. building a better bay area for a safe and secure future. this is abc 7 news. >> preparing for a covid surge. icu capacity in the bay area at just 3% this morning. we are getting an inside look at one of the hardest-hit hospitals opening a ward patients. let's start with lisa argen. >> hey, looking to cloudy skies out there. a cold front, a weak one on the way. you see the clouds over the bay area. we had that yesterday. you see the loop shows cloud cover pushing into the bay area.

right now, we are looking at temperatures in the 30s to mid-40s to low 50. livermore chilly, the fog, not really, by the delta two miles. other than that, we are looking at mostly to cloudy skies to start out the day. once again to near 60. looking at any amount of clouds as that weak system presses through the bay area. we are looking at another system. whether or not it brings us rain, we'll let you know. >> thank you. one of the hardest hitting hospitals is hitting a surge plan. lisa pena has some of the first images at san francisco general. >> reporter: with more than 2 million covid cases statewide, hospitals across california are being pushed to their breaking point as zuckerberg san francisco hospital, this is what their search plant looks like.

>> we have seen overflow into the care unit. >> reporter: dr. calldwell saddi they have to treat regular patients. >> at least r floor board and three icu areas. >> reporter: they are now in the orange little of their plan. one case away from the highest level. >> it means that we have to open yet another ward for covid-only patients. that means we need to put more limitations on surgeries beyond the urgent. >> reporter: and as cases continue to grow, dr. caldwell says they are projected to enter the red level of their surge plan this weekend. this health clinic is equipped to accept more covid cases as demand grows. >> we are looking at what it would look like to set up field care clinics so patients that

would normally be admitted to hospital can be admitted to these field care clinics instead. >> similar responses are seen across the state n. san bernardino county, st. mary's medical center allowed a camera inside icu. this staff is treating 50 icu patients with 20 icu beds. >> are you growing out of icu beds? >> we still have some icu capacity. thankfully, the majority of those 59 that are in the hospital that are admitted to the hospital now are not in the icu. >> now, what is keeping him hopeful is the vaccine, even though covid cases are increasing, they're not turning patients away for other medical emergencies. >> sadly, we are seeing an increase in the number of patients dieing from covid. california set a record yesterday with nearly 700 deaths due to covid. that eclipses the 585 reported

on new year's eve. the number of newly diagnosed cases is nearly 53,000. the second highest daily total we've seen. it's extended the order. the extension means the struggle continues for businesses. matt boone found several restaurants opened dining saying it's a matter of survival. >> reporter: for the second night in a row, customers came out to sit on the patio. >> our customer base what's very excited and thankful if we felt that this was a health risk, we would not be doing this at all. >> reporter: icu capacity in the bay area at its lowest point yet, the state extended the order for outdoor dining is prohibited. another month without commerce could signal the end of his

business. >> we are at that point where it's make-or-break for us. it's make-it or break-it for a lot of others. >> down the block, they had their patio opened now officially defying the state-at-home order as well. the most people are compliant, this patio is empty to often to-go orders. >> it's going bad. but we can't complain because we have a lot of commerce helping supporting us. >> reporter: the manager says she tries to keep her hopes up, but losing in-person dining took a big chunk out of their business. >> it wasn't a business that right now we have to get used to it. >> still, she says, they have no plans to defy the order. as for those who are, does she think it's fair? >> it's up to them. i can't judge. i don't know for us, i think it is fair for our customers. just keep them safe. >> reporter: in policetantton, matt boone, abc news.

they are 2nd paramedics to bakersfield, as a part of the effort of the california office of emergency services to staff medical centers and hospitals during this state-wide shortage and surge as well. currently, the icu capacity in the san jock they are bringing students back after the university announced 43 students tested positive for the coronavirus. freshmen, sophomores and incoming transfer students will not return later this month despite repeated assurances from the school. undergraduate residents and students with special needs already on campus will be allowed to stay. rapid covid testing aimed at the latino community gets under way in one of the most

ties as well. a majority says trump should be removed from office before his term ends. that's a part of a poll released today. 56% said he should be removed, 43% said he shouldn't. meanwhile, capitol police are working with air marshals to protect traveling members of congress. abc news reporter karina mitchell has more on the riots at the capitol. >> reporter: this morning dozens are under arrest accused of taking part in the rampage at the u.s. capitol. law enforcement calming for surveillance video and cell phone data to find the perpetrators. they include adam johnson of florida, charged with theft of government property after he was allegedly spotted carrying nancy pelosi's lectern. jason angeli charged with disorderly conduct and richard barnett photographed with his feet on speaker pelosi's desk.

facing federal charges. five people died in the rioting, including one police officer just hours after president trump held a rally urging supporters to march to the capitol. now house democrats vowing they'll push forward with plans to impeach. the single article, incitement of insurrection set to be introduced on the house floor tomorrow, charging trump with willfully inciting violence. only a handful of republicans support the idea. senator pat toomey of pennsylvania telling fox news. >> one of the things i'm concerned about is whether the house would complete ply politicize something. i do think the president committed impeachable offenses, but i don't know what will land on the senate floor, if anything. >> reporter: meanwhile, the president saying he will work towards an orderly transition. coming up on this week, congresswoman alexandria

ocasio-cortez will discuss the democrat's push to impeach president trump. you can watch that this morning on ac 7. now, as the events in washington unfolded on wednesday, photos from inside the capitol went viral around the world. many of those now iconic images were taken by a chief photographer. i spoke to them why it was so much fun. i was in awe seeing your photos. like so many of us, i am glad to know you are safe. start describing the initial moments for you inside the capitol when things began to unfold? when did you even realize something was happening? >> well, it was an interesting chain of events. the breaching of the capitol was preceded by the joint session of congress that had kicked off at 1:00 p.m. and we had some technical problems with getting

our pictures out from the joint session. so i had left the house side of the capitol and gone to the senate side to edit and transmit pictures from the joint session. while i was doing that, we noticed that part of the crowd that had earlier in the day gathered on the ellipse for the rally, president trump had made their way of the west front of the capitol and actually had gotten over the fencing of barricades that enclosed the site of the inauguration. and so while that was happening, i was very distracted because i was trying to do one thing, push the pictures out from the joint session. but at the same time very concerned about what we were seeing from the windows of the capitol and so that was the first soon that you know things had gone bad and, frankly, you

know, my main concern at that point was trying to get outside to photograph what was going on, because i never thought for a moment that this mob of people would, in fact, make it from outside the capitol to the inside. >> we all know they did. we are showing some of your images from inside now, the man dangling from the senate chamber. another one that we've all seen that's gone viral. that man waving and smiling as he walks away with the speaker's podium. in fact that man has been arrested. can you talk about that moment, he almost seemed to be engaging with you? >> yeah. the scene in the rotunda was complete mayhem. people were entering from multiple directions. the rotunda is the central point of the capitol, probably the most icon ic in many ways becaue

of the beauty of the place. that place had been breached. the north and south entrances had people swarming in, too. because both of those areas had been breached. so it was absolute chaos in the rotunda. people were climbing on these historic statues, posing for selfies, chanting and then this fella comes by with the podium, which seemed very strange and out of place. so i started to take pictures of this guy as he was traversing the central portion of the ro ton california and he noticed i was doing so and turned to wave like it was, i don't know, a holiday photo of some type. and i think it's reflective that this sort of when people get into a mob of this size, that they lose common sense, frankly.

and they just go in with the flow and sort of not thinking and i think there was a lot of that this day. >> yeah, i'm sure that man is not smiling this morning. what about your safety? did you feel under attack at all especially as a member of the press? >> i didn't feel threatened at any point, really, by the protesters or whatever we're calling them now and, yeah, i had a couple miami ask me who i worked for and i assume they were, you know, they were certain organizations, that they were probably not happy to cooperate with. but getty images, all we do is photographs. so it's hard to refute the accuracy of a photograph so i don't think anybody was particularly interested in doing me any physical harm. >> i want to take a step back

for a moment and talk about the bigger picture for a little bit. you have been talking about washington, d.c. for decades. do you think you could have ever imagined or your dad could have imagined that something like this would happen at our nation's capitol? >> no, i was thinking about that, that morning, or that afternoon. i worked there for over 30 years and capitol hill like it or not is a place where you know important events take place. there is a large amount of decorum, though, that is a part of the process. and it's, you know, a very regimented kind of venue for the most part. so that's the opposite of what happened on wednesday and to see the place overrun as it was was, you know, disturbing and alarming, you know, just something i never expected to take place in terms of my father

and what he would have thought, i think he would have felt much the same and, it's just kind of a reflection of the divisiveness and the extremism we've seen in this country over the last i think you could say 15 years. >> yeah. >> and hopefully it marks a potential turning point. >> absolutely. as we wrap up, everything you saw on wednesday, what is the one image of the moment that you just can't stop thinking about that has been seared into your memory this many days later? >> you know, it's interesting. the work that was produced by all of the news photographers who were working at the capitol that day i think is a remarkable testament to the power of the photo journalism.

my personal favorite of mine is, of course, i think it's the man who is hanging from the ledge in the senate chamber and trying to get down to the main floor of the chamber. because it just kind of highlights the type of chaos and the out of place nature of what took place that day. but it's hard for me to say. the picture of people storming in through the east entrance, i think is very reflective. it has the trump flag, police doing their job, the members on both sides. i don't know, it's a hard choice. >> there are so many. thank you so much for joining us. thank you for what you do. >> thank you, luz, it's a pleasure to be here and thank you for having me.

the capitol during the rioting. we spoke with him about the security surrounding the upcoming inauguration. >> we have to very quickly stand up in capitol police leadership that the world can have confidence in and other police reenforcements to make sure this is secure then. this may be the smallest inauguration we've seen in a century or more. it has to go forward and has to happen safely. >> congressman huffman supports impeaching president trump and believes it must move forward with insurgency. vice president pence will attend joe biden's inauguration. this comes a few days after pence certified the results to block his victory. biden said friday, he would welcome pence's attendance, though he has not spoken to him about it. cameras captured new security fencing around the supreme court. the u.s. supreme court if d.c. last week.

snoe♪. >> when i got into baking, i baked a lot. i baked two times a day. i was obsessed with cakes and put a lot of creativity into it. it's a way to vent. you focus on one thing. that's my way of spacing out. you can pour a lot of creativity into that i love that when i started, corona hit and i needed to find a passionate hobby since all my sports were postponed. so i really got into baking. i poured my soul and heart into it and learned a bunch of different things. one of the first shows when i was 9/10 was actually the kids baking championship. i was like oh my gosh, these kids are absolutely prodigies. how do people do this? it made me want to learn it more. the whole aspect of meeting others that love to do the same
