good afternoon. thanks for joining us. i'm larry beil. >> and i'm liz kreutz. lady gaga will do that to you. wow. what a moment. weeks, months of buildup and fragile anticipation. president joe biden takes the helm as the 46th president of the united states, leading with y,it the world is watching, watching all of us today. so here is my message to those beyond our borders. america has been tested and we've come out stronger for it. we will repair our alliances and engage with the world once again, and we'll lead not merely by the example of our power, but by the power of our example. to overcome these challenges, to restore the soul and secure the future of america requires so much more than words. it requires the most elusive of all things in a democracy, unity. >> the swearing in marking a

transfer of power like we haven't seen in quite some time. oaths of office on the very steps where exactly two weeks ago a violent mob of trump supporters stormed the u.s. capitol, fighting the results of a fair democratic election. former president trump only made himself seen much earlier in the morning, skipping the ceremony all together. former vice president pence represented the administration by passing the baton. he stepped aside to history in the form of the bay area's own kamala harris. >> iam harris solemnly swear. >> that i will support and defend the constitution of the united states. >> that i will support and defend the constitution -- >> born in oakland and raised in berkeley. now the first female black american and woman of southeast asian descent to hold the office. history made in many ways today. vice president harris sworn in by justice sonia sotomayor, the first latina supreme court justice.

and 22-year-old poet amanda gorman of los angeles delivering her vision for america's future from the hopeful voice of a young america. >> we ask ourselves where can we find light in this never ending shade. somehow we do it. somehow we weathered and witnessed a nation that isn't broken but simply unfinished. we the successors of a country and a time where a skinny black girl descended from slaves and raised by a single mother can only to find herself reciting for one. >> performances ushering in biden's overall promise of this day of unified resilience as america confronts this historic time of crisis and division. >> amanda gorman was unbelievable today. east bay congresswoman barbara lee attended today's >> i've been to many inaugurations. this was unlike any i have been

to. i tell you, just like everyone is telling me and people are saying it feels like a huge heavy-duty weight, the weight of the worrell has been lifted. >> lee has been a long-time friend and supporter of now vice president harris. >> black and brown girls now see that they can do it. they can move forward and be whoever they want to be, in spite of the barriers. kamala has many barriers, she broke, many glass ceilings just to get to where she is today. >> lee has a part of harris' family history makes her uniquely poised to meet this moment. >> kamala harris is a woman whose mother was a scientist, and she believes in science. and i really look forward to working with her on all of their initiatives, but especially right now on the covid response. >> lee also spoke highly of mr. biden's speech today, calling it one of the best inauguration speeches that she has ever heard. >> and now let's get to
4:04 pm
congressman eric swallwell joining us from washington, d.c. good to see you. >> thanks for having me back. >>first, tell us what it was like being there at the inauguration today. we just heard barbara lee's reaction as well. it's such a different image of the capitol than we saw two weeks ago. >> i want to frame it as three wednesday. so two wednesdays ago, the capitol was invaded. last wednesday, we impeached the inciter, donald trump, who invaded and incited the invasion of the capitol. and today we renewed our democracy by nothing rating joe biden. but i tell you, it was not ideal. there were thousands of troops, multiple perimeters, and not i tyris the last because of ce inauguration i ever receive multiple text messages from friends and family who tell me be safe. that can't be the way it operates here in america, but a peaceful inauguration was pulled
4:05 pm
off, and better days ahead. >> absolutely. thankfully it was peaceful in the end. let's talk about what's next for impeachment, because obviously that is the backdrop of all of this. you're one telephone impeachment manager, meaning you're one of the house members now tasked with arguing this case to the senate. so is this trial going to move forward? and if so, when? >> it is, and the speaker of the house, nancy pelosi, will announce that soon. but it's going to be a unity impeachment. you know, we had the number three republican in the house and double-digit republican support in the house to put this impeachment forward. and we believe as we make the case that the president invited terrorists to washington. aem and told them to storm the capitol, a and did nothing to help the people inside once they did, that we will see a unity conviction, republicans and democrats holding the president accountable, deterring anyone from doi in theutenghis and disqualifying someone who disdains democracy from ever

running again. >> you know, you say it's going to move forward. we haven't gotten that date yet. obviously there is the argument you're going to be distracting from the first few days of the biden administration and everything that biden and congress wants to get done. do you think it will be a distraction? >> well, we're going to have to work harder because there is a covid need, as far as stimulus checks that have to go out and millions of arms that need the shot, the vaccination to go in. so that's the top of mind priority. but i hope i serve with people who can do more than one thing at a time, because we're going to have to. sadly, this conduct by former president trump is not something we can just sweep under the rug. and i do think there is unity in holding him accountable and standing up for the victims of that attack. >> all right. we'll see what happens. i'm sure we'll be checking in with you in the coming weeks as well. thank you, congressman. >> my pleasure. president trump departed the white house in marine one around 5:15 our time this morning.
4:07 pm
the former president flew to joint base andrews to give his final speech. the first lady joining him on stage and spoke briefly. >> i wish theew n great luck and great success. i think they'll have great success. they have the foundation to do something really spectacular. >> of course, traditionally, the president stays in d.c. to watch his successor get sworn in. and as we know, mr. trump skipped today's events. looking ahead to 2024. the vice chair of the bay area chapter of the california gop says every transition of power is a time for the losing party to rebuild. he predicts the republican party will also become more diverse over the next few years. >> there is a gradual shift of minorities republican party, realizing that they're far more conservative than people have made them out to be, whether it be financially, whether it be morally, people who take on and
4:08 pm
espouse more conservative values than they thought. so i think that you're seeing a shift now, and you'll see that bu i. see diversity as being one of the pillars of the republican party's future. >> jonathan madison adds that seeing vice president harris make history today goes beyond partisan lines. seeing a black woman make this achievement is something exciting and worthy of respect, he said. students across the bay area were watching today's inauguration with anticipation and some hope, but many young ent.le have a lot of questions d abc7 news reporter cornell bernard has reaction. >> did you feel anything? what about the emotion. >> i felt excited because i'm going to have a new president. >> novato teacher libby silvestre wanted to watch the inauguration of joe biden with her third grade class. there were lots of observations. >> i saw people in gloves and fancy suits.

>> reporter: the students at lou sutton elementary saw pomp and circumstance and made a list of what stood out. >> words i collected. america a better place, kindness, police department, people, respect. >> maylin has big expectations for biden and vice president harris. >> make stuff that are not fair, fair. and make people not argue in america. >> reporter: others created their own oval office on paper. >> two chairs and two computers. >> school for many students is an anchor, and i think having a new president brings the hope that there is going to be some sort of new normal. things will get back to normal. >> cities are getting hotter. >> eighth graders at willie brown middle school in san francisco have been busy on this video project. what issues the new president needs to tackle, from animal rights to equal pay for rkers.

moment. and i truly wish that we were all together on the national mall, celebrating together, because, you know, this is definitely one for the history books. >> history indeed. that's co-chair of california's south asians for biden who worked to help bring kamala harris to office. now few people know vice president kamala harris like her long-time friend carol porter. the berkeley native sent us this video of her watching her childhood friend being sworn in today. tears there, you can see. porter and harris lived around the corner from one another, and were bussed to thousand oaks elementary school together. today porter beamed with pride as she spoke with abc7 news race and social justice reporter julian glover about her friend and the barriers she is tearing down. >> she brings everything, all of the young girl, all of the young women of color, black women, jamaican woman, indian women, she brings us all with her right through that door with a seat at

walking contradiction. they showed off their glamorous and coveted pearls and sneakers. not just any sneakers, you know, chuck taylor converse shoes. i was clearly encountering a symbolic moment for many celebrating the swearing in of the first female vice president. >> this symbolizes all the work that kamala did to get to where she is at. but with the tennis shoe, for me, we got to hit the ground rung. we have to work. >> reporter: kamala harris was the first to come up with this iconic style of converse sneakers and pearls. she even appears on the cover of "vogue" magazine wearing the peculiar combination. >> she really is an ordinary woman that just blends everything from her family to her beliefs and ideology. and we love her. >> reporter: just like in previous years when many women wore white to remember the fight for equality, today a group of

thousands embraced what they called chucks and pearls day. amelia ashley ward is the publisher of the newspaper "the sun reporter." she showed us a picture of influential bay area women in pearls. >> i couldn't sleep for the last two nights, waiting on this. because at last, you know. hallelujah. it's unbelievable. and when i saw her get out of that limousine today, i realized that it was real. >> reporter: perhaps it's easier to break down those barriers while wearing sneakers. as many witnessed today vice president harris, a black and south asian woman was sworn in by a latina, jusce son sotomayor, both from underserved communities, raised by single moms achieving the unimaginable. >> and it was vice president harris who asked justice
4:27 pm
sotomayor to perform that swearing in. last night i was searching the internet and found a group on facebook that calls themselves chucks and pearls day. they have, get this, larry, nearly 97,000 members. i think they're on to something. >> wow. i see you have the pearls. do you have the sneakers on as well? >> well, thanks for asking. these pearls belonged to my mom. so that's very significant for me. and well, of course i do. so now i'm part of the in crowd. >> nice. >> i have to say they're comfortable and they do wonders fob your ego, larry. i hear the vice president has them in different colors and styles. there you go. >> and maybe you can jump higher as well. you got to post that on twitter and facebook. people will love it. thank you, lyanne. >> that's great. the bidens are in the white house officially, but what will that mean for the co

building a better bay area for a safe and secure future, this is abc7 news. >> they're going to help change the course of the covid crisis. going to come back, climate change in a way we haven't done so far. >> new president biden getting to work in a flash, signing a flurry of executive orders as he starts to settle into the oval office. also acknowledged the letter that was left for him by former president trump. re p>>ntdesite w >> president biden getting to work. so what does that mean for the country? all right, we have the change of leadership. let's talk what this means specifically for the state of california, which battled the trump administration for the past four years on a litany of issue. >> yes, everything from climate change to covid to wildfires around the state. it's been a rough four years for the democrats in california as they battled the administration in washington, but now that's all changed, as we saw with the beginning of the signing of the executive orders on everything from immigration to the requirements for gas on cars, another point of contention between the state. but larry, if politics is brass knuckles, let's get down to it. yes, kamala harris is the vice president. that's great. but the real powerhouse is still nancy pelosi. she is from california. the minority leader in the house is from california. and we've got a new senator, alex padilla up there. so i tnk that california is in a good position going forward. and governor gavin newsom wasted no time. he sent a letter off to biden. and being gavin newsom, it was
4:32 pm
two pages of letter plus two attachments which basically said send money, send money, send money, on everything from covid to -- gavin's not short o he in. for school openings, for high speed rail, for water projects. send money. that's what they're really hoping washington is going to turn on the tap big-time. >> he could have done that in a text, if it's just send money, send money, send money. a slew of executive orders. the shot of mr. biden with the stacks of orders that he had there i thought was kind of humorous. so you have president biden, who is trying to underdo much of what president trump did, who was undoing much of what president obama did this. is not the most efficient system in the world. >> . no, it isn't. and it's sort of a statement of the problem we have in the united states right now is it's so tough to get anything done. the reason why george w. bush and barack obama and donald
4:33 pm
trump even signed executive orders was they couldn't get it through congress. so one would sign one and the other doesn't sign it. the thing with that, larry, wher and you say we're going to do it without the congress, you're letting congress off the hook. and it's just a temporary solution. we've still got to resolve the issue of immigration. and president biden is putting forth in addition to signing some executive orders, putting forth a plan that calls for a path for citizenship. it would take eight years for millions of people who are here undocumented. that's got to make its way through congress. the $1.9 trillion aid package that everybody is so eager for. we'll have to see if that goes. everything, the vaccines, gavin newsom is asking for billions of dollars to help in vaccines. is that going happen? you can't do it all in a pen ons good, and it makes the country feel good that we're off and rung, even if it's just a couple of steps. >> now mr. trump did not attend today's inauguration, although
4:34 pm
he did leave a letter, which is part of the tradition. the first president not to attend since andrew johnson in 1869, who by the way was also what does this mean, if anything? >> this is historic as well, larry, because, yes, johnson was impeached, but donald trump is impeached twice and going through impeachment proceedings even today. it would have been a little strange for him i think to be at that presentation, especially at the events of the couple of weeks ba so what does it mean g.oingck forward? this is going to be the first sort of big challenge for the biden administration and for the democrats. do they go ahead with impeachment? do they do it now or hold off? how does it affect biden's confirmation hearings for his cabinet positions? how does it affect the ability to get going on the virus, on schools reopening and the economic package? how do you unify a country when you put a former president on trial who still has supporters? all secnst tveofohat i come down and couly

well influence the days and weeks that shortly come after this momentous day of inauguration. >> it's certainly a tricky balance. >> yes. >> especially with the first 100-day agenda that mr. biden has. so we'll see what they decide. thank you, phil. by the way, a reminder, everybody, you can read phil's suay a dnesley.hronic ever thank you. and the swearing in of kamala harris as vice president is making this an extremely proud day for so many people right here in the bay area, as we've been talking about. abc7 news reporter amy hollyfield brings us reaction from the woman who ran harris' first political campaign nearly 20 years ago. >> i'm over the moon personally. i have known the vice president-elect since the mid-'90s. >> reporter: rebecca prozan became kamala harris' campaign manager in 2003. she says the race for san francisco district attorney was a rough one. they were just hoping for a win. the thought of kamala harris being sworn in as vice president
4:36 pm
of the united states was not on their mind. >> when ikoo t rve o manager, it was labor day, and she was at 8 points in the polls, and nobody was taking her seriously. there was no time to talk about washington it was time to talk about which muni stop she was going to work, which fundraising call she had to make that day and what she had to do to secure the endorsements and the and the support to win her first race. >> she says there is a special sauce in san francisco politics that prepares leaders here to tackle the country's issues. she is not surprised at all that harris made history and became the vice president. >> did i think about it at the time? no. did i always know she had it in her if she wanted to go this route, absolutely. >> prozan hopes to visit vice president harris in washington very soon. she also sent her a text message this morning before the inauguration. >> i think i just wanted to acknowledge what a journey it's been for her personally and how the country needs her right now. >> prozan says she feels so
4:37 pm
proud to have worked for her. >> given the rough and tumble campaign in 2003 and her winning that first office, it's really awe-inspiring to think i had a small role to play in that long journey of hers. >> reporter: prozan says she was little bummed for vice president harris that the inauguration was muted becau of pandemic and se security concerns, but she says all the more reason for a big celebration on down the road. she believes the best is yet to come. if you'd like to watch the full interview, we have posted of it on our website. in san francisco, amy hollyfield, abc7 news. making history in washington, d.c. washington, d.c. so which moments had the ups and downs of frequent mood swings can take you to deep, depressive lows. lly ghnerg e. overwhelmed by bipolar i? ask about vraylar. some medicines only treat the lows or highs.
