icu troubles continue in the bay area. how some of the hardest-hit hospitals are preparing. >> mass vaccinations are beginning in the bay area. where it is now happening and why san francisco has no plans so far to do the same. no new charges against the second officer in the oscar grant case. family members react tonight. large breaking waves and king tides prompting advisories. i will have a closer look coming up. "abc 7 news" at 11:00 starts right now. building a better bay area for a safe and secure future. this is "abc 7 news". all of our services are at capacity, maybe even a little over capacity. our icu is full, our emergency department is full.

>> a stark assessment tonight by one of the hardest-hit hospitals in the south bay. you can see why. the bay area region's icu availability is at its lowest level ever, just .7%. a reminder that doesn't mean there are no beds available. it means bay area hospitals are in surge capacity mode. with that comes intense pressure as covid cases continue to climb. "abc 7 news" reporter chris reyes talked to a doctor who said he is worried for the weeks ahead. >> reporter: it may seem calm on the outside but inside regional medical in san jose, a troubling trend showing no signs of getting better. >> our icu is full, we are in overflow settings. the majority are covid, and the majority in the icu setting are on ventilators. we've found hallway spaces we didn't know existed. >> reporter: hospitals all over the bay area including regional medical continue to struggle with the shrinking icu capacity

with no end in sight. >> hospitals are deferring all but the most emergency surgeries. so there can be people who have even some heart conditions who are just not in surgery right now. >> reporter: a piece of good news, the number of new covid-19 patients has slightly leveled off since the post-thanksgiving surge, but public health officials say the real problem is that numbers are not going down. >> most of the models right now at the current positivity rate would suggest we're going to be in this mode for the next five to six weeks. so that's what we're preparing for. >> reporter: while hospitals prepare, public health officials hope their stern warning will keep people out of their icus in the first place. >> every individual's decision really impacts what happens to our hospitals. >> reporter: in san jose, chris reyes for "abc 7 news." clurntl currently the u.s. s averaging more than 3,000 new covid cases a day. the virus has claimed 376,000

lives. there is a small bain in tgain right direction. the state saw an increase of 6% in the number of people in the hospital. the governor says it is among the smallest increases we have seen in some time. earlier newsom depaid plans to get through the state's backlog. cdc data showed california received more than 2.8 million vaccine doses but has only given 783,000 vaccinations. newsom wants to extend the list of eligible vaccinators to include fapharmacists and other. we are engaging in terms of the vaccination protocols. >> he also wants to loosen up the tiers and rules by which providers administer vaccines. the state is taking action to ensure 1 million people are vaccinated by this weekend.

mass vaccination sites are opening up across california. so far they include cal expo in sacramento, dodger stadium in los angeles and petco park in san diego. tonight we learned disneyland resort will be used as a mass vaccination site in orange county but the park will remain closed to visitors. in the bay area two sites are being considered. today san mateo launched its first vaccination clinic. here to explain why san francisco so far has no plans to set up a site. >> the vaccine, we need to find a way to scale it. >> reporter: san mateo county supervisor wants to see 1,000 to 2,000 people get vaccinated at the county fair center where people lined up for the drive-through clinic, the bay area's first mass vaccination setup. >> hopefully what we will be able to do is learn quickly from our mistakes and create a model that works. >> reporter: officials in

alameda county are expected to vote this week about launching a drive-through vaccine site at an oakland coliseum park. and the 49ers sent a letter offering up levi's stadium as a site to store and administer vaccines to residents. as for san francisco, the supervisor asked when the department of public health would do the same. >> they said that they as the san francisco department of public health are not responsible for mass distribution of the vaccine. well, then who is? >> reporter: san francisco's covid command center sent abc 7 an e-mail suggesting because most residents are privately insured they would rely on helicopter care providers to deliver the vaccine. >> it is the wrong approach. we just say, well, go talk to kaiser, i don't think it is going to get done fast enough. >> reporter: chief of emergency medicine at san francisco general dr. chris cowell says the hospital created a new area on the fourth floor of the old hospital exclusively for giving vaccines. >> just having a large space is not the answer by itself, but it is part of this.

the design of the space, getting lots of people in and out in an efficient manner, is important. >> reporter: kate larson, "abc 7 news". over in the east bay, contra costa county set an aggressive vaccination goal. county leaders want to vaccinate 7,000 people a day. health officials are beginning to assign vaccines to the next phase, phase 1b tier one including educators, child care workers and everyone over the age of 75. >> i'm just hap to py to be get it where millions of people aren't right now, and they really need to. >> most people in the county will learn it is their turn to get vaccinated through their health care plan. contra costa officials estimate they will need to vaccinate 725,000 people to achieve herd immunity, hopefully in the next six months. vaccine distribution hasn't gone as smoothly as some had hoped in santa clara county, so tomorrow the board of supervisors will consider a proposal requiring health care

systems to provide a detailed plan on when and how members can get vaccinated. it is estimated nearly half of the county's 2 million residents are served by kaiser permanente or center health. >> the bottom line question for most of my constituents is, look, i want the vaccine, when, where and how do i get it? we need to have a crisp answer for that if we want folks to line up in a timely fashion. >> supervisors will also decide whether hospitals need to submit their vaccination numbers. new developments. despite pleas from oscar grant's family, alameda county's district attorney says there will be no new charges filed in the case. "abc 7 news" reporter j.r. stone is in oakland where grant's family is vowing to keep the fight going. >> my heart hurts on today because 12 years i've been crying out for justice for my son. >> reporter: oscar grant's mom wanda johnson fighting back tears monday, the same day alameda county district attorney

naenls o'malley announced she would not file charges against former b.a.r.t police officer tony peroni in the death of oscar grant. >> my son's head was smashed against the wall and he was kicked and he was punched, and the officer peroni still walks around free today. >> reporter: a 2019 independent report found peroni struck grant in the head and kneed him. he can be seen holding grant down in this video. a newly-released report by o'malley's office found there was no injury to grant's head or neck that contributed to his death, saying that former officer messerly filed the fatal shot and was previously convicted of involuntary man later. >> we conclude we cannot prove peroni guilty beyond a reasonable doubt. for was there enough evidence to charge him with murder in 2009 and there is not enough evidence now. >> reporter: grant's family

the same time as the confirmation hearings for his cabinet. elizabeth schulze, abc news, washington. the chp is preparing for potential protests at the state capital. it all comes following a warning from the fbi. armed demonstrators plan to show up at all 50 state capitals starting this saturday and going through next wednesday's inauguration of joe biden. there is at least one group planning to hold a rally on inauguration day and they have applied for a permit. the organizer says the chp has told him the permit could get yanked at the last minute. >> there was some concerns that we were going to have our peace rally highjacked by another group, and, quite honestly, i told him that's the reason i want to hold the peace rally. >> the fbi has set up command posts to help and governor gavin newsom says he will activate the national guard if necessary. facebook, google, airbnb and lyft are among the bay area companies freezing political donations following last week's insurrection at the u.s.

capitol. airbnb got specific and is going to withhold donations from republicans who voted against certifying the election results. there were more than 120 in the house and seven in the senate. it wasn't a tweet, but someone used twitter to get their message across tonight. sky 7 captures anti-trump messages projected on twitter's headquarters in san francisco. this was to show support for the company's decision last friday to permanently suspend donald trump from the platform. twitter says since friday it has suspended 70,000 accounts for sharing qanon content. all right. time to turn to our weather because it is going to be changing here pretty soon, dionne. >> yes, practically feeling like spring, sandhya. yes, especially when you start to see the 70s on the seven-day forecast later on this week. let's look at live doppler 7 and you will notice a steady stream of moisture, all in association with an atmospheric river, is pushing into the pacific northwest where they're getting a good drenching and some snow as well.

it is just kicking up the waves for us here in the bay area. we have 28-foot waves coming in our direction, 22 there over the pacific. so basically watch out as those waves are building. currently, we have a high surf advisory that starts tomorrow morning at 10:00 a.m. it runs until 3:00 p.m. wednesday. those wave heights could be up to 30 feet. there is a risk of rip currents and sneaker waves and definitely some coastal erosion expected. in addition to that we have king tides this morning, we are expecting them again tomorrow, prompting a coastal flood advisory from 5:00 a.m. to 1:00 p.m. tomorrow, minor flooding not out of the question especially with the higher-than-usual tieds, the king tides, close to 7 feet at 11:26 in the morning in san francisco. watch out. it will vary from location to location by a few minutes. live doppler 7 showing we are getting a lot of clouds from the sis peop system moving into the pacific northwest but not amounting to much in the bay area. temperatures in 40s and 50s.

here is a live look from the san jose camera and visibility is good from this vantage point. a few north bay showers the next two mornings. warming trend later this week and we are looking at near record high temperatures as we head toward the end of the workweek, beginning of the weekend time period. the system i just mentioned, all right. tomorrow morning around 9:00 a.m., right around the mendocino, sonoma county, a couple of showers and that's it. heading into wednesday morning, a possibility of isolated showers and then the system is out of here. after that we will notice the temperatures cranking up. first thing tomorrow morning, most of you will be in the 40s, a few upper 30s and all of the cloud cover will keep us insulated. we will definitely have some fog. it is there around half moon bay, so the temperatures mainly 40s as i mentioned. tomorrow afternoon you are looking at 50s, 60s, about where you should be to a little bit above average for this time of the year, but a lot of clouds will be around tomorrow afternoon. here is a look at the accuweather seven-day forecast.

a few morning showers tomorrow in the north bay and begin on wednesday. that's about it. after that we are going with a dry pattern, possibility of records, and those temperatures anywhere from the upper 60s to the low 70s for our warmest bay side and inland communities right along the coast. it is going to be quite mild as well with low 60s. we have the winter warmth coming our way as we head towards the weekend. >> all right.
