because of concerns about new mutations of the virus spreading around the world. >> we learned overnight that mexico's president has tested positive for covid after months of refusing to wear a mask. overseas, rioters protesting the covid lockdown in the netherlands, and they set fires and clashed with police. >> back here at home, teachers in chicago have voted to continue working remotely, but there are signs of progress today in the fight against the virus. this morning, a new glimmer of hope in the pandemic. covid cases are now declining across all regions of the country and hospitalizations are the lowest since december 14th. >> i think the next four weeks will really tell a lot whether that dip is just a temporary dip from the highs after the holidays or we can sustain that downward trajectory to improve our nation. >> reporter: but over the weekend, the u.s. passing 25 million cases, 5 million of them since january 1st. the death toll now topping 418,000 people. now president biden is issuing a

new travel ban, restricting travel from south africa as well as re-imposing the travel ban for brazil, the uk, ireland and 26 european countries, as variants of the virus from south africa and the uk spread around the world. >> the virus is basically telling us that it's going to continue to change and we got to be ready for it. >> reporter: it comes as the white house faces growing pushback after unveiling its $1.2 trillion covid relief plan, the package would include another round of direct payments for most americans. this time for $1400. although they say they're open to putting more money in americans' pockets many senate republicans are worried about the bill's overall price tag. >> i believe that the economy is going to come roaring back. spending and borrowing trillions of dollars from the chinese among others is not necessarily the best thing we can do to get our economy to be strong long term. >> reporter: this weekend, the u.s. finally passed 20 million shots administered, a number the trump administration had promised to reach in

december, but some states are being forced to cancel appointments because supplies are running out. the new cdc director acknowledges that they're not sure how much vaccine is out there today. >> the fact that we don't know today, five days into this administration, and weeks into planning how much vaccine we have, give us a challenge of what we've been left with. >> reporter: key figures are now opening about president trump's coronavirus task force. in a candid interview with "the new york times" dr. anthony fauci says, despite clashing with trump he never considered resigning. dr. fauci tells "the times," i always felt that if i did walk the skunk at the picnic would no longer be at the picnic. adding he couldn't resign, because someone had to push back on the nonsense being spouted from the administration. and dr. deborah birx growing further, trump presented graphs at the briefings last year that she never made. >> i saw the president presenting graphs that i never made. i know what i sent up and i know

that what was in his hands was different from that. >> reporter: as businesses grapple with the weeks and the months ahead, one pro basketball team has a new security strategy. the miami heat will use specially trained dogs to sniff fans for covid. if the dog sits, they may have detected the virus. fans will be asked to leave. >> really interesting. dogs are amazing creatures. >> the fda hasn't signed off on whether using dogs is an effective way to screen for covid. president biden is expected to sign an executive order, repealing the restriction on transgender people serving in the military. the obama administration lifted previous restrictions in 2016, but president trump reversed the obama policy, activists called the restrictions cruel and irrational. president trump argued that transgender troops would cause disruptions and lead to higher costs. we turn now to the impeachment showdown on capitol hill. democrats say they have new evidence in their push to prevent president trump from ever running for office again.

alex presha's here with the latest. >> reporter: good morning, kyra. that article of impeachment against former president trump will be delivered to the senate today and it comes amid new reports that trump pressured the justice department to overturn the election. this morning, new outrage from democrats over allegations former president trump considered using the justice department to try to overturn the results of the presidential election. >> as if it's not enough that he sent an angry mob down the mall to invade the capitol. >> reporter: "the wall street journal" reported that the trump wanted the justice department to sue states in the supreme court. when that plan failed, "the new york times" said he allegedly plotted to remove acting attorney general and replace him with a trump loyalist. >> we fight like hell. and if you don't fight like hell you're not going to have a country anymore. >> reporter: the former president is already charged with incitement of insurrection. after he urged his supporters to march to the capitol before the deadly riot on january 6th. later today, the house sends that article of impeachment to

the senate where democrats will need at least 17 republicans. to vote to convict trump. gop leader mitch mcconnell not saying. but some are already blasting the trial before it even begins. >> we have a flaming fire in this country. >> reporter: at least one republican is still refusing to say the election was not stolen. >> the department of justice led by william barr said there's no widespread evidence of fraud. can't you just say the words -- this election was not stolen -- >> reporter: senator rand paul in a fiery exchange with abc's george stephanopoulos on "this week." >> hold on a second, he said the election was stolen, this election was not stolen. the results were certified in every state after counts and recounts. >> you're saying -- you're saying there was no fraud and it's all been investigated. that's just not true. >> that's not what i said, sir. i said the justice department found -- let me finish my point.
