door to door in the santa cruz mountains telling people it is time to leave. it could trigger dangerous debris flow and mudslides in areas devastated by last year's wildfires. >> evacuation warnings were issued ahead of the storm. the zones in red are under evacuation orders, about 5,000 people including san lorenzo valley, davenport and along the coast. the zones in yellow are evacuation warnings. these storms are going to bring a significant amount of rain to the area. >> no question and let's get going now with drew. >> dan and ama, this time tomorrow we will be in the worst part of the storm with heavy rain and dangerous winds. this is a level 3 strong storm

we are tracking, the strongest storm this winter season. we highlight the 12-hour window from tomorrow afternoon at 4:00 p.m. until wednesday morning at 4:00 a.m. for the highest amount of rain and wind gusts exceeding 50 miles per hour in spots. hour-by-hour, you wake up to a mainly cloudy sky. the rain alives, light to moderate in nature in the early afternoon. after the sun goes down, this is the heavy rain at 9:00 p.m. starting at 4:00 p.m. for the threat of debris flows over any burn scars we have. not only rain but tracking strong winds. look at the wind gusts tomorrow evening along the coast, likely exceeding 60 miles per hour and across the rest of the bay area, likely exceeding 40 miles per hour. we are going to go hour-by-hour

and show you the heavy rain marching through your neighborhood. >> some of the first warnings were for the santa cruz mountains. some residents are leaving and others are planning ride it out. tonight they are getting ready in the santa cruz mountains. for some it means loading up sand bags and others chose to grab what they can and head to the evacuation centers. >> we live in an area where there is a huge hillside behind our house. so we felt it prudent to leave. >> abc 7 news community journalist checked in on boulder creek. >> residents all agree evacuation orders like these are part of the mountain living lifestyle. not all are on the same page whether or not they will leave their home. >> mark mcdonald lived in boulder creek for years and he

governor newsom lifted state-wide restrictions in response to improving covid conditions meaning we return to the color-coded system for reopening. >> tomorrow we are expecting to learn all bay area counties will remain in the state's restrictive purple tier. santa clara is asking residents to remain vigilant. >> some diners were certainly staying safe but eager to support their local businesses. >> let's pump some blood into the blood line of our city. i love it. >> reporter: diners in downtown san jose were quick to grab a table hours after governor newsom lifted the state's stay at home order. >> once i heard santa i came out immediately. >> reporter: the owner quick to bust out his outdoor tables. >> we were happy to take it and run with it.

>> reporter: for others reopening will not be as simple with cooler temperatures and rain on the way many spots will need to check their outdoor set up. >> give them a call to see if they are going to be open. if they are, please come and put money in their pockets. >> reporter: also bars, gyms, gatherings up to 200 people, non-contact sports, hair and nail salons can book limited appointments. no more curfews. the recommended ten-day quarantine will remain for anyone traveling into the county from more than 120 miles away and a warning from public health officials as case and hospitalization rates in the county remain one of the highest in california. >> we were nowhere near out of the woods. this is not a time for our community to be less vigilant. despite the big push to reopen the state not everyone is on board. j.r. stone spoke with nurses,

doctors and lawmakers who believe it is just coming too early. >> the pandemic is still here. it is still real. we have a lot of patients that are very, very sick. >> reporter: a nurse at kaiser in south san francisco heads the california nurses association and is calling the decision to lift the stay at home order premature. >> i have been a nurse for 40 years. i have never seen so many patients die in my career. >> reporter: her thoughts are even echoes by democratic lawmakers like this state senator steven glazer. >> it is a glimmer of positive news, but the actions today i think are premature and i think the governor with all the best of intentions has moved too fast. >> reporter: this doctor questions the decision referencing the covid surge that we saw over the summer. >> honestly i have mixed feelings about lifting the order
