anxiety, confusion and frustration are growing this morning over how to get the covid-19 vaccine. some were toll they were eligible couldn't get the shot and are now asking why. doctors fear it will mutate as the new variant spreads across california. good morning, everybody, it's sunday, we have much more to get to on the vaccine rollout. first, as always, we will start with a look at the weather and the raney week ahead. >> liz, good morning to you. we are going to bring in that level 1 system this afternoon. early afternoon for the north bay. as we look at live doppler 7. we have freezing conditions up in the north bay.

there is the system that will drop throughout the day today. we are down to a quarter mile. santa rosa, and napa just over two miles in the east bay. temperatures are really going to trim out as we get to the next 24 hours. our level 1 system arrives today with showers and scattered showers in the north bay. we have a wind advisory down to big sur. so we could see a dusting know as we look at that system bringing in colder air. we have a slight chance of showers. 30s and 40s. look at the temperatures, though, scattered showers developing in the north bay. low 30s should do it for us. the system pushing through the south bay. we're trying out. the wind are kicking out by 9:00 tonight. we have a break.

our atmospheric river sets up by tuesday night. more details in a few minutes. >> beyond getting the vaccine. questions are thrown about how effective it will be around the new covid strain in california. it's making up more than a third of cases in los angeles. liz pena found out it was area doctor that found out. >> reporter: it was december 21st, 2020, the doctor and his colleagues found what they are calling a variant of covid-19. >> we actually discovered this variant incidentally while doing genomeic surveillance looking for what emerged from the united kingdom from the uk. >> reporter: immediately after he discovered it, he notified the health department. by then, multiple cases had been

spotted across california. >> from the end of november to the end of the year, we saw the cases at least in northern california, the variant had increaseed from a proportion of less than 5% to more than 25%, more than a quarter of cases. >> reporter: the variant found in the uk is spreading between 30 and 70% faster than others. dr. chus they are tracking the transmission rates of the variant. he hopes his findings pub for more scientific variants to catch them faster. >> we do not have an organized robust surveillance system to identify what percentage of the strains in our community may be these variants of concern. >> do you think that maybe as the virus continues to mutate, those vaccines will also have to change? >> there will potentially be an emergence of variants that would require the vaccine to be modified. >> reporter: dr. chu says at

least ten counties in california have reported cases of the variants. he says the most effective way to stop the vaccination is vaccinate as many as possible and fast. >> one issue we focus on is your health, of course, that includes the covid vaccine rollout. questions over how to get an appointment have been possible for residents under the current phase. matt boone spoke to people desperately trying to secure a spot as well as a woman that got one but says it was just a fluke. outside the city of cranes, they have drive through investigations. they are doing 5 to 600 a day here. >> i was hoping to get into the city college i didn't get an answer.

she says her 87-year-old mother is eligible but came down to get one but were turned around without an appointment. >> even though you get the notification, you get eligible for my mom, it doesn't finish. >> reporter: on friday, a spokesperson says they did end up giving up 70 extra doses to walk-ups at the end of the day. >> it was a catastrophe and it was a catastrophe waiting to happen. >> reporter: he described the current state of the vaccine rollout. >> right now, we're in a very, very difficult place. because we don't have our logistics worked out and we don't have an adequate pipeline vaccine. >> reporter: adding more confusion, who is even eligible? >> when the governor came out with anybody over 65 could get the vaccine, i first started with kaiser. >> reporter: this resident said she had almost given up on kaiser when a friend sent her a text about a safeway in dan

l los gatos school district. they say the hospital created mosion ove who is eligible right now to get the vaccine. a lot of questions among the confusion right now. abc 7 news is monitoring the rollout with our vaccine tracker that is on our website. it shows you when you might be able to get the vaccine in california and you can find it on our home page at abc7news.com. okay, now for some good news, new numbers from california are encouraging and could be a sign the state is moving past the winter surge. nearly 23,000 newly-diagnosed covid cases were reported yesterday, once again, below the daily average. the number of peoplized in the icu went down and the 7-day positivity rate went down to 8.5%. it's a good measure of the spread of the virus. okay. anti-abortion activists filled

the streets for the west coast walk for life. the day began with prayer vigil of planned parenthood. demonstrators want to send a message the church is a resource for women who are considering abortion. >> we would encourage them to give life. life is precious. there is nothing more wonderful than parenthood. even in troubled times. >> in the afternoon they marched down market street to the embarcadero. this was scaled back because of the pandemic and did not include a rally. there was a large group out there yesterday. lights are on for thousands of that wind storm caused damage to power lines on tuesday. in this pg&e map we can see several clusters of green

bur crk were fewer homes withoue hardest-hit areas. it was the strongest they've seen in the area in the last ten years. several hundred poles, wires were damaged. the community center that pg&e set up is closed. a watermain break caused water damage. the break was reported at broadway and victoria avenue. water was gushing down the street for about an hour. firefighters had to close victoria between broadway and el camino reale. at least one building was flooded. several people are opposed to opening twin peaks to cars. some residents say they have seen more trash partying and car thefts since march. but others say closing the street has created a safe place for people to socially distance and access one of the city's iconic vistas. ophetr,.e up the proposal to

47 at the coast. here's a live look outside. we got some fog and looking at the cold conditions. the light rain starting this af bay, sweeping across the bay area. the winds kick up, showers will linger along the coastal waters. we look at a rainy week. so as we look at 10:30, the rain is north of santa rosa. pretty good downpours of in the livermore valley. pushing to lima and point rays, this will continue until 6:00. getting into clearing behind it. the waters mainly offshore. the wind will pick up all the way from the shore here, the coastal north bay, the peninsula. that's where we have our wind advisory from 7:00 to 10:00 on monday. northwest winds, gusting to 40

and 50 miles an hour. here's a glimpse of what you can expect. the winds kicking up at the coast. you can see over 40 miles an hour, right into monday morning. so if you are headed out, winds will dial down in the afternoon. as we move into your tuesday. take a look. this is what we are looking at for the entire state looking at the frontal boundary pushing in mid-day tuesday in the north bay. the snow arriveles. this is 4:00 wednesday morning. we got our winter weather in the mountains. by 5:00 on thursday, still rain, looking at friday, looking at perhaps a little clearing in the north bay. more rain after t soaiamount in this first system anywhere, a couple hundreds to a third of an inch. the wednesday behind it, the low snow levels down to about 2,000 feet. through friday night, we are looking at three and a third inches, down through mountain

view. now this is where we are expecting the front to call south and lift back to the north. that's why we are looking at that time high rainfall totals. the burn scar area. most likely flooding. the winter weather advisory, we get under way this afternoon into monday morning for slick roadways. up to seven inches of snow a. winter storm watch will turn into a winter starm warning. possibly six and seven feet in the highest elevations. low 60s out there. a cold day. you add in the northwesterly wind. we get a break tomorrow. it will be chilly. the rain gets going again on tuesday, heavy tuesday night. a level 3 system coming in on wednesday. this is where we will stay especially tuned to the forecast as things will change as we get 24 to 48 hours closer to this

would provide relief for millions of americans who are suffering during this pandemic. >> and now, trump is reportedly being accused of discussing plans with justice department officials to overturn the election while he was still in office. in a stung report by the new york times, citing unnamed sources, trump allegedly discussed removing acting attorney general jeffrey rosen in order to execute a plan to pressure georgia officials to flip the state election results. the man who reportedly worked on the plan, jeffrey clark, reporting trump pulled over whether to fire the acting ag and replace him with clark because rosen refused to carry out the alleged scheme. trump decided against firing rosen after officials threatened mass resignations. he says the communications were consistent with the law. trump declined to comment. the latest report could have an
