divide a nation that is calling out for healing. >> reporter: but a surprise vote to impeach came from south carolina republican tom rice who was forced to take cover last week as rioters stormed the capitol. rice called out trump's failure to to condemn the act explaining his impeachment vote in a statement writing, i have backed this president through thick and thin for four years. i campaigned for him and voted for him twice, but this utter failure is inexcusable. michigan republican peter meijer also voting to impeach despite saying he's concerned about retaliation. >> i think if we give the assassins veto, if we give the insurrectionists veto we lose something in this country. >> reporter: despite his vote against, kevin mccarthy blamed the president for last week's riot. >> the president bears responsibility for wednesday's attack on congress by mob rioters. he should have immediately denounced the mob. when he saw what was unfolding. >> reporter: in the end with ten house republicans crossing the aisle, the impeachment became the most bipartisan in american

history. the next step, the senate where a trial is unlikely until after joe biden's inauguration. leader mitch mcconnell says he has not decided yet whether he'll vote to vick the president or not. sources close to the president say he grew angry watching the impeachment hearing and sources say trump is, quote, anxious about his future. >> we asked our political director rick klein for some perspective on the impeachment and what happens next. >> mona and alex, an indelible mark on the trump legacy left by this vote in the house, one for the history books making president trump the only president in american history to be impeached two times. now comes the interesting part. the senate has different battle lines, different rules. a full trial that will be presided over by chief justice john roberts and a two-thirds majority needed for convictions that could bring various degrees including disqualification from holding office ever again. consequences now in the balance just as joe biden begins to take office. it will be a remarkable split screen in the first days of the

biden presidency to be continuing to litigate president trump and his legacy and ultimately his future and what he can do moving forward. mona and alex. >> rick, thank you. and we turn now to security in washington. we're learning new details about the potential plots and new suspects taken into custody for last week's riot. abc's faith abubey has more on that. good morning, faith. >> reporter: hey, good morning, mona. about 20,000 members of the national guard will be in washington by the week end and now lawmakers want to know whether the capitol rioters from last week already knew the lay of the land. this morning, growing calls to investigate whether members of congress were'sttk. more than 30 house democrats signing this letter to capitol security officials requesting an immediate investigation into the suspicious behavior and access given to visitors to the capitol complex. the lawmakers say they witnessed

an extremely high number of outside groups the day before the riot, which is unusual given that public tours of the capitol ended in march 2020 because of the pandemic. >> the suggestion that we should ask all members if they were giving tours in the days prior to january 6th, i would hope that every member would volunteer that information. it doesn't mean that a member of congress was necessarily conspiring. >> reporter: and now new details about the unprecedented security for joe biden's inauguration next wednesday. at least 15 states are sending national guard members. up to 20,000 troops are expected in d.c., four times the number of u.s. troops in iraq and afghanistan combined. >> it almost feels like an occupied territory down here. i'm two blocks from the u.s. capitol. big fencing is up all surrounding the perimeter so you can't get any closer and everywhere you look, you see police or national guard troops. >> reporter: authorities tell abc news they are monitoring up

to ten events organized by demonstrators coming back to washington. some calling this a week of siege. and a joint bulletin national security officials warn last week's riot could fuel more violence from extremists. security also being ramped up at all 50 state capitols. the fbi and homeland security are reportedly most concerned about violence in minnesota, michigan, wisconsin and pennsylvania, election battleground states. in the meantime, scores of arrests have been made in connection to the capitol insurrection. robert keith packer is under arrest in virginia. officials say he was the rioter wearing a hoodie with the words camp auschwitz on it. two off-duty police officers also from virginia face charges after taking this selfie inside the capitol and a houston police officer has been placed on leave accused of storming the capitol. in some cases people are turning in their own family members. >> those people that are doing those horrific kind of things are actually my relatives. >> reporter: 18-year-old helena

duke of massachusetts calling authorities after she says she recogn >> if i did nothing, i was -- i felt that i was as bad as them. i needed to call them out for what they had done. >> reporter: and some other security precautions being taken ahead of next week's inauguration. american airlines says it will not serve alcohol on its flights coming into d.c. and airbnb is canceling reservations in the area. mona. >> faith, thank you. and house speaker nancy pelosi says lawmakers will now be fined if they refuse to go through newly installed metal detectors. the fine is $5,000 for the first offense, 10,000 for the second. turning to the pandemic, encouraging news for parents. a cdc report finds the lowest number of covid infections have been among children under age 10. and scientists found that covid rates among young kids were not significantly higher in towns where schools are open for in-person classes. meanwhile, the u.s. just set

another record for the number of daily deaths from the virus. more than 4,300 people dying in just 24 hours. some states say they're running out of vaccine as they open mass vaccination sites at places like disney world and yankee stadium. meanwhile, johnson & johnson says its covid vaccine which requires only one dose could be approved next month. >> this is a different type of vaccine, unlike the mrna type of vaccines that had to be stored in deep, deep freezers with really cold temperatures, this is stable. this uses older technology, and you only need one dose, and i think by mid-february we may get authorization also. >> reporter: meanwhile researchers in ohio have found two more mutations of the coronavirus, one could be more contagious. new jersey is now allowing smokers to get vaccinated. smokers as young as 16 are eligible. the governor says smokers are among those at higher risk for the coronavirus. time now for a look at your thursday morning weather.

welcome back. former presidential candidate andrew yang is running for mayor of new york. he made the announcement in this video shot around the big apple. yang is supporting a guaranteed minimum income, a policy he touted during the presidential race. this morning we're hearing more from jacob blake, the man at the center of a police shooting in kenosha, wisconsin, that set off nationwide protests. the 29-year-old is partially paralyzed after being shot seven times by a white police officer. blake told abc's michael strahan he didn't think the officer would shoot him because he was walking away and his sons were in the car. >> i kind of went limp. all i remember at that point was kind of leaning back looking at my boys, i said, daddy love you no matter what. i thought it was going to be the

here's abc's andrea fujii. >> reporter: this morning, another social media platform banning president trump. snapchat now permanently terminating his account. just hours after youtube suspended the president's channel and days after facebook and twitter banned him in the wake of the capitol riot. twitter's ceo jack dorsey now speaking out tweeting, i do not celebrate or feel pride in our having to ban president trump. after a clear warning we'd take this action, we made a decision with the best information we had based on threats to physical safety both on and off twitter. though president trump did not take any responsibility for his supporters storming the capitol, he released a video on white house social media accounts last night condemning any future violence, but he also denounced the crackdown by big tech. >> these are tense and difficult times. the efforts to censor, cancel

and blacklist our fellow citizens are wrong and they are dangerous. what is needed now is for us to listen to one another, not to silence one another. >> reporter: and it's not just social media distancing itself from the president. organizations are also severing ties. new york city is now moving to terminate its business contracts with the trump organization, which operates several amusement attractions in central park and a golf course in the bronx. a contract worth about $17 million a year. >> in light of this criminal act, the city of new york has determined that it is within our power to terminate all contracts with the trump organization. we're not doing any business with you. >> reporter: eric trump, the company's vice president, said they will challenge the city's decision adding, this is not more than political discrimination and we plan to fight vigorously. new york city's attempt to cut ties with president trump comes after the pga canceled its tournament at trump's golf course and after several banks
