>> joseph r. biden jr. from the state of delaware has received 306 votes. donald trump from the state of florida has received 232 votes. the chair declares the joint session dissolved. breaking news at 5:00, congress refusing to bow to a mob, working late into the night to formally validate the presidential election. the house and senate certifying the biden/harris victory overnight. >> president trump releasing a statement through his aide on twitter this morning saying in part there will be a peaceful transition on january 20th. we've learned president-elect joe biden will be speaking in delaware today. and this comes hours after political terror, rioters running rampant through the u.s. capital. four people are now dead, these are new photos of the aftermath this morning. good morning. we want to start with a look right now at washington, d.c. calm has been restored there. a curfew declared after the

violence ended at 6:00 local time. there. >> the president urged the mob to go home hours after this all started. faith abubey is live in washington. >> many people are waking up horrified by what happened in the last 24 hours, but also encouraged that democracy prevailed. >> overnight a joint session of congress, ratifying the electoral college votes in the presidential election. the move certifying president-elect joe biden's decisive win as he prepares to pak o take office in less than two weeks. >> that joe biden and kamala harris will be the president and vice president according to the ballots that have been given to us. >> comes off a tumultuous day at the u.s. capitol. a symbol of u.s. democracy, attacked by violent protrump mobs and left in disarray. demonstrators scaling walls, breaking through security barriers, smashing windows and

storming restricted areas of the u.s. capitol including nancy pelosi's office. the trump supporters forcing lawmakers to take cover in fear of their lives. pictures show armed capitol police outnumbered. guns drawn and barricading doors as the chaos unfolded. d.c. police telling abc news that one man and two women suffered medical emergencies and later died. another woman shot and killed in a standoff inside the capitol. the chaos forcing lawmakers breaking from what should have been a quiet day ratifying the electoral college votes. instead a joint session of congress convened, president trump urged his supporters to head to the capitol. >> you'll never take back our country with weakness. you have to show strength and be strong. >> reporter: as supporters breached a building, multiple sources tell abc news, trump rejected calls to bring in the national guard. only signing off after white house officials intervened for the sake of the country.

three officials inside the white house resigning over the violent display and now some talk among cabinet members to remove trump himself from office. lawmakers from both sides of the political aisle shaken but undeterred, returning to the chamber overnight to finish their work. soon after congress certified the results, president trump released a statement saying he wasn't happy with the outcome but there will be a smooth transition of power on january 20th. in washington, faith abubey, abc news. political leaders are demanding to know how that violent mob got into the u.s. capitol in the first place. jobina fortson has more on that this morning. >> thank you. several security experts say they were surprised to see the capitol doors breached with no police resistance. extremist groups chattered online for days about their plans to react violently to the certification of the election results. in fact, intelligence reports packed with online threats were widely circulated among federal

law enforcement agencies. the reports said that people encouraged each other to attend the event armed and prepared for violence. the trump administration admitted that they were surprised it happened. >> all of us in law enforcement in the washington capitol area have been planning for this for a couple of days. this is all going to get analyzed. it will have to be looked at. >> representative karen bass tod abc news she believesneeded. outside the capitol several trump supporters blamed the violence on antifa movements. there is strong reaction coming from the south bay about this. sam liccardo is calling for president trump to be held responsible for the siege at the capitol. he said democracy is doomed when the congress can't do its lawful work. >> this is certainly despiriting and sickening to see our

institutions under siege. i believe the united states attorney general should bring charges against this president and everyone who acted with him to undermine our most sacred of democratic institutions, that is elections. >> former congressman mike honda is also calling for more urgent action to remove the president from office in his final days. some local republicans are condemning what happened at the capitol but are still supporting president trump. >> there are people there that made the choice to go act this way. it's really, really disgusting. again, this is not the american way. >> a lot of people are saying the president and the republican party fueled and are to blame for the riot. local gop members disagree. >> you are hearing republican leaders across the board saying that this is not the way to go and to stop what they're doing. but the republican party didn't organize this event, so the

republican party has no culpability whatsoever. >> both the san francisco and contra costa republican party say there were irregularities in the 2020 election. there is no proof of widespread voter fraud or p tampering. >> vice president mike pence wrote in part thank you to the incredible capitol hill police officers and every law enforcement officer for keeping us safe today. thanks to your service, the capitol was secured and we are truly grateful. the president is off social media this morning. in an unprecedented move, facebook, twitter and instagram temporarily lock ted his accoun during the rioting. anser hassan spoke to analysts to find out why. >> reporter: on wednesday president trump suspended from twitter for 12 hours. banned from instagram and facebook for 24.

>> in some sense, what president trump did today was he incited that violence that we saw on the capitol. >> reporter: matt cabin is professor of public relations, says it was the right thing to do. >> when we use social media as the primary tool for important information, then these companies do have a big responsibility. >> you'll never take back our country with weakness. >> reporter: this is the toughest stance these social media plaintiffs have taken against the president. among the videos deleted was trump's address to supporters to storm the capitol. he says they shouldn't be in the business of policing free speech, but given their size and power they had to act. >> they can get away with just saying this is misinformation. but when that misinformation incites people to violence, i think the right thing to do is lock down those accounts. >> continuing to press violent or unconstitutional or illegal

activity like this off of the main platforms is a good thing. >> reporter: professor donna mccrane worked on capitol hill for years for social justice groups. she says when misinformation isn't challenged, it's legitimized. she argued suspending the president isn't about free speech. >> twipt twitter doesn't guarantee me an audience. twitter is a company that makes a profit. if the government was turning down my free speech, that's the problem. mick mulvaney resigned in protest over what happened yesterday. he is the enjvoy to ireland. he said on cnbc this morning, i can't do it. i can't stay. we'll have more on other resignations from the trump administration coming up in the next half hour. let's talk about the weather. it is milder this morning, thanks to the cloud cover out

there. temperatures up to double digits warmer than yesterday. we'll go to the south bay, that's where we're seeing the thickest fog. temperatures here mainly in the mid to upper 40s. we have a 40 at morgan hill and a 41 in alum rock. you can see mid to upper 40s in most neighborhoods. 50 around san francisco and half moon bay. some of that tule fog is working its way up the peninsula. we'll keep an eye on that. i want to focus on tonight through tomorrow morning. we have our last storm for possibly weeks. it's a 1 on the storm impact scale. up to a third of an inch of rain and a little breezy along the coast. high surf advisory tomorrow. here's a look at today. a lot of high clouds, limited sunshine. once the sun sets the showers move into the north bay. they're light to moderate. you can see some yellow in there as we head up to the 11:30 half hour, if you will, 11:00 hour. you can see they're starting to move into the rest of the neighborhoods. by tomorrow morning's commute, the steadiest and heaviest of

the rain is over and then we have scattered light showers through 11:00 tomorrow morning. we'll see increasing sunshine in the afternoon hours. rainfall amounts are going to be less than a third of an inch. it's pretty impressive around san francisco and also san mateo and also oakland. some of the higher amounts there. some of the lesser amounts down in the south bay and in our inland east bay. even the north bay may get less than normal. we'll look at the weekend forecast coming up next. let's get over to jobina and talk about the morning commute. how are we doing this morning? >> the roads are looking clear. we do have a few fog advisories from the chp. the biggest one is for the dumbarton bridge and for treasure island. i want anyone traveling on the bay bridge to be aware of that. showing off our south beach camera, camera is light in the area. moving over to oakland, showing our 880 at the coliseum camera. no major crashes or blocking issues to report as of right now, which is good news.

described the scene as shocking and that the outcome of the democratic election should be respected. as an angry mob stormed the u.s. capitol buildings, others held rallies across the country. from the east coast to the west, crowds gathered on city streets and outside state capitol buildings waving flags. supporters also rallied in sacramento including several fringe groups. the proud boys, three percenters and some militias. dan >> reporter: about a dozen trump supporters started at the state capitol to listen to the president's speech. >> they've used the pandemic as a way of defrauding the people in a proper election. >> we know our votes were stolen even here in california. >> reporter: they support the president continuing the fight despite his clear loss and they don't believe tensions will ease after inauguration day. >> i will fight on because i do believe wholeheartedly.

i'm not going to turn by head and walk away from facts. >> about two dozen counterprotesters came to the rally. >> we are standing for the votes. everything is counted, everything is valid, everything is legit and we've worked hard to get to this police. >> reporter: sacramento police tried a different tactic, detained people from both sides and confiscated cans of bear mayes and pepper spray. several fringe groups came, three percenters, self-described militias and the proud boys. the proud boys held a dance off. the tensions inevitably rose, arguing and skirmishes broke out. >> you're going to get [ bleep ]. >> proud boys followed counterprotesters away and at one point police surrounded the anti-fascists and pepper sprayed them. a hard rain blew through and seemed to douse the tensions.

for the iteam, dan noyes, abc 7 news. let's look at what's going on down in the south bay. we have a lot of fog out there as we look from 280 at 17. that's going to be around through the morning commute. showers, though, that's the big story later on tonight through tomorrow morning. it's a 1, light on our storm impact scale. dangerous surf for 24 hours starting tomorrow through saturday morning. and then the models are hinting at dry weather for two weeks and well above average temperatures. possibly even some 70s coming up. that's not good in the middle of january. all right. let's look at today's temperatures, about 56 in antioch to 61 in oakland. 62 in san jose. 59 in san francisco. also in san rafael, napa and richmond. here's the way it breaks down. you can see not too much fog, not on the embarcadero and the bay bridge. temperatures will be in the low to mid 50s at noon. mid to upper 50s at 4:00 with increasingly high clouds taking over our sky. showers in the north bay around

7:00. you can see them already exiting the south bay by tomorrow morning. temperatures will be mild tonight, most of us in the mid to upper 40s. my accuweather 7-day forecast, a 1 for tonight through tomorrow morning. temperatures in the 50s to low 60s. we'll pull back a bit on saturday and sunday because of the mornings will be so cold, then the warmth will build. by wednesday, middle 60s at the coast and upper 60s for our bay and inland neighborhoods. hopefully we can squeeze as much rain out of this storm as possible tonight because that's it for a while. >> thank you. abc7 news has obtained surveillance video of a horrific attack in san francisco. sararh was assaulted at gun point by three men who then ran off with her french bulldog chloe. she was walking alone around 5:50 tuesday afternoon. after the attack, they ran into

a getaway car and drove away. she believes her dog was targeted and her attackers will try to sell the dog. the powerball jock pot is inching closer to half a billion dollars. that's because nobody took home the 4$410 million grand prize last night. this means that all of that money carries over to the next drawing. the new jackpot is now 4$470 million. california lottery officials say though there's no jackpot winner last night, there's four winning tickets worth nearly $30,000. here are the winning numbers. 1, 20, 22, 60, 66, 3. the next drawing is on saturday. coming up next, the 7 things to know this morning and also the warriors react to the chaos in our nation's capitol. and up close with the front line heroes fighting covid-19. we're hearing from emt works who are waiting hours at southern california hospitals. and as we fight the coronavirus pandemic, california

if you're just joining us, here's the 7 things to know this morning. number one, congress has officially confirmed president-elect joe biden's election victory after gop objections. it came hours after trump supporters stormed the capitol. both the house and senate worked well into the early morning to certify the results. number two, four people died after the violence at the capitol including one woman who was shot by police during a standoff. the "washington post" identifies her as ashli babbitt of san diego. authorities say the three others died from medical emergencies. police arrested 52 people. shortly before 1:00 this morning, president trump made his first admission that joe biden is the next president tweeting through an aide because his twitter account is locked. and that there will be an orderly transition on january 20th. number four, president-elect joe biden will speak around 10:30 this morning. it will be his first statement since congress confirmed his election win. number five, lawmakers are now pressing for a full

orderly transition on january 20th. it comes a day after a day of chaos when supporters broke into the u.s. capitol. four people are now dead, including a woman from san diego who was shot by police during a standoff. she's been identified as ashli babbitt. "good morning america" spoke to a witness documenting the riot who was at the capitol when she was shot and watched the scene unfold. >> they got inside, when they started smashing through the window to get to the chamber, the first person to go through was that woman. the second she climbed through the window, she got shot and died. >> the three other people who died suffered separate medical emergencies. the fbi is looking for the rioters involved in the violent activity at the capitol and

surroundi surrounding areas. we are hearing from bay area lawmakers who were on capitol hill when all of this was happening. j.r. stone has their stories. >> they were pounding on the door and we were told to lie down on the marble, which we did. and then there was a shot. >> reporter: congresswoman jackie speier describing the moment. speier saying she quickly learned there are gas masks under each seat of the chamber. >> there was an announcement made that the capitol had been breached, that we should get out the gas masks. i have one to show you. it's in packing like this. then when you open it up, you -- you can hear this thing taking off. >> i heard people pounding on the doors. >> reporter: congressman mark desaulnier described what happened as an

former president barack obama issued a statement on the violence saying history will rightly remember today's violence at the capitol incited by a sitting president who has continued to baselessly lie about the outcome of a lawful election as a moment of great dishonor and shame for our nation, but we would be kidding ourselves if we treated it as a total surprise. former president george w. bush issued a statement. he said this is how election results are disputed in a banana republic, not our democratic republic. i'm appalled by the reckless behavior of some political leaders since the election and the lack of respect shown for our institutions, traditions and law enforcement. we're following breaking nws. mick mulvaney resigned in protest of what happened yesterday. he's the president's former chief of staff and currently the special envoy to northern ireland. here's what he said on cnbc this morning. "i can't do it. i can't stay." he's joining a growing list of white house staffers calling it

quits including trump's national deputy adviser, stephanie grisham, and white house deputy press secretary, sarah matthews. some lawmakers are talking about invoking the 25th amendment which could remove president trump from office, but how realistic is that? it says if the president is unable to discharge the powers and duties of his office, the vice president shall immediately assume the responsibility. >> he basically mobilized militia groups to act in violation of the law and to endanger the lives and property of other people. >> more than three dozen democratic congressmen and women are calling for the president's impeachment. we want to hear from you to get a read of how the chaos at

the capitol was being viewed here at home. amy hollyfield is live for us in walnut creek. amy? >> good morning. we are finding a lot of reaction and emotion about what happened. as people watched these images coming out of washington, d.c., all of this violence at our capitol, many realized this will be one of those moments you remember where you were. you talk about it just like other huge significant moments in our history. here is a sample of what we heard in the east bay. >> i hope more is done to condemn such acts because it feels like terrorism in a way. it just -- it's very violent and horrific and just -- this is not our country. >> people are kind of fed up. i think a lot of it comes about from the polarization and everyone is just fatigued. everyone is tired of covid-19 and all the social unrest.

>> thank you. the new year is not bringing much improvement. here are the latest numbers coming up on your screen. another 787,000 people applied for unemployment benefits last week. that's a decrease of 3,000 from the week before. it is lower than the 815,000 that economists had forecasted. more than 5 million people are continuing to receive state unemployment benefits. the december jobs report will be released tomorrow. we will see how wall street reacts to this information when the markets open up in about 45 minutes. >> thank you. now to a look at the latest covid-19 headlines. nationwide the cdc says it has discovered at least 52 cases of the fast-spreading coronavirus variant that was first identified in the uk. that includes 26 confirmed and four probable cases here in california. state health officials announced 459 people died yesterday. that is nearly a 2% increase from the day before.
