we have the preps going onto make sure there's a peaceful transfer of power. >> our nation's capitol has been transformed into a heavily protected fortress. we'll take a live look in washington d.c. where a green zone perimeter has been set up. that's the same name given to the heavily fortified area in baghdad during the iraq war. this time the corengn d.ser nl gtr a there this week. each is being vetted over fears of a potential insider threat. this morning the commander of d.c.'s national guard major general william walker is speaking about the process with gma. >> the technology, we do that every four years as well. what happens is they're screen bfrd they leave their state. what it is is a credential process. they're screened and then repeatedly screened until they are actually put on the street.

everywhere and the big fence. lawmakers are hoping it stays this peaceful through inauguration day. happening today, kamala harris will officially resign from her senate seat. she has notified the governor. harris was elected to the senate in 2016 after serving as california's attorney general in two days she'll be inaugurated as the first female, first black and first south asian u.s. vice president in u.s. history. a new strain of coronavirus, a different variant and contagious one found in the uk is being linked to several outbreaks in the bay area. we have the latest. what do we know about this, amy? >> reporter: they have dedicated a team to study this variant and they're interested in the fact that it is linked to theout break that happened at san jose

medical center. it led to several dozen infections and one death. officials are looking into whether a fan-powered inflatablen christmas costume played a role in the fast spread here. the county health officer says this was definitely an unusual outbreak. she says they are trying to understand if that was because of this variant or because of factors at the hospital. officials say while the variant needs studying, there is no indication that it brings more severe symptoms. >> we do not have any signals at this point that this variant is associated with anything else such as increased severity of illness. although, we, of course, are certainly looking for any signals to see if that would be e -- emerging. >> it is not clear when the variant arrived in the bay area. the health officials say they started seeing it frequently in

december. they say it is a red flag that it has been identified in several large outbreaks in the bay area and they say this means we cannot let down our guard.jo 7 news. marin county is vaccinating teachers and staff. yesterday more than 1200 school staff members got vaccinated. nearly 82% of schools in this county are open for in person classes. the superintendent says they haven't had an outbreak yet. teachers say the vaccine brings 24e78 hope. rtth mivioe back was because it as hard as we tried, we just weren't meeting the needs the way that we could in person. >> low income seen years will be next in line to get vaccinated in marin county.

back to the teachers, sonoma county is working to get 9,000 of the teachers and campus staff vaccinated within two weeks. there are a couple caveats including how many doses they can get from the state. they want to make sure frontline health care workers get their shots first. we're posting updates of the vaccine rollout on our website. so far just over 30% of doses received have been administered. you can also compare our state's progress to the rest of the country and see where youal in line to get vaccinated. today is martin luther king junior day. oakland will continue the longest-running celebration of the leader's life. the keeping the dream alive multicultural rally will be held virtually. barbara lee, lib by shaf and willie brown among others will speak on mlk's legacy. it will be held at the martin luther king junior freedom

city's police department has been vandalized with ain't police from a feety. this happened yesterday around 5:30. a peaceful protest turned violent when a crowd of protesters started breaking several windows. kill all cops could be seen tagged on an elevator inside the building. police haven't made any arrests. police have made multiple arrests after side show on the bay bridge turned deadly. wrong way drivers led to a multicar crash and massive backup. the crash happened just before 5:30. you can see the traffic in the video. you can see there's a string of vehicles going in the opposite direction on the upper deck last night. a passenger on a bike dirt was thrown from the bike and got hurt. the driver of the dirt bike who went the wrong way on the bridge

got arrested. a group of dirt bike and atv riders continued with the side show. in the east show, alameda city leaders are expected to rename a park that was originally named after andrew jackson. it was stripped to the name last summer. jackson was a slave owner. our media partner the mercury news reports they recommend the same chochenyo. another potential name is mabel tatum. two bay area chefs are sharing their story after an investment in tesla stock put them on the road to success. the two chefs co-own table culture provisions in ped lieu ma. they took over the space previously occupied by three cooks cafe. they bought tesla stock

we haven't put a storm impact scale on it yet. we hope to. let's look at the microclimates. 73 to at least 76 in the south bay. same thing on the peninsula. lothose low 70s to along the coast and the downtown in south san francisco. up in the north bay, we'll have at least mid 70s. and as we head into the east bay shore, temperatures around 72 to 75 degrees. east bay valleys, how about mid 70s here. all those record high temperatures today. winds most dangerous tonight. gusts up to 80 miles per hour. it's in places like mt. hamilton and saint helena where nobody lives but there are areas just below that with 60s to 70s. that could knock down trees, especially trees damaged from the fires we had earlier -- last year. tonight's lows, look at that. upper 40s to mid 50s.

happy. >> skylar mac, the 18-year-old sentenced to two months behind bars in the cayman islands for breaking quarantine rules is out of prison. she traveled to the caribbean island november 27th and per island rules was required to quarantine for 14 days. but after two days in isolation and a negative co-vid test, skylar removed her wrist monitor, breaching quarantine to watch her boyfriend, a professional jet skier compete in a race. after a legal back and forth, the couple was sentenced to two months in prison. and coming up at 7:00 a.m., we'll tell you more about how skylar mack is adjusting to life outside her jail cell. with your gma first look, abc news, atlanta. virgin orbit has successfully launched the first rocket into space. yesterday the 70 foot projectile detached from a boeing 747 plane nicknamed cosmic girl fired itself into earth's orbit.

and her husband will spend today volunteering in d.c. and the president-elect is going to roll out dozens of executive orders on his first ten days of office. we are at the live desk with what to expect from that. >> reporter: the president-elect's team says the orders are meant to signal a turning point for the united states. there are many that deal with the coronavirus pandemic. that includes issuing a mask mandate for federal property and interstate travel. another pandemic related limits on evictions and student loan payments. other orders are a rebuke of the trump administration. they include rescinding the muslim travel ban, and cancelling the permit for the pipeline project in addition to the orders biden is also pushing for a $1.9 trillion stimulus package and sweeping immigration legislation that gives 11 million people a pathway to citizenship. >> all right. thank you. we are tracking the latest in the pandemic as well.

of course, today the u.s. could reach 400,000 covid-19 deaths. in california we're seeing a few trends that may be an indicator that things are slowing down. the state reported more than 42,000 new cases sunday which is above the daily average for the past couple weeks. but hospitalizations dropped by nearly 400. the number of patients in the icu also went down. the 7 -day positivity rate continues to fall. it's at 11.3% now. and that's a good indicator of the transition rate of the virus. >> are we ready to go back to school in just two weeks? i'm not talking about just elementary school students. i'm talking about all the way through high school. that's what some doctors are asking for from ucsf. they say they have the data to back it up. we are live in san jose. >> reporter: this comes just as officials in the bay area are sending a new variant of the virus. it was found in the outbreak here at san jose medical center.

the doctors say this does not discourage them. they still believe kids need to be back in school and they believe it needs to happen by february. a group of more than 30 doctors and health care workers from ucsf wrote a letter saying that kids need to be, should be back in school on february 1st. they say we now have even s that schools can be safe. >> we have good data from the bay area. it's really the only county that successfully opened schools in any significant number, marin county in following the 40,000 students k through 12 and 5,000 teachers back in the classroom since september, there have only been seven campus-based co-vid transmissions. that's really reassuring data. >> reporter: and these doctors also point to the danger of keeping schools closed. and that is, it is impacting the mental health of kids. they say children's hospital in oakland is seeing twice as many

citi field. with a crippled rollout plan, appointments are overbooked. >> i'm hearing word there is a shortage of trained medical personnel all over the place. so we're going to have to look to see if different vaccine sites can start to train people. this is going to take more funding and better coordination so people know when to show up to appointments and where to go. >> reporter: the government is pushing for at least 50 million doses to be distributed by the end of january. so far, only 31 million have gone out. with the transition of power in washington just days away, joe biden's team is promising to address the vaccine bottle necks. >> we're inheriting a huge mess here. but we have a plan to fix it to make the vaccine supply go further. >> reporter: and now another challenge. at least 20 states have confirmed cases of the more contagious mutation of covid-19. hospitals in england are seeing a new patient every 30 seconds. abc news, new york. we're posting updates on california's vaccine rollout on our website.
