set to sign 10 executive actions to help get the pandemic under control. those orders include if exercising the defense production act to increase availability of supplies like n 95 masks and testing equipment initialing the covid-19 pandemic testing board to expand testing and increase access. directing the department of health and human services to provide guidance on safe reopening of school, day cares and colleges. and this morning president biden and vice president harris will receive the daily briefing. then the president will speak publicly about covid-19. last night a fireworks display closed out inauguration day. they both spoke about the theme of the day, unifying the country. >> there are moments in our history when more is asked of us as americans, and the question is, "are we up to it?" will we meet the moment like our forebearers have? i believe we must. and i believe we will.

vaccine rollout. fauci says the president's promise to deliver 100 million vaccines in the first 100 days in office is doable. >> there is frustration over the slow rollout or covid vaccine for high risk residents of long-term care facilitates. abc7 news reporter kate larson explains who is responsible. >> they have no idea when they are going to be vaccinated. >> reporter: her mother is in assisted living in sonoma county. long-term care facility residents and staff members account for 39% of coronavirus deaths in the u.s. >> it feels like it is a race to try and get my mother vaccinated before she gets exposed to covid and could possibly die. >> along with healthcare workers, long-term care workers like her are tier 1 a. >> it was just a stroke of luck. i got him to the kaiser website friday evening and got him an appointment.

>> reporter: so who is in charge of making sure residents of long-term care facilities get vaccinated? the trump things and cdc partnered with companies like walgreens and cvs to offer onsite vaccinations. cvs says they started vaccinated as soon as they were authorized by the states. in california that was december 28th for skilled nursing facilities and january 11th for assisted living facilities. but dr. louise aaronson a leading pediatrics from with ucsf and member of --. said california set the states in part because cvs was slow to organize. >>'s also been just chaos that means people at highest risk aren't getting vaccinated first. and it basically invalidates the tier system. or you have to wait for the tier system which means everybody else who could be getting vaccinated isn't because you are waiting on walgreens and cvs. >> reporter: if cvs and

commute. hi sue. >> good morning mike. good morning everyone. reports of thick fog on the peninsula that was a cause for a pretty serious accident over night. that's been cleared. northbound 280 and the ramp to 19th avp. that's since been reopened. maybe some cleanup going on. the golden gate bridge is fog free and four lanes in the south bay direction. there was overnight road work northbound direction more past the robin williams tunnel. that is out there until 6:00 a.m. this morning with paving work going on. getting busy on the san mateo briz in 880 t 101 w cenal looks like the traffic on to 19th from 280 is still a little slow. maybe one lane still blocked in the northbound 280 on the transition to 19th avenue. that should be picked up shortly. and an earlier accident in san francisco, 101 near octavia, that looks like its been cleared

three national guard soldiers died after a military helicopter crashed in upstate new york. it went down about 20 miles south of rochester on a training mission. the aircraft was flying very low and there were reports of engine sputtering. the national guard and faa now investigating. the senate is waiting for house speaker nancy pelosi to deliver the article of impeachment against former

protesters snashd windows at the oregon democratic party headquarters. and vandalized the ice facility there. and at the courthouse and others, more damage to the pandemic and new developments with the moderna vaccine. a batch was temporarily paused on sunday. a handful of people needed medical attention within 24 hours after getting the vaccine in san diego. at least five bay area counties received doses. happening tonight in the east bay, alameda county health experts will be taking part in a virtual town hall to talk about the vaccine distribution plan. the goal to discuss community outreach to ensure hard to reach neighborhoods receive the vaccine. the town hall starts at 6:00 tonight. you can watch it on the mayor's social media channels, including facebook, twitter, instagram and

youtube. san francisco's new and very ambitious goal to vaccinate every resident by the end of june. that is going to take a lot of vaccine. and right now all the major health providers say they simply don't have it. abc7 news reporter amy hollyfield is live at city hall. amy? >> reporter: reggie, there are frustrations coming out of city hall about this vaccine rollout and now hearing that the city can't even agree on its goals with mayor london breed saying she wants to vaccinate 900,000 residents by the end of june. the whole city. well the city's department of emergency management says it has the goal to vaccinate everyone in the city by the end of the year. and there are questions about how any of this will happen and if they will have enough doses to meet those goals. elcted leaders are saying they want answers. >> from the -- to the state to the local level, so far its been a mess. and we need clarity, we need

healthcare workers. it was exactly one year ago today if you can believe i. i know. what is time right now? the cdc first confirmed a travel-related case of covid-19 in the u.s. at that time the cdc said in a memo it wasn't clear exactly how easily the virus is spreading between people. now we are seeing record death tolls in our country. here is abc7 reporter andrea fujiy. >> reporter: this morning a growing urgency to get the covid vaccination out quickly to the places that immediate it one of those places is los angeles as scientists try to determine if the new uk variant along with another mutation in california is fuelling the surge of infections. l.a. county confirmed nearly 6,500 new cases wednesday. and now there is worry what effect the variants could have on the vaccine's effectiveness. >> work needs to be done in laboratory to confirm whether or not the vaccine is going to be protective. >> reporter: encouraging news, a federal millimeter shows overall

i can't wait. let's take a look at what's going on. nearly ferocirosty temperatures. there are going to be some neighborhoods where frost is forming right now and possibly on the grass. 40 in pittsburgh and be antioch. those are the warm spots in the valleys. in the hills we're in the 50s. freezing cold temperatures in movado and santa rosa. low- to mid-40s most of the south bay, the bay itself and towards the coast. a 50 up in the east bay hills where it is rather calm this morning and so is your commute weatherwise. it is going to be dry all dayton roads. no worries on the water. a tranquil day and just dress warmer this morning if you are taking mass transit. when do you need the umbrella? starting tonight. and just keep it handy. because you are going to need it all next week. slippery commute tomorrow and breezy at times. we have light to moderate showers. and that light would be green. the moderate would be yellow. and you can see them as we head

happening today. scott peterson is looking at the possibility of getting his murder conviction overturned. he is expected to appear in court today via zoom in stanislas county. it is a stats conference on the penalty phase retrial. peterson was convicted in 2004 of killing his wife lacey peterson and their undoran son. last august the california supreme court ruled that peterson cannot be sentenced to death because of errors made for his jury selection for his original murder trial. the u.s. labor department reports another 900,000 people filed for unemployment benefits last week. it is about 25,000 fewer than economists forecasted. more than 5 million people are continuing to receive state unemployment benefits. that's down about 250,000 from
