today some who were told they were eligible couldn't shot and why. with that, we say good evening. questions are swirling about how effective it will be goeps a new variant of covid-19 that's spreading in california. the strain is making up more than a third of the cases in los angeles. it was a bay area doctor who discovered the mutation and he said more retch is needed to find out what comes next. it was december 31st, 2020 when inside this lab dr. charles chu and his colleagues found what they're calling the l >> specifically looking for the variant that's now circulating and that emerged from the united kingdom. >> immediately after his

discovery, dr. chu alerted the state's health department. by then multiple cases had been spotted across california. >> from the end of november to the end of the year we saw that the cases, at least in northern california, of the variant has increased less than 5% to more than 25%. more than a quarter of cases. >> the variants countdown in the uk is spreading 70% faster than the others. dr. chu says they're tracking the transmission rate of the california variant. he hopes his findings push for more scientific collaboration. to catch these varians faster. >> we do not have an organized, systemic and robust genomic detection system where we can figure out who have these variants of concern. >> do you project as the virus continues to mutate, those vaccines will also have to change? >> there will potentially be the

strongest they've seen in the last ten years. several poles wires were damaged. that setup is now closed. a water main break may have caused water damage at several businesses in milbury this afternoon. the break was first reported just before 4:00 this afternoon at broadway and victoria avenue. an hour later, the water as still gushing down the street there. firefighters had to close the street. at least one building was flooded. new at 11:00, bart services back to normal tonight after a person was hit by a train in oakland. it happened just before 7:00. bart said first responders treated the victim on the platform before taking them to the hospital. that person is alive but there is no word yet on the extent of their injuries. it shut down the station and caused delays for about an hour. still ahead at you c forget spring break if you were hoping to set sail this year.

trying to secure a spot. one woman got one. she said it was just a fluke. >> a row of tents to administer drive through vaccinations. they're doing about five to 600 a day here. >> i was thinking might get the city college but i didn't get any answer. >> stella said she got a text that her 87-year-old mother is eligible for a vaccine. they came down to get one but were turned away without an appointment. >> you are eligible for my mom, still doesn't finish. >> but on friday a ucsf spokesperson said they ended up given out 70 walkups during the day. >> that's what he describes as the current state of the vaccine roleout.

again, there is a chance of a dusting of snow on our highest of peaks. some watch closely tomorrow night. we'll get you in 11:00 a.m. tomorrow morning. most areas are seeing cloud cover. rain is beginning to move in to the north bae. that front will slide south through the heart of the bay area bringing rain with it. then throughout the afternoon and early evening rain focused mainly in the south bay. was we get later in the evening, you can see the pop of pink around mount hamilton. there's a chance we could see a dugs of snow but we'll all feel a pickup in the winds tomorrow. we'll track some breezy conditions, especially starting tomorrow evening. you have a wind advisory going into effect at 7:00 p.m., along the klein. that includes the city of san francisco, where we could see gusts 40, if not over 40 miles per hour. the good news, this swipd nowhere near as widespread or as

strong as that wind wasn't had last week, but nonetheless, we could see some issues along our coastline. through the day tomorrow, i think most spots will end up with less than a third of an inch of rainfall. where we do see a down set up maybe for a little bit longer, close to a half an inch, but all in all, this is a pretty quick moving system. low to mid 50s. it's going to feel cool. the numbers are we low average for this team of year. we'll watch our sites on wednesday because that's when we see a stronger storm move through. how it looks for this midweek soak, i think the early call is for one to three inches likely in higher mountains or hills. this is the potential for mud or rock slides. very possible as the storm moves through, looping with gusty winds and power outages are

once again, good evening. in tonight's headlines, the covid-19 vaccine rollout has come with many challenges, including how to get an appointment. the site at city college is administering five to 600 vaccinations a day. some received messages showing they're eligible but showed up and got no appointment while others got left over doses at the end of the day. the supply of vaccines has not been steady enough to create a plan. many questioning how effective the vaccine will be against the new variant of covid-19 spreadsing in california. it's making up more than a third of cases in los angeles.

we've been hearing about so many public spaces shutting down because of the pandemic. in the south bay today a glimmer of hope. the rotary play garden at the river park reopened for the first time in several months. social distancing is in place so everyone can enjoy the playground zale. they provide children of all abilities a place to play. spacex engineers are keeping an eye on the skies in florida hoping for better weather tomorrow. today's laurmg was scrubbed because of bad conditions. spacex hopes to lauchlg a rocket carrying 143 satellites into space. successful, that would be the largest number of satellites ever flown on a single mission. speaking of the weather, here at home, drew with our forecast. looking pretty soggy next week.
