icu capacity in the bay area at just 3% this morning. we're getting an inside look at the hardest-hit hospitals opening a surge plan opening a ward just for covid patients. good morning, everybody, thank you for joining us. we will have more on how hospitals are handling the surge in cases. the first, let's start with a quick look at the weather with meteorologist lisa argen. >> hey, we are partly cloudy with a half mile by the delta. that's pretty much the fog we have to speak of. temperatures 26 degrees spread from the chilly members here in our east bay valley. dublin and san ramone and danville, livermore, 38 in policetantson and 38 in concord -- 38 in pleasanton and 38 in concord.

we will see a mix of clouds. upper 50s to near 60. that sun is setting a little later every day and we'll talk about our opportunity for rain coming up for the week ahead. just one opportunity in a few minutes. liz. >> lisa, thank you. one of the hardest-hit hospitals in san francisco is implementing the covid-19 surge plan. reporter lisa pena has some of the images at san francisco general. >> reporter: with more than 2 million covid cases state wide, hospitals across california are being pushed to their brinking point. at zuckerberg san francisco hospital, this is what their search plan looks like. >> we have already seen overflow of our intensive care unit into the seizure care unit. >> reporter: with thanksgiving and christmas surge and new year cases at once, they said they had to add additional floors to

treat covid patients. >> at least four regular floor boards and three icu areas. >> with 59 covid-positive cases, they're now in the orange level of their plan, one case away from the highest level. >> it means we have to open yet another ward for covid-only patients. it means we need to put more limitations on surgeries, beyond the urgent. >> reporter: and as cases continue to grow, dr. caldwell says they are projected to enter the red level of their search level. this health chin sick equipped to accept more covid cases as demand grows. >> we are looking at what it would like like to set up field care clinics so patients that would be admitted to hospital can be admitted to these field care clinics instead. >> similar response plans are seen across the state n. san bernardino, st. mary medical

center allowed a camera inside the icu. this staff is treating 50 icu patients with just 20 icu beds. >> are you rung out of icu beds? >> so we still have some icu capacity. thankfully, the majority of those 59 that are in the hospital admitted to the hospital now are not in the icu. >> reporter: now what is keeping dr. caldwell hopeful is the vaccine. even though covid cases are increasing in our area, they're not turning patients away for other medical emergencies. in the newsroom, lisa pe ena, nbc 7 news. . >> we are seeing an increase in patients dieing with covid. california set a record. that eclipses the 585 reported on new year's eve. the number of newly diagnosed cases is nearly 53,000. the second highest daily total we've seen. >> the state announced it's extended a stay-at-home order in

the bay area. it remains below 15%. the struggle continues for businesses. matt boone found several restaurants in pleasantton staying opened for outdoor dining saying it's a matter of survival. >> reporter: for a second day in a row, customers came to sit out. >> our customer base was very excited and thankful. if we felt this was a health risk, we would not be doing this at all. >> reporter: but with the icu capacity in the bay area at its lowest point yet, the state officially extended the order outdoor dining is prohibited. another month without in-person commerce could signal the end of his business. >> we are at that point where it's make-or-break for us. it's make it or break it for a lot of others. >> reporter: down the block, the sidewalk bar had their patio opened again, meanwhile, the vast majority of restaurants are

compliant, wild mexican grill are suffering on to-go orders. >> it's going bad but we can't complain because we have a lot of customers helping supporting us. >> reporter: the manager says she tries to keep her hopes up, but losing in-person dining took a big chunk out of their business. >> it was a business, we have to get used to it. >> reporter: still, she says they have no plans to defy the order. as for those who are, does she think it's fair? >> it's up to them. i don't know for us. i think it is fair for our customer. just keep them safe. >> reporter: in policetantton, matt boone, abc 7 news. they are helping hospitals facing increased case of case of covid-19. they are sending help there. currently the icu capacity in

the san joakim valley is zero percent. they reported 1200 cases and three deaths. sanford is bringing hundreds back for the winter quarter. this comes a day after the university announced 43 students tested positive for coronavirus. freshmen, sophomores and incoming transfer students will not return this month despite repeated assurances from the school. students with special needs who are already on campus will be allowed to stay. covid-19 testing in the latino community gets started in one of the hardest vulnerable neighborhoods. they are launching a program at the 24th street and bart plaza. the tests will take 15 minutes to process. similar tests were carried out in the mission district before and after thanksgiving. those tested will be asked about the vaccine.

york. coming up, alexandria ocasio-cortez will discuss the democrat's push to impeach president trump. you can watch the full interview with george stephanopoulos at 8:00 on nbc 7. as the events in washington unfolded last wednesday, photos from inside the capitol went viral around the world. many of the images were taken by the chief photographer and this weekend i spoke one-on-one with wayne what it was like to document this historic day. >> thank you so much for joining us. i was in awe seeing your photos. like so many of us, i am glad to know you are safe. describe the initial moments as things began to unfold. when did you realize something was happening? >> well, it was an interesting chain of events. the breaching of the capitol was preceded bety joint session of congress that had kicked off at

1:00 p.m. and we had some technical problems with getting our picks out from the joint session. so i had left the house side of the capitol and gone to the senate side to edit and transmit pictures from the joint session. while i was doing that, we noticed that a part of the crowd that had earlier in the day that gathered on the ellipse for the rally, president trump had made their way to the west round of the capitol actually had gotten over the fencing of barricades that enclosed the cite of the inauguration. while that was happening, i was very distracted. i was trying to do one thing, push the pictures from out from the joint session. at the same time very concerned what we were seeing from the windows of the capitol. so that was the first sign that

things had gone bad and, frankly, you know, my main concern at that point was trying to get outside the photograph of what was going on, because i never thought for a moment that this mob of people would, in fact, make it from outside the capitol to the inside. >> we all know they did. we are showing some of your images from inside now, the man dangling from the senate chamber. another one that we have all seen that's gone viral, a man waving and smiling as he walks away from the speaker's podium. in fact, that man was arrested. what happened in that moment that he almost seemed to be engageing with you. >> yeah, the scene in the rotunda was complete mayhem. people were entering from multiple directions. the rotunda is the central point of the capitol, probably the most iconic in many ways because

of the beauty of the place and the back door had been preached. the north and south entrances had people swarming in, too. because both of those areas had been breached. so it was absolute chaos in the rotunda and people were, you know, climbing on these historic statues posing for selfies, chanting and then this fella comes by with the podium, which seemed very strange and out of place and so, i started to take pictures of this guy as he was traversing the central portion of the rotunda and he noticed that i was doing so and you know turned to wave like it was, i don't know, a holiday photo of some type. and you know, i think it's reflective of this sort of when people get into a mob of this

size, that they lose common sense, frankly. and they just go in with the flow and sort of not thinking. i think there was a lot of that this day. >> yeah, i'm sure that man is not smiling this morning. what about your safety, did you feel under attack at all especially as a member of the press? >> i didn't feel threatened at any point really by the protesters or the -- whatever we're calling them now. and i had a couple people ask me who i worked for and i assume they were, you know, there were certain organizations that they were probably not happy to cooperate with. but getty images is, you know, all we do is photographs. so, it's hard to refute the accuracy of a photograph, so i don't think anybody was

particularly interested in doing me any physical harm. >> i want to step back for a moment and talk about the bigger picture for a bit. i know you have been talking about washington, d.c. for decades, and your dad did, too, could you ever imagine or could your dad imagine something like this would happen at our nation's capitol? >> no, i was thinking about that, that afternoon. i worked there for over 30 years and the capitol, like it or not, is a place where, you know, important events take place. there is a large amount of decorum, though, that is a part of the process. and it's, you know, a very regimented kind of venue for the most part. that's the opposite of what happened on wednesday and to see the place overrun as it was, was, you know, disturbing,

alarming, you know, just something i never expected to take place in terms of my father and what he would have thought. i think he would have felt much the same and it's just kind of a reflection of the divisiveness and extremism we've seen over the last 15 years. >> yeah. >> and, hopefully, it parks a potential turning point. >> absolutely. i'm curious of all the images that you took, everything you saw on wednesday. what is the one image of the moment that you just can't stop thinking about this? it is seared into your memory this many days later? >> it's interesting. the work that was produced by all of the news photographers who were working at the capitol that day i think is a remarkable

testament to the power of photo journalism. my personal favorite of mine, i think it is a man who is hanging from the ledge in the senate chamber and trying to get down to the main floor of the chamber. because it just highlights the chaos and the out-of-place nature of what took place that day, but it's hard for me to say, the people storming and the east trans, i think it is very reflective of that day as well as the trump flag has police trying to do their job that has members of this mob on both sides. so, i don't know, it's a hard choice. >> there are so many. wynn, thank you so much for joining us. thank you for what you do.

>> reporter: meantime, both assemblyman low and ellenberg are calling for reynoldss to step down from the gop. ren noms says he has no intention of resigning or removing his controversial posts. >> i spoke from the heart. i was emotional. and i'm not going to return my comments. they were not anything derogatory to any individual. they were not inciting violence. >> reporter: reynolds says he's not stepping down. in fact, he is calling on low and ellenberg to resign their post. he says they haven't been effective in office. no comment from the gop. in a tweet posted late wednesday, it says republicans are unified in condemning the violation of the u.s. capitol. >> and north bay congress nan jared huffman was inside the capitol during the rioting. we spoke with him about the security surrounding the upcoming inauguration. >> we have to quickly stand up in capitol police leadership that the world can have confidence in and other police

reenforcements to make sure this is a secure event. it will be a small event in maybe a century or more. but it has to go forward and it has to happen safely. >> congressman huffman supports impeaching president trump. he says he believes it must move forward with urgency. abc news says they will attend joe biden's inauguration. it comes days after pence cert fade election results, defying the blocked biden victory. biden said friday he would welcome pence's victory. we all know president trump tweeted he would not be attending the inauguration. cameras captured new security fencing around the u.s. supreme court. last week additional fencing began before dawn. according to secret service, most of the fence secretary expected to stay up through next wednesday citing quote necessary security measures. and now back to the pandemic. more than 372,000 americans have

died from covid and now 22 million cases here in the u.s. have been reported. hospitals were so overwhelmed that non-covid patients are struggling to get inside. abc news reporter has more on how governors are speeding up that vaccine fliechlths this chilling scene of a 24-year-old william huddled on the pavement in a blanket on the pavement sick with meningitis. this hospital unable to make space for just one more. >> the fact that there are lit ralily no beds available and admission times are very elongated, it's what you see in movies. i never thought it was that bad. >> reporter: one los angeles emt describing waiting seven hours to bring the sickest to the hospitals slammed. this doctor hasn't had a day off in three weeks. >> it takes so much effort and energy to take care of them and our staff they're burning out. >> reporter: across the country,

long lines and mounting frustration over the vaccine's slow rollout. more than 6 million doses administered. just 30% of the numbers distributed. new york city opening five vaccination sites on monday. the state expanding the list of who can get the shot next, including day care employees, firefighters and police officers and people over the age of 75. but it could take 14 weeks, nearly four months, to vaccinate just those groups. >> just because the reservations become available, don't expect everyone is going to get a reservation right away. >> starting tomorrow, only small businesses will be able to apply for new loans through the protection program. lenders that work with under served borrowers will get priority, that includes women-led businesses and those led by asian and minorities. they did not say when larger banks will be allowed to start

processing loans. this morning, a boeing jet that crashed in indonesia has been identified according to reuters. the jet with 62 people on board lost contact with air track contr-- traffic controllers yesterday. the aircraft plummeted more than 10,000 feet in about 30 seconds. naval vessels join the search effort along with search and rescue craft. investigators are looking at whether it could have been a catastrophic failure, a bomb. everything is opened at this point. >> all 50 passengers and 12 crew members were indonesian. experts say this is not the boeing 737 max that recently returned to service in the u.s. but a much older model. still ahead, mornings making magic in the kitchen. these stunning works of art are all made by a bay area 12-year-old. the talent that has put her in the spotlight. and here is a live look outside as we head to break.
