the goodness of nature... from one generation to the next and from seed to slice. >> announcer: now from abc7, live breaking news. >> right away that breaking news tonight, governor gavin newsom may be preparing to lift the state stay-at-home order in all regions tomorrow. that is according to the california restaurant association which sent a letter to restaurant members this evening. now, it read in part late in evening, senior officials in the newsome administration the governor will announce tomorrow the stay-at-home order will be lifted in all regions of the state. the letter did not elaborate what system if any the current order will be replaced with. the lead efforts of the golden gate organization said she is optimistic outdoor dining will resume by the end of the week. in a statement to abc7 news tonight, the governor's office of emergency services wrote, in part, quote, we see promising

signs that california is slowly emerging from the most intense stage of this pandemic. we continue to look at what that means for the regional stay-at-home order. they said there would be a formal update tomorrow, so be sure to tune into abc7 and our mobile app for that update. and with that we say good evening and thank you for joining us. i'm dion lim. the current stay-at-home order was based on i.c.u. capacity. officials divided the state up into five regions and when one fell below 15% i.c.u. capacity, the order went be into effect closing indoor and outdoor dining, nail salons and othalsef three regions under the order. now, tonight's news comes after some encouraging signs about the bay area's i.c.u. capacity. the bay area is suddenly at 23.4% after spending a couple of weeks in the single digits. you can see here for almost two weeks in january, capacity was hovering below 5%, but has recently been climbing.

two san francisco doctors tell us the numbers, they are encouraging. >> all this stuff suggests, strongly suggests that we're on the down slope of this third wave of the epidemic finally. >> i.c.u. patients are staying down, and so overall that has given us capacity and it's very encouraging, certainly compared to where we were just one week ago. >> despite the encouraging news, doctors say we cannot let our guard down. we are still being asked to wear masks, socially distance and avoid gatherings. tonight's news comes after some encouraging signs about the bay area's i.c.u. capacity. the number of available beds saw a dramatic improvement from 6% last week to more than 23% on saturday. california public health officials were using i.c.u. capacity as a metric for its stay-at-home order. now, a steady stream of

people received their covid vaccine today at the only mass vaccination clinic. this is the third day for the clinic at city college where ucsf are administering 500 vaccinations a day. right now the clinic is serving health care workers or people 65 years and older who have an appointment. city officials say they generally get 24 hours' notice when they'll get more vaccination. vaccine. >> we can learn how to do this as efficiently as possible so that as soon as we have much more volume of vaccine, we will be able to get vaccine into arms. >> in san jose, vaccinations continued this weekend at the santa clara county fairgrounds. cdc data shows california received more than 4.9 million doses and has distributed less than half. president joe biden is expected to reinstate covid-19 travel restrictions on non-u.s. citizens who have been to brazil, ir t u.k. and much of europe. the move comes just a week after president trump lifted restrictions on travelers from these countries.

the president will also extend a travel ban to south africa because of a new variant which is 50% more infectious. u. csf infectious disease specialist says the travel ban may not be enough. >> perhaps testing at the borders, which the biden administration has set up is probably going to be much more useful or having a negative covid test before coming into the country even though it's not 100% foolproof. >> the president also issued an executive order requiring international air travelers to quarantine after arriving in the united states. and we sent out this push alert on our free abc7 news app today about biden's announcement. tomorrow on our app and our free abc7 news facebook page, we will be streaming any formal press conferences from the biden administration. you can also tune in to see anything from governor newsome. moving on now, taking a live look in san jose, you can see there still looking prettyamp .

another storm is expected to roll through later this week and it's already prompting evacuation warnings in some areas. parts of the san lorenzo valley and the santa cruz mountains and along the coast are under evacuation warning right now. take a look at this interactive map and you'll see all of the zones impacted. evacuation warnings, those are shaded in yellow. evacuation advisories are shaded in blue. a warning is more urgent than an advisory. cal fire is getting the word out early that the strong storm we are expecting this week could be life-threatening in the czu burn scar area with risk of landslides and major flooding. you can find a link to this map at our website, abc7news.com. and with that, lets archipelago g and with that, let's get to abc7 meteorologist drew tuma. drew. >> live doppler showing you any wet weather we have is over the open ocean, and it will remain off of our coast tonight and tomorrow. so the showers have exited the

bay area. what has moved in, though, are some very gusty winds. look at this, we have a wind gust of 37 at half moon bay. 20 miles per hour in the city. 30 that current wind gust at s.f.o. so we do have a wind advisory now in effect along our coast line and this does include the city of san francisco until 10:00 a.m. tomorrow where we could find those frequent wind gusts close to if not over 40 miles per hour overnight tonight. but all eyes are on wednesday when we track a very strong storm moving into the bay area. a level 3 storm on our storm impact scale. we're going to show you the details, what to expect with this atmospheric river in the full accuweather forecast in a few minutes, dion. >> soubnds good, drew, thanks. we saw a sample of what's coming later this week. abc7 news reporter unser hassan talked to some people about how they're getting ready. >> reporter: sunday night's strong coastal winds are a preview of what's to come later this week.

pacifica residents sergey and catherine don't seem to mind. >> it's a breeze, air. it's very fresh. >> reporter: you like that? >> yeah, because it's -- >> good for you. good for your immune system, right? this is awesome. >> reporter: starting tuesday, the bay area will get drenched by the strongest storm so far this season, which could bring several inches of rain. in san francisco, raquel caldron worked the door leading people inside due to covid-19. the biggest sellers ahead of the coming rain, heaters, inflatable dams, blue tarps and ant traps. >> they come in through windows and stuff to try to get out of the rain. when it rains, for the most part. >> reporter: this week's storm will cause flooding concerns for wednesday morning's commute. josemorales and his wife were visiting from sacramento.

a familiar face will be back for a record tenth time. sports anchor chris alvarez spent all day watching football. oh, poor him. [ inaudible ]. >> yeah, it's a tough job over there in the sports office. two of the game's greatest quarterbacks going head to head with super bowl lv on the line. tom brady and aaron rogers. aaron rogers going or his second appearance and brady ten. it is tom brady leading the bucs to super bowl 55 in their home stadium. it's actually the first time a team will ever play super bowl in their own stadium. after spending the first 20 years of his career in new england, the 43-year-old future hall of famer is leading tampa bay to the big game in his first year with his new team. >> made the decision and, you know, love coming to work every day with this group of guys and they worked really hard to get to this point. had a few tough games in a row.

now to building a better bay area and the effort to vaccinate people against the coronavirus, the cdc has released a comprehensive report on the allergic reactions some people are having after receiving the moderna vaccine. abc7 news reporter luz pena spoke to several doctors about why those reactions are happening. >> reporter: ten out of more than 4 million people have experienced severe allergic reactions to the first dose of the moderna covid-19 vaccine according to the cdc. >> in all cases, no one has died and it's been all treatable. >> reporter: ucsf infectious disease specialist dr. peter chin hong says cases are rare. >> in the most recent study they estimated it's 2.5 people per macon, georgia people that wi million that will get the severe reaction. >> reporter: he has seen some of these cases.

>> itching, maybe feeling short of breath a short period of time. but they resolve very quickly. even if we need to give medication, they're very rarely serious medications. they're things like benadryl. >> reporter: according to dr. caldwell at san francisco general hospital, of 15 people who have been vaccinated, less than 100 have had a one person died shortly after getting a covid-19 vaccine in placer county, california. in a statement the placer county sheriff's office said there are multiple state, local and federal agencies actively investigating this case. any reports surrounding the cause of death are premature, pending the outcome of the investigation. the cdc published this graph also revealing which of the 10 people who had an allergic reaction to the vaccine also had previous allergies. >> the allergic reactions are likely happening because the fatty bubble that encases the message and that messenger

his majesty and her majesty of japan in 1994. volunteers from a bay area church are helping bridge the last mile between food banks and people who need groceries. members of the san francisco zion church today bagged and then helped pass out and deliver food boxes to families throughout eastern contra costa county. organizers are hoping to reach out to those who are sheltering in place and don't have access to grocery delivery services. >> it is regular folks, regular fmilies who might be a little bit hard on their luck, but we are especially also looking out for seniors who might need additional help, too. >> other bay area food banks have launched similar programs, but church van holleolunteers w broaden these deliveries by expanding to other parts of the bay area. now, because of the pandemic we created better bay area project thanks. it's a way to my light everyone who is making a difference. you can use the #better bay area to thank someone and we'll try

and share it. no thanks to the weather for all of you who missed the sun because, drew, it's going to be pretty much a washout this coming week. >> yeah, we do have a really wet week ahead, dion. we're going to make a big dent in our rainfall deficit over the next seven days. some showers we had to finish off the weekend, live doppler 7 tonight showing you as we put it into the last hour of the loop, we have some showers over the open waters. they will stay off our coast line. any wet weather we had earlier this evening has now pushed out and our skies are drying overnight tonight. no snow falling in the sierra tonight. we have a winter weather advisory in effect overnight first thing tomorrow. this will expire at 9:00 a.m. expect anywhere from 4 to 7 inches of snow with this qu quick-moving snowstorm. it was a cold day, only made it to the low 50s. tonight we're mainly in the 40s. those numbers will continue to fall tonight. so lows will drop to the low 30s to mid 40s. it is windy along our coast line

with that wind advisory in effect under mostly cloudy skies. now, tomorrow it's a temporary break in the wet weather. it's a dry day the nexttt hours. call it partly cloudy out there. it is a breezy day with the northerly winds. that will keep temperatures limited to the low or mid 50s if not highs. rain does return on tuesday. future weather as we get into tuesday morning clouds are on the increase, but we're mainly dry first thing tuesday. it's in the afternoon, really in the evening that rain will arrive in a north to south fashion. and it's early wednesday in the morning that this atmospheric river moves through the bay area. this is when we do expect some heavy rain to move through and also some very gusty winds. on the storm impact scale here early wednesday, this is a level 3 strong storm we are tracking, the strongest storm so far this winter season. moderate to heavy rain, 1 to 2 inches of rainfall is expected

area wide. we could see wind gusts in excess of 30 miles per hour. i do want to emphasize that the bulk of this storm is really going to happen in the early morning hours, even before the sun gets up here on wednesday. so we're talking about, say, midnight to 6:00 a.m. early wednesday morning where a lot of the heavy rain and strong winds to move in on wednesday. we do have a flash flood watch that will go into effect starting tuesday afternoon for the north bay, and also the santa cruz mountains. essentially what we're watching is our burn scar areas from the 2020 wildfire season. this is the first real threat we've had so far this winter with this heavy rain coming our way to see debris floes over our burn scars. we're going to watch that closely. heavy rains and flash flooding very possible under the flash flood wachz. storm concerns we have wednesday with rain moving through, hydro planing on flood roads will be an issue a will with debris floes along with heavy rain.

gusty winds could bring down trees and power lines. we'll also see strong stream flooding. thankfully river flooding will not be an issue because we had such a dry winter so far. our rivers can take this storm moving through mid week. heavy snow coming to the sierra. get ready. a significant snowstorm, up to 4 feet of snow above 2000 feet, our highest peaks could see 6 feet of snow. so travel is going to be almost impossible. do not try to travel over the sierras this week. here's the accuweather seven-day forecast. bright and breezy tomorrow and the rain and wind comes back here on tuesday night. again, wednesday, this level 3 strong storm, dion, is the worst in the morning, but still we're going to find showers and downpours lingering on thursday with a moderate storm. and then more rain continues into the upcoming weekend next week into a very wet week we have over the next seven days. >> haven't seen that 3 in quite a while, drew. thanks.

as you can imagine, the super bowl will look pretty different this year because of the pandemic. only 22,000 fans will be in atte attendance for the game february 7 in tampa. that's roughly a third of the stadium's usual capacity. more than 14,000 of those pans will be paying customers with the rest being health care workers. each nfl franchise will get to hand pick some workers to attend the game. lead commissioner roger goodell crashed a meeting with workers in florida to give them the news. >> you're all guests at the super bowl. >> oh, my god. >> i don't know if that means you accept or not. >> yes, yes. >> we do. >> we accept! oh, my gosh. >> this video never gets old. as for vallejo native her will perform as part of the

>> president biden is also using the defense production act to order private companies to manufacture specialized syringes to get more vaccine doses out of each vial. the president of mexico says he has tested positive for covid-19. president andres manuel lopez obrador says he is being treated for mild symptoms. obrador has consistently played down the pandemic and questioned the value of even wearing masks and has refused to put one on at most public appearances. the news comes as mexico reported a record 1800 new deaths on thursday alone. turning now to our former president. >> unlike any trial that's probably ever occurred at any time ever in history, the jurors here are witnesses. the jurors here are victims. the jurors here ran for their lives, told their family members they didn't know if they'd be coming home. >> all right. obviously not our former president, but that is east bay congressman eric swalwell on "good morning america" today talking about his role as one of the managers in the second impeachment of former president

trump. the house will deliver the article of impeachment to the senate tomorrow and abc7 news reporter rachel scott has some new allegations that have emerged against the former president. >> reporter: former president donald trump now headed towards his second impeachment trial, charged with incitement of insurrection after telling his supporters to march to the capitol. >> if you don't fight like hell you're not going to have a country any more. >> reporter: they tried to stop certification of joe biden's win. gop rand paul is calling into election fraud but hasn't provided any evidence. >> if we want greater confidence in our elections and 75% of republicans agree with me, we do need to look at election integrity. >> reporter: the single article of impeachment will be delivered to the senate on monday. >> everyone wants to put this awful chapter in american history behind us, but sweeping it under the rug will not bring healing. the only way to bring healing is

to actually have real accountability. >> reporter: and now democrats are calling on the justice department to investigate the former president. senate majority leader chuck schumer outraged over this "the new york times" report, detailing allegations of another desperate attempt to overturn the election. trump's alleged plot to remove the acting attorney general jeffrey rosen and replace him with a trump loyalist who, according to the times, could help toss out votes in georgia. and overnight, another report from the wall street journal saying trump also allegedly tried to push the justice department to file its own lawsuit against states directly in the supreme court. something his appointees refused to do. trump's team has not specifically addressed these latest allegations. so let's layout the time line. tomorrow you will see that article of impeachment be handed over to the senate, and then on tuesday senators will be sworn in as jurors, but that trial will not start for another two weeks. we're looking at the week of february 8th. and this is a delay that both
