impeachment. we also checked in with a leader of the republican party here in san francisco who says not so fast. as you mentioned, nancy pelosi said she plans to introduce a resolution accusing the president of willfully enciting violence against the government and demanding he be held accountable for it. a republican party leader says this will further divide the nation, not unite it. democrats we talked to are ready to take the next step. >> he has to be held accountable. this cannot set a precedence. >> it's a bad move. it doesn't help the country, and it just exacerbates the problem as we have a new problem about to be inaugurated. >> former california governor arnold schwarzenegger, a republican, posted a 7-minute long video on twitter calling president trump a failed leader and says he will soon be as irrelevant as an old tweet. that statement from a republican

agreement with the course after the riot at the capitol. it's now the second time the pga has removed an event from a trump course. new this morning, joe biden has picked ambassador william burns as his director of the cia. he has served in the u.s. foreign service for 33 years and holds the highest rank in the service. biden says he is an exemplary diplomat with experience keeping our country safe and secure. free rapid testing continues today in a hard hit neighborhood. the line in mission district wrapped around the block sunday. these tests are for frontline workers and grocery stores, construction and restaurants to-go and takeout. there's testing and resources for the community that's been disproportionately affected by covid-19. the test positivity rate has been as high as 10% in the mission. >> it is urgent to get testing to the hardest-hit areas.

to have the stay at home order taken away. hospitals are seeing an increase in patients with no underlying health conditions. earlier in the pandemic 7% of co-vid deaths occurred among people with no underlying medical conditions. the number has gone up to 14%. all right. let's talk about what's going on outside right now. then we'll look into the future because it is going to be wet for a few handful j select, if you will, of individuals in the north bay. right now 26 in danville. that's a cool spot in the inland bay areas. upper 30s to low 40s under a partly cloudy sky. we have low to mid 40s around most of the bay and into the south bay. milder around san francisco and along the coast. 48. and 37 to 42 with a thicker fog across the north bay. that's around for the better part of the morning commute. it hasn't made it way to san francisco and need the heater this morning if you're going to be working from home or remote

learning. walking the dog, chilly. bundle up this morning and we have flooding possible around the bay and the coast, especially this morning because of king tides at 9:14 at the golden gate bridge. a little bit sooner at our beaches and later in the bays. i want to look at future radar. we're in and out of the cloud cover. the sunshine is darting in and out. for the most part, it's dry today. green around mendocino county. a stray shower in the north bay. tuesday storm passes close enough that we have random showers in the north bay and tuesday night into wednesday morning some of those try to make it to the golden gate. they're random and light. not going to put a storm impact scale on them. in fact, if you look at this, not until about 1:30 tuesday do we see anything measurable. that's near clear lake and into wednesday, it may make it as far south even drizzle wednesday morning as richmond and along the coast. for the most part, this storm system is going to pass us

hours later. all escapees are between 19 and 21 years old. many are faces charges of murder and attempted mur. they're considered armed and dangerous. if you see them, you're urged to call 9-1-1. extremely rough surf around the bay area has led several search operations along the coast. some are still active right now. a person is missing. another in the hospital in pescadero after they were swept under waves searching for muscles. there's video of the system there. a witness was able to pull one of them out of the water. but it is believed that the other person was swept out to sea. in marin county, the search for a han jose man pulled into the ocean will start again this morning. the national park service says the man in his 30s got caught in high surf off the point. a dozen children thankfully are safe this morning after rough water toppled the boats they were on off the coast of santa

cruz. four to five small sailboats overturned outside the harbor. one witness says the waves tumbled over them, quote, like dominos. the fire department had extra staff on hand yesterday because of the small craft advisory in effect warning about the dangerous surf. thankfully all 12 children were rescued without any injuries. >> we could see fresh local crab return to the market as soon as this week. crab pots are stacked on boats waiting to head out for the first catch of the season. it usually starts in november, but crab fishermen and wholesale buyers had trouble agreeing on a price. the crabbers are expected to bring in their first catch early wednesday. that means you could have it fresh by wednesday night. >> a lot of people looking forward to that. one of california's most famous bird couples is at it again and the world is watchin. and so are we. let's check in and spy on them and see what they're doing right now. it looks like somebody is taking a map.

this is the live camera that is set up near big bear and the nest belongs to the bald eagle that goes by jackie. it's good to see her resting. she laid an egg over the weekend. she's guarding her turf and keeping it warm. the father named shadow has been checking in periodically while he forages for food. they last one egg to ravens last week. bald eagles usually incubate their eggs for about 35 days. let's look at shadow for longer. couldn't we just look at this far little while longer? >> this is rude we don't give them privacy. >> is it? do they look bothered? >> do they know? >> she looks bothered. he looks like he's fine. she has her whole body turned to the camera. >> she was just sleeping good. that's all. you know how it is. >> she found out she's been spied on. >> she's like go get me something. >> i'm so happy for them.

new developments this morning, the woman whose puppy was stolen during a violent armed attack in frisk last week says the assault was likely planned by a group of highly sophisticated criminals. now last tuesday sara was walking her dog on high street. her dogs. this was on hide street and broadway. three men attacked her at gunpoint. they drove off with her french bulldog. she says they were waiting for her to believe her apartment. the dog still hasn't been found. >> it's a winter tradition for birders in northern california. hundreds of volunteers participated in the mid winter bald eagle count at lake tahoe. there was a low point in population 50 years ago because of ddt. in the late 70s the bird was nowhere to be found in the tahoe
