it's going to be windy for the better part of the day until the sunsets during the evening out over the ocean, this is going to be where they most likely stay. so for our super commuters, a chance you're going to get wet this morning whether it's on 84 or 580. once you get into the bay, it looks like it's going to be pretty quiet. al bee it, we'll be close to some of the showers over the coast. if they come in, it would be along the sonoma county coast and the santa cruz mountains. windy conditions. it is going to feel and bite like winter with temperatures barely near 50. the windchills, it's going to feel like the 40s. today is our moving forward. a whole lot of rain unfortunately coming our way. >> thank you, mike. this morning bay area restaurants are preparing for the stay at home order to potentially be lifted today. meaning they could reopen soon.

amy holyfield has more on the letter that the california restaurant association sent out to its members. amy? >> good morning. the news restaurants has been waiting to hear. they pulled their tables and chairs back inside. it looks like they may be able to pull them back out and set them up again. this is all according to a letter that the golden gate restaurant association sent out to its members late last night saying they have been informed that the governor will announce today the stay at home order will be lifted for all regions. the president of the association is optimistic that outdoor dining will be allowed to reopen by the end of the week. we reached out to the governor's office. they released this statement saying we see promising signs that california is slowly emerging from the most intense stage of this pandemic. we continue to look at what that means for the regional stay at home order. they said there would be a formal update today.

we're hearing the press conference should be happening at noon. stay with us. we will release the information and push it out on our app and all our social media platforms as soon as we get it. one thing to watch for today, though, remember in the past, even though the governor says one thing, counties still have the final say about what they are going to do. we'll call on bay area county health officers as well to see what they think of this news. live in walnut creek, abc 7 news. >> that's a good point, amy. the current stay at home order is based on icu capacity. when a region fell below 15% capacity, that's when the order went into effect. currently the bay area is one of three regions under the order. this morning there are encouraging signs about the bay area's icu capacity. the state is suddenly reporting without explanation we are just over 23%. for almost two weeks earlier this month capacity was hovering below 5%. two san francisco doctors tell us the numbers are looking good.

>> all the stuff suggests strongly that we're on the down epidemic, finally. >> icu patients are staying down and so overall, that's given us capacity, and it's very encouraging, certainly compared to where we were one week ago. >> doctors say we cannot let our guard down. we're being asked to wear masks, social distance and avoid gatherings. we should get a better idea of the state of the virus in san francisco. there's an update at 1:15. it's amid their goal to vaccinate the city by june. you can stream it. a stream of people are receiving covid-19 vaccines at san francisco's only mass vaccination clinic. today is the fourth day at the clinic at city college. the city and ucsf are administering 500 vaccines a

day. right now they're serving health care workers or people with an appointment who are 65 and over. they generally get 24 hours notice when they will get more vaccine. >> we can learn how to do this efficiently as possible so that as soon uc volume of vaccine, we will be able to get vaccine into arms. cdc data shows california received more than 4.9 million doses, but has only distributed less than half. the biden administration says it is struggling to figure out how many vaccines there are. this comes as we are seeing signs of progress this morning in the fight against the virus. here's abc news reporter. >> this morning a glimmer of hope in the pandemic. co-vid cases are declining across all regions of the country and hospitalizations are the lowest since december 14th. >> i think the next four weeks will really tell a lot whether that dip is just a temporary dip from the highs after the da ar we can sustain that downward trajectory to improve

or nation. over the weekend the u.s. passing 25 million cases. 5 million since january 1st. the death toll topping 418,000 people. it comes as the white house faces growing pushback after unveiling the $1.9 trillion co-vid relief plan. the package would include another round of direct payments to most americans. this time for $1400. although they say they're open to putting more money in american's pockets, many senate republicans are worried about the bill's overall price tag. >> i believe the economy is going to come roaring back and spending and borrowing, trillions of dollars from the chinese among others, is not necessarily the best thing we can do to get our economy to be strong long-term. >> reporter: the bill includes $160 billion for vaccine distribution. this weekend the u.s. finally passed 20 million shots administered. a number the trump administration promised to reach in december. but some states are being forced to cancel appointments because supplies are running out. the new cdc director acknowledges they're not even sure how much vaccine is out

there right now. >> the fact that we don't know today five days into this administration and weeks into planning how much vaccine we have just gives you a sense of what the challenges we've been left with. >> abc news, new york. happening today, the beginning of president biden's first full week in office. we know he will continue to focus on reversing president trump's policies. >> reporter: yes. so president biden signed 30 executive orders during his first days in the oval office. today he's planning a new wave of actions. one reinstates a covid-19 travel ban lifted in former president trump's final week in office. it restricts travel from south afri africa, brazil and most european nations to limit the spread of covid-19 variants circulating in the countries. today president biden will also end a pentagon policy preventing transgender people from openly serving in the military. that's an obama-era policy ended

in 2019. he confirmed lloyd austin, defense secretary, and he supports the move. he and vice president kamala harris will join biden for the oval office announcement that's going to be at 8:30 our time. one other executive order today, it's called made in america. it will direct u.s. agencies to buy goods and services that support u.s. workers. >> thank you. happening today, the article of impeachment against former president donald trump will be delivered to the senate. he's charged with incitement of insurrection after he urged supporters to march to the u.s. democrs need at ast 17 publans to veoonvict trump. now he's facing new allegations that he wanted the justice department to sue states in the supreme court to overturn the election. trump's impeachment trial is scheduled to start two weeks from today. happening right now, parts of the san ma run zoe velocity and davenport areas are under an evacuation warning.

north bay, upper 30s. dress warmly. tuesday night into wednesday morning, moderate to heavy rain. 1 to 3 inches of rain and winds gusting 30 to 50 miles per hour. potential for wind damage. there's the potential for flooding, especially on our burn scars. that's why i said unfortunately earlier, because we'd like to get this amount of rain but spread it out over several days, not 12 to 24-hour window. tuesday morning, quiet. as we head into the evening hours, you can see the moderate to heavy rain moving into the north bay and sliding south while most of us are sleeping. the biggest bulls eye is on the santa cruz mountains, the monterey bay. it's going to be really intense from tuesday night into wednesday morning. then we'll have more rounds of showers and heavy downpours as we head through wednesday. let's look at the rainfall. it's just too much for the ground to soak in. and for our drains to handle. we're talking more than an inch

the first round of vaccinations as skilled nursing facilities. 499 facilities in our state are part of the 8,000 nationwide selected cvs to administered the vaccine. second doses underway and are expected to be completed by mid february. now that california has approved vaccinations to begin at assisted living and other long-term care facilities, cvs will help at those too. >> google is going to turn some of the into vaccination sites. including locations in the bay area, los angeles area and kirkland. one medical is helping facility the conversion. google's ceo announced this is part of the company's new pledge to help equitable access. it's revamping search pages to make it easier for people to find when and many to get the shot. google will spend $150 million to support groups distributing the vaccine. a crash in the south bay, it ended in a pretty unusual way.

this suv ended up at a nearly 90 degree angle. this happened late last night south of 101 in the capital expressway. we're waiting to hear more details, but as you can see, the slick wet roads and all the glass there downed power lines, there's no word on the driver's condition, but this also has power knocked out to several homes and a small shopping center in that area. pg&e expects to restore the power sometime later this afternoon. the strongest storm of the year is days away. a news reporter talked to some people about how they're getting ready. >> reporter: sunday night's strong coastal winds are a preview of what's to come later this week. residents don't seem to mind. >> it's a breeze. air. it's very fresh. >> you like that? >> yeah. >> good for you. good for you. good for your immune system.

commuters, we have a little bit of rain that's going to clip the eastern parts of contra costa and alameda county. unfortunately, highway 4, 5, 80, and possibly even 80 itself going to be wet. the winds are a big issue. the closer you are to the coasts, the faster they're going to be. up to 30 to 45 miles per hour. the south bay breezy this morning and the peninsula. walnut creek 33 and partly cloudy. a chance of showers. it's mainly those two hours. most of us dealing with chilled sunshine, and highs barely into the 50s. enjoy today's lack of rain compared to what's coming. mike, thank you. the governor may be lifting the stay at home orders in all regions as soon as today. the stay at home order is tied to region's icu capacity. here's a look at the bay area. as of yesterday, we suddenly went way above the 15% threshold.

immediately on our app and all of our social platforms. we will also be checking in with bay area county health officers. it is ultimately up to them and in the past, sometimes they've been a little more cautious than the governor's office has been. so we will be checking in to see what they will be doing, how they will respond to this announcement. live in walnut creek, abc 7 news. >> thank you. here's a look at the latest statewide numbers. more than 24,000 cases were reported sunday. the 7-day positivity rate is going down by half a percent each day. now we're at 8.1. the 14-day positivity rate dropped under 10 for the first time in weeks. and hospitalizations are falling. they are back below 18,000. president biden is expected to reinstate covid-19 travel restrictions today. and would impact non-u.s. citizens who have been to brazil, ireland, the uk and much of europe.

president biden will also extend a travel ban to south africa because of a new variant which is 50% more infectious. the move comes just a week after president trump lifted restrictions on travelers from the countries. the president also issued an executive order requiring international travelers to quarantine after arriving in the u.s. researchers across the u.s. are quickly trying to identify these new covid-19 variants. stanford researchers say the virus is changing much faster than scientists anticipated. jobina is at the live desk with what this means in the nation's fight against the virus. thank you. right now the variant found in the united kingdom as well as the one found from south africa are being studied to find out if they're more deadly on top of more transmissable. while the variant found in out africa has not been detected in the u.s., it's part of the reinstated travel ban. this morning dr. anthony fauci

"the wall street journal" reports trump wanted the department to sue states in the supreme court. and when that plan failed, "the

prepare and giving democrats a chance to confirm president biden's cabinet nominations and work on other legislation. abc news, washington. happening today, former white house press secretary, sarah huckabee sanders, is expected to announce she's running for governor of arkansas. she worked for former president trump but left the position in 2019. she's the daughter of former arkansas governor mike huckabee. multiple top republicans in the state have already announced a bid but sanders is widely seen as an early favorite. the current governor of arkansas is term limited. coming up yarks new report about people who have gotten the moderna vaccine and experienced an allergic reaction. there are only 10 severe cases. doctors explain the new data. a majority of the fans of this super bowl will be health care workers who have been vaccinated. the moment some of them found out they got picked to go. we'll get to that. first, a check on the weather.

i was on the break. i almost hit the back of her car. that was scary. heavier snow is expected in the sierras this week from the same storm that's going to bring strong showers here to the bay area. yeah. in fact, let me warn you right now. if you thought the weekend was bad, you will absolutely get stranded. there will be rescues. i wouldn't be surprised if 50, 80 are shut at times for hours upon hours because up to six feet of snow. you could have even 8 to 10 feet at the highest peaks. so for monday and tuesday, today is your best time to be up there. by wednesday, thursday, friday, even into next weekend, more snow for this coming weekend, more snow is coming. so it's still not going to be great to travel depending on how quickly they get up there and they'll freeze overnight. starting tuesday, don't go there. the snow level down to possibly 2000 feet. atmospheric river brings us to
