined by kim mccoy wade. officials say it will be a comprehensive framework that will prepare the state for a significant democratic changes in the year ahead. some elective surgeries are being postponed because of a shortage of icu beds. a new state order says

nonessential surgeries will be delayed in the county is in a region with zero percent icu availability and that specific county has less than 10% icu availability. right now that includes 14 counties in the san joaquin valley and southern california regions. it comes as the bay area finds itself walking a fine line in the fight against covid-19. here's dan ashley. >> we do not know the full impact of the december holidays. it's plausible we could see a sharp increase in cases followed by hospitalizations. >> reporter: san francisco is currently in a position to help accommodate patients from other counties at its hospitals, but public health director dr. grant colfax warns covid-19 in san francisco continue to increase. >> meantime, there are serious concerns about vaccine

breaking news just in. jon ossoff who is running for senate in georgia has declared himself the winner in a message that was just broadcast this morning. at last check he is leading by 16,000 votes against republican david perdue. as you know, reverend warnock has been projected the winner by abc news. if the second seat goes to jon ossoff, that means the senate will lean democratic and they will take control of the senate. abc news has not made a projection in the jon ossoff race. we'll continue tracking that throughout the morning. also this morning, hope is dwindling to find the two young children swept out to sea on the sonoma coast. the press democrat reports that california park rangers saw no sign of the missing 4-year-old and 7-year-old brother and sister during a search at blind beach yesterday. ocean conditions made it too

dangerous for them to approach the rocky beach. rangers say at this point this is a recovery mission. the father of the two children drowned trying to save them sunday afternoon when they got lost in the waves. a memorial scholarship fund is reportedly being established in the names of the two children. the man accused of stealing a lemur from the san francisco zoo last year has been released from custody. a judge ordered that cory mcgilloway had to stay away from the zoo. the 31-year-old made his first court appearance yesterday after being arrested back in october for stealing maki the lemur. you may remember a 5-year-old spotted him and then maki was returned to the zoo. the judge ordered mcgilloway to follow probation terms. at least one employee at rally supermarket has covid-19 following a maskless party christmas eve. the party happened at the store on south hampton road in

benicia. while the store provided the food, many workers ignored social distancing guideline the and did not wear masks. a non-profit is offering san francisco teachers free computer monitors to help them with remote learning. it's called two screens for teachers, it started in seattle now the organization says it collected enough screens to bring the program to san francisco unified school district. teachers say a second screen is a game changer, they can put the lesson screen on one screen, kids on the other, that way they they're learning. to lottery fever. 4$410 million tonight is on the line in the powerball drawing and the mega millions jackpot that grown to 4$490 million. a lot of money out there. nobody matched all of the numbers last night, but someone got pretty close. abc7 news reporter amy hollyfield live in brentwood with more on this.

good morning. >> good morning, kumasi. look at this lucky store. this is brentwood. the chevron here on lone tree way. it's not jackpot lucky, but 2$23 million lucky. the mega millions had a jackpot last night of 4$432 million. no one won the jackpot. it was the highest lottery prize since the pandemic started. people have not been out buying tickets. so jackpots have shrunk. but as people are out moving around a bit more, they are buying more and the jackpots have gone up. both mega millions and powerball were more than 400 million. that's created some excitement and more buying. the powerball drawing is tonight. here are the mega million numbers that were chosen last night. 20, 43, 51, 55, 57, and 4. no one had all the numbers, but someone here in brentwood had some of them. enough to win $2 million. so that's fun news this morning. the mega millions jackpot is up

degrees down around gilroy where you will see more sunshine. tonight, not as cool as this morning. more fog. temperatures in the upper 30s to upper 40s. here's a look at our storm track and what was such a promising week with those storms coming so close to us, it's going to pretty much end on a quiet note. most of the rain will go to the north with this next storm. tomorrow afternoon, you can see waves of rain and showers moving across the north bay. overnight through friday morning, that's when we have our best chance of wet weather. so friday's morning commute is the most affected commute by the rain out of these next two storms other than the north bay this evening. once we get past that, it gets dry and warmer than average next week. that could last for a couple of weeks. >> thank you. in today's world, time moves too fast. we're always in need of more. this morning some scientists are suggesting that we should shorten our normal minute to 59 seconds. what? it's because earth's rotation

could be tallied by sometime this afternoon. >> thank you. happening today, congress is set to formally confirm that joe biden is the next president of the united states. a joint session of congress is set for 10:00 this morning to count the electoral college votes. but abc news reporter faith abubey tells us the quiet affair could have some fireworks. >> reporter: good morning. tensions are running high in washington. in just a few hours, congress will convene to certify the presidential election results for joe biden. president trump meanwhile pinning his hopes and pressure on his vice president to overturn those results. overnight president trump denying reports that vice president mike pence told him he lacks the authority to overturn the election in his favor. in a statement the president claiming he and the vice president both agree pence "has the power to act." pence is expected to oversee a joint session of congress today address they certify electors for president-elect joe biden. according to the constitution, the vice president's role is

house. now, last night as you can see in this video, this is in d.c., protesters clashed with police prompting officers so deploy pepper spray to break up the crowd at black lives matter plaza. the national guard has been deployed to provide traffic control and here in the bay area counter protesters are planning to demonstrate by car van through neighborhoods in san francisco. now to the coronavirus emergency and concern this morning that there's not enough accountability when it comes to vaccine distribution. two santa clara county supervisors want to require health care providers to submit a plan on how they're distributing vaccines to make sure no community or demographic gets left behind. >> the communities hit the hardest, they don't tend to necessarily advocate for themselves. >> recently stanford health had to apologize for not giving some of its front line health care workers vaccine priority. santa clara county will discuss next week on whether to use a public health order or an ordinance with penalties to get

someone in brentwood got pretty close. abc7 news reporter amy hollyfield is live at the chevron on lone tree way. >> we had fun this morning getting to tell the employee here that they sold a ticket worth 2$2.3 million. they didn't even know. so they were very excited. big smiles here. this is the chevron in brentwood on lone tree way. no one won the jackpot, but the store did sell a 2$2.3 million ticket. the mega millions jackpot last night was the largest we have seen since the pandemic started. in part because people weren't out and about buying lottery tickets. so without buyers, the jackpot doesn't go up. so this generated a lot of excitement. the powerball jackpot was also past 4$400 million. dual jackpots equalling almost 500 million dollars. that was exciting. no big winner last night.

get your tickets and good luck, everyone. reporting live in brentwood, amy hollyfield, abc7 news. coming up, the search for this 5-month-old french bulldog. her owner's scary story of how the puppy was stolen. people cannot get enough of this sight in marin county. we're hearing from people who caught this show. look at those cameras. first a check on the weather with meteorologist mike nicco. >> take the science classroom outside and watch that. that's cool. all right. let's start with temperatures in our inland east bay neighborhoods. clouds are starting to roll in. this is about as cold as we'll get. that's mid to upper 30s in most neighborhoods. we have 40 in antioch and pittsburg. mid to upper 30s in the north bay with the thickest fog. the fog is starting to spill out of the north bay and head to oakland and san francisco where it's 42 and 47. upper 30s around mountain view and san jose. here's a look from our east bay hills camera, no problem seen all the way across the bay bridge and into san francisco. now the fog is back.

as far as your activities today, wet up in the north bay. caution there if you're working or remote learning. exercising, the trails are still damp out there. the beaches are much calmer than yesterday. thankfully that high surf advisory expired at 11:00 last night. we're about 145 miles away from the wet weather up in santa rosa. the north bay will receive the wet weather first. as you can see by 9:00, it stays well north in mendocino county. by the end of the lunch hour, 1:00, it's still light to moderate but still stuck in the north bay. then it really falls apart once it tries to pass out of the north bay and into the rest of our neighborhoods. that's why i think outside of the north bay, rainfall amounts will be very, very light if any at all. they could be nonexistent. look at that. south of san francisco, it doesn't hit any of our buckets. north of that, up to 0.2 inches of rain. one more chance tomorrow. we'll talk about that coming up. want to get over to jobina and talk about the morning commute.

a remembrance to honor the life of two women, they were killed in a new year's eve hit-and-run crash in the soma district. 27-year-old hanako abe and 60-year-old elizabeth platt were in the crosswalk when police say troy mcalister hit them with a stolen car. he's a repeat criminal offender out on parole. yesterday he pled not guilty in their deaths. both families of the women, including abe's mom who attend the vigil tonight at mission and 2nd starting at 3:30. a san francisco woman is sharing a chilling story. she says she was assaulted at gun point and had her puppy stolen while she was on a walk in russian hill. sarah vorhaus says she was walking with her two dogs, chloe and colton at hyde and broadway
