the midwest. here's the current radar. up to 8 inches are expected by the time the snow stops in chicago. up to 4 inches in detroit. icy roads are possible this morning from northern virginia to new jersey. light snow is expected later today in new york city. we'll take a closer look in the forecast in less than ten minutes. and now to the pandemic and growing concerns about mutations of the coronavirus. a new variant has been found in minnesota. it comes as president biden warns we could see 660,000 deaths in this country before we, quote, turn the corner. this morning, another mysterious variant of the coronavirus has arrived in the u.s. a mutation first discovered in brazil has now been detected in minnesota. the state health department says the case involves a resident with recent travel history to brazil. >> viruses change. that's what's known about viruses. that it's mutating is nothing new to science, nothing new to us. most importantly is what the clinical outcome of those variations are.

are they more deadly, or are they not? >> reporter: doctors say the coronavirus has mutated thousands of times. but three variants are being closely watched. the brazilian variant found in minnesota is said to be more contagious in the more common strains, and a variant that originated in england now spreading in at least 26 states. officials warn that strain could also be more deadly. >> they became convinced that it is, in fact, a bit more virulent, namely, making it more difficult when you get to the point of serious disease and even death. so i believe their data. >> reporter: doctors say the vaccines do work against the variants but they're also tracking a mutation from africa that could be tougher for moderna vaccines to fight, so the company is working on a booster shot as a precaution. the south african variant not detected in the u.s. but the biden administration is banning noncitizens from traveling from that country. 26 countries across europe in addition. beginning today, a negative covid test or proof of recovery from the virus will

be required for all air travelers arriving in the u.s. in the meantime, the race to vaccinate americans is still inching along. >> it was just really disappointing and frustrating after finally being biden aiming to ramp up to 1.5 million doses per day and he's hoping for widespread vaccinations for spring, but one of his top advisers said we may not see that until the fall. >> we got to get there before next winter. >> reporter: the biden administration invoked the defense production act to expand vaccine production, but this morning the largest maker of syringes says it doesn't have the capacity to increase supplies. despite the vaccine's struggles california is one of many states lifting stay-at-home orders. >> we're seeing a flattening of the curve. everything that's up is up. everything that should be down is down. case rates, positivity rates, hospitalizations, icus. >> reporter: the governor said decisions would be based on science but the associate

press found some of the scientific data used to determine those restrictions in california was being withheld from the public. when asked why, they said the data would confuse and potentially mislead the public. republicans are blasting the governor. >> governor, you have lost faith and confidence with the people of the state of california. >> reporter: but for businesses the move couldn't come soon enough. >> our people were just ready to get back. our clients are calling us. they want to come in. and back to the vaccines, more than 60 covid vaccines are in human trials around the world. 11 are in the final testing stages. janet yellen has been confirmed as the first female treasury secretary. yellen led the federal reserve for four years. she now has the job navigating president biden's stimulus plan through congress. now to the impeachment trial of former president trump. democrats delivered the article of impeachment as we learn about a now power sharing deal in the

senate. abc's alex presha is here with the latest. good morning, alex. >> reporter: good morning, kyra. house democrats are vowing to present overwhelming evidence against former president trump and now a new report is highlighting the evidence they're focusing on. new details on the impeachment trial of former president trump charged with inciting the deadly insurrection at the capitol. according to "the washington post," house democrats are building their case around what trump said at this rally moments before the riot and how it was interpreted by the people in the crowd. >> if you don't fight like hell, you're not going to have a country anymore. >> reporter: the report follows a historic night in the same senate chamber a pro-trump mob stormed this month. the house delivered the article of impeachment to the senate last night clearing the way for a trial to begin next month. >> donald john trump engaged in high crimes and misdemeanors by inciting violence against the government of the united states. >> reporter: a conviction could open the door to a second vote barring trump from running for office again. at least 17 republicans would

need to vote with democrats for a conviction but many are already pushing back. senator rand paul calling the rcvon whthe alread t votes to dt paul's motion. other republicans worry about the precedent this trial would set. >> i still have concerns about the constitutionality of this and then the precedent it sets in trying to convict a private citizen, so in the future can this be used against president obama. >> reporter: but there is some unity on capitol hill. minority leader mitch mcconnell is allowing a senate power-sharing deal to advance organizing the evenly split senate with democrats in control. it comes after mcconnell was reassured that the filibuster, a stalling tactic for the minority that requires 60 votes to overcome, will remain intact. back to the impeachment trial, the chief justice presides over the impeachment of a president. but since trump is no longer in

office, that responsibility falls to senator patrick leahy, the senate's longest serving democrat who's vowed to be impartial. kyra. >> alex, thanks. former president trump's attorney, rudy giuliani, is facing a defamation lawsuit from dominion voting systems. at issue the election fraud claims giuliani made in recent months. he's now threatening to countersue. a texas teenager is hiding or is in hiding after his father was arrested in connection with the attack on the u.s. capitol. 18-year-old jackson reffitt said he reported his dad to the fbi weeks before the siege believing he was involved in planning something big. he told abc's t.j. holmes that his father is part of a militia and even shared live updates during the attack. >> what kinds of things is he saying? what was his tone to you? >> he was enthusiastic. he was through the roof. >> wow. >> yeah, it was pretty surreal to hear him talk as if this was

something that is going to save our family. >> reporter: jackson says his father threatened to shoot anyone who turned him in. police in portland, oregon, say a man went on a hit-and-run free and hit several pedestrians in a 20-block stretch of the city. they say when he tried to run from the scene bystanders surrounded him until officers could arrive. turning back to our top story, a major winter storm hitting millions. let's take a look at your tuesday forecast. that storm is moving from the midwest to the northeast. the heaviest snow later today is expected in northern new york state and new england, which could see 6 inches. farther south icing will be a problem this morning making driving dangerous from northern virginia to pennsylvania and new jersey. checking today's high temperatures, 45 later in d.c., 33 in chicago, and 60s in the deep south after that reported tornado in alabama overnight. 53 in phoenix. 36 in albuquerque.
