better bay area that includes the economy. abc 7 news reporter amy hollyfield is live in walnut creek with a letter that a restaurant association sent to its members. amy? >> reporter: kumasi, we are hearing enthusiasm for this. people are ready to return to outdoor dining in the outdoor dining areas that all the restaurants have created. the news is coming from the golden gate restaurant association. it sent a letter to its members late last night saying they had been informed that the governor will announce today the stay-at-home order will be lifted for all regions. this would impact restaurants, but also nail and hair salons and gyms that have all been closed since last month. we know business owners will be thrilled to open. it sounds like their customers are ready too. >> i'm a nurse so obviously i know why there was an order, but i am, like everyone else, really looking forward to going back to the restaurants that i love. i think that's great. hopefully everyone, you know,

does it properly, wears masks and we're able to keep it going this time. >> reporter: we did reach out to the governor's office and they released this statement saying we see promising signs that california is slowly emerging from the most intense stage of this pandemic. we continue to look at what that means for the regional stay-at-home order and there will be a formal update given today so stay with us. we will push out that information as soon as we get it on our app and on our social media platforms. when we get the news. we'll also be checking in with bay area counties. this is ultimately up to them and we have seen the local counties go their own way before, so we'll be checking in to see if they will line up with the governor on this issue. live in walnut creek, amy hollyfield, abc 7 news. >> thank you. remember, this stricter stay-at-home order that went into effect six weeks ago is based on icu capacity. in order to do this, the state divvied up our state into five regions. when a region fell below 15%,

icu capacity that order went into effect. currently the bay area is one of three regions still under the order. this morning, there are encouraging signs about the bay area's icu capacity. the state is suddenly reporting without explanation that we are at just over 23%. for almost two weeks earlier this month capacity was hovering below 5%. two san francisco doctors tell us these numbers do look good. >> all this stuff suggests, strongly suggests that we're on the downslope of this third wave of the epidemic finally. >> icu patients are staying down and so overall that has given us capacity and it's very encouraging, compared to where we were just one week ago. >> despite that news doctors say we cannot let our guard down. we are still being asked to wear masks, to social distance and avoid gatherings. happening today we should get a better picture of the state of the virus in san francisco. mayor london breed and health

director dr. grant coalfax have an update at 1:15 time, amid the improving case rate and their goal to vaccinate the city by june. watch this on abc7news.com or your abc 7 news app. steady dream stream of peop getting the vaccine at the only mass vaccination clinic. today will bes the fourth day for the clinic at city college. the city and ucsf are administers 500 vaccinations a day. the clinic is serving health care workers or people 65 up who have an appointment. cdc data shows california received more than 4.9 million doses but less than half of that has been distributed. new at 6:00, healthy young americans will likely have to wait until mid to late summer to get vaccinated. a former member of president biden's covid-19 transition team is predicting that timeline because there are still so many questions about vaccine supply. experts are recommending younger americans double down on safety measures while they wait.

that's because with several covid variants in california, there's concern about another surge before many people get the shot. and there's a new glimmer of hope in the pandemic. covid cases are now declining across all regions of the country and hospitalizations are the lowest since mid-december. it comes as americans are waiting to hear when they can get another stimulus check. that's part of a covid relief plan unveiled by president biden. many state republicans are open to putting more money into people's pockets but worried about the bill's overall price tag. >> i believe that the economy is going to come roaring back and spending and borrowing trillions of dollars from the chinese, among others, is not necessarily the best thing we can do to get our economy to be strong long term. >> the bill also includes $160 billion for vaccine distribution. the u.s. passed 20 million shots administered over the weekend. happening today, the beginning of president biden's first full week in office, and jobina, we know he will continue to focus on reversing president

trump's policies. >> thank you, kumasi. yeah. so president biden signed 30 executive orders during this first days in the oval office, and today he is planning a new wave of actions. one reinstates a covid-19 travel ban lifted in president trump's final week in office that estricts travel from south africa, brazil, the uk and most other european nations to limit the spread of covid-19 variants circulating in those countries. today president biden will also end a pentagon policy preventing transgender people from openly serving in the military. that's an obama era trump policy ended in 2017. biden's newly confirmed defense secretary lloyd austin supports the move. he and vice president kamala harris will join president biden for that official oval office announcement scheduled for 8:30 a.m. our time. one other executive order, called made in america, it will direct u.s. agencies to buy goods and services that support u.s. workers. reggie? >> thanks, jobina. happening today the article

of impeachment against former president donald trump will be delivered to the senate. he is charged with incitement of insurrection after he urged supporters to march to the u.s. capitol. democrats need at least 17 republicans to vote to convict trump. and now he's facing new allegations that he wanted the justice department to sue states to overturn the alexis. trump's impeachment trial is scheduled to start two weeks from today. still ahead, a north bay school will be renamed for the sake of race and social justice. how the new name will be chosen be. and google has a plan to get more people vaccinated. the announcement from the company's ceo. and our atmospheric river we're getting the timeline even narrower. we're looking at tuesday afternoon through wednesday morning, a 3 with up to 3 inches of rain. even more than that in

let's take a look at what's going on. i want to set the table by showing you what to expect. storm conditions tomorrow and wednesday, very high for hydroplaning. our evening commute is going to be dangerous tuesdays and the morning commute wednesday, flooding is going to happen and debris and mud flows and evacuations near burn scars, downed power lines. clouds will be on the increase but during the afternoon and evening hours the yellows and oranges moving into the north bay and a 12 hour window from 5:00 to 5:00 when it hits all of us. it's going to come down hard, it's going to windy with waves of downpours after that through wednesday into early

to be completed by mid-february. now that california has approved vaccinations to begin at assisted living and other long-term care facilities cvs will help too. google will turn some of its facilities into vaccination sites. that includes locations in the bay area, l.a., new york city, and kirkland, washington, which is outside seattle. one medical is helping facilitate the conversion and the google ceo took to twitter to announce this is part of the company's new pledge to promote vaccine education. it's revamping its search pages to make it easy for people to find when and where to get the shot and google will spend $150 million to support groups that are distributing the vaccine. sir francis drake high school is getting a new name and there are quite a few choices. so when an online poll starts next week there are 85 names on the list that is going to be like march madness in basketball. you use the brackets to determine the winner. officials hope to determine the new name by the middle of march. they voted to change the

school's name last year. the school is named after 16th century english explorer who had ties to the slave trade. happening right now, parts of the san lorenzo valley in the davenport area are under an evacuation warning. cal trans put up signs to alert drivings. cal fire is getting the word out early that strong storm that we're expecting this week could be life threatening and in the burn scar area because of the risks of landslides and major flooding. this interactive map shows you the zones that are impacted. the evacuation warnings are in yellow and the advisories in blue. you can find a link to this map on our website abc7news.com. new at 6:00, up to a foot of snow fell in southern california's mountains over the weekend including in joshua tree national park. you're seeing the gentle snowfall from one woman's camera on saturday night. winter storm warnings are in effect for los angeles, san

diego and other so cal areas through tonight. blowing snow and icy roads could close the grapevine on i-5. definitely not what we think of when we think of so cal. >> definitely not. they need it more than we do. their snowpack was down around 20% before this rolled in. that's some great news. they will get a lot out of this spher atmospheric river. the bulk of the atmospheric river will be to our south, santa cruz mountains, where the heaviest of the rain is going to be. we'll get our fair share obviously. we have a flash flood watch for 48 hours from 4:00 p.m. tuesday to 4:00 p.m. thursday. especially if you live near a burn scar. that's going to be the most likely area to let go of the ground and cause debris flows. right now winds are an issue along the coast where they're up around 40 miles per hour in half moon bay and shooting through the san bernardino gap at 40 miles per hour and that's why

they're pretty fast in the south bay up to 30, 35 mile per hour. the winds will continue until 10:00 and pull back a little bit. it's going to be a very breezy day today. and the wind advisory for all of us is going to happen tuesday evening through wednesday morning when the heaviest of the rain comes in. that's when the rest of us will have gusts up to 60 to 80 miles per hour at the highest peaks, where we live in the lower elevations, 40 to 50. biting cold today. low to mid 50s. chilled sunshine. it will feel significantly cooler than that. look at all the freezing cold temperatures, 30s about everywhere tonight except for san francisco alooast, some 40s. our atmospheric river coming from the north, it's an unusually cold atmospheric river. snow levels will be right around 4,000 feet when the heaviest of the rain is falling. there may be snow on our mountains, but it's up north in lake and mendocino county wills have the best chance and south

you can see a few lightning bolts off the coast. solano county, super commuters dealing with light showers and the snow levels are at about 2,000 feet. inthroh t winds are an issue from concord, you can see oakland and san francisco southward, anywhere from 25 to 40 miles per hour and the winds will be gusty if not dangerous through 10:00. here's a look at our forecast for today. we'll keep a 1 on the storm impact scale. the showers and thunderstorms are close to the shore so some may room in our neighborhoods. the story is how biting the chill is going to be, only in the low 50s. governor newsom may lift the stay-at-home orders in all regions as soon as today. the strict stay-at-home order is tied to a region's icu capacity here's a look at the bay area over last few weeks. as of yesterday we are suddenly and without explanation, back

above the 15% threshold. we're all the way up at 23%. abc 7 news reporter amy hollyfield is live in walnut creek with why the order may be lifting today. amy? >> hi, reggie. these outdoor dining areas may soon be put to use once again. they can pull out the tables and chairs again, they're hoping to possibly be able to reopen by the end of this week. the news is coming from the california restaurant association that sent a letter to restaurant members late last night saying they have been informed that the governor will announce today the stay-at-home order will be lifted for all regions. the president of the association is optimistic that outdoor dining will be allowed to open by the end of the week. we did reach out to the governor's office and they released a statement saying, we see promising signs that california is slowly emerging from the most intense stage of this pandemic. we continue to look at what that means for the regional stay-at-home order.

the travel ban to south africa because of a new variant whi%en. the president also issued an executive order requiring international travelers to quarantine after arriving in the u.s. researchers across the u.s. are quickly trying to identify these new covid-19 variants. stanford researchers say the virus is changing a lot faster than they anticipated. jobina is at the live desk with what this might mean for the nation and the fight against covid. >> thank you, kumasi. right now both the variant found from the united kingdom and the one in south africa are being studied to find out if they are more deadly in addition to being more transmissible. while the variant from south africa has not been officially identified here in the united states, it is part of the reason why the biden administration has reinstated the travel ban and dr. anthony fauci is on "gma" this morning talking about

whether or not the ban will work. >> i believe it was prudent even though it's never perfect, there's always a possibility, and even a likelihood of some slippage, but i think the ban, which was discussed very intensively by the group, was the right decision. >> and this weekend we first alerted you to a new california variant now circulating in the state. dr. fauci also spoke to a new alarming "new york times" interview of the death threats he has received and in one incident he opened up a letter of mail and white powder hit his face. he feared he was poisoned. >> there were only three possibilities. either it was a hoax, which i was hoping and praying it was, it was anthrax, which would require my taking 30 to 60 days of cipro or ricin, which means i was dead no matter what you could do. >> dr. fauci said he never considered resigning from the previous trump administration feeling there needed to be a truthful voice, not downplaying

the virus. you can see his entire interview coming up at 7:00 on "gma" right here after abc 7 news mornings. developing news in washington the article of impeachment against former president trump will be delivered to the senate today. it comes as trump is facing new allegations about his attempts to overturn the election. here's alex presha explaining that could come up in the impeachment trial. >> reporter: the house will send that single article of impeachment to the senate and democrats are voicing outrage over new allegations that former president donald trump considered using his justice department to try to overturn the alexis. election. >> as if it's not enough to send an angry mob down to invade the capitol. >> reporter: the reports saying trump wanted the department to sue states in the supreme court and when that failed "the new york times" says he allegedly plotted to remove his acting attorney general and replace him with a loyalist who was willing to help him fight president joe biden's victory in georgia.

the justice department hasn't commented on those reports and trump hasn't addressed the specific allegations against him. >> fight like hell. >> reporter: the former president is charged with incitement of insurrection after he urged his supporters to march to the capitol. his impeachment trial now scheduled to start the week of february 8th. >> it will be fair, but it will move at a relatively fast pace. >> reporter: democrats would need at least 17 republicans to vote to convict trump. gop leader mitch mcconnell hasn't said how he will vote but a growing number of republicans are blasting the trial before it begins. >> i think the trial is stupid, i think it's counterproductive. we have a flaming fire in this country and it's like taking a bunch of gas lean and pouring it on top of the fire. >> reporter: on tuesday senators wiswn in a jors but both sides have agreed to delay the trial for two weeks it allow the trump team time to prepare and give democrats a chance to confirm president biden's cabinet nominations and work on

our legislation. alex presha abc news washington. it is official, former white house press secretary sarah huckabee sanders is running for governor of arkansas. within the hour sanders released this video launching her bid and launched a website. sanders was white house press secretary under president trump but left that position in 2019. she is the daughter of former arkansas governor mike huckabee. the current governor of arkansas asia hutchinson is term limited. the bay area is bracing for the strongest storm so far this season, powerful waves kicking up the coast in pacifica. hardware stores were busy as people stocked up on supplies. the biggest sellers, mini heaters, inflatable flood bags and blue tarps. some don't mind the rain because we need it. >> i know there were some reports of wildfire weather coming through early in january with the hotter days this week, it will be good and releaving for a lot of people who live closer to wooded areas and those communities. >> some of those areas like

parts of santa cruz county under an evacuation warning. cal fire says the threat of 8 to 12 inches of rain could cause major flooding or landslides in the czu burn scar area. can't get a break there because there were actual fires there just a week ago and now the flooding. landslides. >> right. i think they ordered the evacuations in the santa cruz mountains because people down there tend to be cut off from the rest of the world by choice, so they wanted to make sure they could get to those people in time to let them know what is going to happen and let them do what they need to do. i wouldn't be surprised if we see evacuations in the north bay once the rain starts and flooding happens. that's just my opinion. that's how heavy the rain is going to come down. let's talk about what's going on right now. highway 4 near the altamont pass, super commuters driving on wet pavement there, the snow level 2,000 feet this morning.

some of the showers will dust it with a little bit of snow in some areas. you're probably not used to seeing it like there in solano county. best chance of thunderstorms along the coast and that's why i kept a 1 in the forecast for today because of the showers and thunderstorms near the coast. the real deal tuesday p.m. during the afternoon through wednesday morning with moderate to heavy rain up to 3 inches. we will have wind damage, flood damage, hydroplane, we're going to have debris flows. all these in are in play. downed trees and power lines and small stream flooding will be possible towards the tail end because it will be a rapid rate of rainfall. we have a 12-hour window from 5:00 tuesday night to about 5:00 wednesday morning for all of this rain to fall. that is not a lot of time to help evacuate up to 3 inches of rain and that's why we're going to helave downpours, be waves of them as we head into wednesday afternoon and into wednesday evening. the heaviest rain in the north bay mountains up to 4 inches there. we could get 4 to 5 inches in

are happening. >> reporter: ten out of 4 million have experienced severe allergic reactions to the first dose of the moderna covid-19 vaccine according to the cdc. >> in all cases, no one has died and it's been all treatable. >> reporter: uscf's infectious disease specialist dr. peter says these cases are rare. >> they estimate in the recent study it's 2.5 people per million people that will get this severe reaction. >> reporter: the chief of emergency medicine at zuckerberg san francisco general hospital has seen some of these cases. >> itching, feeling a little bit short of breath for a short period of time, but they resolve very quickly and even if we need to give medications, they're very rarely serious medications. think like benadryl. >> reporter: according to the doctor at zuckerberg san francisco general hospital out of 15,000 people who have been vaccinated, less than 100 have had an allergic reaction. some concern comes after a

mountains. all right. we have gusty conditions this morning, and that wind advisory is going to continue through about 10:00 with those 40 to 50-mile-per-hour gusts along the coast and through the san bernardino gap to sfo. wind damage likely out of our next storm starts at 7:00 tuesday evening through wednesday at 10:00 in the morning. gusts up to 80 miles per hour possible in our mountains, 50 for us in the lower elevations. flooding, a 48-hour window of damage so you need to have everything packed and prepared because of a flood warning is issued, you need to move immediately. so be prepared in these areas in green which is mainly along the coast in the north bay for quickly changing conditions, flooding especially from the debris scars. if you live near there you n vi. partly cloudy, the winds will be biting, cooler in the low to mid 50s. freezing cold, look for frost about everywhere but in san francisco and along the coast. all right. here's a look at our atmospheric

that is bringing us all the rain. cherry blossoms will be blooming again in san francisco's japan town this spring. so you probably remember this from earlier this month somebody vandalized the trees outside the japanese cultural center. an online fund raiser to replace them has brought in nearly $31,000. the original trees were planted in 1994 when the emperor and empress of japan visited san francisco. new at 6:00, calling this story clingy panda and you can see why. she just would not let go of the zookeeper's leg after he was done checking her weight in south korea. her name is fubo which means lucky treasure. this adorable video has gone viral. people cannot get enough of the 6-month-old fur ball. this baby panda is the first chinese giant panda born in south korea. she made her official public debut on january 4th.
