in san francisco is implementing its covid-19 surge plan. abc 7 news reporter luz pena has some of the first images of what this plan looks like at one of the hardest-hit hospitals in san francisco. >> reporter: it's the plan medical doctors were hoping they wouldn't have to implement. but tonight the chief of the medical department at zuckerberg general hospital showed how they're handling cases. they've reached the highest number of covid-19 cases they've ever had. with more than 2 million covid cases statewide, hospitals across california are being pushed to their breaking point. at zuckerberg san francisco general hospital this is what their surge plan looks like. >> we've already seen overflow of the intensive care unit. >> reporter: with the thanksgiving and christmas surge, a new year case all at once, dr. caldwell says they've had to add additional floors to

treat covid patients. >> at least four regular floor wards and three icu areas. >> reporter: with 59 covid-positive cases they're now in the orange level of their plan, one case away from the highest level. >> it means we have to open yet another ward for covid-only patients. it means we need to put more limitations on any surgeries beyond the urgent. >> reporter: and, as cases continue to grow, dr. caldwell says they're projecting to enter the red level of their surge plan this weekend. this tent is equipped to accept more covid cases as demand grows. >> we are looking at what it would look like, again, to set up field care clinics so that patients normally admitted to the hospital would be admitted to the field care clinics instead. >> reporter: sim marilar plans

seen across the state. in apple valley we were allowed inside an icu. this staff is treating 50 patients with just 20 beds. are you running out of icu beds? >> we still have some icu capacity. thankfully, the majority of those 59 that are in the hospital, that are admitted to the hospital now are not in the icu. >> reporter: now what's keeping dr. caldwell hopeful is the vaccine. also even though covid cases are increasing in our area, they're not turning patients away for other medical emergencies. >> that distribution can't come soon enough. luz, many thanks to you. sadly, we are also seeing an increase in the number of patients dying from covid. there was a record set with nearly 700 deaths due to covid-19. that eclipses the 585 on new year's eve. the number of newly-diagnosed cases is 53,000, the second

highest daily total we've seen. and the state announced it has extended the stay-at-home order in the bay area, due to icu availability remaining below the state threshold of 15%. that means the struggle continues for businesses. matt boone found several restaurants in pleasanton open for outdoor dining, saying it's a matter of survival. >> reporter: for the second night in a row, customers came to sit on the patio at the tap house. >> our customer base was very excited and thankful. >> reporter: josh mckay notes the regional stay-at-home order was to expire yesterday. >> if we felt this was a health risk, we would not be doing this at all. >> reporter: but with the icu capacity at its lowest point yet, the state officially extended the order meaning outdoor dining is prohibited, but he says another month without customers could signal

the end of his business. >> it's make or break for us. and it's make it or break it for a lot of others. >> reporter: down the block, sidetrack bar and grill had their patio open, defying the order as well. the vast majority of restaurants are compliant, like wild one mexican grill, their patio empty, surviving off of to-go-only orders. >> it's going bad, but we can't complain, because we have a lot of customers helping, supporting us. >> reporter: the manager says she tries to keep her hopes up, but losing in-person dining took a big chunk out of their business. >> it was a good business, but right now we have to get used to it. >> reporter: still, they have no plans to defy the order. as for those who are, does she think it's fair? >> it's up to them. i can't judge. for us, i think is fair for our customers just to keep them

safe. >> reporter: matt boone, abc 7 news. stanford has called off plans to bring hundreds of students back on campus for the winter quarter. this comes after 43 students tested positive for coronavirus. freshman, sophomore and incoming transfer students will not return later this month despite assurances by the school. students with special needs who are already on campus will be allowed to stay. rapid covid testing aimed at this latino community gets under way tomorrow in one of san francisco's most vulnerable neighborhoods. ucsf is launching the tests. similar tests were carried out in the mission district before and after thanksgiving. residents will also be asked about the corona vaccine. >> the attitudes, where would people want to get the vaccine if they want to.

the time being, but we'll slide a little further to the north. we are tracking a cold front moving into northern california. there you can see off eureka light showers, and as it moves through overnight tonight, it will try and bring an isolated shower to parts of the north bay before sun rise tomorrow morning. temperatures ahead of that front are cooling off well into the 40s. down to 40 in santa rosa. 49 in the city. 45 in san jose. 47 in oakland, but fairfield down to a chilly 37 degrees already. live doppler 7 along with satellite, the bigger picture, there you can see that cold front defined very nicely. you see showers from seattle stretching down to northern california. unfortunately, it doesn't have a lot of moisture to work with, and that front is really going to fall apart as it moves through overnight tonight. still the chance is there of an isolated sthour isolated shower in the north bay. overnight tonight, let's talk

temperatures. we'll see numbers in the mid-30s to mid-40s. you probably notice the clouds on the krincrease as well, as t front gets closer and closer to us. i do want to stop the clock at 4:00 a.m., while many of us are sleeping, you can see around ukiah, light showers trying to make their presence known, and even as far south as santa rosa, there could be an isolated sprinkle before the sun gets up here. but during the day tomorrow, it's really dry. it's a mixture of sun and clouds out there. so the sky is not nearly as clear as it was today, but tomorrow we'll still see a decent amount of sunshine to finish out the weekend. but we do have a high-surf warning that will go into effect tomorrow, because of that cold front that is approaching. it is churning up our ocean water. so that high surf warning means a long period west northwesterly swell is generating.

wave heights from six to seven fight along our coast. but we could see breakers in the range of 23 to 28 feet. that is some dangerous surf. there is the risk of sneaker waves and rip currents tomorrow. so just a really good idea to stay out of the ocean on sunday. let's take a look at temperatures on your sunday. 58 in the city. and about 59 in oakland for a high tomorrow. that's pretty close to average for this time of the year. 61 the high in san jose. 60 in santa rosa. 59 in concord, and, again, we'll call it a blend of sunshine and cloud cover out there. so, here is the accuweather seven-day forecast. there's a chance of a morning sprinkle in the north bay tomorrow. otherwise, it's really just fog to sunshine here on our monday. tuesday, again, another weak moving front moves in. there's the chance in the north bay of a sprinkle. but, again, the theme is, there's no real widespread beneficial rainfall in the forecast. then beyond, we'll watch on thursday, there's a chance for records possible, pretty warm

in the south bay, a trespassing call in the city of cupertino turned into a mini skate boarding competition. the sheriff's office officials tweeted out this video here. you can see one deputy tries to land an ali and a kick flip. but the teen in the red sweater, yeah, definitely did a little bit better. comments on twitter praised the deputies for their response to the situation saying this is how community policing is done. well, from skateboarding now to chris alvarez.

>> congressman huffman supports impeaching president trump and says he believes it must move forward with urgency. abc news has learned vice president pence will indeed attend joe biden's inauguration. that word from a person familiar with pence's decision. it all comes two days after pence certified the election results, defying the president's call to block biden's victory. biden said friday he would welcome pence's attendance, though he hadn't spoken to him about it. president trump tweeted he would not be attending that inauguration. a major search is under way after a boeing jet with 62 people on board lost contact with air traffic controllers in indonesia. naval vessels joined the search effort along with search and rescue craft. radar shows the flight, 182, disappeared moments after taking off from jakarta. it plummeted more than 10,000 feet in about 30 seconds. >> investigators will be looking
