having early discussions about making changes to the vaccine-tier system. it comes, amid shortages, delays, and a lot of confusion. good evening. thank you for joining us, i'm dan ashley. >> and i'm ama daetz. >> reporter: sources tell me the state is discussing whether or not it makes sense to move away from the tier system, and create a more age-based system for vaccine distribution. so, we asked our local experts what they think. >> i think that age is probably going to be a big driver. that's what the uk did. that's what a lot of other states are doing, is they're just going by age. >> reporter: dr. yvonne is a member of california's covid-19 vaccine safety-review group. >> we have been getting pretty good signals that they need to make it a lot simpler, absolutely. it's too confusing. >> i think our goal, ultimately, is to get shots in arms. but i, also, think we need to be thoughtful, and look at the evidence.

>> reporter: for ucsf pharmacy exec, that means taking risk factors beyond just age into account. which the existing-tier system does by prioritizing essential workers and those living in communal settings. ultimately, it's not a tier issue, it's a supply issue. >> we just need to get the supply that we haven't been able to receive. and have it be a very consistent supply chain. >> reporter: which ucsf's dr. rutherford expects to happen with the biden administration. >> we are going to get federal help for delivering vaccines. they are going to be setting up federal-vaccination centers. we are going to get a lot of help and it's sort of just in the nick of time. >> the official comment from california's department of public health is they regularly talk to groups about how to make vaccine distribution more equitable and efficient. i'm kate larson for abc 7 news. in the east bay, growing concern tonight from law enforcement over not being able to get a vaccine as abc 7 news reporter jr. stone explains, it

comes amid a big spike in crime. >> reporter: oakland police busy on scene of the latest shooting thursday night but keep in mind, none of these officers have received the covid-19 vaccine. and now, their union reps are sounding off. >> they should be vaccinated, as was promised more than a month ago from the county. but there's been no movement on that, at all. >> reporter: barry represents oakland police officers. at least 62 of them have had covid-19. kevin louis represents alameda county sheriff's deputies. more than 90 of them have had covid-19, including oscar rocha, who died of the virus. >> we recently came up with a vaccination plan for our jail population. no plan for any of the staff that works there. >> reporter: say law enforcement is being pushed to the limits in oakland where there have been 11 homicides, so far, this year, compared to one last year. arguing that the vaccine is needed now. oakland mayor and the county addressed the issue, thursday night, in a town-hall meeting. saying, they are not, yet, in the 1b tier because of their

size and because of that, officers and deputies have not been vaccinated. but also, saying that the shots are coming, soon. >> for now, we're -- we're saying february. we believe, february, when the vaccine supply is here. >> reporter: jr stone, abc 7 news. now, san francisco plans to vaccinate thousands more people, through next week. but it is nowhere near the goal of 10,000 people, per day. >> san francisco has a soft opening, friday, for its large-scale vaccination site at city college. the goal, give shots to about 500 people who already have appointments, via private providers like sutter and kieser. it comes, as the city isee serus shortage of the vaccine. o receive another 1000 doses nex week. but that falls way short of what the city needs. >> while that's better than what we received last week, it is not sufficient to meet the demand. and -- and certainly, not to meet our goal of vaccinating 10,000 a day. >> right now, only half of the

200,000 san franciscans in tier 1 a have been vaccinated. 1a includes health-care workers and people 65 years of age and older. >> all those people need two shots. so to even deal with the 1a tier, we need about 400,000 vaccines. so, we're nowhere near close to where we need to be. >> and mayor breed also says that many city and county workers don't live in san francisco, but the department of health needs enough vaccines to cover them as well. san francisco isn't the only county facing vaccine shortages. in the north bay, napa county is warning it's just about to run out as well. >> we have the infrastructure to double capacity in our clinics but the thing limiting us is vaccine supply. >> county-health officials say recent changes in federal and state guidelines have made vaccine distribution more difficult. so far, the county has administered nearly 14,000 doses. sonoma county is looking to ramp up vaccinations in early february. teachers, child-care providers, emergency-service workers, food

and agricultural workers, and residents age 65 and older are next in line. right now, the county is still only vaccinating health-care workers and residents of long-term facilities. in the south bay, the city of mountain view is launching a mass-vaccination site at the community center. it opens tomorrow at 12:30. the site is open for people without a primary-care physician and an appointment is mandatory, keep that in mind. they expect to inoculate as many as 1,000 people per day there in mountain view. it was president biden's first, full day in office, auzsr focused on the pandemic. he announced a new strategy while warning the toughest and the response. >> reporter: spending his first full day in officie focusing on the causedpy the pandemic. >> it's based on science, not politics. it's based on truth, not denial.

>> reporter: mr. biden signing ten executive actions using the defense production act to order private companies to manufacture covid supplies, requiring mask on federal properties, and at airports, international travelers now required to show proof of a negative covid-19 test before they arrive stateside. he is also directing fema to establish 100 vaccination sites across the country in the next month and authorizing more medical professionals to administer the shots. these plans come on the heels of biden having the u.s. rejoin the world health organization. this afternoon, dr. anthony fauci, at the white house briefing, with this prediction. >> if we get the majority of americans, 70 to 85% vaccinated by then, we could have a degree of herd immunity that would get us back to normal. the best-case scenario for me is we get 85 perverse of t% of the vaccinated by the end of the summer. >> so our side is ready to share ideas and work with the biden administration. >> reporter: but also, criticizing the new president

for using executive orders to rejoin the paris climate accord and cancel thekeystone xl pipeline. >> it took several steps in the wrong direction. >> reporter: especially, for initiatives like his massive, $1.9 trillion rescue package. also, looming, the second impeachment trial for former president donald trump for inciting the riot at the capitol, which could start any day. >> the question is are there questions about how a trial will proceed. but we are -- we are ready. >> reporter: late this evening, trump adviser jason miller confirmed that attorney butch bowers will be representing former president trump during his senate-impeachment trial. again, democrats need 17 republicans to vote along with them to convict the former president. abc news, capitol hill. abc 7 news is monitoring the covid vaccine rollout in california. with our vaccine tracker. our vaccine tracker also shows

you when you might be able to get the vaccine. you can find this on our home page at abc7news.com. check that out when you have a moment but let's turn our attention to the weather. and ama, a series of storms on the way. >> yeah. so, dan, let's check in with meteorologist, san diego sadhyar an hour-by-hour timeline. >> let's take a look at the light storm. it's the first in the series, as dan just mentioned. we have seven days and six out of the seven have a storm-impact scale on it. so, tomorrow morning, at around 5:00 a.m., it's going to be wet out there. we will have scattered showers pushing through the bay area. that continues at 10:00 a.m. and that system isn't done, just yet. definitely, use caution if you have to commute tomorrow morning. there will be pockets of moderate rain, slippery roadways, and low visibility in some spots. i will be back to let you know more about what the following two storms will bring, in just a few minutes.

district is trying to find out who posted anti-black and anti-semitic messages to a virtual high school bulletin board. lowell high school students just viewed a lesson about racism when they were asked to share their thoughts. well, instead, they saw posts with racial slurs, hateful comments, and pornography. the district immediately deactivated that bulletin board. >> we can only deduce that the person who -- who created this harm is within our student body or within our school district system. >> students were understandably upset. some saying racism has been an ongoing issue at lowell which is among the top-performing schools in the state. as bay area grapples with issues of race and social justice, we are here to help. just head to our website abc7news.com/take action for a list of local resources. new developments now regarding a san mateo county yoga studio defying the health

order. now, abc 7 was outside the studio tonight and we can confirm it was still open. the studio has stayed open for months offering indoor, mask-free classes. the county filed a lawsuit to close the business after officials say the owner refused repeated requests to voluntarily comply with county and state-health orders. the business owes more than $3,700 in fines. all right. we need to turn back to the weather because we finally have some more rain coming our way, dan. >> yeah, we do, ama, it sounds like a series of storms heading this way. meteorologist, sandhya patel, is here. hi, sandhya. >> hi there. yeah, dan and ama, this is what winter should look like which is a stretch of rainy days and snow in the sierra. possibly, here in the bay area as well. let's take a look at the headlines for the three storms that are coming. a stretch of wet weather. low-snow level. we are talking 2 to 3,000 feet so our higher peaks could be covered by snow. colder air, certainly, going to feel the difference beginning tomorrow and gusty winds at

times, especially as we head toward the middle of next week. that will be changing as we head towards morning. temperatures, at this hour, anywhere from the 40s to the 50s for most of you. a live look from our exploratorium camera and the clouds are stacked up. as we look at san francisco. it's a level-one on our storm-impact scale. light to moderate showers, tomorrow. slight chance of thunder and it is going to be breezy at times. i am going to show you the hour by hour forecast. 3:00 a.m., you might hear raindrops, especially, if you are a light sleeper. as we head into 5:00 a.m., definitely, will need the rain gear if you are going out the door or heading out commuting. noon time, notice the widely scattered showers across the region with the pops of yellow there indicating some moderate pockets at times. going into the early afternoon, we will still have showers and then isolated for the evening hours. in terms of rainfall totals, we are not expecting a lot. this is what we are expecting. anywhere from about a tenth of an issue to maybe four-tenths of an inch for the wettest spots along the coast. and in terms of temperatures,

they are going to be in the 30s, 40s, so you will feel the chill tomorrow morning. once again, give yourself that extra time if you are commuting because you will need it. tomorrow afternoon, upper 40s to the mid-50s, it is going to be chilly out there. it's going to feel like winter. and cold enough that the snow will begin to accumulate in the sierra but it's not the big snow storm tomorrow as we head towards the next week. look at these totals. i mean, we are talking 50 inches. 58. kirkwood, statewide sierra snow packs 40% of average. our second storm comes in. that one is going to bring higher rain totals as we go into monday. and then, this third storm is the strongest in the series. weak to moderate atmospheric river is expected and that is going to be for your wednesday, which is a level-two storm going into thursday. here is your accuweather seven-day forecast. tomorrow, cold showers, brief break for saturday if you want to get out and about. and then, another storm sunday afternoon. going into monday. level one. the third storm, it's a level

engineers in southern california are developing a color-changing sticker that could indicate if you may have been exposed to covid-19. >> a sticker designed by a team at uc san diego would go on the outside of someone's mask like you see here and as you breathe through the mask, the sticker would accumulate particles. at the end of the day, you click a blister pack on the sticker. it releases nano particles that
