powerful storm with drenching, potentially flooding rain and wind gusts 60 to 80 miles per hour. a look at live doppler 7, the rain is here, down in the south bay pretty intense right widespread over into the mt. hamilton area. over in the east bay over near livermore and altamont, the rain is weak neng but still significant. 2 on the nbc 7 impact storm. scattered showers tonight and tomorrow. burn scar areas may have flooding and here's an animation taking us into the evening hour. we'll continue to see waves of shers and downpours moving into the area and late night and overnight hours and into tomorrow morning, so tomorrow morning's commute will be a challenging one as well. let's go to abc 7 news meteorologist drew tuma for more on the storm.

>> the threat really tonight and tomorrow is for intense rainfall leading to flooding. we do have a flood advisory in effect for must south bay, and that does include gilroy and santa cruz, san jose as well. there's the threat that our stleems and creeks are overflowing their banks. i do want to show you live doppler 7. two things to point out. one, you see all the intensely bright colors, the reds and orange. this is some very heavy rain falling. the second thing i want you to notice this band of rain has not moved over the last four hours. they call this training where it just sits over the same area, and it brings he have rain and the threat for flooding, so we do have a flash flood warning over the burn scar. the lightning complex or flash flooding is likely and debris flows possible. a flash flood watch is still in effect for the north bay and burn scars there. watching the rainfall for any new degree falls as well. still tracking heavy snow. of the blizzard warning is still in effect for tahoe until friday

morning. up to 8 feet is possible. when spencer comes back, more days of rain to track in the accuweather forecast in a few minutes. >> all right. drew, thank you. firms are still asking people to heed evacuation warnings as the rain continues to come down. in monterrey county the rain has led to mud slides in some areas. more details. chris nguyen with the details. >> reporter: leading up to the storm this is the danger officials have been talking about. take a look at this if you had flow behind me on river road between spence and gonzalez. believe it or not, this is actually an improvement from what rescue crews had to deal with earlier today. tonight the cleanup has barely begun in monterrey county after the heavy rain caused moud slides and debris flows throughout the region. on river road south of salinas, the danger evident all around as fire crews tried to rescue people from their homes. local ranchers coming in to assist with their heavy equipment. >> we did have injuries to

civiliansch they are in our local hospital being treated. >> reporter: residents in the area were ordered to evacuate yesterday, but many chose to state. at a property up the road county officials say one woman broke her arm after a powerful mud slide burst through her door. >> we have a lot of property damage. people lost a lot of mobile equipment, motor homes and vehicles and tractors and still trying to get our arms around the total loss. >> the scene not a surprise to some because of its proximity to a burn scar. >> when a fire occurs in an area, that heat and flame changes the chemical composition of the soil. >> reporter: professor laura sullivan green says this is why people should listen when they are told to evacuate. >> all that have precipitation that falls runs off, and as it does it collects all of the ash and burnt debris and loose soil with it and creates the mud flows or debris flows. >> reporter: closer to the bay officials in the santa cruz mountains are pleading with the public to stay clear of the san

lorenzo valley. >> the order is in place to protect people. we encourage people if they thought about staying to seek shelter elsewhere. >> reporter: back here live, the county fire department is being supported by several fire crews from the bay area. earlier today we saw fire crews from heyward and fleement helping with the evacuations here on river road. live in monterrey county this afternoon, chris nguyen, abc 7 news. >> chris, thank you. in the north bay business owners are cleaning up after intense wind and rain moved in overnight. restaurant owners say the storm took direct aim at their livelihoods, outdoor dining parklets and tents. more live from santa rosa with details. >> reporter: hey, kristen, we're seeing a lot of rainfall happening once again. it's been a real tough 24 hours for those restaurant owners, the storm flattening outdoor dining tents like this one here on montgomery drive. this one is a total loss, and

the timing is really terrible just days after outdoor dining got the green light here in sonoma county. >> this pole here is not going to be saved. >> reporter: santa rosa restaurant owner josh silvers shows us what's left of his giant outdoor dining tent. >> that pole bent, that pole bent. >> reporter: we were there when tuesday's storm blew in unleashing chaos. >> all of a sudden i see our tent just rise up and flip over. >> reporter: staff members at jackson owes bar and oven tried to secure it, but watch what happens. another tent structure next door breaks loose and topples all the way across the street. >> it was insane. we just got the go-ahead to start doing outdoor dining as you know, which we were super excited about. >> saw a couple of the tents just blow out. >> reporter: around the corner, two dining tents at grossman's restaurant buckled from too much rain. luckily those can be rebuilt. >> it's one thing after another. >> reporter: across time paradise sushi and hibachi owner

gustavo martinez says his outdoor dining business was destroyed by the storm. this 50-foot tent destroyed. >> no way to fix this. we have to order a new one which will take a couple of weeks if we get lucky. >> reporter: for struggling business owners the timing couldn't be worse. everyone patiently waiting for things to get better. >> every time we move one step forward we go two steps back. everything is just -- it's been rough for restaurant. it's been brutal. >> reporter: yeah. you know, many say they really have no choice but to regroup, rebuild and hope for the best. that's what folks do up here. live in santa rosa tonight, cornell bernard, abc 7 news. >> cornell, before you go, i imagine the dining tents are kind of a big investment, so how much do they cost? >> reporter: i was very surprised to hear this price tag. they can run anywhere, kristen, from $700 up to $6,000. this one behind me, what you see, what's left of it, was one.

more expensive ones. it's real unclear, according to many restaurant owners, if insurance will help pay the cost, but at this point it's an expense that really nobody can afford up here. >> that is just a shame and devastating. the cornell, thank you. now to pg&e's effort to restore the power that was knocked out by the storm. as you can see here on the utilities website, there's still some gust hers without electricity, and this is across the bay area. each of the green dots represents fewer than 50 customers, so the numbers are down significantly for more than 35,000 overnight without power. folks living on keith circle off of oak park boulevard and pleasant hill, they were without power for several hours after this line snapped around midnight. really a rough wake-up call for some in this neighborhood. >> i have a c-pac device with no battery backup so i stopped breathing. i also have an adjustable bed that is still in a u-shape position, and it woke me up. >> that's a little scarey.

>> power also went out i cerrito. neighbors took matters into their own hands to make sure drivers stopped at lights that stayed dark until 8:00 this morning. flooded streets between albany and el cer ri to. you can see our maps showing you exactly where the scene was earlier in the day. the entire parking lot of the central avenue shopping plaza was flooded along with that freeway frontage street. wind and rain dragged a lot of debris on to the streets clogging quite a few storm drains in san francisco. this is just one of several flooded crosswalks we found near fillmore street. the public works crews spent the morning unclogging the drains and clearing more debris before more rain arrives. here is a beautiful sight, snowy vineyards in napa vale in upper wine country. you can see what craig philpot walked up to this upper elevation vineyard. snow can actually be great for grape vines in the winter

keeping them nice and dormant before they bud in the spring. a bit further north, here's what a drive along highway 29 in lake county looked like earlier this morning. this is in the town of lakeport right next to clear lake. we got these other gorgeous images up frommer lake looking more like a snowy mountain town today. let's just keep going north to reading now. the national weather service says several inches of snow dropped overnight. northbound i-5 is shut down this morning still because road conditions are so tough. >> the same snow storm is absolutely pummeling the tahoe area. a look around north and south lake, the region in the midst of a massive multi-day snow storm. our drew tuma tweeted we could see up to 8 feet of fresh snow once it's all said and done on friday. chains are required on virtually every road in the tahoe area, a blizzard and avalanche warning are also in effect through

reporter julian glover spoke with california's surgeon general to get some answers. >> reporter: >> california's surgeon general speaking with me. after getting phase one is complete, agricultural workers and teachers the state decides who will get the vaccine next not based on age but risk. >> i've been afraid i will die if i get the disease. moy will is sitting on my entrance table, and, you know, it's a very real reality for me. >> the shift by the state is angering people with underlying conditions like can a reese hill who until this week knew their place in line. she fell into phase 1-c because of a chronic condition. their immune system is suppressed which makes it tough to stay healthy.

several californians took to twitter to tell their story. >> thinking i would get the vaccine in early february, march. now that that has changed i have no idea. >> reporter: when will these groups be able to access the advantages sunshine will they still be prioritized? >> i want to be very transparent and say they wil be later down the line in receiving the vaccine unless they meet the age criteria. >> the shift to age-based prioritization expected next month also bumps transportation workers out of line. >> we were shocked and disappointed. >> reporter: john courtney leads the union leading bta bus rail, light rail operators and mechanics. they have had 61 positive tests and 1,500 workers this month alone. >> we've got -- felt like second class citizens all along but somebody has to take the folks to the hospitals, to the grocery stores, to work, treatment or to shop. >> the surgeon general also told me that at the current rate that vaccine is flowing into the state from the federal

games february 1st and 3rd.arals but will be played in glendale, arizona. the shift to driverless cars continues to spread roots in the bay area. the dmv is allowing the chinese company bideu to test its self-driving cars in sunnyvale. they can only test them with safety drivers in the car. the driverless cars can hit any sunnyvale streets that are 45 miles per hour or below as long as there's no heavy rain or fog, so basically not today because we had those things. >> yeah. and no time soon apparently, spencer christian. >> you're right about that, larry and kristen. no time soon. here's a look at live doppler 7. you can see right now that we have light to moderate rain moving through parts of the north bay and east bay and he have, heavy downpours with just sort of stationary right now over parts of the south bay, from well, from santa cruz over to gilroy up to morgan hill and

over into the mt. hamilton area, and those areas are just getting saturated with rain right now. a live view looking across the embarcadero. 45 degrees in san francisco and 52 in oakland. mid to upper 40s hat mountianview, san jose and and the cameras from east hill show a lot of stormy weather around. it's not going to completely move out for a while. 451 degrees at santa rosa and 59 at napa. vacaville 47 and 50 at concord and 44 at liver marx and the view at the golden gate shows a freely flowing traffic for right now. these are our forecast feature showers and downpours from time to time. they will continue through tomorrow. there will be intervals of sun and light rain friday through sunday but then steadier rain returns early next week. a look at our flash flood watch in effect until 4:00 p.m. tomorrow. mainly from the higher elevations in the bay area, north bay over to the east bay.

santa cruz mountains and the south bay as well. threat of debris flow over the burn scar areas as sail is saturated and the rain continues to fast. risk of mud slides and flash flooding, of course, a possibility as well. the storm which did rank three is still ranking two on the impact scale. expect more scattered showers. once again the threat of flooding in the burn scar area, and gusty winds will be part of the storm at times. here's the forecast animation starting at 6:00 this evening. notice we'll continue to see waves or periods of showers and heavy downpours moving through the bay area at 5:00 as the commute gets under way. no doubt there will be slippery spots and even localized flooding on the roadways, and that pattern continues through the day tomorrow before the storm begins to weaken more significantly tomorrow night. overnight low temperatures will be mainly in the mid-to upper 40s.

high temperatures tomorrow will range from mid-50s at the coast to only mid-and youer 50s elsewhere, so it will be a fairly narrow and uniform range of highs tomorrow, and in the sierra, a blizzard warning is in effect until 2:00 a.m. friday. we expect 5 to 8 feet of snow with wind gusts of 502070 miles per hour, and an avalanche warning is also in effect until 7:00 a.m. friday with widespread avalanche activity expect. here's the accuweather seven-day forecast. little breaks on friday, saturday and sunday. some sun here. some showers there and then on monday a more vigorous storm moves in. it will be wet and windy. scattered showers will linger into tuesday, and eureka, next wednesday looks like it may be a mostly sunny day. we'll keep watching, that larry and kristen. >> thank you, spencer. >> thanks. >> yeah, some sad news to report out of hollywood. oscar-winning actress cloris leachman has died. the iowa native began her acting career after competing in the 1946 miss america pageant. she appeared in more than 80

oakland's mayor says the city is ready to deal with a spike in homicides. there's been 13 homicides in oakland since the start of 2021 compared it only one at this point last year. today on "midday live" we asked the mayor what's being done to address the problem. >> we recognize that people are really stressed out. emotions are high. we're seeing other types of road rage violence that we believe is just caused from overall stress, and then we are seeing more and more powerful guns on our streets than we've ever seen before. we have a great partnership with the federal government to do that gun tracing. that also is yielding a lot of effective intelligence so that we can start holding people dapele off of our streets and then also creating conditions of safety so people do not have to resort to violence to solve their disputes. >> the mayor says oakland's

crea cease-fire team met already. the goal is to reduce gang and group-related homicides and shootings. >> the effort to help feed the hungry in the bay area received a boost from the san francisco giants legend barry bonds. today the baseball great presented a check for $15,000 from his family foundation to the second half vest food bank of silicon valley. following that bonds joined the volunteers handing out food at the organization's drive-through distribution event at skyline college in san bruno. bonds says now it's especially important to help those in need. >> we're in a world crisis. it's just not just in this community, but we're in a world crisis right now, and i think it's just important that were all do it and if we're capage of giving back and doing, it we just feel it's very important. >> now on another note, bonds was asked about being bypassed again for the baseball hall of

>> there's criticism over last night's board to rename schools. the board decided that the names of 44 schools have dies to racism or have dishonorable legacies. abc 7 news reporter leanne melend melendez joins us with the story. slave owners are on that list and also abraham lincoln >> reporter: don't have to remind you that lincoln abolished slavery and led america through the civil war but the board says he also had legislation that led to the westward expansion and it's those decisions, those actions that this board says had consequences. >> reporter: there's 44 san francisco schools whose names are scheduled to be changed. the reason has sparked a lot of controversially. >> we're committing to undoing symbols of racism and white supremacy culture, so, again, we're uplifting these

opportunities to -- to see names that decan be excited about. >> reporter: change is these names was in response to what happened in 2017. more than 28 money miles from san francisco. white nationalists rallied in charlottesville, virginia against removing a statue of the confederate general robert e. lee. following that violent protest the san francisco school board then decided to target those school names they say with ties to racism or even with a shady legacy. >> it's anger and vitriol as opposed to facts and truth, whether it's good history or bad history. >> reporter: the vice president of the washington high school alumni association is against removing a controversial mural of the history of america depicting slavery and a tilyse education or a t doe't teaching moment regarding history. >> reporter: another school name which will be changes is dianne

feinstein elementary which opened in 2006. here's why. in 1984 a protester by the name of richard bradley climbed a flag pole to take down the confederate flag. it was up of 18 flags kidisplay outside the civics center since 1946 and used to symbolize the stages of american history. after bradley took the flag down, then mayor feinstein ordered the flag to be put up again. it was doris ward, the first african-american board president, that convinced feinstein to permanently remove it. she did. >> i do not think we should snap prejudicial judgments without the facts. she appointed me to the city college school board, and she and her husband richard blum established the first sister city on the continent of africa.

>> reporter: that in addition to becoming the city's first female mayor and senator for california along with barbara boxer. >> and, of course, we reached out to senator feinstein's office for comment but did not get a replimpt now reverend brown told me and has vowed to stop the name change and suggested that perhaps the scoreboard should be recalled. without a doubt very controversial. >> and leanne, that's only going to grow, so we're going to dive in a little deeper. joining us now is "chronicle" insider phil metoyer to talk about the controversy. i find it hard to believe there's a lot of high-profile critics of this, including mayor london breed. >> the questions of the validity of taking these names down, the school board rather than taking names off of schools should be getting kids back into schools at this time, and that that should the priority. however, this was a political statement from the get-go. the criteria set up for this was

not only about racism or about gender identification, but it was also about colonial isk and the expansion of america, abraham lincoln and his efforts to bring the railroad to california, a reason why we're here today is being seen as a negative. you took a look who was on this commission that made these calls. what did you find? >> reporter: well. way the board arrived at these decisions is because they had a committee study this. this committee was spliced, i'm told, by educators, teachers, students and i believe one or two former school board members, but what's interesting is that not a single historian was involved in this. you know, someone who would know everything about lincoln or someone who would know everything about george washington. you know, so you have to question that. you know, for example, if you wanted to know everything about alexander hamilton you would go

to dr. -- her name is dr. joanne freeman from yale. she knows everything about alexander hamilton and that's the person you go, to but they didn't do that. you know, as we have learned in this country, facts matter. >> you know it's interesting that not only were there people that were on the lives names to be removed but things as well. mission high school which is next to mission delorris, an historic part because mission and the mission system, which established california is being seen as oppressive to faith americans. the providio school is being eliminated because that's seen as militaristic and again colonial. even the alamo school is being pulled because there may be a connection with remember the alamo, the battle crime during its revolution against mexico. >> leanne, do you know how much this is going tofcost, thest, t,

renaming of the schools? we're going through covid, kids are not back in the classroom, not focusing their attention on getting them back in the classroom and instead this. i asked them the question and the board president said they estimate it will cost about $10,000, and i have to question that because, you know, i have a feeling that it's going to cost a lot more. where is this money coming from? she assured me there's a lot of people in the community willing to chip in, to donate money to have these named changed. now i want to add one more thing. you know, the school board president also mentioned the name richard bradley who you saw in my report there. he was a man who climbed that flag pole not once but two, three times. now the board president said
