second time. that has never happened before in american history. the vote on track for tomorrow on an impeachment article that charges president trump with inciting insurrection, calls him a threat to national security. democracy and the constitution. let's take a live look at the white house. the president as we know has not made a public appearance since the attack on the capitol. that is scheduled to change today. mary bruce starts us off with the latest from capitol hill. good morning, mary. >> reporter: robin, good morning. we are now heading for what is sure to be an historic two days here on the hill. democrats are moving at an extraordinary speed here. a second impeachment vote now imminent. law makers are being summoned back to the capitol, still in shock, but determined to hold the president accountable. this morning, democrats are on the cusp of impeaching president trump again. charging him with incitement of insurrection for urging his supporters to march on the capitol. disturbing video showing the violence that unfolded as police

attempted to stop the mob without success. [ crowd chanting ] >> reporter: this morning, the house speaker is still holding out hope that the vice president will remove trump by invoking the 25th amendment but that seems highly unlikely, though pence has not publicly ruled it out. he and trump last night speaking for the first time since the siege. if pence doesn't act within 24 hours, pelosi says the house will move to impeach, a vote expected as soon as tomorrow. >> every day he is in office he remains a real and present danger to the country. >> reporter: and democrats have the votes to impeach trump for an historic second time. >> anyone who incites an insurrection should be investigated and prosecuted, no one is above the law. >> reporter: some republicans are also expected to back the move, though most remain opposed. the top republican in the house, kevin mccarthy, saying, an impeachment at this time would have the opposite effect of bringing our country together, but more republicans are distancing themselves from trump. congressman madison cawthorn, a rising star in the party, who

spoke at the rally right before the riot egging on the crowd and later voted to overturn the election results, now says it was a mistake for trump to urge the crowd to march to the capitol. >> he never should have directed that crowd towards the capitol building because there was a bad outcome destined at that point. >> reporter: dozens of major businesses are also cutting ties with trump and his allies, even his personal friends are taking a step back. new england patriots head coach bill belichick turning down the president's invitation to receive the medal of freedom, citing the tragic events of last week, saying in a statement, above all, i am an american citizen with great reverence for our nation's values, freedom and democracy. remaining true to the team and country i love, outweigh the benefits to any award. if trump is in impeached in the house, if question then becomes when will the senate start its trial? president-elect joe biden well aware that a trial would likely

dominate the early days of his administration is now wondering if there is a way to do both, work on his agenda and hold a trial. >> half day on dealing with the impeachment and a half day getting my people nominated and confirmed in the senate. >> reporter: as for president trump he is still holed up in the white house silent since twitter kicked him off the site. this morning growing concern about another horrific fallout of this riot, the possible spread of covid. two members of congress have now tested positive after being forced to shelter in place. one of them is blaming her republican colleagues who she said, quote, cruelly refused to wear a mask and recklessly mocked colleagues when offered them. she wants those republicans to be fined. >> could be a superspreader event on top of everything else. let's bring in our chief white house correspondent jon karl for more. we just heard mary's report that vice president pence met with

the president last night. >> reporter: i'm told it was a 90-minute meeting, one-on-one. both describing it as a positive meeting where they largely talked about what they've done over the past four years. but, george, this comes after the president was under enormous pressure to finally reach out to his vice president. he hadn't spoken to him since the morning of the riot at which time he threatened him, telling him he had to take action to overturn the election and i talked to one of the few senior advisers still working in the west wing who was not a family member who said that the president's treatment of his vice president was unconscionable. they had all been saying he had to finally meet with pence. >> jon, as the president is facing this second impeachment tomorrow he is also getting -- being told by his staff, legal team he could be facing some civil liability. >> reporter: yeah, and this is especially true, they say, if he goes forward with his intention to pardon himself. he's been warned by his lawyers that if he pardons himself and is later sued by those injured in the riot that the self-pardon could be seen as an admission of

guilt and could make him more liable. the president reacted angrily and is suggesting that if he can't pardon himself he won't pardon anybody else in his final days. by the way, george, we are going to see the president today. he is scheduled to go to the texas border to look at his wall. george? >> jon karl, thanks very much. amy? now to the nationwide search for members of the mob who stormed the capitol. dozens already arrested and officials expect hundreds of suspects could be charged. our chief global affairs correspondent martha raddatz has the latest on that. good morning, martha. >> reporter: good morning, amy. the rioters converged on washington from all over the country and this morning, investigators from coast to coast are trying to track down as many as they can working through thousands of images and tips. >> they broke through! it's on! >> reporter: this morning, more alarming video from the violent pro-trump mob attacking the capitol.

watch as these rioters hurl a fire extinguisher at police officers, several hit in the head. homicide detectives investigating the death of officer brian sicknick have been looking into reports he may have been hit by a fire extinguisher before collapsing hours later, but it is unclear whether sicknick is in this video. >> help! >> reporter: videos like this one, showing an officer being crushed by rioters making the d.c. police chief emotional. >> it makes me sick to my stomach just to see that video and that officer obviously he was afraid for his life. >> reporter: now fbi field officers in all 50 states are combing through videos and images along with some 45,000 tips. >> i have talked to officers that said -- who have done two tours in iraq and said that this was scarier to them than their time in combat. >> reporter: the fbi urgently hunting for this man, suspected

of planting these two powerful pipe bombs in the rnc and dnc headquarters, releasing new photographs highlighting the suspect's distinctive backpack and shoes. also asking for help identifying this man in this sickening image carrying a confederate flag through the capitol. hundreds could face arrest in the coming days. so far only 70 arrests have been made. jake angeli, who appeared at multiple pro-trump events dressed in the costume he wore during the attack on congress, now in an arizona jail facing violent entry and disorderly conduct charges where his mother says he's refused to eat since turning himself in this weekend. >> he gets very sick if he doesn't eat organic food. literally will get physically sick. >> reporter: adam johnson, the florida man caught on camera carrying nancy pelosi's lectern charged with three counts, including theft of government property.

he was released on bond after posting $25,000 in bail. and now, ohio congressman tim ryan revealing that up to 15 law enforcement officers are under investigation for their response to the assault. >> it was appalling to be side-by-side with the heroes that were doing everything right and then having others taking selfies with the domestic terrorists. >> reporter: the capitol police department saying several officers are currently suspended and that they are planning to, quote, investigate these behaviors for disciplinary action up to and including termination. and it is not just law enforcement, investigating its own, there were a number of former military involved in the siege at the capitol and possibly active duty. the pentagon asking for help in identifying any service members involved in the attack or

promoting extremism. robin? >> beyond disturbing. all right, martha, thank you. as you know, the united states on high alert this morning. the fbi warning of plans for armed protests at all 50 state capitols with threats of storming government buildings. our chief justice correspondent pierre thomas is in washington with those details. good morning, pierre. >> reporter: robin, good morning. the fbi facing perhaps its most difficult challenge since 9/11 trying to determine if there was a plot to attack the capitol involving multiple players and now racing to respond to new threats across the country as we head toward the inauguration. this morning, security stepped up across the country after the fbi sent a disturbing bulletin warning that armed protests are being planned at all 50 state capitols. the new intelligence pointing to an unnamed armed group calling for the storming of government buildings and courthouses if president trump is removed before january 20th. the fbi saying this group is also planning attacks here in d.c. the day of biden's inauguration. specific threats identified

against biden and vice president-elect kamala harris and there are threats against house speaker nancy pelosi too. state officials reacting to a dangerous environment. new jersey's governor pleading with citizens not to come to his capitol this weekend to protest. >> even if your heart is 1,000% in the right place, stay home. >> reporter: d.c. mayor muriel bowser calling for emergency action. >> if i'm scared of anything, it's for our democracy, because we have very extreme factions in our country that are armed and dangerous. >> reporter: the national park service has closed the washington monument until at least january 24th citing credible threats. the fbi and homeland security officials under incredible pressure. the most i can recall since the september 11th attacks. george? >> pierre thomas, thanks very much. we have an exclusive interview now with the mayor of washington, d.c., muriel bowser. mayor bowser, thanks for joining us this morning. we just heard you say you're scared for our democracy. that's about as blunt as it can be. do you believe you have the security threat under control?

>> well, certainly, george, we have been working urgently with our federal partners to make sure that planning for this inauguration is unlike any other. over the weekend, i made several requests of the federal government including expanding the security perimeter for the event for the inauguration that's led by the u.s. secret service and asking also for a declaration of an emergency to help in the planning before the event and all of those things are in motion. >> the president declared the emergency, that is correct. you asked the national park service to rescind or deny all permits for public demonstrations through the inauguration. have they granted that request? >> they haven't, and we recognize this is an extraordinary request. we are the nation's capital. people come and have done so peacefully to protest and grieve

their government, but we want to make sure in a very extraordinary time that the appropriate limits are placed on gathering in the nation's capital. >> and you just want people to stay away. >> we do. and i have to tell you, george, last weekend i asked d.c. residents -- i amplified a message from our local activists to have d.c. residents stay out of the downtown area, to not have counterprotests and all of the film that you can see is very clear that these are white supremacist rioters who attempted a coup on our federal government to try to take over the capitol. so i want to continue to ask all of our residents to stay away from the downtown, to enjoy the inauguration activities virtually and let our law enforcement keep peace.

>> there have been some reports that some of the proud boys and other rioters from last week have actually stayed in town. are you aware of that? >> i'm not aware of it. we've taken very -- we've been very aggressive with the so-called proud boys. its leader was arrested as soon as he stepped foot in the district of columbia last week. our intelligence officials who are local are working hand in hand with the fbi. you have already reported the fbi's very broad and general warning to us and to other capitols and we will continue to work with them on any other specific information. >> there will be some 15,000 national guard troops ready to deal with any potential violence or any potential threats next week for the inauguration. do you have a better sense now of why the capitol wasn't prepared for what happened last wednesday?

>> george, i think that we are going to have some very intense questions about that and have asked the congress to have a bipartisan investigation of what happened on the capitol grounds. i think you know our metropolitan police department stands ready in any event to back up the capitol police, and we did so. some of the very disturbing video that you showed were metropolitan police officials, d.c. officers fighting against those people getting into the capitol and i am sorry that there was a failure in security that put those officers in harm's way. >> mayor bowser, thank you for your time this morning. stay safe. >> thank you. we are following a lot of other headlines including the latest on the coronavirus emergency and the race to vaccinate. there are new federal guidelines coming that could speed things up. health and human services secretary alex azar joins us live.

tomorrow as speaker pelosi is pressuring vice president pence to remove president trump from office by invoking the 25th amendment. also breaking right now, the black box has been recovered from that indonesian airline crash that killed 62 people. navy divers discovered the box which could help with the investigation into what caused the plane to go down. that happened shortly after takeoff. a big drawing, mega millions, $615 million, the fourth largest jackpot in megamillions history combined with tomorrow's $550 million drawing. in the meantime, we will continue with the latest on the coronavirus emergency. over 25 million vaccine doses distributed nationwide. but fewer than 9 million people have actually gotten at least the first dose. just over 900,000 of those in long-term care facilities. eva pilgrim joins us now with more on the mass vaccination sites finally opening in cities across the country and not a moment too soon.

eva is there at the center in brooklyn. good morning to you, eva. >> reporter: good morning, amy. this mass vaccination site is open 24/7 and even the appointments in the middle of the night are booked as many people are discovering getting an appointment for the vaccine just isn't that simple. this morning, frustration mounting as people across the country try to get the covid-19 vaccine and can't. according to the cdc, more than 25 million doses of the vaccine have been distributed. but so far only about 9 million people have been vaccinated. that's nowhere near the original "operation warp speed" prediction that 20 million people would be vaccinated by the end of december and while more and more mass vaccination sites are opening across the country, for many just getting an appointment is proving difficult. new york's governor cuomo warning appointment dates for just the first eligible group could be as far away as 14 weeks. that would be mid-april. >> i've been on the computer

since 8:00 last night and can't get an appointment. >> reporter: gloria came to this new 24-hour vaccination site in brooklyn that is by appointment only hoping someone could help her sign up for a slot. they gave her a piece of paper with a website. >> how old are you? >> 81 years old. >> you just want a vaccine. >> that's all i want. i just lost my only cousin this morning. >> reporter: alexandra has been trying to make an appointment for her 78-year-old father. he was given that same website when he came to the brooklyn site for help. >> i researched for him online and there's no timeline. there is no guidance for them. it just basically informs them that they should sign up and then wait. >> reporter: in charlotte county, florida the only way to make an appointment is online. right now the county's department of health only posts available slots on tuesdays and they fill up fast. liz has been trying to make an appointment for her 85-year-old mother-in-law for the last three

weeks. so far no success. >> it said all the sites -- or all the slots for this week have gone. try again next week. >> reporter: and more vaccines may be coming online. axios reporting that the white house is changing its plans, distributing all of the vaccines in its current stock instead of holding some back. george, i did check in with that 81-year-old woman that we met out here yesterday, gore i can't. she told me she went online to try to book an appointment and all the available slots were taken. george? >> okay, eva, thank you so much. let's bring in alex azar. secretary azar, thank you for joining us. i want to get to the vaccine but you are also a member of the president's cabinet so i have to ask you as you know the house is asking vice president pence and members of the trump cabinet to invoke the 25th amendment. that says that the president should be removed if the vice president and a majority of the cabinet declare that the president is, quote, unable to discharge the powers and duties of his office. do you believe the president is able to discharge the powers and

duties of his office? >> george, thank you for having me. and i just want to be very clear as i was when those events were unfolding last week, that the assault on the capitol was an assault on democracy. it was unacceptable. it can't happen again and i'm worried about these rumors of people gathering again in the capitol and in our state capitols. we have got to ensure a peaceful and orderly transition. you know, the inauguration of a new president is something -- this will be the 45th transfer of power in the united states. something that we invented in the world and whatever one thinks about the outcome of the election it's a moment we should all be celebrating because it is a remarkable thing, even today across the world. we have to ensure that it is orderly and peaceful. >> those rioters as you know were encouraged by the president which is why he's set to be impeached tomorrow which is why the house is asking for you and

the vice president to invoke the 25th amendment. so i repeat the question, do you believe what the president did last week shows he is able to discharge the duties of his office or not? >> the rhetoric last week was unacceptable. i'm not going to get into or discuss the 25th amendment here. i'm committed -- i've wrestled with this. i'm committed to see this through in my role as health secretary during a pandemic to ensure that vaccines and therapeutics get out to the american people and to ensure a smooth hand-off to president-elect joe biden's team. >> i appreciate that. one more question. you say you won't discuss it here. have you had discussions about the 25th amendment with either other cabinet members or the vice president? >> it would not be appropriate for me to discuss, and i never have, my conversations with colleagues or with the president and vice president, george. >> secretary, what can you tell us about the new guidance to expand access to the vaccine? >> yeah, so, we've actually -- this is just a staging moving to the next phase on the vaccine

program. we've had so much success with quality and predictable manufacturing and almost flawless distribution of the vaccine, but we have seen now that the administration in the states has been too narrowly focused. what are we doing? three things. first, we have already made available every dose of vaccine. so we had been holding back second doses as a safety stock. we now believe that our manufacturing is predictable enough we can ensure second doses are available for people from ongoing production. so everything is now available to our states and our health care providers. second, we are calling on our governors to now vaccinate people age 65 and over and under age 65 with a co-morbidity because we have got to expand the group. we've already distributed more vaccine than we have health care workers and people in nursing homes. third, we've got to get to more channels of administration.

what's your answer there, paul? >> that's a great one, johnny. so as we get older, our social circles shrink. that's not all. but many things shrink when we get older but the point here is that our social circles shrink so, therefore, what we want to do, make sure that we're in groups of people that share our values, not just interests but values so, for example, i'm in a group called bwp connect and it's about entrepreneurs but we share the value of legacy so it's very important for you to be in those groups then when you're in the group, johnny, you seem to be a reserved guy to me, you can't be shy about the fact that you're single and you want to mingle. you know what i mean? you have to be intentional. everything of value in your life i guarantee you receive that, johnny, because you've been intentional about it. love should be no different. >> so true. we're intentional in every other area of our life. all right, dr. tiff, you're going to bring us on home here. okay, you live here in new york
