president from office failed last night, and vice president mike pence explained why. >> the previous question is ordered. >> reporter: overnight, the house voting in favor of calling on vice president mike pence to strip president trump of his power after that deadly attack on the capitol. >> the facts are very clear, the president called for this seditious attack. for days he urged supporters to come to washington for the insurrection. >> reporter: but the vote overnight purely symbolic because only pence can invoke the 25th amendment to remove trump from office and hours before the vote, pence wrote this letter to house speaker nancy pelosi declari th our naon in the best pence argued, the amendment was designed to address presidential incapacity or disability and is

not a mean of punishment but in his letter the vice president did not defend trump and did not mention impeachment. today the house is expected to approve one article of impeachment, charging the president with willfully inciting violence against the government. >> we're going to walk down to the capitol, and if you don't fight like hell, you're not going to have a country anymore. >> reporter: it comes as more republicans turn on trump. publicly supporting his removal from office. >> to allow the president of the united states to incite this attack without consequences is a direct threat to the future of this democracy. for this reason i will vote to impeach this president. >> reporter: overnight at least five house republicans said they'll vote to impeach including michigan congressman fred upton age congresswoman cheney, the third highest member. cheney, the daughter of former vice president dick cheney, writing, trump summoned this mob, assembled this mob and lit the flame of atack adding there has never been a greater betrayal by a president of the united states of his office and his oath to the constitution. meanwhile, in the senate a source tells abc news majority

leader mitch mcconnell said he believes the president did commit impeachable offenses. >> mitch mcconnell, who is infuriated with the president, has not spoken to him since before the attack, and he, i am told by two people close to the republican leader, welcomes the impeachment in the house. that said he has not said to anybody that i know of how he'll actually vote in a senate trial. >> reporter: "the new york times" reports mcconnell is, quote, pleased about the impeachment vote believing it will make it easier to purge trump from the republican party. also this morning, republican senator rob portman speaking out urging the president to address the nation and explicitly urge his supporters to remain peaceful and refrain from violence, but trump in his first public appearance since the attack on the capitol showed no remorse and took no responsibility. >> if you read my speech, and many people have done it, and i've seen it both in the papers and in the media, on television, it's been analyzed, and people thought that what i said was totally appropriate.

free speech is under assault like never before. the 25th amendment is of zero risk to me but will come back to haunt joe biden and the biden administration. as the expression goes, be careful what you wish for. >> reporter: despite the expected impeachment in the house today, it's the senate that would need to convict t president to remove him from office and remains unclear whether democrats have enough support. they'd need at least 17 republican votes. and even though mitch mcconnell reportedly said he's pleased point impeachment vote, it's still unclear whether there would be enough votes to convict trump in the senate. >> political analysts say the statement from congresswoman cheney could give some republicans the cover they need to oppose the president. our political director rick klein explains what could happen next. >> mona and alex, this statement from congresswoman cheney, a game changer. that th breaking among republicans. you could have a dozen, maybe 20

plus house republicans break with their party and vote to impeach the president of the united states of the most bipartisan impeachment has ever been in this country. and it sets up quite a showdown where two-thirds vote is needed to convict in the new senate. that will mean 17 republicans would have to go along. functionally speaking all will happen after the president is out of office, but it does mean that the president could be punished with among other things being disqualified from serving in office again, losing even his secret service protection, staff and other perks that are available to former presidents and ultimately the biggest impact is that this would be a judgment for the history books, a final indelible mark of bipartisan disapproval on this legacy of the president of the united states. mona and alex. >> rick, thank you. and we turn now to security at the capitol. we learned overnight that at least nine states will be sending 6,300 national guard troops to washington for the od mningfaith. s he wh re on th.

>> reporter: hey, good morning, mona. an fbi report sent before last week's deadly riot warned of, quote, war at the capitol, and now the nation's top cop is speaking out about the chaos. breaking overnight, acting attorney general jeffrey rosen releasing a video statement on the capitol riot and the ongoing security threat. >> we will have no tolerance whatsoever for any attempts to disrupt the peaceful transfer of power on january 20th. we will have no tolerance for any attempts to forcefully occupy government buildings. >> reporter: rosen's message coming after abc news uncovered from an internal fbi memo sent the day before the attack. the norfolk, virginia, fbi office warned that the extremists heading to washington were looking to wage war sharing maps of the tunnel system and

arranging meet-up points. one threat stated, be ready to fight. congress needs to hear glass breaking and doors being kicked in. >> we're looking at significant felony cases tied to sedition and conspiracy. people are going to be shocked with some of the egregious contact that happened within the capitol. >> reporter: new pictures show the cache of weapons taken from one of the suspects. multiple firearms, a crossbow and a cooler with homemade molotov cocktails and now capitol police say they're preparing for 10,000 armed trump supporters to descend on the capitol for joe biden's inauguration next week. some have reportedly discussed forming perimeters around the capitol, the white house and the supreme court to block anyone who doesn't support trump. the national guard already putting up barricades and fences. but several republican lawmakers are outraged by new security measures at the capitol, metal detectors installed outside the house chamber. some lawmakers bypassed the

metal detectors last night in protest. congresswoman lauren boebert tweeting, i am legally permitted to carry my firearm. metal detectors outside of the house would not have stopped the violence we saw last week. it's just another stunt by nancy pelosi. other lawmakers now buying bulletproof vests. and while this morning the fbi is considering adding the suspects from last week's deadly riot to the government's no fly list. mona. >> faith, thank you. the country's top mi the memo from the joint chiefs of staff including chairman mark milley reminds the troops that their job is to defend the constitution and warns any act to disrupt constitutional process is against the law. coming up, the latest on the coronavirus. another well-known american brand falls victim to the pandemic. also ahead, how walmart is trying to make grocery deliveries much easier. and later, the most expensive house in the world. does anyone really need 42 bathrooms?

back now with the coronavirus emergency and a big change in the u.s. vaccination strategy. but abc's megan tevrizian reports many challenges still remain. >> reporter: this morning, health officials ramping up covid vaccination efforts. >> we need to do something fast in our community. our seniors are dying. >> reporter: the trump administration announces it will stop holding back vaccine doses for second shots and it's now recommending states vaccinate anyone 65 and older in hopes of getting more shots into arms. some states also accepting appointments for immune compromised groups. new mass vaccination centers are popping up around the country. dodgers stadium in l.a.

citi field and gillette stadium following suit. red tape has plagued the rollout. health secretary alex azar now threatening to cut doses to states that fail to use all of their allocated vaccines. about one-third of delivered doses have still not been given out. >> the vaccines are like the ammunition. the federal government gave the ammunition to the states and then said, okay, you guys figure it out. it's not going to work like that. nobody would fight a war like that, right? >> reporter: the race to deliver shots reaching even the most rural corners of the country. in alaska doctors and nurses are battling subzero temperatures to deliver doses using planes, snowmobiles and sleds. meanwhile, back in washington at least three members of congress now saying they've tested positive after last week's lockdown with other members not wearing masks. >> it's more than arrogance. it's more than contempt. it is a desire to cause injury to others. >> reporter: members of the

house could now be fined $500 for refusing to mask up. in the sports world the nba also enforcing stricter protocols after the celtics were forced to postpone their third consecutive game, and big news for travelers. the cdc will soon require anyone traveling into the u.s. to show proof of a negative covid test within three days of their flight regardless of citizenship. alex, mona. >> megan, thank you. a familiar site in airports across the country is going dark. cnn is pulling the plug on its airport network partly because of fewer people traveling during this pandemic. it's been running at airports for 30 years. grocery delivery is one business thriving during the pandemic, and now walmart is taking a new approach testing a so-called smart cooler that could be placed on customers' doorsteps. it would allow for round the clock deliveries by keeping frozen and refrigerated groceries cold. the company will test the cooler this spring. >> interesting.
