majority in congress. >> california issues a new health order as hospitals are stretched thin. no jackpot winner, but a $2 million mega millions ticket sold in brentwood. there is another chance to win big tonight. >> it's january 6th. today could be your lucky day. we'll see. first we check in with meteorologist mike nicco. hey, mike. >> hi, everybody. let's start with our chances of rain. in you're in the south bay, it will be an empty lottery ticket for you. little to no rain south of the san mateo bridge. let's look at where the storm is. it's around eureka right now. it looks impressive up there. unfortunately it will weaken considerably quickly once it finally does move into the north bay. seeing increasing clouds right now. it could be a colorful sunrise if you could see it through the fog out there that's spreading from the north bay and is heading south across the bay shore. look for increasing fog through the morning commute. that's your biggest obstacle.

here's a look at our day planner for today. much cooler, mid 30s to low 40s. showers in the north bay at noon. completely gone at 7:00. more rain on the way tomorrow. that's coming up in the accuweather 7-day forecast. kumasi? >> thank you. developing news in georgia, where history is being made this morning. voters in that state elected their first black senator. abc news is projecting reverend raphael warnock is the winner over incumbent kelly loeffler. 51% to 49%. the other senate race at this point is still too close. democrat jon ossoff holds a slim lead over the current republican senator, david perdue. 98% of precincts are reporting at this point. this morning abc news reporter elizabeth schulze is live in atlanta with the state of both of these races. elizabeth? >> good morning. that's right. so essentially jon ossoff here is declaring victory, gave a

victory speech. he is leading his opponent david perdue by 16,000 votes, but he has not yet been declared the winner by abc news in this race. his comments come on the back of a big victory for democrats here in georgia with the projected election of reverend raphael warnock the first black senator in the state's history. this morning democrats one step closer to taking control of the u.s. senate. abc news now projects democratic challenger reverend raphael warnock will defeat republican incumbent senator kelly loeffler in one of georgia's runoff races. >> every day i'm in the united states senate i will fight for you. >> reporter: warnock is a prominent black preacher at ebenezer baptist church in atlanta. a pulpit that once belonged to dr. martin luther king junior. in a victory speech warnock acknowledged his historic role as georgia's first black elected senator. >> i come before you tonight as

a man who knows the improbable journey that led me to this place in this historic moment in america could only happen here. >> reporter: but his opponent, a staunch ally of president trump not giving in. >> we have a path to victory, we're staying on it. that's right. >> reporter: the other race between jon ossoff and republican david perdue remains too close to call. separated by just a couple thousand votes. democrats need to win both seats to flip the senate. >> this was a political earthquake in georgia. it leaves democrats with the very real possibility of taking control of the senate for the first two years of joe biden's term and punctures the myth of infallibility, of unbeatibility that president trump has created inside the republican party. >> reporter: president trump has been a constant presence in the election here. chastising the state's election officials and claiming without evidence that the november votes were rigged. some republicans fear the president's claims may have suppressed gop turnout.

>> after the election for president it was like, wow, did our vote count? >> so what happens next? election officials have said that we could get the final results this afternoon but ultimately it could come down to another recount. here in georgia, if the margin is between 0.5%, which it currently is in that race between jon ossoff and david perdue, the losing candidate can request a recount. so we could be headed for another recount here in georgia and we've already had several recounts after the presidential election. reporting live in atlanta, elizabeth schulze, abc7 news. >> thank you. this morning law enforcement in washington, d.c. bracing for protests as congress meets to certify the election results. tensions are running high. 30,000 supporters of president trump are gathering, dozens of republicans are promising to challenge the results. jobina is tracking this from the live desk.

>> thank you. so no matter what happens today, the results will remain the same and joe biden will be the next president of the united states. but of course that is not stopping supporters of the president including these people who flew from sfo to d.c. yesterday. overnight, police in d.c. clashed with members of the far right proud boys group prompting officers to use pepper spray to break up the crowd. u.s. park police arrested a man for allegedly carrying a concealed fire arm during a pro-trump rally. the national guard is deployed to provide traffic control in the city. the president is still falsely claiming the results of the election rest in the hands of vice president mike pence who will preside over the joint session of congress this morning. pence does not have that power. he can only count the votes sent by states. we're looking live right now at washington, d.c. authorities anticipate protesters gathering on the capitol throughout the day.

you can see that stage there and president trump supporters there. we'll continue to follow that. president trump is expected to speak at one event on the ellipse near the white house at some point today. kumasi? >> thank you. happening today, governor newsom is set to give us an update on the state's response to covid-19. but first this morning the governor will be hosting a virtual conversation with families experiencing financial hardship because of the pandemic. on monday newsom said we're seeing a temporary lull in the pandemic but warned holiday gatherings would fuel a surge of new cases. this friday we'll learn whether the stay-at-home order will be extended for the bay area. you can watch the governor's update live at 2:00 p.m. on our apps and at abc7news.com. also happening today, california's health and human services secretary, dr. mark golley will release a master plan on covid-19 and aging. he will be joined by kim mccoy wade. officials say it will be a

comprehensive framework that will prepare the state for a significant democratic changes in the years ahead. this morning some elective surgeries are now having to be postponed again because of the extreme shortage of icu beds. a new state order says nonessential surgeries will be delayed in the county is in a region with zero percent icu availability and that specific county has less than 10% icu availability. right now that includes 14 counties in the san joaquin valley and southern california regions. the bay area is finding itself walking a fine line in the fight against covid-19. >> we do not know the full impact of the december holidays. it's plausible we could see a sharp increase in cases followed by hospitalizations. >> the race to get california vaccinated continues to be far short of the target. nearly 900,000 doses are stuck in transit across the state. now to lottery fever.

tonight 4$410 million is on the line in the powerball drawing and the mega millions jackpot has grown to 490 million because nobody matched all the numbers last night. but somebody got pretty close. abc7 news reporter amy hollyfield live in brentwood with more on this. >> we're having so much fun here in brentwood getting to tell customers good news. this store in brentwood sold a 2$2.3 million ticket for this mega millions jackpot. this is the reserve ron on lone tree way in brentwood. the mega millions drawing was last night. no one won the jackpot which was about 4$432 million. since there was no winner, there will be another drawing on friday. the jackpot has gone up to 490 million. that's a lot of fun. the powerball drawing is

. all right. welcome back. let's look at some neighborhoods. we'll start with the peninsula. we have 35 in redwood city, about 46 in pacifica. elsewhere we have temperatures in the mid 30s to mid 40s. so, a little bit cooler for sure this morning. we're still about 140, 145 miles away from the rain. here you go with future radar. it's just moving into the north bay at 9:00 as we end the morning commute. notice there are moderate tendencies through 1:00, still in the north bay. then it almost just completely evaporates by 5:00. up to 0.2 inches of rain north of the bay bridge today. let's talk about the commute more with jobina. good morning. >> good morning. thank you. we've had an active commute this morning. a number of serious crashes. we want to get to a sigalert right now that we're following on the lirichmond-san rafael bridge. no injuries reported here. initially all westbound lanes were blocked, one lane is opened

wikileaks publication of secret military documents a decade ago. new developments on an issue 7 on your side has been working on involving fraudulent edd claims by jail inmates. the santa clara district attorney's office announced today it launched a team to focus on the problem. organized rings involving inmates in the county are believed to be behind the biggest schemes. in one case, someone is suspected of defrauding the edd of $12 million. san francisco-based airbnb is cracking down on ill-advised vacation getaways during the pandemic. now you must explain why you're booking a rental within california during the stay-at-home order. the website prompts users to attest their stay as permitted within local guidelines. this move follows a one week shutdown of new reservations in lake tahoe last week. officials there filed hundreds of complaints about holiday out-of-towners. talk about a vaccine

disaster but luckily one community was able to turn it around. the freezer storing the moderna vaccine at the ukiah valley medical center broke. by the time someone noticed, they only had two hours to use the vaccine. by the time it was noticed there were two hours to use the vaccine before it went bad. the hospital sprung into action and decided to skip the priority list, to start calling people to come and get their shot immediately. for some it was actually months ahead of schedule. >> it's astounding and i think -- i think it's heroic. i got a call shortly after 1:00. i got my vaccine at 1:30. and the vaccine expired at 2:00. >> wow. a total of 830 people were vaccinated. if a refrigerator somewhere else breaks down, call me. i want to get this in my arm asap. >> you will leave this desk. >> my gosh. all right. that was quick thinking. right now on our website, you may see where you may fall on the line to be vaccinated. answer a few questions on our

hours, then turning over to scattered showers. there's nothing in the south bay but high clouds and sunshine. temperatures range from the mid 50s in the north bay and low 60s in the south bay. tonight not as cool as this morning, more fog. temperatures in the upper 30s to upper 40s. here's our storm track. they both look promising, both atmospheric rivers, both heading towards oregon and washington. we're getting the tail end of it. moving through tomorrow afternoon and into the evening hours, you can see waves of rain and showers up in the north bay by the morning commute friday it starts to move into the heart of the bay. then just some scattered light showers as it falls apart during the morning commute friday. don't expect much, but it could make things slick in the north bay for tonight's storm and friday morning's commute in the south bay. once that's over, there's hardly any 50s in the forecast. a lot of low to mid 60s next week. we bring in ginger zee with

doppler 7. they're still well north of us. we have fog, it's an issue in the north bay. as we talked about, if you were with us earlier, if not there's tule fog in the central valley but we have a light offshore wind. like yesterday it's pushing through the delta and filling in parts of the bay. it's starting later than yesterday. so i don't think it's going to be as big of an issue or as widespread. i think it will go away faster today, too. especially with the rain coming in. just know there's a bit of fog this morning. >> thank you. new developments, an east bay restaurant that's been defying the outdoor dining ban has been shut down. indontro ristorante is now closed for outdoor dining. the owners defied the covid-19 outdoor dining ban for weeks racking up thousands of dollars in fines. last friday the county finally shut them down. causing a lot of upset amongst the neighboring restaurants that were complying. there's certainly an issue of fairness there. >> yesterday a county inspkter gave the restaurant a green

light to reopen for takeout and delivery only. the restaurant's owners refused to be interviewed but off camera told abc7 news that takeout alone will not be enough to pay their bills or employees. someone is trying to steal your time. they are. in today's world, of course, time moves fast. we're always in need of more. this morning some scientists are suggesting that we shorten every minute to 59 seconds. it's because earth's rotation rate has been increasing ever so slightly, which means shorter days by a matter of milliseconds per day. but those add up. atomic clock scientists are calling for a 59 second standard minute. the decision will be made at the world radio communication conference in 2023. i have more thoughts about this. >> okay, what? >> i don't feel like this should be made by some conference. where is this conference? is it at las vegas? >> i doubt it. i don't think that's where they

races, some republicans fear his baseless claims of election fraud may have suppressed gop turnout. georgia election officials believe that the final results could be tallied by sometime this afternoon. kumasi? >> thank you. happening today, congress is set to formally confirm that joe biden is the next president of the united states. a joint session of congress is set for 10:00 this morning to count the electoral college votes. president trump is putting pressure on his vice president to overturn those results. president trump denying reports that vice president mike pence told him he lacks the authority to overturn the election. in a statement the president claiming he and the vice president both agree he has the power to act. pence is expected to oversee a joint session of congress today. according to the constitution the vice president's role is merely ceremonial. >> i hope that our great vice president -- our great vice president comes through for us. >> the usually quiet joint

session to certify the electoral votes is expected to be full of political theater. 13 gop senators and 140 house republicans say they plan to reject biden's electors. 30,000 pro-trump protesters will gather for demonstrations in washington, d.c. president trump is expected to be there and to speak at a save america rally near the white house. now last night, this is what happened in d.c. protesters clashed with police prompting officers so deploy pepper spray to break up the crowd at black lives matter plaza. the national guard has been deployed to provide traffic control and here in the bay area counter protesters are planning to demonstrate by caravan through neighborhoods in san francisco. now to the coronavirus emergency and concern this morning that there's not enough accountability when it comes to vaccine distribution. the santa clara county supervisors want to require health care providers to submit a plan on how they're

distributing vaccines to make sure no community or demographic gets left behind. >> the communities hit the hardest, they don't tend to necessarily advocate for themselves. >> recently stanford health had to apologize for not giving some of its front line health care workers vaccine priority. santa clara county will discuss next week on whether to use a public health order or an ordinance with penalties to get health care providers to comply. new developments with the coronavirus kais kais kaiser department. one person died after an employee wore a costume and danced around the er. it's clear the vaccine rollout is off to a sloppy start here in california and across the country. nationally only 4.8 million doses have been administered of the more than 17 million that have been distributed. one big question is if this was a case of promising too much

billion for immediate relief for small businesses, tax credits for new hires and a major jobs package that includes apprenticeships, housing development and green jobs. and some good news for small businesses in san francisco. a fee waiver totalling $5 million was just approved for restaurants and entertainment venues. this helps with costs like permit fees, business registration fees and taxes. don't be surprised if you see a lot of people buying lottery tickets today. tonight's powerball jackpot is up to $410 million. the mega millions jackpot is growing after no one matched all the numbers last night, but someone in brentwood got pretty close. abc7 news reporter amy hollyfield is live at the chevron on lone tree way. how are you doing? >> good morning. we're having the best time telling people out here the good news that this store sold a 2$23 million ticket. we even met a man who we wish

let's look at what's going on from sutro tower. you can see the low clouds and high clouds. a little bit of fog this morning, not nearly as widespread throughout the north bay as it was yesterday. the high clouds are the approaching storm that will bring us moderate to light showers, mainly across the north bay. in the south bay, probably not any wayne arain at all. medium range modeling are showing a long period of dry weather, warmer than average weather after friday. tomorrow, close to average, mid 50s in the north bay, low 60s in the south bay. tonight, milder, upper 30s and upper 40s. storm track looks impressive when you look at these two atmospheric rivers, they are minor but heading mainly to washington and oregon. the tail end of this storm will -- or the beginning of this storm, this is tomorrow night. it moves into the north bay. you can see scattered showers, even some steadier rain along the coast. friday morning during the commute, that's when the rest of
