lot to know about the weather this morning. and mike nicco has our answers. hi, mike. >> good morning, reggie, jobina, kumasi, thank you for joining us. let's set the table this morning, how cold it is outside. the south bay, the east bay valleys, the north bay, keep the pets, plants and pipes protected through least 8:00, 9:00 as the temperatures are going to remain below freezing during that time. and then the second part of our day will be full of rain in mountain snow. that will eventually turn over to rain except for in lake county where it stays mountain snow. congratulations. you're getting almost a blizzard up there. one to three inches of snow possible, winds gusting 30 to 50 if not higher in the higher elevations. you see the storm winding up as it is leaving the gulf of alaska and migrating quickly down towards us. look for rapidly changing conditions today. we start in the 20s and 30s in most areas, we'll hover in the 40s to near 50 with rain and snow arriving in the north bay at noon.

rain arriving everywhere at 4:00 and getting heavi 7:00. kumasi? >> thank you, mike. jobina is at the live desk with more on the p jobina? >> thank you, kumasi. they're worried that the storm could trigger a possible mudslides in the area, and debris flow and the area specifically devastated by the wildfires last year. people in parts of santa cruz and sonoma counties are being told to evacuate. take a look at this map right now, it is provided by cal fire. the zones in red are under evacuation orders. they include san lorenzo valley from felton to boulder creek and davenport and swanton along the coast. the zones in yellow are under evacuation warnings. you can see a good portion are coastal communities in san mateo county. we have a link to this map on our website, abc7news.com. reggie? >> jobina, thank you. in the north bay, there is growing concern that last fall's glass wildfire may lead to

sliding hillsides during these coming storms. the santa rosa fire department is so concerned it will open its emergency operation c today. fire crews also blocked off some areas due to possible debris flow. >> i've been fortunate to have some regrowth since the fires, but not nearly enough. we want to see more growth, what we want to see is steady rains. >> i'm not that worried just yet, but i know everyone is aware of it, so i think it is fair to be aware of it. >> when fire burns hot, it changes the chemical composition of soil causing it to not hold water as easily which can lead to slides. the storm is having an impact on the bay area's fight against covid-19. in san francisco, some testing and vaccination sites will be closing for days during the storm. abc 7 news reporter amy hollyfield is live at the mass vaccination site at city college with more on the preparations under way. amy? >> reporter: kumasi, look at this site behind me. you see all of these --

tier, that's the previous color coded blueprint the state was using based on the virus' rate of spread. that purple tier means the return of outdoor dining and indoor hair and nail salons. and we saw some people rushing in the south bay to get to that dining as soon as the ered word listed. tables were filling up almost immediately after people heard the news. >> let's pump some blood into this blood line of our city. i love it. >> i came out immediately. >> we were happy to take it and run with it and we had everything ready to be set up. urgin people to be careful s because they still have one of the highest case rates in california. so keep up with the masks and social distancing. other businesses that can reopen, breweries that serve meals, outdoor museums and zoos and limited indoor retail. you can see where your county stands in the reopening process on our website. this map shows you what's open and closed in every tier.

you can find this tracker anytime at abc7news.com. we told you earlier the storm is really having an impact on the bay area's fight against covid-19. and that in san francisco some of the testing and vaccination sites are going to be closed for days during the storm. so we want to check back in with abc 7 news reporter amy hollyfield with more on that. >> reporter: good morning, kumasi. i want to show you this covid vaccination site behind me this is at city college. you can see the tents just probably would not hold up well in the winds and the staff and the volunteers are out here unsheltered as they guide people in and monitor them after their shot. it just wouldn't work in this storm, so they will close this today at noon and it will be closed through thursday. city residents are also being asked to take this storm seriously and prepare, especially those who live in areas known for flooding, like this spot at fulsome and 17th, where city crews had to pump water out of the area during heavy rain. so the city is offering some tips to helpeople prepare for

this it is important to check in on friends and family. they're also saying you should pick up free sandbags at san francisco's public works. elevate your belongings in your garage, and in low lying areas, store your emergency items like your first aid kits and flashlights up high, remove debris, you know, sweep up leaves from the storm drains, and those gutters. they're saying that outreach teams will be out trying to get supplies like socks and blankets to the homeless, and trying to encourage them to take advantage of shelters and come inside. they're saying if you do see any flooding or any problem areas, just call 311 to report it. reporting live in san francisco, amy hollyfield, abc 7 news. >> thank you, amy. happening today, in san francisco, mayor london breed will be leading a virtual discussion on the vaccine rollout in her city. the team may be forced to create a public vaccination plan and fast. according to the examiner,

all right, welcome back. 6:10 on this tuesday. let me show you my storm concerns for tonight, and the worst one is going to be flooding on the roadways, very high. doesn't get any higher than that. and hydroplaning. we have debris flow and mudslides, high probability with downed trees and power lines. small stream flooding and river flooding go from high to almost nonexistent. so here's why we have these watches in the east bay hills, the diablo range, the santa cruz mountains and across the entire north bay. 48ri where flooding is possible, especially on the burn scars. 4:00 this afternoon to 4:00 thursday. winds where most of us live could gust up to 50, 55 miles

per hour. a 12-hour window through 7:00 tomorrow morning, when the most likelihood of damage and downed power lines. and in the higher elevations, same time frame, but winds could gust up to 70 miles per hour. we'll take an hour by hour look at future radar coming up next. here is jobina with the morning commute. hi, jobina. >> thank you, mike. hello, good morning, everyone. i want to start off with the map here, i have an update for you on a crash i was following in san jose. it just cleared but we still have residual delays in the area. this will be on northbound 101, just before 280. you see that little patch, but once you make it through, the interchange is looking pretty good. live picture now showing you the y bridge toll plaza, we did see mitering lights come on yesterday. but as of right now, it is not looking very promising. it is very light as you make your way into san francisco, not as windy either and this is a live picture here showing you the san mateo bridge traffic definitely beginning to build as you make your way towards the peninsula. so i'll keep an eye on that for you and let you know if it slows

down even more. new at 6:00, the police chief who presides over the minneapolis police department including during the police killing of george floyd is now a finalist for san jose's job. madeira ardondo is on the short list to be the city's police chief according to san jose city manager. he is seeking to replace the spot left by former chief eddie garcia who left last month to become dallas' chief of police. he's the only one from outside the region. coming up next, ucfs finds a cancer drug that can be used to treat covid-19. the details of the study published this week. and today marks one year since nba legend kobe bryant and his daughter gianna died in a helicopter crash. the status of the ntsb investigation.

just discovered a new weapon that could kill covid. and they say it is far more effective than the one we already heard about, remdesivir. jobina at the live desk to explain what this is. >> thank you, reggie. the drug is typically used to treat cancer. the ucfs doctors identified its potential during a year long search for existing drugs to combat covid-19. the journal -- in the journal science doctors highlight the drug called apladen. lab studies found it is almost 30 times more potent than remdesivir. instead of attacking the virus itself, like remdesivir, apladen works by blaocking activity of protein in human cells that the virus needs to replicate. the drug has been tested in a few dozen covid-19 patients in spain. researchers found a low concentration of aplidin killed the virus in affected human lung cells. it reduced the amount of time

patients spent in the hospital with 81% returning home in 15 days. more trials of the drug are now being planned in spain and in the u.s. reggie? >> that is very helpful. thanks so much. happening today, berkeley city council is set to declare juneteenth a city holiday. it commemorates the day in 1865 when slaves in the u.s. learned they were free. berkeley's expected to pass the resolution and then it is going to send copies of it to state leaders which would make it official. the fbi cited an abc 7 news i-team report as evidence in the arrest of a national organizer for the proud boys. joe biggs from florida was part of the crowd at the u.s. capitol insurrection. our i-team report included video of a live stream of the riot, and in that video proud boys members identified biggs as one of the leaders. now, before this, he posted a reported message to social media site parler. >> i'm not going to be wearing the colors you're used to seeing me in. myself and other leadership

decided we're going incognito. >> the fbi says biggs admitted to agents that he entered the capitol, but denied having any knowledge of preplanning the event. he is out on bond, but faces charges of entering a restricted building and obstructing an official proceeding before congress. san francisco bay's twitter is launching a new tool to fight misleading and false information on its platform. it is called bird watch. it relies on twitter's own users to flag and provide context to questionable tweets. right now, bird watch is part of a pilot program, people who want to sign up have to have a verifiedne number and violations. the company says it wants both experts and nonexperts to write bird watch notes and fact check tweets. it's been almost ten years since we saw harry potter defeat the evil lord voldemort in the final battle for hogwarts, but this morning, hbo max is thinking of bringing back the magic. according to hollywood report, a

books into one place? >> did you like it? we probably discussed this. i have no memory. >> it was fun, yeah. it was fun. i got to take my oldest son and so we had a good time. it was a lot of father/son enjoyment there. that was pretty cool. not like watching the movies, but it was a neat different adaptation that i found just as interesting. let's look at what's going on from the east bay hills. very quiet. three to five mile per hour wind and we're 13 hours away from damaging winds moving into our neighborhoods. intense rain this afternoon and tonight, flooding possible, becoming windy tonight, that's why we're a three. hardest hit areas those burn scars and the central coast and mountains south of monterey, where the atmospheric riv wst have reezing cold temperatures, look at this, anywhere from 31 to 34 degrees in the south bay. we're 35 in redwood city, freezing cold in the east bay. especially in the trivalley and most of the north bay is freezing cold. keep everything protected until

at least 9:00 this morning. storm doesn't look very impressive from this vantage point, but it is winding up to our north. this 3 that is going to bring us 1 to 3 inches of rain that will be intense at times. 9:00 this morning, clouds on the increase. light rain developing along the coast and into the north bay by noon. and then you can see the yellows start to move in at 4:00, with the yellows and red. the moderate to heavy rain just off the coast. so i'm still thinking that 4:00 this afternoon, 4:00 tomorrow morning, time frame for our most intense rains. you can see the red is still up in the north bay, 9:30, poised to move into the bay and the south bay and east bay as we head up towards midnight. we'll wake up tomorrow morning with that heaviest band passing, but then we'll have waves of moderate to heavy showers through the morning commute. snow is going to be most likely and accumulating a lot in lake county, where we get snow elsewhere, it is going to rain on top of it, so that may melt it. 1 to 3 inches, there you see, 3 to 5 in our mountains of the

4:00 this afternoon to 2:00 friday. possibly even beyond that. reggie, kumasi? >> thank you, mike. today marks one year since the helicopter crash that killed nba legend kobe bryant, his daughter gianna and seven others. this morning we're learning that the ntsb is planning to finish its crash investigation in two weeks. the crash happened in the foggy hills of calabasas as bryant and others were flying from his home to a youth basketball tournament. kobe's passing has stayed on the minds of basketball's greats ever since. >> no, i still have, you know, trouble with it, you know. you still just can't believe it. >> it is devastating and as tragic as it was, and it still is, to all of us involved with it, you know, only time, you know, it takes time. >> documents show the pilot was likely disoriented in the fog, thinking that the helicopter was ascending at the time of the crash. san mateo's tom brady finds

himself in yet another super bowl in two weeks. his parents are going to be watching the game in person, and now we're learning that they both had covid-19. speaking to our sister network espn brady's father say he and his mothers with battling covid-19 for weeks when the nfl season started. tom brady sr. was hospitalized for three weeks. both he and brady's mother are 76 years old and she's a breast cancer survivor. >> it was a matter of life and death, just like anybody goes into the hospital. it is serious stuff. we're just representative of 25 million americans who had this stuff. >> brady's father says they never missed a game until this season. his parents still live in their family home in san mateo. new at 6:00, everyone's favorite hippo is celebrating another trip around the sun. fiona is now 4. okay. and enjoying her treat, huh? they shared this video of the

san francisco. good morning, everybody. it is tuesday, january 26th. we want to kick off our coverage with a check of our forecast. good morning, mike. >> good morning, kumasi, reggie, hi, everybody, thank you for joining us this morning. let's start with what's going on outside now. winter's chill still descending into our neighborhoods. we have the freeze warning until at least 8:00. we'll have freezing temperatures around to 9:00. keep your pets, plants, pipes employ protected. here is the second part of today, this afternoon, evening and tonight, moderate to heavy rain, we're still focused on that 12-hour period from 4:00 this afternoon to 4:00 tomorrow morning. for that heavy rain and those gusty winds that may actit long about three hours later than that heavy rain. all right, 38 in san francisco right everywhere. 24 to 42 by 7:00, and you can see we'll hover in the upper 40s to near 50 with rain and snow

moving into the north bay. and mainly turning over to all rain outside lake county at 4:00. then all of us are starting to get our heaviest rain as we roll into 7:00. we'll take a look at future radar and the other watches and advisories out now coming up. let's get over to reggie. >> mike, thank you. the storm is going to have an impact on the fight against covid-19, because some testing and vaccination sites are going to have to close early because of the weather. abc 7 reporter amy hollyfield is live at the mass vaccination site at city college in san francisco. amy? >> reporter: hi, yes, this site will be impacted, take a look at it, reggie, you see the pop-up tents, they just -- ts setup just really won't work well in this storm. here is the plan, the city will close the covid test site at tht petrero hill health center. the embarcadero test site will close at 4:00 today. and then the city college vaccination test site will close

at noon today, will be closed through thursday. the city released some tips to help you get through this storm. they're saying it will be important to check in on friends and family. they're suggesting you pick up free sandbags at san francisco's public works, elevate your belongings and your garage and low lying areas, store your emergency items like your first aid kits and your flashlights up high. and then remove debris, sweep up the leaves out of those storm drains and get them out of the gutters. if you see any flooded areas, clogged drains, the city is calling -- saying to call 311 to report any issues. reporting live in san francisco, amy hollyfield, abc 7 news. >> thank you, amy. in the santa cruz mountains people are heading to evacuation centers like this one at the scotts valley community center after being warned they could be in danger with the approaching storm. one evacu tlsle l isown,e heard enforcement is not takodynocked

purple tier. however, a final decision will be atoda in the purple tier, it means that outdoor dining can resume. governor newsom says case numbers are down nearly 40% in the last week. >> today we can lay claim to starting to see some real light at the end of the tunnel as it relates to case numbers. you can see the 27,000 number, that's reflektd cted on over 400 tests. >> the positivity rate is 9.4%, two weeks ago it was 13.7%. san francisco, mayor london breed is anticipating the city will be in the purple tier even though the state will officially decide today. she says businesses can plan to reopen with purple tier restrictions starting thursday. she also says the stay-at-home order issued in early december made a huge difference. >> if we had continued along the pace that we were going and did absolutely nothing at this time, the end of january, we would be out of icu beds.

and because we acted quickly, and because you followed the healthcare orders that were provided by the department of public health, we did so early, even before the state required us to do so. because we did that in san francisco, we are in a better place. >> the purple tier is the state's most restrictive tier and means the virus is still widespread in the community. not everyone is agreeing with governor newsom's decision to lift this restriction. some california nurses and doctors say that it is still too early. abc 7 news spoke with the head of the california nurses association, she calls the lifting of the stay-at-home order premature. she said -- those are thoughts that are echoed by dr. dean winslow of stanford healthcare. >> i h a nurse for yed i have never seen so many patients die. >> i don't want to second guess my colleagues and the various public health departments, but, again, realize that our cases have only been declining for the

last roughly ten days or so. >> democratic state senator steve glacier of the east bay says even though it might be a glimmer of good news he's also hesitant about an early move. today, the senate will move forward with the next step in former president trump's second impeachment trial. senators will be sworn in as jurors, this comes after members of the house as you can see here marched across the capitol yesterday to hand deliver the article of impeachment to the senate. trump is charged with incitement of insurrection. democrats plan to argue that the riot was part of a larger effort to obstruct the election results. the trial begins the week of february 8th. today, president biden plans to introduce a series of executive orders to address racial equity issues, jobina sat day's action wl do. y, reggie, biden frequently cites racial equality as one of the main crises his administration promises to tackle and today he

will deliver remarks on how he plans to do all of that. reportedly among the list here, executive order to create a federal commission on policing, partly in response to the killing of george floyd last year. one will order the elimination of private prisons and improvement of overall prison conditions, another will mandate his department of housing and urban development to promote equitable housing policies, and, finally here, president biden will also formally denounce discrimination against asian and pacific islander community members brought on by the covid-19 pandemic. his full remarks are set to come around 11:00 a.m. our time, and vice president kamala harris is also expected to be there. reggie and kumasi? >> thank you, jobina. happening told, new covid-19 test requirements beginning for international flights arriving in the u.s. for first time since the start of the pandemic, all passengers 2 ap havee p ofegive test. and that has to taken no more than threehe flight. the cdc announced the new

now to the south bay where santa clara county is withholding vaccine doses from good samaritan hospital after it allowed some teachers to jump the line and get vaccinated early. the los gatos union school district superintendent told teachers and staff they could be vaccinated since they helped raise money for meals for hospital workers. teachers who were reportedly told they needed it lie and say they were healthcare workers. >> and not consistent with our expectations of -- for vaccine providers in the community. so we will be in continued conversation with them, but at

this time, we're not in a position where we would provide any additional county allocations to good sam given what occurred. >> chris wynn has been following this story and has the latest on the investigation into this controversy. >> reporter: in the los gatos union school district, a push to reopen classrooms is now shrouded in controversy. >> schools are a fabric of our society and they need to open and we need it move forward. >> reporter: last week, teachers were contacted by superintendent paul johnson about an opportunity to receive the covid-19 vaccine ahead of others. in an email obtained by the mercury news, the offer was framed by the superintendent as a thank you from good samaritan hospital after the district raised funds at start of the pandemic to help provide meals for frontline workers. during a board meeting on thursday, at least one teacher wrote in during public comment stating his opposition. >> a drive to open our schools

has broken our district leadership. by announcing this unethical partnership with the local hospital to provide vaccines for teachers, district leadership has shown their true colorers. >> a number of board members said they didn't see anything wrong with accepting the offer. >> the allegation that something untoward or illegal was done or at least unethical, i think is false. >> reporter: this afternoon, the superintendent released this statement saying, quote, i completely understand concerns about the vaccine rollout, and any characterization i may have made about good samaritan returning a good deed was my own personal interpretation. while i apologize for that characterization, i will continue to advocate for school staff to be a high priority for vaccinations. citing state regulations and moving on to lower priority groups, good sam initially said they issued the appointments to the district once the vaccines began to thaw and only after they failed to find people within phase 1a and those over 65. however, county officials weren't buying that explanation.

and over the weekend, sent this letter to the hospital, informing them the county would not be providing their next vaccine allocation until they could prove that they would be following the rules surrounding the county's vaccine distribution plan. the hospital now says it regrets the error and is conducting and internal investigation to ensure that something like this doesn't happen again. in san jose, chris nguyen, abc 7 news. the oakland unified school district is outlining its plan to reopen classrooms. it is making sure that students and parents know it will be a different kind of experience than what many are used to. district leaders will hold a -- held a webinar yesterday to share their plans for in person learning and classrooms are being reconfigured to keep students six feet apart. all students starting with kindergarten will have to wear no s de yet, the district says it is likely that students will come back part time at first. >> it will be in all probability a hybrid model where some of them come in one day, others

level and most likely area to receive snow and not have it melt from the rain is going to be up in lake county. so here we are, you can see, by 9:30, everybody getting moderate rain, maybe a little bit lighter in the east bay and south bay as you get rain shadow. look how intense it gets during the latter parts of the evening, overnight hours. tomorrow morning's commute, waves of showers with heavy downpours. so we're still looking at about 1 to 3 inches of rain and 3 to 5 in the north bay mountains and santa cruz mountains, especially on the burn scars. and that's why we're so worried about flooding there. so a strong storm today and tomorrow. a moderate storm for thursday and light storms friday, saturday, sunday, and monday, and chilly temperatures in the 50s. kumasi, reggie? >> thank you, mike. yosemite national park is off limits until at least this weekend. we have video of an earlier winter storm this season and park rangers say that because of tonight's incoming snowstorm, it is just going to be really dangerous. snow conditions, road
