deaths. a vote could happen on wednesday. all of this happening less than a year after the senate acquitted trump of abuse of power. >> as the president reportedly forms a possible defense team, this morning, an abc news/ipsos poll suggests that two-thirds of americans hold trump responsible for the assault on the capitol. while a slim majority, 56% believe trump should be removed from office before his term runs out on january 20th. >> and the division in this country visible overnight, right there inn the streets of san diego, where pro-trump and anti-trump protesters gathered. it was declared an unlawful assembly. officers were hit with rocks, bottles, eggs and even pepper spray in some cases. whether there are enough votes to remove president trump through impeachment still remains to be seen, and then there's the timing of all this and trump has just ten days left in office. we begin in washington with abc's rachel scott. rachel, good morning. >> reporter: whit, good morning. democrats are now laying the

groundwork to do something we have never seen before in american history, impeach a president for the second time. with just ten days left in the office, president trump is facing the threat of impeachment again. >> he has done something so serious that there should be prosecution against him. >> reporter: house democrats are just 24 hours away from introducing a resolution accusing the president of willfully inciting violence against the government, and demanding that he be held accountable for it. >> you'll never take back our country with weakness, you have to show strength, and you have to be strong. >> if this is not impeachable conduct, then nothing is. that's why we're going to introduce the article of impeachment this monday. >> reporter: at least 180 house democrats are backing that impeachment resolution, but only a small group of gop lawmakers have considered removing trump from office. the latest, retiring senator pat toomey. >> the president committed impeachable offenses. >> reporter: but a group of

several house republicans and other allies are now asking president-elect joe biden to put a stop to any efforts to impeach the president, saying it is as unnecessary as it is inflammatory. >> tell them stand down, this will destroy the country even further. you have the power to do that. the question is do you have the courage to do it? >> reporter: but in the final days of his presidency, trump is spending the weekend isolated at the white house. vice president pence is now planning to attend joe biden's inauguration despite the president himself saying he'll skip the event, and now social media is cracking down on trump and his supporters. twitter already suspending his account, and overnight amazon announcing it will join apple and google in booting the social media platform parler from its services. parler is popular with conservatives. it allows users to see some graphic material including violence and conspiracy theories. twitter says it permanently suspended the president's account due to the risk of further incitement of violence,

and now many republicans are outraged by this. they say it is an attack on freedom of speech. secretary of state mike pompeo calling it un-american. >> rachel, back to the prospect of impeachment. you're also learning who the president is considering to represent him in a possible senate impeachment trial? >> reporter: whit, the president is spending his last days in office preparing for another political battle. sources tell us that he is considering tapping rudy giuliani and alan dershowitz to lead his possible defense team. if the house votes to impeach, it will be up to the new senate to decide whether or not to hold an impeachment trial, and it could happen in the first days of a biden administration, but at this point, most republicans are still opposed to this. they say it will divide the country. eva? >> rachel scott for us, thank you. now to the siege of the capitol, security tightened overnight with the arrival of national guard troops, as authorities make additional arrests and say they are likely more to come. abc's kenneth moton joins us with the latest from washington. ken, good morning.

>> reporter: good morning, eva. any moment now we could hear if defense leaders will lift restrictions and allow the national guard troops to be armed for the inauguration. capitol police have been tight-lip about the breach, but it appears prosecutors have been talking through the courts as they charge one pro-trump rioter after another. this morning, thousands of national guard troops joining law enforcement at the capitol. after the violent and deadly attack on the hill, the troops coming from several nearby states helping to secure the perimeter ahead of the inauguration. this, as federal investigators work to figure out the exact motives of rioters. these images emerging of some with zip ties in the senate chamber where vice president mike pence was residing. the crowd chanting, hang mike pence. this morning, capitol police now working with u.s. air marshals to protect traveling members of congress. >> you traitor. >> reporter: gop senator lindsey

graham confronted by -- in d.c.'s airport by trump supporters friday, angry they certified joe biden's win. >> you know it was rigged. >> reporter: meanwhile, federal authorities continue to round up suspects in wednesday's attack. jacob anthony chansley, allegedly in the halls of congress, the phoenix man is now in federal custody. newly elected west virginia state delegate derek evans, resigning. a criminal complaint alleges evans was live-streaming as he entered the capitol. adam johnson, the florida man, allegedly spotted holding nancy pelosi's lectern, now charged with theft of government property. this viral video of the angry mob facing off with a lone capitol police officer. local reports in iowa say it appears that man is douglas jensen, taken into custody in des moines. abc news has learned in the months leading up to the insurrection, the trump administration gutted a key threat assessment group, we do understand this was all over the

controversy over the agency's response to civil unrest in portland. yes, there was online chatter from right-wing extremists about bringing violence to the capitol, but sources say that dhs agency did not put out any bulletins to its law enforcement partners, dan. >> so many big questions about what went wrong here. kenneth, thank you so much. let's dig back into the politics of this now with abc news political analyst matthew dowd. matt, good morning. as this impeachment talk heats up, we've got this new polling showing that only a slim majority of americans support removing the president before his term expires. so what are the political stakes for both sides in this? >> well, i think the difficulty is, as bad as what happened last wednesday at the capitol, one, it could have been much worse and two, it could get much worse. how do you put guardrails around this president for the final ten days and i think that's the political question or the question of accountability? can you hold a president accountable and bring healing to the midst of the country?

i think republicans in this difficult spot than the e democrats because they -- the country knows they have not held the president accountable. they have enabled him, and lindsey graham's sort of shameless calls for unity and healing while he enabled this president through the course of this which led to what happened last week, they're in a more difficult spot, but the democrats have to be careful. the country wants guardrails around this president, but they also want the country to move on from the chaos and the conflict that happened before. i think each side has to balance this. and figure out the way to go. i think the republicans are in a much more difficult spot. >> let me pick up on the democrats. specifically joe biden. what's the calculus for joe biden given that they want to go into the first 100 days post-january 20th to unify the country and also pass some big legislation and in congress, if there's a senate trial happening during that time, which could happen. there could be a senate trial after the president leaves. will that totally derail any legislative potential?

>> well, i think that the biden campaign and joe biden himself all the words he's used, everything he said has been aimed at unity and healing and moving on and let's get this done. we have big things to accomplish as you say, specifically dealing with covid. i think that's his most important thing he has to deal with in his first 100 days. i do think he can do this. i think a senate trial is -- in my view, it's unlikely to happen. once the president leaves office at 12:01 on january 20th. my guess the democrats and then-president biden will move on. i think the question becomes, what does his justice department do? in all of these people that have done these things and the president need to be held accountable. that's the question. what does this justice department do? >> matt dowd, thank you very much. great to have your analysis on a sunday morning. really appreciate it. i want to remind everyone tune into "this week," our chief anchor george stephanopoulos will go one-on-one with representative alexandria ocasio-cortez.

grappling with losing three loved ones to covid in just three weeks. >> it's very shocking. still trying to process it. >> reporter: this 8-year-old lost both parents. >> he sat there and looked at her and was, like, my mom's in my heart. i know she's not coming home. >> reporter: so many patients in the city passing away, the national guard now in southern california to help move them and assist staff in jam-packed hospitals. >> most striking for me was just how crowded it was coming to the hospital, feeling of chaos walking in, controlled chaos, but at the same time it felt like things were somewhat unstable. almost at the breaking point. >> reporter: cedars-sinai medical director of the emergency department worries for his staff, too. >> the human toll of this pandemic is something that we can't fully grasp. it takes so much effort and energy to take care of them, and our staff, they're burning out.

>> reporter: nationwide, similar scenarios. states shattering covid case records and hospitalizations. arizona becoming a hot spot again, now with the world's highest infection rate per capita. state farm stadium turning into a 24-hour vaccine site on monday. >> it will just be on a first-come, first-serve, by appointment basis. >> reporter: the vaccine rollout critical. overnight, minnesota becoming the ninth state to confirm cases of that highly contagious uk strain of the virus. new york reporting more cases of it, too. >> that is, again, as far as i'm concerned, a situation with the federal government was asleep at the switch. >> reporter: today new york city rolling out vaccine hubs like this one. and there are more glimmers of hope. this illinois nurse receiving both vaccine doses from her own nurse daughter. i wonder if this changes your dynamic with all the patients going forward. >> when i'm giving them, i try to reassure them. i gave it to my mom and we're both doing great.

it's full circle. it's like, i gave birth to her and she's going to keep me alive because she's giving me this life-saving vaccine. >> reporter: mom and daughter said what happened was a coincidence. they didn't even request each other, but truly an emotional moment for both of them. whit? >> all right, zohreen, thank you so much. joining us now is dr. ashish jha. dean of the university of brown school of public health. dr. jha, good morning. great to have you with us on this sunday. we have a lot to dive into here. i want to start with this. president-elect biden says that he will release nearly all available vaccine doses as soon as he's sworn in rather than hold back millions to make sure that the second doses are available. is this a wise decision, and given the delays that we've seen so far, is there a risk that some people may not get their second doses in time? >> hey, whit. good morning. thank you for having me on. i think it's the right move for the variety of reasons. we got to start getting these vaccines out to the states. states don't know when they're going to get their vaccine

orders. and i think in general most people, probably all people should be able to get their second dose exactly on time. and the reason is that we're going to have production systems that are going to keep up. there's a balancing act here, but given the time we're in i think this is the right move. >> speaking of bottlenecking at the state level, fda commissioner dr. hahn are now encouraging states to expand vaccinations to people over the age of 65. now some states, like new york for example, expanded the age to 75 and older, but governor cuomo said it would take up to 14 weeks before others can have access, so if you're 74, 73 years old, you'd have to wait until mid-april, is that good enough? >> no, it's not anywhere near good enough. look. we're in the middle of a horrible surge. that variant that was mentioned is probably never state, or most states in the country. we've got to get people vaccinated quickly, and i actually think everybody over 55, certainly starting with

people who are 75, but working our way down quickly is the right approach. we've got to protect older people during this surge. waiting until this just doesn't work. >> we're already seeing some states make some adjustments to the phases in the rollout there. a number of cases we've been talking about the hospitalizations, the deaths, it's just been devastating and the surge. we've seen the post-holiday surge. some estimate we haven't even seen the peak of that holiday surge yet, and in california, people have been stuck in ambulances parked outside hospitals for hours because there's no room in some of the icus. what do you expect to see in the coming weeks? >> yeah, so we're starting to see the effect of the holiday surge now in terms of infections, whit, but we're not yet seeing it in hospitalizations and deaths. we crossed 3,000 deaths a day consistently this past week. those are deaths from infections from mid-december. so i'm very worried about what's going to happen to hospitals and deaths in the weeks to come. that's why we're in such a tough time, we got to get people vaccinated and we got to keep

people wearing masks and social distancing. >> extremely important in these months to come. dr. jha, thank you so much for your time. we appreciate it. dan, over to you. we are going to turn now to the search for answers after that indonesian airliner went down. overnight, more debris was found at the apparent crash site in the java sea and abc's gio benitez is right here with more on this. gio, good morning to you. >> reporter: hey, dan. good morning to you. yeah, overnight, they also located the position of the black boxes. those are critical in understanding what happened here. now they're working to recover those from the bottom of the java sea. take a look at this -- we're getting new images right now from indonesia. this is underwater video showing the debris on the sea floor. now, the boeing 737 took off saturday afternoon and lost contact with the tower four minutes later. it plummeted, listen to this, 10,000 feet in just 30 seconds.

62 people were on board, including seven children and three infants. this flight took off from same airport as that 2018 lion air crash. that killed 189 people. that plane was a max plane, grounded for two years after those deadly crashes. this plane was not a max. it was an older model. so this investigation is just getting started, dan. >> 62 people. do we have any idea what could have caused this plane to go down? >> reporter: well, dan, right now, it's just too early to know for sure. they're certainly looking at it and they'll have to look at it from catastrophic failure to the possibility of a bomb. eva. >> gio benitez, thank you. time now for a check of our weather. and the one and only rob marciano. good morning to you, rob. >> good morning, eva. we have some snow that's moving across the midsection of the country into the southern plains. here's what it did yesterday across colorado springs, just a couple of inches of snow but certainly enough to do some damage as far as a lot of traffic accidents on the highways. that car being flipped over

take a look at this video out of gainesville, florida, from 2016. a hispanic man working, cleaning outside of a gas station when all of a sudden, a stranger punches him in the back of the head. >> this is for trump. >> reporter: an abc news investigation found that when it comes to violent acts, threats or alleged assaults, president trump's name appeared in more than 50 criminal cases. and some of the suspects charged were found to be mentally ill. others dangerously devoted to their politics. this male bomber pleaded guilty in 2019 to 65 federal charges. after targeting some of the president's most vocal critics. his lawyer telling the judge, quote, we will leave the president's rhetoric contributed to his actions in this offense. and back in 2018, this man was arrested after threatening to massacre employees of the boston globe for their coverage of trump, calling the journalists, quote, the enemy of the people.
