the verge of becoming the first american president to be impeached twice as lawmakers vow to hold him accountable for the capitol riot. house democrats will vote today formally requesting that vice president mike pence invoke the 25th amendment to remove trump from office. in a letter to colleagues, house speaker pelosi writing, if pence doesn't respond within 24 hours we'll proceed with bringing impeachment legislation to the floor. more than 200 members of congress now support the article of impeachment. charging the president with incitement of insurrection and at least two republican senators are calling for trump to resign including pat toomey of pennsylvania who's retiring next year. >> the best path forward, the best way to get this person in the rearview mirror for us. that could happen immediately. >> reporter: but some republicans insist that tlump should be allowed to finish his term. >> you don't believe he has committed an impeachable

offense? >> that's not really the question -- >> that's my question. >> well, i'm giving you my answer -- is there any likelihood that he could be possibly be removed between now and january 20th, and if there's no additional ensuing event, my belief is there's no possibility of that. >> reporter: the violence last wednesday came moments after trump urged supporters to, quote, be strong at this rally. >> we're going to the capitol and if you don't fight like hell, you're not going to have a country anymore. >> reporter: chaos then erupted at the capitol as congress met to confirm biden's victory. alexandria ocasio-cortez pushed back against those suggesting a second impeachment would only further divide the country. >> perhaps my colleagues weren't in that room, perhaps my colleagues were not fully present for the events on wednesday, but half of -- we came close to half of the house nearly dying. >> reporter: and a new poll

shows that 56% of americans say trump should be removed from office before his term end. now a growing number of his former allies are condemning him. >> what we had was an incitement to riot at the united states capitol. >> you think it's an impeachable offense? >> oh, sure, yeah. i think if inciting insurrection isn't i don't know what is. >> reporter: the president has been holed up at the white house, but we expect to finally see him in public tomorrow when he travels to texas to mark the completion of 400 miles of the border wall. back to the impeachment, if the president is convicted he'd lose his pension but if he resigns he can retain those benefits. speaking sunday, dershowitz said that he doubts a trial will happen. and he defended what the president said wednesday before the riot. >> in a leading case from ohio,

an unanimous decision, the supreme court basically said, as much as i disapprove of it and many people disapprove of it on merits is protected by the first amendment of the constitution. core political speech. to impeach the president for exercising his first amendment rights would be so dangerous to the constitution. >> dershowitz dismissed the option of impeaching the president after his term saying that the constitution never mentions a former president. new details about the investigations into wednesday's riots and suspects. now the capitol hill police chief says that officials in the house and senate delayed his effort to call for help. andrew dymburt has the latest. andrew, good morning. >> reporter: mona, good morning. the efforts to find some of these rioters is ramping up, but in the meantime the outgoing capitol police chief his force could have stopped the mob if federal agencies had listened to his warnings. this morning, the outgoing chief

of capitol police breaking his silence. accusing officials of hamstring his efforts to call in the national guard ahead of last week's riot. he says he requested help six times, but says his requests were denied or postponed. he warned the pro-trump rally would be larger than previous demonstrations and he claims the house sergeant at arms wasn't comfortable with declaring an emergency. "the post" says the house sergeant-at-arms couldn't be reached for comment. at least 25 domestic terrorism cases have been opened since the siege. overnight, the fbi releasing images of a wanted man seen parading a confederate flag through the capitol. a senior official tells abc news that the rioters had leadership and communication equipment and many former military members.

one of those under arrest, an air force graduate and combat vet. according to his affidavit, it was brock's ex-wife who turned him into the fbi. the man seen carrying zip ties is also under arrest. along with cleveland grover meredith. the fbi received information that he recently sent a text message saying he was thinking about putting a bullet in pelosi's noggin on live tv. and now disturbing new video inside the mob shows a police officer being dragged down the stairs, beaten with poles and even a flag. >> this door they broke down. >> oh, my goodness. >> they broke that down. >> reporter: speaker pelosi describing to "60 minutes" how her staff had to take cover for hours. >> the staff went under the table, barricaded the door. turned out the lights and were silent in the dark under the table. two and a half hours. >> reporter: all this as america mourns the loss of a hero.

a solemn procession through washington this weekend for capitol police officer brian sicknick, who died from injuries suffered in the riot. officials say that the chaos directly resulted in the death of four others in the crowd, including 50 year-old benjamin phillips from pennsylvania. who died of a stroke. a 55-year-old from alabama, who died of a heart attack. and this 44-year-old woman from georgia, her family says she was crushed by the crowd. a senior official tells us there is a, quote, serious national security concern time with joe biden's inauguration, which is one week from wednesday. mona. >> andrew, thank you. the capitol police say a second officer has died since the riot. he was off duty and not confirming cause of death. one of the president's allies is demanding an investigation after tech companies target parler, a social media app popular with conservatives, they flocked to parler after he was

kicked off twitter and facebook. apple and google removed parler from app stores, devin nunes is now calling for a racketeering investigation. indonesia the search for the black box from saturday plane crash continues. crews are focusing on signals heard north of jakarta's coast. rovers are used. 62 people died when that boeing 737 went down just after takeoff in heavy rain. more victims' remains have been recovered. time now for a look at monday weather. a rare snowstorm in central texas left up to six inches on the ground. drivers are being warned about icy roads. the heavy wet snow brought down power lines, leaving thousands in the dark. the storm moved into southeast over night, bringing snow to louisiana, mississippi and alabama. heavy rain was falling closer to the coast. the high temperature will be 49 in new orleans today and also 30s near the great lakes and slightly warmer in new york. 77 in miami.

back now with the pandemic. 374,000 americans have died from the coronavirus. the race to get people vaccinated is running into big hurdles. here's abc's megan tevrizian. >> reporter: this morning, millions of covid vaccines doses are going unused, left sitting on shelves, some even being thrown away. cdc says, of the 22 million distributed so far, fewer than 7

million shots have been administered. >> a lot of counties are having a hard time just getting vaccines into arms. and think what we're finding is, if you're spending too much worrying about tiering. if you don't have enough demand and tier a, you go to tier b and you have to get the vaccines in to arms now. >> reporter: president-elect biden hoping to accelerate the process when he is sworn in, says he'll release all available vaccine doses instead of saving some for second shots. >> we're in the middle of a horrible surge, that variant that was mentioned is probably in every state. or most states in the country. we have to get people vaccinated. >> reporter: new york city opening five so-called mega sites open 24/7. on day one sunday turnout was lower than expected. >> we had 40 people scheduled. >> reporter: beginning today, first responders in massachusetts get the vaccine. in michigan, first responders, teachers and people 65 and older will now qualify.

in texas, officials in san antonio opening a clinic, where 9,000 available slots were booked in just six minutes. in florida, state officials now using churches to vaccinate seniors. it comes as covid cases soar nationwide. one in 15 americans have tested positive. hospitals in los angeles, the current epicenter of the crisis, are overwhelmed. and they've yet to see the full surge in cases from holiday gatherings. >> i have been here 21 years. i have seen more people pass away in the past week -- past couple weeks really combined in my career as a nurse. covid continues to impact the sports world. the nba had to postpone the celtics/heat game sunday, as both teams deal with the virus. alex, mona. >> megan, thank you. authorities in central california are searching for inmates who broke out of jail.

pga is moving next year's championship from his golf course saying it would be detrimental to the pga brand. let's get more on the crisis in washington. earlier i spoke with former republican congresswoman barbara comstock and a former aide to hillary clinton, amanda renteria. barbara, i'm going to start with you. in a tweet sunday you said the house should meet to subpoena the president's phone records as well as rudy giuliani's phone records. can you explain what you meant and what's the next move? should the 25th amendment be invoked? we know the house is inching closer to a second impeachment. >> on wednesday he was calling a sitting senator reportedly to to ask him to drag this process out, and this is while the senator is with other senators, hold up under siege with people going around the capitol saying hang mike pence, and all these threats going on.

the president had not called mike pence. i think we should get those phone records, because you can go to the phone company, ask for them and see who the president was calling that afternoon, when he wasn't talking to mike pence and not doing his job of getting the national guard there, or protecting the capitol that was under assault. that is one method they can use in their impeachment. >> amanda, i want to get your thoughts as well on the 25th amendment versus impeachment. house speaker pelosi says she prefers the 25th because it gets rid of trump. >> one of the things that we have to understand here is whatever is faster is better. we are definitely at the moment under clear and present danger. i think anyone that was watching what happened on wednesday is very clear that every hour, every single day, and even as we begin to hear some of his former adviser talk about the fact that something has happened and they too are nervous. i think whatever is faster we have to move forward. >> we are getting a lot of reaction from both side of the

aisle. barbara, what do you have to say about the argument made by republicans that taking action against trump will only further divide the country? stating that joe biden ran on a platform of unity and now is the time to bring everyone together. >> sadly that argument is largely coming from people who were fomenting these lies for two months, so i don't have a lot of tolerance for that. we need to have accountability here, and that's what impeachment would be. that is why i think it's important that that does proceed. if he resigns or 25th amendment. >> congressman jim clyburn has suggested that nancy pelosi may wait until after joe biden's first 100 days in office to send the articles of impeachment to the senate. do you support that move? >> it's tricky. i don't think you can slow down the momentum, and make sure there are consequences and accountability to what just happened. that message must be sent as soon as possible. because even if biden is focused on his first 100-day agenda, i just believe this mob doesn't
