morning, mainly for scattered light showers across the north bay. potential for measurable drizzle for the morning commute for the rest of us. you're saying that looks like a nice shield of moisture, it is at about 10,000 feet. 5,000 feet very dry. it has to penetrate the dry layer, sprinkles, light road shower this morning is possible through the north bay for the morning commute. temperatures are pretty mild this morning, low to upper 40s. mid-50s at noon. mid-50s to near 60 at 4:00. back in the low to mid-50s by 7:00. more on the rain coming up. here's reggie. >> mike, thank you. we'll be getting more answers on how exactly the general public in the bay area will be getting their covid-19 vaccines. santa clara county wants to prepare healthcare providers on a detailed timeline an when and how members can get the vaccine. it is estimated kaiser permanente serves nearly half of

the county's residents. >> the bottom line is, look, i want the vaccine, when, where and how do i get it and we need to have a crisp answer for that if we want folks to line up in a timely fashion. >> san francisco has its board meeting today. supervisor matt haney tells abc 7 news he plans to bring up how the city will deliver its vaccines to the public. as of now, the city's covid command center tells us because most residents are privately insured, they're relight on healthcare providers to deliver doses. the bay area's race to reach widespread vaccinations is a critical piece of our commitment to building a better bay area and to your health. this morning, discussions are in the works for a possible mass vaccination sites like the ones we're seeing pop up across the country and won could one couldt the oakland coliseum. amy hollyfield is live where one of the sites is now officially set up. amy?

>> reporter: that's right, this isn't open for the general public, but it is the only mass vaccination site here in the bay area. and it is proving to be a popular site. take a look at the line that formed. all of these people wanting a vaccine here at the san mateo county event center. it is only open to healthcare workers, or assisted living facility residents. one county supervisor says he would like to see 1,000 to 2,000 people vaccinated here a day. he says he knows that is a bold goal, but he says that's what we need right now. >> what we want do is end covid simply, and to get this economy stimulated. and the only way that we're going to do that is roll it out, this vaccine. >> reporter: so, can other bay area counties figure out how to do this? well, officials in alameda county are expected to vote on friday about launching a drive-through vaccine site at the oakland coliseum in the parking lot. the baseball team, the oakland

athletics and state and local health officials are all in talks to launch this site. no word on when it would open. back here in san mateo county, this site is expected to be open for the rest of the week. live in san mateo, amy hollyfield, abc 7 news. this morning, contra costa county is setting an aggressive vaccination goal, leaders aiming to vaccinate 7,000 people per day. health officials say they are now working toward phase 1b, tier one, that would include teachers, child care workers and everyone over the age of 75. most people in contra costa county would be notified by health care provider for their vaccination. the county estimates it will need to vaccinate 725,000 people in order to get to herd immunity, hopefully in the next six months. on our website, you'll get an idea of when you'll be able to get your shot. we put together this easy calculator tool to find your spot in line. it is at abc7news.com. this morning, the bay area's

icu availability is at its lowest ever. it is at just .7%. and we want to remind you that doesn't mean there are no beds available, it means that bay area hospitals are in a surge capacity mode. now, in the south bay,bay,bay, reegional medical center is struggling. the only reason that hospitals are not overflowing into the parking lot is because of the non-covid patients they are having to turn away. >> our icu is full, we have -- we are in overflow settings. the majority are covid. and the majority in the icu setting are on ventilators. we found hallway spaces we didn't know expected. >> there is some good news. the number of new covid patients has slightly leveled off since the post thanksgiving surge. but, officials say the real problem is that numbers are not going down. lawmakers could vote to impeach president trump for a second time as early as

tomorrow. and this would be the first time in u.s. history something like that has happened. more than 200 house democrats introduced a single article of impeachment yesterday, they are charging the president with incitement of insurrection for inciting violence against the government of the united states following the capitol riots. house speaker nancy pelosi first urged vice president mike pence to invoke the 25th amendment and remove president trump from office but that doesn't seem like it is going to happen. facebook started removing all content that mentions the phrase stop the steal. now why the company is making that move now. jobina? >> the social media giant says it will ramp up enforcement against the phrase, which was used by participants during the violent siege on the capitol last week. the slogan stop the steal has become a rallying cry among president trump supporters. they were egged on by trump and his allies with false claims of

election fraud. the move comes as tech companies face criticism for their role in the riots, along with the growing risk heading into president-elect joe biden's inauguration next week. facebook's vp of integrity guy rose n wrote in a blog post, ou planning took on new urgency after last week's violence in washington, d.c. and we're treating the next two weeks as a major civic event. president trump remains banned from facebook. >> thank you. conservative social media app parler is suing amazon for shutting down its service. the complaint asks for a temporary restraining order against amazon and calls the decision, quote, a death blow to parler. meanwhile, amazon will no longer sell products related to qanon. qanon supporters played a key role in the attack at the u.s. capitol. in announcing the ban, amazon cited its policies that prohibit offensive items and inappropriate content. no charges filed against a b.a.r.t. officer involved in the killing of oscar grant.

two b.a.r.t. directors in oakland city council member will hold a news conference today. they plan to denounce alameda county's decision not to file charges against a b.a.r.t. officer in the killing of oscar grant. a report found that b.a.r.t. police officer tony pirone stuck grant on the head and kneed him. pirone can be seen holding grant down in this video. a newly released report by o'malley's office found there was no injury to grant's head or neck and that former officer johannes mehserle convicted of involuntary manslaughter fired the fatal shot. >> my heart hurts on today because 12 years i've been crying out for justice. >> grant's family says 50,000 people have signed a petition demanding that pirone be charged. abc 7 is committed to racial and social justice as part of our effort to build a better bay area. to join the fight and find your ally, go to

abc7news.com/takeaction. abc 7 news is focused on efforts to build a better bay area and that includes solutions to the homeless crisis in san francisco, which is now an even bigger issue because we're in this pandemic. two new navigation centers are set to open in the next month. the examiner is reporting that one center will be in the bay view on evans avenue and has more than 200 beds but to make sure that people are social distanced, only 115 beds will be occupied. the second center is set to open next month on post street in lower knob hill. it will house more than 40 young people experiencing homelessness. this is part of the commitment to create 1,000 new shelter beds. the city of berkeley wants to ban the sale of gas-powered cars by 2027. all in an effort to combat climate change. city council will ask the city manager next week to do a study to see if this plan is feasible. then they will consider an ordinance that would phase out the sale of 80% of gasoline,

diesel and natural gas cars. it wouldn't apply to trucks. the mayor says the timeline is, quote, not realistic, but is commending the effort. this comes after governor newsom's announcement back in september to ban the sale of new gas powered cars by 2035. new at 6:00, a south korean startup developed a smart dog collar that tells people what the barks mean. the pet pulls collar is powered by artificial intelligence. it uses voice recognition technology to monitor a dog's emotions like being happy or relaxed, anxious, angry or sad. that data is transmitted to a smartphone application so owners can track every mood. >> it comes with activity tracker, and rest tracker. with activity tracker it will show that how much activity has been done, how much -- based on the calorie consumption analysis, at the same time the rest tracker shows how much rest the dog need or how tired

all right. let's talk about what's going on outside. we're going to be looking up. some showers will be coming down on us, especially the north bay, very specific storm impact scale for mainly the north bay. it is a 1 today through tomorrow morning. less sunshine for the rest of us. if we get anything measurable, it will be drizzle during tomorrow morning's commute. brighter weekend on the way. from the tower, 50 degrees out there, which is a lot warmer than it should be this time of the morning. this afternoon, about 58 to 62 degrees. the cooler temperatures will be up across the north bay, rain cooled air is in. we'll get a little bit of sunshine in the south bay. and that's why you're a little bit warmer than everybody else in the low to mid-60s. that atmospheric river passing us to the north is still drawing in some pretty mild air, even though we're not going to have a lot of sunshine today. look at all that valley fog. just about every single valley covered tonight and that will keep us mild once again. mid-40s to around 50 degrees.

investigators figure out what caused the plane to nose-dive just minutes after it took off from jakarta. the jet plummeted more than 10,000 feet in just 30 seconds. it is not clear if the plane's flight data or cockpit voice recorder were activated at that point. 62 people, though, were on board. a san jose bakery is building a better bay area one cannoli at a time. it is called holy cannoli, and it is celebrating the grand opening. the owner calls it a covid-19 victory. she's been delaying the opening since march. she started as a home chef and opened a catering business and now has a shop of her own and she's using it as a way to help others write their success stories. they specialize in hiring people out of recovery so they can build their lives back up. >> my goal is to help them be successful and take whatever knowledge they learned here with me and with my crew to the next level and be able to get that

is expected to speak at 1:30 this afternoon. in san francisco, mayor london breed and director of public health dr. grant colfax will also be giving a covid-19 update at 11:15 this morning. you can stream both of these on our website, abc7news.com and also on our abc 7 news app. this will come as the bay area, california, and the country really continue to battle the virus. more than 376,000 americans have died. the u.s. is averaging a little more than two people dying every minute. and 30,000 people have died here in california. you can see on the right, though, there is only a 6% increase in hospitalizations over the past two weeks and the governor says that's one of the smallest bumps that we have seen in some time. governor newsom just updated the state's strategy to try and fight through california's vaccine backlog. cdc data shows that our state is 43rd nationwide and that includes washington, d.c., when it comes to administering the

vaccine per 100,000 people. governor newsom wants to expand the list of people who can give the shots to include pharmacists, dentists, national guard teams and more. >> fire agencies and nursing schools will be essential and critical and we are engaging them in terms of the vaccination protocols. >> he also wants to loosen up the phases of the vaccine rollout, which decides who will get it when. the governor is hoping to have 1 million californians vaccinated by the weekend. and one way to do that mass vaccination sites. some of the most well known sports stadiums and fair grounds in the state are welcoming people by car, that includes cal expo in sacramento, dodger stadium in los angeles, and petco park in san diego. disney land resort is serving as a mass vaccination site for orange county. this is new video of tents up at the resort this morning. the park is still closed to visitors. so what about here in the bay area? san mateo county launched the

first mass vaccination clinic on monday and amy hollyfield is live with the plans. amy? >> reporter: hi, good morning, reggie. officials here say they would love to see 1,000 to 2,000 people get vaccinated here a day. they know that is a bold goal, but they say that's what we need right now. it does look like it is going to be a popular site, look at the line of people who showed up here at the san mateo county event center, hoping to get a vaccine. this is the first massive vaccine site in the bay area. san francisco does not have one. one supervisor is asking why and he does not like the answer. >> they said that they, as the san francisco department of public health are not responsible for mass distribution of the vaccine. well, then, who is? >> reporter: he says he does not like the idea of relying on private providers handling this. it will move too slowly and the pace has been slow across the

state. california only administered 31% of the doses the state has received. so that means the other 69% is still sitting in the cooler. the site here in san mateo is for frontline healthcare workers and residents of assisted living facilities. it will be open for the rest of the week. i remember in the spring being here announcing this was a new covid testing site. now it is a massive vaccination site. this is a sign of progress. reporting live, amy hollyfield, abc 7 news. new this morning, health and human services secretary alex azar says the federal government will release all doses of the covid-19 vaccine it has been withholding as a safety stock. >> we now believe our manufacturing is predictable enough we can ensure secretaond doses are available for people from ongoing production. everything is now available to our states and our healthcare providers. we got to get it to pharmacies, get it to community health centers and we're here and we'll deploy teams to support states doing mass vaccination efforts

week's capitol siege. this morning, capitol police officers are being investigated for their roles in the riots. this comes as potential protests are planned at all 50 state capitols starting this weekend. jobina has the details there. >> thank you, reggie. two capitol police officers have been suspended and at least ten more are being investigated. san mateo congresswoman zoe lofgren says there will be an investigation into the videos that appear to show officers letting rioters into the capitol. meanwhile, police departments across the country are preparing for potential protests. the fbi is warning armed demonstrators are planning to show up at all 50 state capitols, starting saturday through next wednesday's inauguration of joe biden. mayor muriel bowser, washington, d.c., says she's calling for an emergency action. >> i made several requests of the federal government, including expanding the security perimeter for the event -- for

tests from the startup cureativ and the fda warned they could provide false negatives. this comes one day after los angeles county stopped using tests at pop-up sites like this one. now the examiner reports the san francisco unified school district is pausing its pilot program with cureativ. the health department ended its partnership with the startup according to the press democrat. the university of california isn't planning to return to primarily in person classes until the fall. leaders say advancements in the availability of covid-19 vaccines gives them hope for the next academic year. on campus learning with limited exceptions has been suspended at all ten uc schools since last spring. the california department of -- the california federation of teachers wants to delay the state's return to in person learning. the union is calling for an automatic four-week halt to all in person k through 12 education in california. the union's president says the lives of teachers and students shouldn't be put at risk.

showers are the best. low to mid-50s around lake port and ukiah and upper 50s the rest of the north bay. the rest of us in pretty much the low to even few mid-60s in the south bay. a little sunshine making it through the cloud cover. tonight, look at that valley fog. mid to upper 40s with some drizzle possible, it is going to be fairly mild night considering our temperatures should be in the 30s to low 40s. a look at the long atmospheric river that is going to pound the pacific northwest with up to a couple of inches of rain. it will bring us some scraps, it is developing really big boomers as far as breakers, up to 20 feet. sneaker waves, rip currents, coastal erosion, you name it, it is all happening at the coast. so do not turn your back on the water, do not go out on the rocks or the jetties. a sneaker wave knocks you off, pulls you into the 52 degree water and you have the cold paralysis, makes it hard to get back in. we got king tides also. so coastal flooding possible
