hospitalizations and more declines in icus. >> reporter: regardless, countless businesses will creep forward with modifications. restaurants allowed outdoor dining and gyms and outdoor fitnesses allowed to operate outdoors. hair and nail salons can operate indoors. >> vaccination programs across the state, over the past six days the number of vaccinations dolled out has tripled. the number today, 131,000. rob hays, afc 7 news. in the east bay laura anthony tweeted a photo from a walnut creek hair salon. they had clients within minutes. some restaurants are serving customers outside. they began setting up the al fresco dining area at 7 a.m. restaurants on the peninsula ready to reopen.

they only wish this had happened before the big storms that are coming our way. the stage is set for the sharks to return to action in san jose. the health department announced today that pro and college sports can resume there as long as teams follow mandatory directives which include no fans at games. the sharks are reviewing the directives. they have played all six of their games so far on the road while practicing in arizona. the decision affects teams at stanford, san jose state and santa clara university as well. san francisco will begin partially reopening businesses this thursday. as you may recall, indoor dining and salons have been closed since november 13th. nbc 7 reporter >> i was surprised. san francisco has been saying that a number of cases continues to go down and the vaccine is

here even though we're not getting enough of it. san francisco was still or will still be in the purple tier but the city believes the biden administration will be instrumental in getting the vaccines here quicker. they began removing the plywood sheets. >> outdoor dining can resume. personal services can resume as long as you wear a mask. you can get your hair done and nails done. >> reporter: the official date is thursday, much anticipated announcement. >> yes, for sure. everybody's happier. it's been tough. it's been a year of lockdown and not lockdown. >> reporter: also scheduled are outdoor museums, zoos, outdoor entertainment and indoor fitness

a california church won a partial victory. a federal appeals court barred state imposed attendance restrictions of 100 to 200 people for areas in the orange and yellow tier. the court allowed the state to fully prohibit indoor worship in the yellow tier. santa clara county is withholding the vaccine because they vaccinated teachers. the superintendent told teachers and staff they could be vaccinated since they helped raise money for meals for hospital workers but teachers were reportedly told they needed to lie and say they were health care workers. >> not consistent with our expectations for vaccine providers in the community. so we will be in continued

conversation with them but at this time we're not in a position where we would provide additional county allocations to good sam given what occurred. >> abc 7 news reporter chris wynn has the story and has the latest on the investigation into the controversy. >> reporter: in the school district a push to reopen classrooms is shrouded in controversy. >> schools are a fabric of our society and they need to open and we need to move forward. >> reporter: last week teachers were contacted by superintendant paul johnson about an opportunity to receive the covid-19 vaccine ahead of others. in an email obtained by the mercury news the offer was framed by the superintendant as a thank you from good samaritan hospital after the district raised funds to help provide meals for front line workers but during a virtual board meeting on thursday at least one teacher wrote in during public comments
