reaches t reaches the north bay. partnering with the county to admin shots. sky7 was over the site yesterday. we're told the human services department was contacting eligible residents for appointments. at last check the county has already vaccinated about 12,000 people. the governor says the state is now looking into expanding priority vaccine access to anyone 65 and up. that is if line with new cdc guidelines. this would have a big impact in marin county. because roughly one in three people is a senior, which amounts to around 75,000 people. yesterday that county administered around 800vaatns ts they could helpeo 7an up by the end of the month and hope to make it a drive-thru service for past and accessible shot. >> the vision is you not need to leave your car. there are more people with

disabilities and limited mobility and having a large walk thru pod is not optimal for the population. >> the county believes it can currently immunize up to 2,000 people a day. abc is monitoring the numbers with our vaccine tracker on our website. our track are also shows when you might be able to get the vaccine here in our state and you can find this on our front page on abc7news.com. there are some positive signs in california's battle against the coronavirus. the state says hospitalizations are now starting to level off. the stay-at-home order is now lifted in the greater sacramento region. its icu availability is about 9.5% right now but the region is projected to rise above 15% soon. which would allow them to open things like dining and salons and revert back to purple tier restrictions. the bay areas icu capacity is also rebounding. it is at 4.7% right now, which is a far cry from 0.7% we saw on

monday. keep in mind many local hospitals are still really slammed. while the region doesn't to be exiting from our stay-at-home order any time soon, san francisco mayor london breen says the postholiday surge is not as bad as officials expected. >> our cases are still higher than ever, the rate of increase isn't as severe as we saw after thanksgiving. >> california public health director dr. mark galli says that matches what researchers are sees at the state level. it is also an indication that the postchristmas surge is far lower than the postthanksgiving surge. >> all this means that part of the tahoe region is opening back up. but don't pack your bags just yet. lake tahoe can reopen out door dining barbershops and salons because of what you just heard regarding the greater sacramento region but the california department of public health says people should not travel more than 120 milesro puts lake taho

reach for people in the bay area. oh no. lot of people like to be going up there in fact. let me show you is it snow pack. about 50% of where it should be for this time of the year, which is pretty consistent with what we had to deal with last year. and look at this. the forecast actually calls for temperatures nearing records by friday. 58, and then sharp cold front will bring us back to the low- to mid-40s monday and tuesday which is where we should be. back at home the extra moisture in the area, we're up to 7 degrees milder that be this time yesterday. one of or warmest mornings with mid- to upper 40s in the south bay. and 50ed around alameda, san mo. here is a look from the tower in san francisco. about 51. milder than average if you are exercising whether it is morning or this afternoon.

county leaders say somebody gained access to the state's scheduling system cal/vax and sent out texts. >> we know because we just had a huge number of people show up at berger who didn't have an appointment. >> it is a county run vaccination clinic on berger drive. people who showed i but did not meet the criteria had to be turned away. during tuesday's supervisors meeting a county official said the breech involved the state's website but said the county system is still secure. >> what a mess. we've learned the amount of unemployment funds stolen from california taxpayers last year may be four times higher than initially thought just a month ago. on your side team has been looking into this from the beginning. and it is one of the most clicked on stories right now. and it is the unemployed caught in the middle.

>> reporter: since the start of the pandemic we've shared countless stories of struggling californians desperate to get benefits. legitimate claims are being mistaken for scams. >> absolutely zero information because i could be a scammer potentially. >> they cut the cord off. didn't even allow me to get my money. that they had already given to me on the card. >> reporter: yet those who don't dperve the money are getting plenty. bank of america said last month 2 billion dollars had been paid out in fraudulent unemployment games. the california business round table says the number is higher, way higher. the state revealed before the pandemic more than 8% of all jobless claims paid between 2016 and '19 went to scammers. last year california paid out $106 billio in edd benefits. >> if you take that same number,

that puts the total fraud, you know, at least 8 1/2 billion dollars. >> reporter: lastly blasted the way the state handled the pandemic saying it didn't do enough to prevent fraud early on. >> because the system is not ready to handle such a massive influx of unemployment claims. >> reporter: he credits the state of pennsylvania for cracking down on fraud early. that state tells 7 on your side it kept in close contact with other states about new fraud methods to prevent them from entering their state. pennsylvania also implemented the id verification system "id me." the same california did in october. beyond that it declined to disclose of anti-fraud methods for security reasons. however state officials acknowledge pennsylvania's problems mirror californias. >> just when we were i think

feel like we had a handle on it, the fraud epidemic started. the state of california does say it has cut the number of fraudulent claims by 30%. and 7 on your side's michael finney has received complaints about edd from hundreds of people. if you want to see his tips or tell him about an issue you are experiencing, just head to our website, abc7news.com. new development this is morning in the ride share battle over employee benefits. it is still going. a group of ride share and delivery drivers are suing to overturn california's proposition 22. the initiative drivers independent contractors instead of employees. prop 22 provides what it calls alternative benefits which include a guaranteed minimum wage. the lawsuit claims prop 22 is unconstitutional. saying the prop limits the power of state government to grant workers the right to organize.

hollyfield live in the east bay this morning. >> reporter: constitutional law professors have been watching this little chess game predicting who is going to make what move, talking about different ways this could play out. calling this a tipping point just like the watergate hearings. professors we have consulted put pitics are at play in the proceedings, since this comes down to elected officials in the house and senate making the decision on whether to impeach. some say in their opinion they thought the smart move would be for president trump to resign so his vice president could then pardon him. but since the president appears to be digging in and saying he did nothing wr wi n movod o impeachment. with an east bay lawmaker saying it would dangerous not to inaugs in "jeopardy." >> washington right attack. plots continue to take shape that would try and stop this inauguration from happening.

and san mateo county, college of san mateo could be put into use next week. our abc7 neutral zone iteam dug through data to find california's vaccine backlog is actually getting slightly worse. only 26 percent of available vaccine doses have been used. it was 31%. there is some good news. our iteam prompted the state and local counties to recruit nursing students who have been ready and trained to give shots. we asked the governor monday if you would allow them to admin shots statewide. >> yeah, in fact enthusiastically so. our fire agencies and nursing schools will be essential. >> local nursing colleges say they want to' an actual plan from the state put in motion soon. for now nursing students in san mateo county, santa rosa junior college andz is llmorning.

the pfizer corporation could potentially deliver two billion doses of its vaccine by the end of the year. originally pfizer ceos believed they would only be able to deliver 1.3 billion. part of the change in number. only five doses were --. and now the fda will allow the remaining liquid to be used for a sixth or maybe even a seventh dose. >> hearing from a person who just got his seventh dose. cific medical center was well lr controlled and seamless. and he felt good right afterwards. in fact he even did some break dancin started to feel some fatigue later. >> i feel a little drained, for lack of a better word. but one thing i want to make clear. i would not call this an adverse reaction or side effect. this is a normal immune response. my immune system is reacting to the vaccine and revving up to make antibodies and this is a normal feeling i'm having right

>> thank you, reggie. we'll start with neighborhood temperatures. inland east bay, mainly the mid- to upper-40s. 52 for the mild spot at pittsburgh. and fog in the same areas as yesterday around brentwood. discovery bay. byron highway and some of that could be on the eastern side of the altamonte pass. as you can see fog out towards stockton this morning. little fog around half moon bay and pacific isa. 50 in san francisco and oakland. and north bay, are definitely a mild morning and that is going to lead to a mild afternoon. not much to talk about with the commute plant as weatherwise. north bay next couple of hours and the king tide which really hasn't affected any of the boats on the water. the cold front is going to whisk away any chance of wet weather. by 10:00.
