>> announcer: building a better bay area for a safe and secure future, this is abc7 news. >> a covid variant has turned up in the bay area and it has been linked to several outbreaks. halth officials are scrambling and raising a red flag. an enemy within. tensions are already running high over the inauguration. now national guard troops in washington are under scrutiny. and these are words you don't expect to hear in january. fire danger. the winds picking up right now in the bay area. that could do some damage. with that, we say good evening and thank you for joining us. i'm dion lim. right away taking a look from our roof camera where you can see the flag hasn't really moved too much most of the day, but changes are on the way. let's get to meteorologist drew tuma, and this is the kind of weather we expect to talk about

in, what, october, not the middle of january, drew. >> yeah, it really is, dion. we have a wind advisory that is now in effect that will last until 6:00 p.m. tuesday, so nearly 48 hours almost we'll be under this wind advisory. look at our hills right now. we'll take you up about a thousand feet and the winds have really ramp pd ed up. you can see diablo. knoxville stronger than that gusting to 36 miles per hour. some of this wind will make its way down to the valley floor. so it is for that fact the entire bay area is underneath this wind advisory again until 6:00 p.m. tuesday. for wind gusts that could exceed 35 miles per hour on the valley floor. our ridge tops could see wind gusts 50 miles per hour. we're going to go hour by hour, showing you the winds in the full accuweather forecast in a few minutes, dion. >> sounds good, drew. thanks.

the california department of health says a new variant of covid-19 is going around the bay area. researchers from a monitorimonitoring system track sequences of covid-19 in california. while the l452r variant has been found in other countries and states, it has been linked to multiple outbreaks in santa clara county and san francisco. it's not clear when it arrived, but health officials say they started seeing it frequently in december. >> we do not have any signals at this point that this variant is associated with anything else, such as increased severity of illness, although we, of course, are certainly looking for any signals to see if that would be emerging. >> now, to be clear, this is not the variant that came from the u.k. health experts say this is a good reminder to keep social distancing, wear a mask and wash your hands. one issue we focus on in our commitment to help build a better bay area is your health,

and that includes the covid-19 vaccine rollout. marin county is now vaccinating teachers and school staff. it's a place where many schools have already reopened. abc7 news reporter luz pena tells us the county's biggest challenge right now is the number of doses it has. >> reporter: this was the moment pre-k teacher liz duffield was vaccinated. behind the mask a smile. >> i'm relieved and grateful. >> reporter: on september 8 liz went back to in-person teaching along with her colleagues in marin county. she's been a teacher 29 years. her students have special needs. >> part of the motivation for me going back was because it just, as hard as we tried, we just weren't meeting the needs that way that we could in person. >> this is our mass vaccination site. this is the exhibit hall at the marin center. >> reporter: today 1248 school members were vaccinated. marin's county public health

officer was at the forefront of this effort. >> educators have been on the front lines, they have been working in schools where they are open to base learning. teachers, janitorial staff, kitchen staff, bus drivers, the whole community. >> reporter: according to dr. willis, 82% of schools in marin county are open for in-person classes. the county superintendent says they haven't had an outbreak. >> everything we do is ensuring that we follow each and every protocol to the t, so our data shows that we can operate schools safely. >> reporter: next in line to get vaccinated in this county are low-income seniors. marin county's health department says they are working as fast as possible. in 15 days, they will have administered close to 10,000 doses at this vaccination site. >> we get somewhere between 2,000 to 7,000 doses from the state a week. it's a challenge because we don't know how many we're going to get. as soon as we get them we know where to use them. >> reporter: liz is going back to the classroom on tuesday, but

this time with an extra layer of protection. >> i hope that all teachers get vaccinated soon. >> reporter: in marin county, luz pena, abc7 news. >> we are posting updates on california's vaccine rollout at our website, abc7news.com. so far nearly 33% of doses received have been administered. you can also compare our state's progress to the rest of the country and see where you fall in line to get vaccinated. we are seeing a few trends with california's coronavirus numbers. that may be an indicator things are slowing down. the state did report more than 42,000 newly diagnosed cases, which is above the daily average for the past couple of weeks. but there is this. hospitalizations dropped by nearly 400 and the number of patients in i.c.u. also went down. the seven-day positivity rate continues to fall. it is at 11.3%. this is a good indicator of the transmission rate of the virus.

race and social justice are among key topics in building a better bay area. and this year honoring a civil rights pioneer, dr. martin luther king, jr. will look vastly different. according to abc7 news cornell barnard, the message of king's work remains powerful and will be celebrated. ♪ we shall all be free ♪ >> reporter: san francisco's glide memorial church honored martin luther king, jr. sunday with film clips of the civil rights leader's final speech. >> i want you to know tonight that we as a people will get to the promised land. >> reporter: this year the pandemic has forced the cancellation of many in-person events, like the annual mlk celebration train from san jose to san francisco. and march to yerba buena gardens. the mlk foundation is pivoting to a virtual celebration with a health and wellness and music

festival, reflecting on the year following the police killings of george floyd and breonna taylor and black lives matter protests. >> justice and hope, those are two points that i think king would focus on in his reaction or in his critique of what's going on today. >> reporter: he says the foundation wants the public to take part in an interactive video project by answerng this question. >> what does justice and hope mean to you? >> may the circle remain unbroken. >> reporter: the ter a event called black women respond, organizers say they are committed to building an equitable community that dr. king would be proud of. >> this king weekend, we join the collective dreaming of oaklanders for a city where humanity is held sacred, communities are free from violence and black people can breathe. >> reporter: even though this year means no gatherings, many say the message of mlk is still powerful. ♪ we shall overcome

video just backed up. now, if you look closely at the upper deck, you can also see all those whitehead lights driving in the wrong direction. now to a closer vantage point here. c.h.p. says a passenger on a dirt bike already injured from another accident, was thrown from his bike and killed. the driver of that dirt bike who went the wrong way on the bridge was arrested. a group of dirt bike and atv riders kept the sideshow going, driving the wrong way, even after the crash. police say they have made multiple arrests. developing news out of washington where the fbi is now vetting members of the national guard out of fears of an insider attack at wednesday's inauguration. the capitol area is all but locked down tonight. it all comes as newly released video shows just how violent things were during the insurrection 11 days ago, including when a mob made its way into the senate chamber.

and eventually into the senate chamber. himself comfortable in the vice president's chair as an officer begs them to leave. >> i want to let you guys know this is the sacredest place. >> i know, i'm going to take it -- mike pence is [ bleep ]. >> reporter: finally escorted out, he leaves a note. >> it's only a matter of time. justice is coming. >> reporter: he was arrested along with dozens of others. the department of justice opening at least 300 investigations into suspects from that day. abc news, new york. >> a bird's eye view now of the california state capitol today being heavily guarded amid security concerns. the c.h.p. is patrolling the sacramento grounds and national guard troops are covering multiple city blocks. they were called in following the attack in washington and threats of attacks at capitals across the country.

one biden/harris supporter said it's been calm all day. >> i expect to come out here and see like a crowd. at least trump supporters or anything. >> some people were even taking photos despite the presence of armed guards everywhere. lawmakers are hoping it stays this peaceful through inauguration day. all right. turning to our weather once again, all watching that high wind advisory and also the temperatures that are going to be warming up and then cooling down, drew. >> yeah, dion, we're watching the winds overnight tonight, the warm temperatures continue tomorrow. and we still have a pretty active ocean current. so waves are certainly an issue tonight along our coast line. we have a high surf advisory. this has been in effect all day. it continues overnight into much of the day tomorrow, until 3:00 p.m. in the afternoon. current wave heights, 8 to 12 feet high. we could see breakers up to 22 feet. the risk of sneaker waves and rip currents will continue through much of monday.

temperatures right now, we're really slow to cool off today. 40s and 50s the name of the game at this hour. today was a warm day. we set nine record highs. we all made it into the 70s earlier this afternoon, and more of that warm weather will stick around for tomorrow. so overnight tonight, in terms of mid january lows, this is pretty mild when it comes to lows. upper 40s to lower 50s under mainly clear skies. and the main issue tonight and certainly tomorrow will be the wind. that wind advisory is in effect and it does continue until tuesday evening. so look at the winds tomorrow morning. you can see by 7:00 a.m. they're most active in the north bay. we see wind gusts anywhere from 25 to perhaps 40 miles per hour. and tomorrow unlike today, it's a pretty breezy if not gusty day throughout the day. even monday afternoon, while we have the warm temperatures, the winds will still be active. anywhere from 15 to 35 miles per hour. but late in the day we'll see those winds even ramp up as we

head into tuesday. look at your highs tomorrow. pretty similar to today. a lot of 70s on the board. half moon bay 72 in the city tomorrow. 74 in oakland. 76 in san jose, same in santa rosa. we do expect potentially more records to be set again on our monday. but by monday night into tuesday morning, our winds become even stronger in our hills. so a high wind warning will go into effect for the north bay mountains, the east bay hills and the santa cruz mountains starting at 4:00 p.m. tomorrow, and the reason why, we could see wind gusts in our highest elevations. anywhere from 60 to 70 miles per hour, so that could certainly bring down trees, some power lines, and there could be some isolated power outages. and some of that wind will translate down to the valley floor where many of us live. so future weather showing us tomorrow night, those winds are still really active and they continue to stay active through tuesday morning. it's not until the evening on tuesday that the winds really calm down.

>> announcer: building a better bay area for a safe and secure future, this is abc7 news. >> once again, good evening. i'm dion lim. in tonight's headlines now, u.s. defense officials say they're worried about the possibility of an inside attack on inauguration day. that is prompting the fbi to vet all 2,500 national guard troops coming into washington for the event. an army secretary has warned commanders to be on the lookout for any problems within their ranks leading up to inauguration on wednesday. the california department of health says another new variant of covid-19 is going around the bay area. it's been linked to multiple outbreaks in santa clara county and in san francisco. health officials say they started seeing it frequently in december. marin county began vaccinating teachers and school staff members today. thousands received the first dose of the pfizer vaccine.

nearly 82% of marin county schools are open for in-person classes. the superintendent says they have not had an outbreak. a group of more than 30 doctors and health care professionals at ucsf want to see kids and teens back in the classroom. the group penned a letter explaining why schools should reopen on february 1st. i spoke with dr. jean noble who is the director of covid response for ucsf's emergency department. she says data shows kids at school are not the primary drivers of the spread. >> we have good data from marin county here in the bay area, which is really the only county that successfully opened schools in any significant number. and following those 40,000 students k through 12 and 5,000 teachers who have been back in the classroom since september, there have only been seven campus-based covid infections, covid transmissions. so that's really reassuring data. >> in addition dr. nobles said there's another health crisis at the same time. >> the other part of the

equation that is less frequently talked about, we have data of increasing mental health crises among our adolescents, primarily kids age 10 to 17. the children's hospital of oakland, for instance, has seen essentially doubling of the kids coming into the e.r. with recent thoughts of suicide between march and september of this year. >> but what about the new variant of covid? dr. noble said data from the u.k. shows very little difference in transmission rates and shouldn't affect reopening schools. now, on the national front, the u.s. is about to hit another unfortunate milestone. 400,000 deaths because of covid. there remains a lot of confusion, though, over the rollout of the vaccine and in many places supply just can't keep up with demand. abc7 news reporter zorene shaw tells us one of th largest vacc ruout. >> reporter: tonig t death toll f covid-19 quickly closes in on 400,000 lives, the new administration pledging to move fast to fix the chaotic

vaccine rollout. >> we're inheriting a huge mess here, jake. but we have a plan to fix it. >> reporter: with just over 10 million americans with the first dose in the last 35 days, the incoming administration pledging to get 100 million doses in the first 100 days after joe biden takes office. biden's team meaning the pledge to be taken literally despite existing obstacles to the plan's rollout, like massive organization and lack of vaccine infrastructure, unlikely to disappear overnight. >> we have looked carefully and we are confident that we have enough vaccine for the 100 million doses over the next 100 days. >> reporter: the plan, including mass vaccination centers and training an army of vaccinators among other steps. but right now crippling problems at megasites nationwide. here in los angeles in the country's covid epicenter, dodger stadium organizers fearing supplies could run out by wednesday. what happens on thursday? >> that's a very good question.

tradition in the bay area will not happen tomorrow because of covid. cal train has canceled the annual celebration train. lkiid past years when it has run from san jose to san francisco. cal train will instead operate on a modified holiday schedule. the oakland symphony held a virtual inauguration ball today to celebrate oakland native vice president elect kamala harris. ♪ ♪ the free live-stream show included music from the symphony, oakland's youth orchestra, jazz and more. the event was hosted by the port of oakland commissioner and close friend of harris. tomorrow the vice president elect will resign from her california senate seat, a customary move ahead of her inauguration on wednesday. and abc news will have live coverage on wednesday. all of it will begin at 6:00

just two weeks after a hit-and-run that killed two women in san francisco, friends of one victim are grieving again. this time for the repeated vandalism to their tribute to keeping her memory alive. >> i'm kind of overwhelmed and shocked by how someone could do something like this at such a time. >> reporter: this is all that remains of the street side memorial for 27-year-old hannah abe. for friend jason and others passing by, seeing it in this state is like reliving the horror of what happened on new year's eve all over again. >> that is so sad. >> to me it's a sign of disrespect. >> that's exactly what it is. exactly what it is. >> police say troy mcallister, a repeat offender, was out on parole when he hit her. his court appearance is next wednesday. sfpd is looking into what happened at the memorial and asking for the public's help which is something one merchant is doing in her own way after
