way to start the day. it is going to be like that for a few days, mike. >> yeah, almost every day, moving all the way through possibly next weekend. so january 22nd is the day when winter came back to the bay area. and first it started with some light showers this morning. then mainly in the east bay, and moving into the south bay right now. and in fact, you can see a line from about antioch down to red wood city and these will be around another hour, hour and a half or so, that's going to keep things pretty slippery and once that passes, we have got the core of the system still up to our north. you see that spin, that's what's going to create the thunderstorms midmorning to midafternoon and the possibility of some graupel, hail and snow mixture. you see already .07 of an inch, bay bridge is wet this morning, in the 40s. we'll warm in the low to mid-50s with showers becoming less likely as we head into the evening hours. this storm is one, but i have three coming up next week. more on that.

back to reggie. >> mike, thank you. happening today, president biden will turn his attention to getting the american economy back on track. overnight he announced an executive order to make sure all americans are actually getting their stimulus checks. two more executive orders include expanding food assistance for young students and increasing welfare to millions of low income americans. another order puts federal agencies on a path to a $15 minimum wage for federal workers. this morning, abc report er rer elizabeth schulz has more. >> reporter: president biden is laying up an ambitious agenda of how to get the pandemic dunner control. he's turning his attention to the economic crisis caused by the virus. president joe biden is overhauling the national response to the coronavirus pandemic. >> 400,000 americans died. that's more than died in all of world war ii. 400,000.

this is a war time undertaking. >> reporter: biden signed 10 executive actions thursday, including using the defense production act to order private companies to manufacture supplies like syringes, requiring international travelers to the u.s. to receive a negative covid test and a mask mandate at airports and for interstate travel. >> we're in a national emergency. it is time we treat it like one. >> reporter: key to biden's strategy is more funding for vaccine distribution, part of his proposed $1.9 trillion covid relief package. the price tag of the proposal could be a tough sell in congress, but biden's treasury secretary nominee janet yellen says now is the time to act. >> the smartest thing we can do is act big. and in the long run, i believe the benefits will far outweigh the costs. especially if we care about helping people who have been struggling for a very long time. >> reporter: biden is set to address the economic crisis in

remarks today, as covid cases continue to spike forcing businesses to close and lay off workers. the latest weekly jobs data shows 900,000 americans filed first time claims for unemployment benefits last week. and more than 15 million people are currently collecting some form of jobless aid. and president biden is expected to sign more executive orders today, including one expanding food assistance for schoolchildren. in washington, elizabeth schulz, abc news. let's talk about some things that are changing when it comes to travel, because of president biden's new order. we'll take a live look at sfo. it is now a requirement at all airports that you wear a face mask. that was pretty much already the case, but now it is written into federal law. also, you have to have a negative covid-19 test if you're incoming international traveler and there is in addition to that a quarantine that will apply. the mask rules also apply, and this is new, for yosemite

national park. face masks up until now were encouraged in airports and on federal land under the trump administration. san francisco's first mass vaccination site is opening today at city college of san francisco. this comes as the state considers the possibility of changing the vaccine tier system, there is a whole lot to discuss here, abc 7 news reporter amy hollyfield is live to break it all down for us. good morning, amy. >> reporter: good morning. this site is going to be open today at 8:00 a.m. for 500 people. and they already have their appointments. this place is booked for today. so do not come here unless you have an appointment. the city will administer 500 doses, but does have a goal to administer 10,000 a day eventually. the problem has been supply. and there has also been frustration about the tier system, which determines who is eligible for the vaccine. we checked in with some vaccine experts who say they are hearing the state is discussing moving

away from the tier system and instead making it more of an age-based system. >> i think that age is probably going it be a big driver. that's what the uk did. that's what a lot of other states are doing is they're just going by age. >> reporter: san francisco is still chipping away at the first tier. right now they have approximately 210,000 san franciscans who qualify for the vaccine. they all need two doses. so that means the city needs 420,000 doses to vaccinate all of those who are right now eligible. is far they have received 103,000, that's it. so big gap there. so that explains and shows you why they are so frustrated. they are planning ahead for more doses to arrive. they are creating more sites, like this one. they expect this one to be open for several days. they just can't tell you yet when those time slots will be available for the doses haven't arrived yet. they're just hoping and

advocating for them. reporting live in san francisco, amy hollyfield, abc 7 news. >> thank you, amy. today we'll be getting an update from contra costa county on the vaccine timeline two local county leaders will be joined by the deputy health officer for a virtual town hall. tune in on buffy wicks' youtube page at 1:00 p.m. in the north bay, napa county ready to vamp up vaccinations, but they are running out of vaccines. >> i'm highly confident we have the infrastructure to double our capacity in our clinics. the thing that is limiting us is vaccine supply. >> health officials say recent changes in federal and state guidelines have made vaccine distribution more difficult. so far the county has only administered 14,000 doses. sonoma county is looking to ramp up vaccinations early next month. teachers, child care providers, emergency service workers, food and agricultural workers and residents 65 and up are next in line. right now the county is still only vaccinating healthcare workers and people who live in long-term facilities.

if you're heading outside in the east bay and the south bay, you're going to be heading out into rain. you can see the green, so most of it is light right now and moving off to the east. and it will be around through probably about 8:00. and then we'll set our sights on that next swirling mass of showers and potential thunderstorms. that's going to move in to the north bay, starting around 8:00. it is in the heart of the bay during lunch and then spins on out of here by the evening commute. more showers are developing after that, but not as widespread, not as intense and they're mainly over the ocean during the evening and overnight hours. and by the time we wake up at 7:00 tomorrow morning, it is gone. and we're going to enjoy sunshine and mild temperatures for one day and that is tomorrow. you can get another tenth to .2 of an inch of rain out of the system today. let's talk about the slippery commute with suit. >> a lot of solo spinouts out there, wet roads are the

culprit. we'll get right to some live shots, bay bridge toll plaza. you see the flags there a rlitte bit windy. no mitering lights, they did come on yesterday. we hop over to 880, by the coliseum, we have a solo spinout, a little farther south near lieu elling. traffic is backing up there toward highway 92. just remember to keep those speeds at the minimum when you're heading through the rain, slow go over the altamont pass for a 45 minute ride into dublin, pleasanton. jobina? new at 6:00, fremont school board changed course voting to bring back police to campus. the board voted 4-1 this week to reinstate the school resource officer program. a previous board in november voted to end the program. the issue has split parents, some wanted to see no police on campus, others said having officers in schools improved safety. board members in support of the program said they agreed.

happening today, the man charged in the 1988 kidnapping of a hayward girl will appear in court today to enter a plea. a palm print led investigators to david misch in the high profile cold case kidnapping of michaela garrett. misch is already incarcerated from a prior murder conviction and he's awaiting trial for another separate double murder. police got a break in the case late last year. he faces a murder charge with two special circumstances in connection with the garrett disappearance. she has never been found.

parler's bid to get back online has been dealt another setback. a federal judge denied a court order from the social media site. the order would have blocked amazon from kicking parler off its web hosting services. amazon booted parler over content seen as citing violence. the judge ruled that the cite did not immediately go to requirements for a temporary restraining order or a preliminary injunction. will former president trump get his facebook profile back? that is up to a newly formed oversight committee at the social media company. that committee has a tall task ahead. not just deciding whether facebook should reinstate trump's account, but to create a framework for dealing with the deplatforming of political leaders worldwide. the committee started reviewing cases last month. >> it is so new so the fact they're being hit with the capitol case is the culture at which we are all sort of completely polarized and hate each other and therefore come up

with nonfacts that validate the hate. >> the independent panel has 90 days to decide. trump can submit a written statement challenging whatever decision is made. netflix users will see something new when they fire up their streaming apps this year. a shuffle play button. the company confirms it is rolling out the feature in the coming months. it is aimed at subscribers who just don't know what to watch, hitting the shuffle play button will queue up a show or movie that is similar to ones you've binged in the past. netflix tested the shuffle play button with some subscribers in the last two years. it is now going to make it a permanent feature. and new at 6:00, we're always talking about dream jobs, but this one might actually be. so the candy fun house company is seeking a taste tester. what they call a candiologist. the job is to review their 3,000 candy items, and select 100 to be debuted in their first branded candy line.

our storm is holding on to its schedule in the east bay and south bay. rain now is there for about another 45 minutes or so and then wait on a couple more rounds of showers and even some thunderstorms midmorning to midafternoon. want to jump ahead and show you sunday by 4:00, light to moderate showers, thunderstorms possible, snow level down to

around 2,000, possibly 2500 feet. so we could wake up monday morning with some snow on our higher elevations. this is a high resolution model. look at the medium resolution model. pretty wide and vague, isn't it? that's why we always want to get the finest details once the high resolution models pick up on the storms. the medium range models are showing that tuesday is going to be dry until the evening hours and then there is that bull's eye starting wednesday morning of moderate to heavy rain in the two to three inches of rain on the way for wednesday. new at 6:00, tesla ceo elon musk is out with $100 million prize. he tweeted this yesterday, a reward for the person who offers up the best carbon capture technology. musk said more details about the competition will come next week. carbon capture is taking wasteful carbon dioxide at a factory or refinery and recycling it into new fuels or products. it is not a new endeavor, but it is an expensive one, perhaps musk is hoping to remove that

hurdle here. a san francisco couple takes center stage on shark tank tonight. i got the chance to speak with maggie and paul about their experience starting with how they got on the show and what made them the most nervous. >> first we thought it was a prank. i got an email, and first week of april from someone i presume to be a friend is pulling my leg, but it was a casting director from shark tank who mentioned they were look for more food and beverage companies, invited us to apply, we applied, auditioned a few rounds later and next thing you know we were driving out there to film. >> what we were most nervous for is the part of the pitch where we hand out samples. the fear is the first person to taste it would be like, oh, i don't like that, and it would defeat the whole episode. >> fortunately that didn't happen. but, they weren't able to say what actually did happen, of course, because they want you to watch the show. the product is an herbal sparkling water called aura

snow hybrid we call graupel and rain and snow is possible next week and we have rain in the forecast from sunday almost to next sunday. that's how impressive this storm system or series of storms is going to be. first storm is right now moving through the east bay. you can see some of our super commuters on highway 4 near discovery bay, the altamont pass, getting wet in the south bay, still wet here. as we move forward, this is going to move out in the next half hour or 45 minutes. and be replaced by that swirl of radar returns you saw around eureka, that's when we have the chance of thunderstorms and graupel. here is another look at san jose, 87, .01 of an inch of rain. while it is milder this morning than the 40s, it is going to be significantly cooler this afternoon. so dress for those 50s and carry the umbrella and live doppler 7, our apps on your phone hopefully. you'll need it the next couple of weeks. the number of new coronavirus cases is falling in

california. there are more than 19,000 new cases reported yesterday, that is the fewest that we have seen in eight weeks. however, the number of deaths increased to 35,000 as the state lost 571 more people. the seven-day positivity rate remains below 10%. san francisco's first mass vaccination site is opening this morning, but please don't go there. all their vaccines are spoken for. amy hollyfield is live for us at city college this morning. amy? >> stay away today, this clinic is doing a soft opening today. they have 500 doses to give out and all of the appointments are booked. but they do expect this to be here for a while. they have set this up for the long term, they just can't plan the days and hours yet because they have to wait and find up how many doses the city will be receiving. officials have been frustrated with the sporadic deliveries. this week the city says it only received 1700 doses.

they definitely hope they'll get more than that next week. and say they really need a consistent flow so they can officially distribute the vaccine. >> we want to get vaccine out as quickly as possible. we know that people want it, we all have friends and family that are texting and emailing and trying to figure out just as everyone else in the city is how we can get vaccine and right now our biggest limitation is this sporadic supply. >> reporter: right now san francisco officials say the city is only received a total of 103,000 doses. that's only enough to vaccinate half the people in tier 1a, the people eligible to get the vaccine now. they are moving ahead with plans to create more sites like this one here at city college. they're hoping and they plan to be advocating for more doses to arrive and they are going to go ahead and plan ways to get the vaccine out once they receive it. they're hoping all the sites will be up and ready to go.

soft opening here today at city college. don't come here, though, unless you have an appointment. live in san francisco, amy hollyfield, abc 7 news. >> thank you. santa clara county and the city of mountain view teaming up to do a similar thing, opening up a mass vaccination site today. this is opening at 12:30 at mountain view community center. the site is for people who don't have a primary care doctor, and you do need an appointment. the goal is to give 1,000 shots a day. >> in the east bay, law enforcement unions in alameda county want answers about why many of their officers haven't been vaccinated yet. union reps for oakland police and alameda county say no plan has been made. more than 150 officers and deputies have been hit with covid-19 including one deputy who died from the virus. >> should be vaccinated as was promised more than a month ago from the county. but there has been no movement on that at all. >> oakland mayor libby shaft addressed the issue in a town hall last night. the county says it is not yet in

phase 1b, the tier of the vaccinations which includes first responders. the oakland police union says it is expecting that to be sometime next month. abc 7 news is monitoring the covid vaccine rollout with our vaccine tracker. this tool also shows you when you might be able to get the vaccine, find it on our home page at abc7news.com. with the biden administration saying the coronavirus isn't going anywhere, anytime soon, many are asking what more they can do to protect themselves. and now health officials, some of them are saying that you can double your mask. so, in other words, where two layers of a mask when you go outside or have to go to work. as you can see, a lot of people at the inauguration this week were doing just that. and "gma" has some tips. >> have a disposable mask, one of the surgical masks, put that mask on and then a cloth mask on top of it. >> only adds to the effectiveness of the filtration that is taking place, so long as it doesn't make you work so much that you can't get the air you

"good morning america" is showing you the types of masks to go after at 7:00 a.m. after abc 7 mornings. president biden pushing ahead on his effort to tackle the pandemic. the administration unveiled a round of executive orders to help fix the economic crisis, including new tools to help americans who haven't yet received their stimulus checks. other orders will expand food assistance for young students, increase welfare to millions of low income americans, and put federal agencies on a path to a $15 minimum wage for federal workers. the biden administration says one in seven households reports struggling to secure the food they need. these follow the ten executive orders biden already signed in first day in office targeting covid-19. he explained his reasoning for this aggressive agenda. >> 400,000 americans have died.

that's more than have died in all of world war ii. 400,000. this is a war time undertaking. >> yesterday's executive orders include a mask mandate on federal property, and forcing more companies to manufacture sir rin syringes for the covid-19 vaccine. the process begins to move thousands of national guard troops back home from d.c. enforcement agencies say wednesday's events only saw a handful of minor arrests. national security was at never before seen levels following the violent and deadly storming of the u.s. capitol building two weeks before. arrangements are being made to send 15 of the more than 25,000 guard soldiers in d.c. back home, some as soon as this weekend. closer to home here, inauguration day went off without any problems at the california state capitol in sacramento, but it proved very costly according to the press

democrat. the state sent nearly $19 million for the week's worth of security around the state capitol and other high risk locations for fears of civil unrest. national guard troops began standing down yesterday, but the state says it will still be heightened security over the coming days. top senate republicans are trying to push the second impeachment trial of former president trump until mid-february to give his legal team two weeks to prepare. on "good morning america," george stephanopoulos asked the president -- president biden's press secretary what that means when it comes to speeding up cabinet confirmations in the senate. >> again, you know, the president is somebody who is focused on working with both parties, to get both his cabinet through, get a -- address the crises we're facing and that's what we're going to work to do every day. we'll see if we're successful. >> it is unclear whether senate democrats back the plan to push the trial back. another unknown here is when house speaker nancy pelosi will send the impeachment article to

impacted. this morning we have a better chance of widespread wetness. this afternoon, it is probably going to be slippery in spots. because it won't be raining as much as it did during the overnight hours and right now as you can see in the east bay, in the south bay, and that is quickly tapering, should be out of here by 7:30. that next round you can see that swirl in the atmosphere right there. that's what we're watching. this is where the area of low pressure is. we get a little bit of a break for an hour or two, and then by 9:00, those storms are moving into the north bay. by the heart of the bay, you see the yellow, that means moderate. that's where we'll get some of the heavier downpours and the possibility of some graupel. through about 2:00 or 3:00, and then as we start the evening commute, you notice we had a chance to dry out, just a little bit. and some light showers are possible this evening and early overnight with the best chance of showers over the ocean as we head into the overnight hours. so we could still get another tenth to .2 of an inch of rain.

a 3 on the storm impact scale next week. first, over to sue, still seeing some accidents because of the rain, sue? >> yes, solo spinouts are the big thing this morning. and then several cars off the roadway, but that means emergency crews are blocking lanes and that's when's happening at a couple of spots we'll highlight for you. first, outside, we'll go to walnut creek, near ignacio valley, a solo spinout, that's out of lanes southbound 680, taillights headed towards highway 24 and moving well. and in both directions, concard to walnut creek about 8 minutes. dramatic sky here, no rain right now at the richmond san rafael bridge. you see the sheen on the roadway. it has been raining and roads are slick there. eight minute drive from the toll plaza, richmond san rafael bridge to marin county. and our solo spinout, this one is on the altamont pass, we have got the right lane blocked, slow lane blocked with two vehicles there. it was already slow and now it is nearing a stop. this is westbound 580 near grant

happening today, the long criminal court case and the deadly oakland ghost ship warehouse fire may be coming to an end. derrick almena is expected to plead guilty to 36 counts of involuntary manslaughter in exchange for his guilty plea almena is expected to be sentenced to nine years in jail. but because of time served and good behavior, he'll likely spend the rest of his term under house arrest and probation. that's according to the east bay times. family members of the victims have expressed outrage about the plea deal. almena was to be retried after a jury deadlocked 10-2 in favor of involuntary manslaughter in 2019. a memorial service will be held this evening to honor the two victims of a deadly hit and run crash.

it happened in san francisco soma neighborhood. friends and family we pay tribute at 2nd and mission. a moment of silence will be held at 4:52, when they were struck. a 45-year-old parolee who police say was speeding away from a burglary has been charged with the deaths. troy mcallister pleaded not guilty. a yoga studio has been defying the state health owe order. a judge ordered pacifica beach yoga to immediately shut down this is story our i-team has been on for months. when abc 7 drove by the studio last night, it was still open. the studio has been open for months, offering indoor mask-free classes. the county filed a lawsuit to close the business after officials say the owner refused repeated requests to voluntarily comply with health orders. the business owes more than $3700 in fines. a church pastor threatened with jail time for holding in

person services is going to remain free. at least for now. an attorney for calvary ch vary made the announcement yesterday. santa clara county sued the pastor and the church to stop it from hosting indoor services without masks. the church still faces millions of dollars in fines. >> the county has said they're only locking for monetary sanctions. not looking to put pastor mcclure or pastor carson atherley in jail, thank god. >> members of the south bay congregation turned out by the dozens to support their pastor. the case is going to be back in court next week for closing arguments. now your morning money report. san francisco based instacart is laying off nearly 1900 of its shoppers, and that includes a group of ten unionized workers in illinois. instacart says the job cuts are in response to more grocery stores using their own employees to prepare customer orders. the company is offering severance packages.
