the visibility was down to a mile just a few moments ago, but the light breeze that's blowing now from northwest to southeast. so it is a little bit of an onshore breeze will not let that fog stay in one place. don't be surprised if you see varying conditions as you commute this morning. it's clear as we look hls camer. temperatures significantly colder. we stay in the 50s at the coast with that onshore breeze. the rest of us 60s at noon. dry by 7:00. but by this time tomorrow, all of us are going to be wet. we'll talk about that and more storms coming up in the forecast. >> mike, thank you. it is president joe biden's first full day in office and he is focussed on covid-19. he is set to sign ten executive actions to set the pandemic under control. those include exercising the

defense production act, pishing the covid-19 testing board to expand testing and increase access. directing the department of education and health and human services to provide guidelines on safe reopening of schools, day cares and colleges. president biden and vice president harris will receive their daily briefing. then the president will speak publically about covid-19. last night an enormous fireworks display. biden and harris speaking about the theme of the day, unifying the country. >> there are moments of our history when more is asked of us as americans, and the question is, are we up to it? will we meet the moment like our fore bearers have? >> i believe we must, and i believe we will. >> this is what president joe biden has called upon us to summon now, the courage to see beyond crisis, to do what is hard, to do what is good, to

approach from the federal level will help speed up the distribution of the vaccine. economists say if the president can get covid under control, that will be the boost the economy needs. >> it's not just that the government has stopped the economy, people have stopped the economy. people don't want to go out as long as it feels dangerous to go out. so you can't solve the problem just by saying, let's open up or not open up. you have to solve the covid problem first. >> the president has a goal of administering 100 million doses of the vaccine in his first 100 days of office. as he works to boost the economy and he works on our covid response, we'll also need to address the division in this country. so a big agenda waiting for him today, his first full day in office. live in abc newsabc new 7. president trump back in florida this morning.

he broke tradition by not attending the inauguration. jonathan madison is the vice chair of the bay area chapter of california gop. he weighed in on trump's legacy. >> his legacy will have the coronavirus to deal with. that being said, i also think that the president had a good legacy prior to that. he had some rhetoric, things that he did that i didn't always necessarily agree with, but i thought he launched a number of policies like the first step act that helped a number of people. >> the first step act was focussed on federal criminal justice reform. eric swalwell will lead president trump's impreachment trial. he says this time it will be different noting that some republicans voted to move forward with this trial. >> we believe as we make the case that the president invited the terrorists to washington. he incited them and radicalized them and told them to storm the capitol and did nothing to help

the people inside once theyhe p accountable. >> so when is this actually going to go to the senate? next steps will be announced soon. now to the coronavirus pandemic. california has become the first state to top three million total cases with more than 22,000 new cases reported yesterday. the state ror 694 deaths. that's the second highest number so far in the bay area. we have had more than 350,000 diagnosed cases since the pandemic began. there is frustration and confusion over the slow roll-out of covid vaccines for high risk residents of long-term care facilities. kate lar son explains who is responsible. >> they have no idea when they're going to be vaccinated. >> reporter: her mother is in assisted living in sonoma county. long-term care facility residents and staff members

drafts guideline group says california set those dates because cvs was slow to organize. >> there has also been chaos. people at highest risk aren't getting vaccinated first, and it basically invalidates the tier system or you have to wait for the tier system, which means everybody else who could be getting vaccinated isn't because you're waiting on walgreens and cvs. >> reporter: if cvs and walgreens can't schedule vaccines for long-term care vaccines, they should turn the process over to local health departments. new at 6:00, health officials want to step up contact tracing efforts. last summer the county was seeing 20 to 30 new coronavirus every day. now the i aecting ten saontactracing has becom.theoun.

they don't end until you get to. mid to upper 30s in the napa valley. near freezing temperatures in the east bay valleys. look at all those upper 30s until you get to san carlos, alameda and oakland low to mid-30s. our next storm is up over oregon right now. but it will bring us scattered showers and it starts at about midnight tonight. you can see by about 5:00 tomorrow, most of us are wet or getting wet and another round of showers moves in during the lunch hour and one last shower during the evening hours. sue, how is the commute this morning? >> it's pretty light out there. we're expecting busier tomorrow with the rain that could start off our morning commute. let's look outside right now as we take a live shot of the san matteo bridge. 14 to 16 minute drive as you make your way over on the hayward side to san matteo. we'll take a look at the bay bridge toll plaza where it is

new overnight, three national guard soldiers have died after a military helicopter crashed in update new york. military officials say the aircraft went down about 20 miles south of rochester last

night while on a routine training mission. according to 911 calls, the aircraft was flying very low and there were reports of engine sputtering. the national guard and faa are investigating. president biden introduced a sweeping immigration bill for a path to citizenship. but some say it doesn't go far enough. yesterday dozens protested in san jose. it started with a car caravan before demonstrators gathered outside san jose city hall demanding papers for all. the president's bill would create a path to citizenship for undocumented people in the country, allowing for green card application in five years and citizenship in eight years. >> it's a bold attempt at reframing american immigration policy, and the fact it was done on day one was the right signal to send. >> hey, you promised all these things for immigration and we're going to hold you accountable. >> the bill would also allocate funding for more resources and technology at the border. the new first lady is

today is our last dry and mild afternoon. next storm arrives tonight bringing us chilly then it will saturday. the only dry day moving forward. rain and snow showers starting sunday. and then heavier rain wednesday and thursday. so let's talk about temperatures today. upper 50s along the coast into richmond. 60, 62 just about everywhere. but the east bay a little more sunshine. tonight we're milder thanks to that rain. all of us in the 40s. but notice the green light in the yellow moderate coming at us during the overnight hours. by 5:00, most of us are venturing out on slippery streets. if not, they will get wet during the morning commute. this first round, tenth to a quarter inch of rain. so the first impacts are minor outside the morning commute. in fact, you just want to use caution and some extra distance. it will be a little breezy on our impacts are going

and imposing mask requirements on federal property. president biden is keeping focus on what he says is his top priority, and that is getting the issue more executive orders today, specifically focussed on the coronavirus and how his administration can bolster its response. reporting live from the capitol, abc 7 news. >> thank you, until she arrives at her west wing office this morning to open a letter from her predecessor mike pence. unlike president biden and former president trump, harris was in touch with pence before yesterday's transition of power. the two spoke on the phone last week, and she and her farewells pences before they left the nation's capitol. so it was a calm day in washington, d.c. as president joe biden took office, but protests did erupt in other parts of the country, specifically the northwest.

received doses. happening tonight in the east bay, health experts will be taking part in a virtual town hall to talk about the vaccine distribution plan. the oakland mayor is expected to be there to answer your questions. the goal is to discuss community outreach to ensure hard to reach neighborhoods receive the vaccine. the town hall starts at 6:00 tonight. you can watch it on the mayor's social media channels, including facebook and youtube. >> san francisco has a new goal and it's very ambitious. the city wants to vaccinate every resident by the end of june. that's going to take a huge amount of vaccine. and right now, the major health providers simply don't have that. abc 7 news reporter is live at city hall. amy? >> it's a splashy headline, right, reggie? but then you get down to the details. there are a lot of frustrations coming out of city hall about how slowly this vaccination roll-out has happened and about

not getting questions answered about the details on these vaccines. now city hall doesn't seem to be on the same page about its goals. mayor breed says she wants everyone in the city vaccinated by the end of june, while the city's department of emergency management says it has a goal to vaccinate everyone in the city by the end of the year. there are questions about how that would happen and if they will have enough doses to meet these goals. elected leaders say they want answers. >> from the feds to the state to the local level, so far it's been a mess. and we need clarity. we need answers, and we need plans to be able to give clear information to our constituents that are asking us questions every day. >> reporter: the city does plan to launch its first mass vaccination site tomorrow at city college with 500 doses that have been set aside.

not yet complete, it holds the promise of changing the vaccine landscape with a single dose. really huge here. dan ashley explains this could potentially lead to the vaccines roll-out in a matter of weeks. >> as concern grows over the slow pace of covid vaccinations in the united states, there is hope that a new option could help turn the tide. the vaccine from johnson & johnson would be the first to be given in a single shot without requiring a booster. it's been in clinical trial at sites across the country, including stanford and researchers say they have been given word to lock the data they have gathered to this point so the company can quickly begin the review process. >> they will review the data in an unblinded fashion and see if the medication looks effective. >> dr. phillip grant has been leading the trial at stanford. he believes an announcement from johnson & johnson could come early next month. >> then at that point they will be turning in their application, and then with similar timing we

may see if it works an approval by, i'd say, mid to late february. >> while dr. grant cautioning the final data isn't in yet, earlier phase two results have been described as promising and earlier this week, dr. anthony fauci says he believes that vaccines from johnson & johnson and astrazeneca will reach review in a matter of weeks. the impact could be significant. the johnson & johnson vaccine does not require any special deep cold refrigeration and experts say the single dose could make it easier to distribute. >> it is easier to say we have the supply here, we can give it to you. versus we have the supply here, what will be here in three weeks. it makes that management much more straightforward. >> johnson & johnson used a similar platform to fight a recent ebola vaccine in africa, something like a four wheel

get. rain and snow possible sunday and our heaviest rain sunday. it is a two. yep, we're getting that two we have all been hoping for. at least it's in the forecast now. move ahead to midnight. you can see the rain, the showers. light green, yellow is moderate. and then watch as it moves across all of our neighborhoods. by 5:00 when we start the morning commute, it is moving to the east bay valleys. everybody will have slippery conditions by the end of the commute. but colder air comes in around noon. that's when we have our best chance of some gropple there because the showers that come in during the evening hours, the late evening hours up until midnight, see how they're few and far between land and much more cceea easaturday, our last completely dry day. here is a look at our rain fall. and you can see less than a tenth of an inch. maybe a quarter of an inch after the commute ends. but what's more impressive is reset it for sunday and we will get up half an inch possibly by tuesday and then triple that by
