today finally san francisco announced a vaccine distribution

plan, but how are they planning to vaccinate 10,000 people a day? >> mayor breed announced plans for three new vaccination sites in san francisco. why community leaders are concerned about the roll out. >> mass vaccination sites can be good but don't work for everybody. the people that are stuck at home. >> weekend warmth and the warning of surf and winds. i will have your forecast coming up. >> abc 7 news at 11:00 starts right now. >> building a better bay area for a safe and secure future. this is abc 7 news. >> we are ready for more doses. we need more doses. we are asking for more doses. an empassioned plea for the mayor london breed. there is a big problem, a very limited supply of vaccine. good evening and thank you for joining us. >> san francisco's department of

public health received about 24,000 doses so far. abc 7 explains that will not come close to achieving the mayor's ambitious vaccination goal. >> reporter: after 10 months of a pandemic that ravaged san francisco, today finally mayor breed announced a vaccine distribution plan. >> we have a plan and are moving the vaccines moving forward. >> reporter: the plan is to vaccinate 10,000 people a day. the first site will be located at city college of san francisco's main campus in the ocean view area. the second will be -- the third at the san francisco market in the bay view. >> we are not sitting on any vaccines. they are all moving out the door. >> reporter: one day we introduced to this tech ceo.

after our story san francisco dph contacted him. >> i am encouraged to hear the city put out a big number. san francisco needs to be at 8,000 doses a day to hit 1% of the population. >> reporter: do you believe that could be achieved under this specific model with these health care providers? >> it is unclear what the health care providers themselves are planning to do to hit the numbers. san francisco is not taking responsibility for those numbers, they are setting a goal and expecting the private health care providers to achieve that goal. >> reporter: to let people do all of the paperwork online. >> you can walk in, get a shot and out within five minutes. >> reporter: the city announced a version of the plan. >> starting on tuesday, enter your i tn t vaccinated, you will be contacted.

>> reporter: the city college site is set to open next week. >> the distribution of vaccines have been a critical component for the hard hit areas in san francisco. why some community leaders are now concerned about the lack of information surrounding the new mass vaccination sites. >> reporter: the highest covid infection rates in san francisco continue to be in the southeast sector of the city, where mayor breed announced plans to set up the three mass vaccination sites. >> i feel that the state of california and even a lot of cities across the state have to move faster to make sure that we get more folks vaccinated. >> reporter: organizers for the hard hit communities say they were not consulted. >> it seems like the communication coming out of

central command or the mayor's oefs has a little bit of a lag and a little bit of confusion as to who is doing what. >> reporter: chair of the city's committee. what do you think would ensure equitable distribution of the vaccine? you can't have equity without access. they won't work without information. >> being able to be a trusted source, to really filter through that information and to get that education to the community is huge. it will be key. >> reporter: d.j. is the executive director of this nonprofit. he just found out about the bay view vaccine site and said knowing sooner would allow them to have organized earlier. >> to be able to articulate where they are located and allowing us to understand how we can assist officials with scheduling of those

appointments. >> reporter: the city hasn't specified when they will open or how they will actually vaccinate residents. mass vaccination sites could speed up vaccinations, but what about people unable to leave their home. matt boone looks into the plan to vaccinate home bound patients. >> reporter: getting to a testing site would be a major challenge for barbara who oversees care for her 93-year-old uncle. unable to talk or walk on his own. >> reporter: she hasn't seen him in person since the pandemic began, but he now has 24/7 caregivers. >> the best course of action would be to be able to have someone come in and vaccinate him. >> reporter: we asked the doctor if that is going to happen. >> the short answer is no, we don't know. >> reporter: she doesn't have

supply. >> they have reneged on that or are unable to deliver. >> reporter: governor newsom echoing the disappointment of governors from coast-to-coast, learning a federal supply of doses does not exist. >> due to the limited and unpredictable supply, we continue to need to limit eligibility for vaccination. >> reporter: today california received 3 million doses and administered nearly 1.2 million. tonight joe biden is calling the federal roll out a dismal failure pledging 100 million shots in the first 100 days in office. >> this is a time to set big goals and to pursue them with courage and conviction, because the health of the nation is literally at stake. >> pfizer tells abc 7 news they are making as much vaccine as they can and they do not foresee manufacturing delays ahead. >> in the east bay contra costa

county is ramping ups it effort to vaccinate anyone 65 and older. those eligible can be signing up on the page on the contra costa website. >> we project by the end of next week the county ands it partners will be giving 3,600 shots per day on average. >> the county is looking at options for mass vaccination sites. possible locations are concord pavilion in richmond. go to the website to see how california is doing on vaccine distribution. so far nearly 33% of doses received have been administered. see where you fall in line to get vaccinated. >> coming up, a retired oakland police officer is at the center of controversy after attending the u.s. capitol riot.

a former oakland police officer received a visit from the fbi. agents interviewed him about attending last week's trump rally that led to the assault on the capitol. >> reporter: ju relsnider left the oakland police department in 2015 and is now a data analyst living in texas. last week he travelled to washington d.c. for the trump rally contesting the election results and gave me these

pictures. why did you feel it necessary to go to d.c. for the rally? >> i felt our government is not being transparent and that the election was stolen from a majority. >> reporter: snider still believes that even though election officials certified the results, the trump campaign lost 60 lawsuits over the issue and the u.s. supreme court declined to take it up. he was there as the crowd stormed the capitol. were you there inside the building yourself? >> no. i don't condone those actions. you have a protest with hundreds of thousands of people, and it is just that small fraction of people that go in and taint the message. >> reporter: he claims antifa was involved and provided this video where the crowd yells. >> i am 100% certain there were people that were not trump

frustrated parents, coaches and students rallied across the bay area today for a return of high school sports. team sports has been put on hold because of the pandemic. >> covid concerns are being outweighed. the mental health is now so much more detrimental they are not playing sports. >> right now it is really hard to not be playing, especially when everything is pushed back or not knowing if you are going to be able to play.
